ROAD RESTRICTIONS ON PROVINCIAL HIGHWAY NO. 42 —
BETWEEN jUNCTION 373 AND jUNCTION 45 IN THE tOWN OF lUCKY lAKE
ORDER for Road Restrictions on Provincial Highway No. 42 between the Jct. 373 and the Jct. 45 in the Town
of Lucky Lake.
Reference: Highway 42 – from the junction of Provincial Highway No. 373 to its junction with Highway 45
in the Town of Lucky Lake.
Pursuant to section 35 of The Highways and Transportation Act, 1997.
NOTICE IS HEREBY GIVEN that from midnight August 1, 2010 and until further notice, vehicles other than
those exempted below and those vehicles described in subsections 3(1) and (2) of the The Vehicle Weight and
Dimension Regulations, 1999, on the following provincial highways:
Provincial Highway 42 – from the junction of Provincial Highway No. 373 to its junction with Highway 45 in
the Town of Lucky Lake;

Shall be restricted as follows:
• The maximum gross vehicle weight not to exceed 8 000 kg (17,600 lbs);
• The maximum gross weight on any axle unit not to exceed 5 500 kg (12,100 lbs).
The restriction does not apply to:
• Emergency vehicles;
• Ministry of Highways and Infrastructure vehicles and rural municipal maintenance equipment when
conducting maintenance or accessing sites on or along the restricted highway;
• SaskPower and SaskTel vehicles when accessing sites along the restricted route;
• Recreational vehicles;
• Buses; or
• Farm Equipment operated or towed;
• Vehicles directly crossing Provincial Highway No. 42 at an intersecting public roadway.
This Order is issued on a permanent basis and should not be confused with Spring Road Restriction Orders.

THE SHEEP DEVELOPMENT PLAN REGULATIONS, 1996 — SERVICE CHARGES
Order No. 19/10. The Sheep Development Board, pursuant to the provisions of The Sheep Development
Plan Regulations, 1996 and The Agri-Food Act, 2004 hereby determines and orders as follows:
1 All persons engaged in the production of sheep and lambs in Saskatchewan shall pay a service charge to
the board based on the number of Canadian Sheep Identification Program (CSIP) ear tags purchased by the
producer.
2 The board is the sole distributor of CSIP ear tags used for all Saskatchewan production.
3 The amount of the service charge to be paid by persons purchasing ear tags shall be $1.50 per ear tag.
4 For collection purposes:
(a) the service charge shall be applied at the time of purchase of the ear tags in accordance with the
CSIP;
(b) administration of the service charge shall be carried out by the board;
(c) the board shall collect the service charge from the producer purchasing the ear tags and shall
collect the following information upon the purchase:
(i) the name, address and phone number of the producer purchasing ear tags; and
(ii) the number and type of ear tags purchased by the producer.
5 If the producer fails to pay the service charge in accordance with this order, the board may invoice the
producer for the amount of the service charge owing by the producer to the board – invoice shall be due and
payable on receipt.
6 Order No. 18/09 – Service Charges is hereby wholly revoked.
7 This order will remain in effect for a period no longer than ten years from the date this order is approved
by the Agri-Food Council.
Order No. 19/10 is made pursuant to clauses 8(1)(c), (e), (f) and (g) of The Sheep Development Plan Regulations, 1996
and shall be effective upon the date of this Order. By order of the Sheep Development Board.

PRODUCER REGISTRATION
Order No. 20/10. The Sheep Development Board, pursuant to the provisions of The Sheep Development
Plan Regulations, 1996 and The Agri-Food Act, 2004 hereby determines and orders as follows:
1 Each producer shall register on a registration form provided by the board within 45 days of being requested
to do so.
2 All registered producers shall renew their registration with the board before January 15 of each year on
a registration form provided by the board.
3 Each producer shall supply the following information on a registration form provided by the board:
(a) the name under which the producer carries on his or her business along with his or her mailing
address and telephone number;
(b) in the case of a corporation, association, society or other designation, the names of all of the individuals
involved in the production unit, their mailing addresses and their telephone numbers;
(c) legal land description of the main production unit; and
(d) the number of registered and commercial ewes and breed.
4 The information collected on the registration form is for the internal use of the board and kept confidential,
except when required by law to provide relevant information.
5 In the event a producer refuses to register with the board, the board has the right to limit registration
benefits.
6 Order No. 2/96 – Producer Registration is hereby wholly revoked.
7 This order will remain in effect for a period no longer than ten years from the date this order is approved
by the Agri-Food Council.
Order No. 20/10 is made pursuant to clause 8(1)(b) and section 18 of The Sheep Development Plan Regulations, 1996
and shall be effective upon the date of this Order. By order of the Sheep Development Board.

MARKETING SERVICES AND PROCEDURES
Order No. 21/10. The Sheep Development Board, pursuant to the provisions of The Sheep Development Plan
Regulations, 1996 and The Agri-Food Act, 2004 hereby determines and orders as follows:
1 A producer requesting marketing services through the board shall provide the following information:
(a) (b) (c) (d) (e) number and type of animal;
approximate weight;
breed;
castrated or not; and
contact information.

