The SASKATCHEWAN MILK MARKETING BOARD, pursuant to the provisions of The Milk Marketing Plan Regulations and The Agri-Food Act, 2014, hereby determines and orders as follows: 1 The Board shall assign the proceeds it receives from licensed processors, as determined in accordance with the Milk Pricing Order into a producer Milk Pool (Pool). 2 The Board shall make payments from the Pool to the licensed producers at least twice monthly or at more frequent intervals as may be approved by the Board, net of any applicable deductions, add-ons, or pooling transfers. 3 The allocation of the proceeds in the Pool among the licensed producers shall be based on the volume and content of the milk delivered to the Board by each licensed producer. For the purpose of this Order, “content” means the amount of butterfat, protein, and other solid components in milk. 4 The Board shall provide each licensed producer with a statement of the content of milk from all official samples tested. 5 Where the content of milk from a licensed producer is unavailable for the testing period, the content of the milk shall be deemed to be the result of the last official sample tested. 6 In the event that a licensed transporter cannot travel to a licensed producer’s yard and a licensed producer’s milk cannot be picked up within a period of three consecutive days of the last pick-up due to inclement weather, road conditions, or other circumstances beyond the control of the Board, the licensed transporter, or the licensed producer, such licensed producer shall, nonetheless, be entitled to an allocation from the Pool for any milk that would have normally been picked up and such licensed producer’s allocation shall be deemed to be the average of the three most recent volume and content results available for that licensed producer. 2410 THE SASKATCHEWAN GAZETTE, DECEMBER 2, 2016 7 If a licensed producer’s milk cannot be picked up for a reason within the control of the licensed producer for a period longer than three consecutive days, having regard to the obligation of a licensed producer to have capacity to hold and cool milk produced in three consecutive days at peak production, as provided in the Milk Production and Facility Standards Order, the licensed producer shall not be entitled to have an allocation from the Pool for the milk produced during the three-day period or any period in excess of the three-day period. A producer shall not be compensated for milk rejected or discarded because it was co-mingled with milk older than three days. 8 The Board may withhold milk price add-ons from the pool for the purpose of funding Board activities and programs. 9 A failure of the Board to carry out a provision of this Order, in whole or in part, because of an act of God, adverse weather, fire, strike, lock-out, invasion or order of civil or military authority, shall not be deemed to a contravention of this Order. 10 Order No. 15/12 is hereby wholly revoked. 11 This Order will remain in effect for a period no longer than ten years from the date this Order is approved by the Agri-Food Council. The Clerk of the Legislative Assembly must be advised in writing of the name of the Private Member sponsoring the Private Bill. In cases where the proposed bill provides that the property to be used or occupied by the petitioner be exempt from taxation, either in whole or in part, the petitioner must file with the Clerk of the Assembly, along with the petition, a written statement from the local municipal authority in which the said property is situated approving the intent of the provisions of the proposed bill which provide for the exemption from taxation. 91(1) All petitions for private bills shall be in duplicate and shall be filed with the Clerk of the Assembly not later than the fourth sitting day of the spring period of the parliamentary calendar. 91(2) No petition for any private bill shall be received by the Assembly if presented after the first eight sitting days of the spring period of the parliamentary calendar. 91(3) No private bill may be introduced in the Assembly after the first 15 sitting days of the spring period of the parliamentary calendar. 92(1) Every applicant for a private bill shall deposit with the Clerk of the Assembly, along with the petition for same, two copies of the bill with marginal notes inserted and an accepted cheque payable to the Minister of Finance for the sum of two hundred and fifty dollars ($250) if the said bill does not exceed 10 pages, and fifteen dollars ($15) additional for each page over that number; 450 words shall be held to constitute a page. 92(2) In the case of a bill incorporating a company, a receipt from the Director of Business Corporations for any statutory fees required shall also be deposited with the Clerk of the Assembly. 2416 THE SASKATCHEWAN GAZETTE, DECEMBER 2, 2016 93 No remittance of a deposit on account of a private bill or any portion thereof shall be ordered by the Assembly unless the same has been recommended by the committee charged with its consideration, or unless the bill has been withdrawn, rejected or not reported upon, in which cases the actual expenses incurred shall be deducted from the deposit received before making such remittance. ... 95(1) All petitions to the Legislature for private bills of any nature whatsoever shall require a notice clearly and distinctly specifying the nature and object of the application and, where the same refers to any proposed work, indicating generally the location of the work, and signed by and on behalf of the petitioners, with the address of the party signing the same.
