CONDITIONS GENERALES DU DISPOSITIF DE PROGRAMMATION ÉCHANGES ET
COOPÉRATIONS ARTISTIQUES
POUR DES PROJETS SE DÉROULANT ENTRE JANVIER ET DECEMBRE 2014
Ces formulaires ne concernent pas :
• les projets dans le cadre des saisons culturelles françaises à l'étranger ou étrangères en France
• les projets se déroulant en France si les artistes concernés ne dépendent pas du programme Afrique et Caraïbes en
créations
• les projets de résidences de l'Institut français qui font l’objet d’un formulaire spécifique,
• les projets à caractère uniquement patrimonial ou concernant un artiste décédé
• les demandes concernant des voyages préparatoires à un projet ou les voyages d'étude et de prospection,
• les projets relevant uniquement de la production (réalisation d'œuvres, prises de vues, repérages, tirages,
encadrements),
• les projets relevant du domaine cinématographique (réalisation et diffusion de documentaire),
• les projets concernant les échanges entre écoles d'art (qui relèvent du programme « Entr'écoles » de l'Institut
français),
• les projets relevant uniquement de l'édition, les projets de participation à des foires d'art ou à des salons à l'étranger
les projets se déroulant dans des galeries privées ou lieux à caractère commercial
Pour rappel, l’Institut français dispose d’un programme de convention avec un certain nombre de collectivités territoriales qui
peuvent être éventuellement partenaires des projets portés par des structures ou artistes résidents dans les villes ou régions
ci- dessous :
Les villes
13 conventions : Bordeaux, Grenoble, La Rochelle, Le Havre, Lille, Lille Métropole, Lyon, Marseille, Nantes, Paris, Rennes /
Rennes Métropole, Saint-Etienne, Toulouse
Les régions
14 conventions : Conseil Régional d’Alsace / Ville de Strasbourg, Basse-Normandie, Bretagne, Centre, Franche-Comté, Ile-deFrance, La Réunion (Conseil Régional + Conseil Général + DAC OI + Ville de St Denis de la Réunion), Languedoc-Roussillon,
Midi- Pyrénées, Limousin, Nord Pas de Calais, PACA, Pays de la Loire, Poitou-Charentes
Les porteurs de projets doivent être :
• Un service de coopération et d’action culturelle
• Une institution ou structure étrangère, à but principalement non lucratif, biennale ou rencontre de type professionnel,
organisant des expositions ou tout autre projet concernant un ou des artistes et créateurs français, ou vivant en
France depuis au moins cinq ans, sans limite d'âge, et ayant déjà mené des activités de programmation
internationale. Le service culturel de l'ambassade de France du (des) pays concerné(s) par le projet doit
obligatoirement être informé si celui-ci n'est pas directement impliqué dans le projet
• Une institution ou structure française, à but principalement non lucratif, ou un(e) commissaire et critique d'art, ayant
conçu un projet (du type de ceux mentionnés ci dessus), obligatoirement en partenariat avec une institution ou
structure étrangère, principalement de type "Non profit" (excluant les biennales qui se déroulent à l'étranger, qui font
l'objet d'une demande des organisateurs).
• Un artiste, ou une compagnie vivant et travaillant en France ou de la zone Afrique et Caraïbe devant:
-être engagé dans la vie professionnelle et justifier, si besoin est, d'un statut juridique,
- justifier de travaux antérieurs,
- avoir des partenaires identifiés reconnus dans le paysage culturel du pays d'accueil du projet,
- avoir informé obligatoirement le service culturel français du pays où doit se dérouler le projet si celui-ci n'est pas
directement impliqué dans son déroulement.
• Un tourneur ou un agent représentant un artiste en France ou un artiste d’Afrique ou de la Caraïbe
• Une structure/opérateur culturel (lieu de diffusion, festival) dans le monde
Votre projet doit correspondre à l’un des cas ci-dessous :
• Vous avez un projet de diffusion de spectacle, d’une exposition, d’événement et de manifestation à l’étranger
• Vous accueillez un spectacle, un événement ou une exposition en diffusion à l’international
• Vous invitez un artiste à monter un projet pour l’international

Les zones prioritaires en 2014 sont les pays de l'union Européenne (y compris Suisse et Norvège, non membres), Etats-Unis,
Canada, Russie, Inde, Chine, Japon, Corée, Taïwan, Argentine, Mexique, Emirats Arabes Unis, Singapour, Brésil, Israël, Liban,
Turquie.
Les porteurs de projets qui souhaitent déposer une demande sur l’Allemagne, les Etats- Unis et le Royaume-Uni, doivent
prendre l’attache du chargé de mission des relais spécialisés du service de coopération et d’action culturelle des pays
concernés qui coordonnent l’ensemble des demandes et définissent le cadre d’éligibilité des projets.