2 The board shall:
(a) provide potential dealers with an opportunity to bid on the animals offered by producers;
(b) determine the successful bid;
(d) arrange with the dealer for assembly and delivery;
(c) contact the producer with the date, time and place for delivery of animals;
(e) have the right of refusal of animals that are not suitable for sale;
(f) arrange transportation of animals from the assembly yard to the dealer;
(g) at no time take ownership of the animals;
(h) make price adjustments where a producer did not deliver good quality animals or the type of animal
differs from the marketing service request; and
(i) submit to the dealer a summary report including:
(i) number of animals;
(ii) weight of the animals; and
(iii) total owing to producers.
3 Each producer is responsible for the transportation and welfare of the animal(s) to the assembly yard.
4 All prices paid and weights are FOB (freight on board) at the Saskatchewan assembly yards.
5 The dealer shall submit to the board monies owing to the producers for the animals assembled.
6 The board shall, after making proper deductions, forward the remaining monies to the producer within
fourteen days after the animals have been delivered to the dealer.
7 Orders No. 4/96 – Marketing Services and Procedures and No. 11/96 – Delivery Procedures for Sheep and
Goats are hereby wholly revoked.
8 This order will remain in effect for a period no longer than ten years from the date this order is approved
by the Agri-Food Council.
Order No. 21/10 is made pursuant to clauses 8(1)(c) and (h) of The Sheep Development Plan Regulations, 1996

(e) housing the animal(s) at the assembly yard(s).
2 The yardage fees levied against the animals shall be no greater than that charged by the assembly yard.
3 The insurance charges levied on the animals shall be at a rate as set by the board to maintain the insurance
fund.
4 Order No. 9/96 – Marketing Charges is hereby wholly revoked.
5 This order will remain in effect for a period no longer than ten years from the date this order is approved
by the Agri-Food Council.

INSURANCE
Order No. 24/10. The Sheep Development Board, pursuant to the provisions of The Sheep Development Plan
Regulations, 1996 and The Agri-Food Act, 2004 hereby determines and orders as follows:
1 The board shall establish an insurance fund to insure the transportation of sheep and lambs from the time
of loading at an assembly yard up to and including the delivery to the dealer.
2 An animal does not qualify for insurance if:
(a) identified as subject (crippled, injured, very weak) upon arrival at the assembly yard; or
(b) died in transportation to the assembly yard.
Assembly yards shall not accept animals not suitable for transportation.
3 Insurance premiums payable by a producer shall be equal to the charges set by the board to maintain the
insurance fund.
4 For identification purposes each producer shall paint brand their animals with an assigned identification
mark prior to delivery at the assembly yard.
5 The board shall pay producers directly for insurable deads from the insurance fund.
6 Insurable deads shall be paid for at a value equal to the average value of the remaining healthy animals
of that class on the load.
7 The terms and conditions of the insurance policy approved by the board shall be made available to registered
producers in writing upon request.
8 The terms and conditions of the insurance policy shall be binding upon all parties involved.
9 Agreement on the number, class and condition of sheep and lambs changing hands shall be indicated
when the manifest is signed by the persons delivering and accepting the animals. The onus shall be on any
such person disputing the accuracy of such manifest to prove that a reasonable opportunity was not given to
all necessary parties to sign the manifest.
10 Order No. 10/96 – Insurance is hereby wholly revoked.
11 This order will remain in effect for a period no longer than ten years from the date this order is approved
by the Agri-Food Council.
Order No. 24/10 is made pursuant to clause 8(1)(i) of The Sheep Development Plan Regulations, 1996 and shall
be effective upon the date of this Order. By order of the Sheep Development Board.

Pursuant to subsection 15(1) of The Pharmacy Act, 1996, the regulatory bylaws of the Saskatchewan
College of Pharmacists are amended as follows:
1 Amend Schedule III to delete:
“Diclofenac diethylamine in preparations for topical use on the skin in concentrations of not more
than the equivalent of 1% diclofenac”.

EXTRACTS FROM THE RULES AND PROCEDURES OF THE
LEGISLATIVE ASSEMBLY OF SASKATCHEWAN RELATING TO PRIVATE BILLS

PETITIONS
14(1) A petition to the Assembly may be presented by a Member at any time during the sitting of the Assembly
by filing the same with the Clerk of the Assembly.
14(6) Petitions may be either written or printed; provided always that when there are 3 or more petitioners,
the signatures of at least 3 petitioners shall be subscribed on the sheet containing the prayer of the petition.
14(9) No petition can be received which prays for any expenditure, grant or charge on the public revenue,
whether payable out of the Consolidated Fund or out of moneys to be provided by the Assembly.
NOTE: A form of Petition can be obtained on application to the Clerk of the Legislative Assembly.
PRIVATE BILLS
75(1) All petitions for Private Bills shall be in duplicate and shall be filed with the Clerk of the Assembly
not later than the twentieth sitting day of the Session.
75(2) No petition for any Private Bill shall be received by the Assembly if presented after the first twentyfive sitting days of the Session.
75(3) No Private Bill may be introduced in the Assembly after the first thirty sitting days of the Session.
76(1) Every applicant for a Private Bill shall deposit with the Clerk of the Assembly, along with the petition
for same, 2 copies of the bill, with marginal notes inserted, and an accepted cheque payable to the Minister of
Finance for the sum of two hundred and fifty dollars, if the said bill does not exceed ten pages, and fifteen dollars
additional for each page over that number; four hundred and fifty words shall be held to constitute a page.
76(2) In the case of a bill incorporating a company, a receipt from the Registrar of Joint Stock Companies
for any statutory fees required shall also be deposited with the Clerk of the Assembly.
77 No remittance of a deposit on account of a Private Bill or any portion thereof shall be ordered by the
Assembly unless the same has been recommended by the committee charged with its consideration, or unless
the bill has been withdrawn, rejected or not reported upon, in which cases the actual expenses incurred shall
be deducted from the deposit received before making such remittance.