Spectacle vivant
Les porteurs de projets qui déposent une demande dans le domaine du théâtre, de la danse, des Arts du cirque, de la Rue et de
la Marionnette sur l’Allemagne doivent prendre l’attache du chargé de mission du service de coopération et d’action culturelle
qui coordonne l’ensemble des demandes et définit le cadre d’éligibilité des projets.

Musiques actuelles
Dans le domaine des musiques actuelles, il est rappelé qu’il existe des bureaux exports de la musique française sur certains
territoires qui peuvent intervenir sur des projets de tournées en relation avec une actualité discographique (sortie physique et
numérique) dans le pays concerné par le projet. Le porteur de projet doit informer le correspondant de sa demande.

ARTISTIC EXCHANGES AND COOPERATION
PROGRAMMING INITIATIVE 2014
GENERAL CONDITIONS FOR THE PROGRAMMING INITIATIVE ARTISTIC EXCHANGES AND
COOPERATION
Your project must take place between January and December 2014.
This initiative does not concern:
• Projects in the context of French cultural seasons abroad or foreign cultural seasons in France
• Projects taking place in France, if the artists in question are not beneficiaries of the Afrique et Caraïbes en création
programme
• Institut français residency projects, which are the subject of a specific form
• Projects with purely heritage-based characteristics or concerning an artist whois no longer alive
• Applications concerning project preparation trips or study and prospection trips
• Projects relating to production only (creation of works, shots, production on location, prints, frames)
• Projects falling within the cinematographic field (creation and circulation of documentaries)
• Projects concerning exchanges between art schools (which come under the Institut français’ Entr'écoles programme).
• Projects relating to editing only
• Projects concerning participation in art fairs or conventions abroad
• Projects taking place in private galleries or premises with a commercial character
Project leaders should be:
•
A cultural cooperation department within a French Embassy
•
A foreign institution or organisation which is principally not for profit, a biennale or professional meeting, organising
exhibitions or any other project concerning one or more artists and creators who are French nationals or have lived in
France for at least five years, with no age limit, having already carried out international programming activities. You
must have informed the cultural department of the French Embassy in your country if it is not directly involved in the
project.
•
A French institution or organisation which is principally not for profit, or an art commissioner or art critic who has
designed a project (of one of the aforementioned types). This must be in partnership with a foreign institution or
organisation which is principally not for profit (excluding biennales organised abroad, which are the subject of an
application from the organisers).
•
An artist or collective / company residing in France or in the Africa and Caribbean area:
- involved in professional activities and providing proof, where necessary, of their legal status
- providing proof of past work
- with recognised partners identified within the cultural context of the country receiving the project
- having informed the French cultural department in the country where the project is to take place, if not directly
involved in its organisation
• A producer or agent representing an artist in France or an African or Caribbean artist
• An organisation / cultural operator (place where works will be shown, festival, etc.)
Your project must correspond to one of the following cases:
• You have a project for the international circulation of a show or exhibition
• You are hosting a show or exhibition which is being circulated internationally
• You have been invited to set up an international project
• You are inviting an artist to set up an international project

The priority areas for 2014 are the countries of the European Union (as well as Switzerland and Norway, which are not EU
Member States), the United States, Canada, Russia, India, China, Japan, Korea, Taiwan, Argentina, Mexico, the United Arab
Emirates, Singapore, Brazil, Israel, Lebanon, Turkey.
Project leaders wishing to submit an application concerning Germany or the United States and United Kingdom must make
contact with the chargé de mission from the cultural cooperation and action department in the country in question, who will
coordinate all the applications and define the projects’ eligibility framework.

Performing Arts
Project leaders who submit an application in the field of Drama, Dance, Circus Arts, Street Art or Puppetry with regard to
Germany must make contact with the chargé de mission from the cultural cooperation and action department in the country in
question, who will coordinate all the applications and define the projects’s eligibility framework.

Current music
With regard to current music, we remind you that Bureau Export could be involved in tour projects related to music currently
being recorded and released on disk in the country concerned by the project. The project leader should inform the
correspondent of their application.