79(1) All petitions to the Legislature for Private Bills of any nature whatsoever, shall require a notice, clearly
and distinctly specifying the nature and object of the application, and where the same refers to any proposed
work, indicating generally the location of the work, and signed by and on behalf of the petitioners, with the
address of the party signing the same; and when the petition is for an act of incorporation, the name of the
proposed company shall be stated in the notice.
79(2) Such notice shall be published prior to the filing of the petition with the Clerk of the Assembly as
required in Rule 75(1) in 2 consecutive issues of The Saskatchewan Gazette and 4 consecutive issues of a
newspaper, published in English and having circulation in the locality affected.
79(3) A copy of the notice with a statutory declaration of the several publications of advertisement shall be
filed with the Clerk of the Assembly along with the petition and bill.
80(2) Every bill for an act of incorporation, where a form of model bill has been adopted, shall be drawn in
accordance with such model bill, copies of which may be obtained from the Clerk of the Assembly. Any provisions
contained in any such bill which are not in accord with the model bill shall be inserted between brackets and
shall be so printed.
83 When any bill for confirming any agreement is filed with the Clerk of the Assembly, a true copy of such
agreement must be attached to it.
COMMITTEE RULING
In cases where the proposed bill provides that the property to be used or occupied by the petitioner be exempt
from taxation, either in whole or in part, the petitioner must file with the Clerk of the Assembly, along with the
petition, a written statement from the local municipal authority in which the said property is situated approving
the intent of the provisions of the proposed bill which provide for the exemption from taxation.
The name of the Member who is to present the petition and Private Bill must be furnished to the Clerk of the
Assembly at the time of filing the petition. Such Member should not, of course, be a Member of the Cabinet.

PROJETS DE LOI D’INTÉRÊT PRIVÉ
75(1) Deux exemplaires des pétitions introductives de projets de loi d’intérêt privé sont déposés auprès du
greffier de l’Assemblée dans les vingt jours de séance de l’ouverture de la session.
75(2) Seules sont recevables par l’Assemblée les pétitions introductives de projet de loi d’intérêt privé qui
sont présentées dans les vingt-cinq jours de séance de l’ouverture de la session.
75(3) Les projets de loi d’intérêt privé ne peuvent être déposés à l’Assemblée que dans de les trente jours de
séance de l’ouverture de la session.
76(1) Les personnes qui demandent un projet de loi d’intérêt privé déposent auprès du greffier de l’Assemblée,
outre la pétition connexe, 2 exemplaires du projet de loi qui portent les notes marginales ainsi qu’un chèque
visé payable au ministre des Finances, au montant de deux cent cinquante dollars si le projet de loi est composé
d’au plus dix pages; ce montant est majoré de quinze dollars par page supplémentaire. Une page est réputée
renfermer quatre cent cinquante mots.
76(2) Si le projet de loi prévoit la constitution d’une société, le récépissé des droits réglementaires donné par
le registraire des sociétés par actions est également déposé auprès du greffier de l’Assemblée.
77 L’Assemblée ne peut ordonner la remise totale ou partielle des dépôts relatifs aux projets de loi d’intérêt
privé, sauf recommandation du comité chargé d’étudier le projet en question ou si celui-ci est retiré ou rejeté
ou encore n’est pas rapporté. Les dépenses réelles sont déduites du dépôt avant de le remettre.
79(1) Toutes les pétitions introductives de projets de loi d’intérêt privé à l’adresse de la Législature nécessitent
un avis qui expose clairement la nature et l’objet de la demande et qui est signé par les requérants et en leur
nom, avec mention de l’adresse des signataires. Les avis qui visent des travaux proposes font état de leur
emplacement; ceux qui visent une loi de constitution en société font état du nom de la société.
79(2) Les avis requis en vertu du paragraphe 75(1) sont publiés, avant le dépôt de la pétition auprès du
greffier de l’Assemblée dans 2 numéros consécutifs de la Gazette de la Saskatchewan ainsi que dans 4 numéros
consécutifs d’un journal anglais diffusé dans la région touchée.
79(3) Sont déposées auprès du greffier de l’Assemblée, outre la pétition et le projet de loi, copie de l’avis ainsi
qu’une déclaration solennelle qui atteste les diverses publications de l’annonce.
80(2) Si une formule-type de projet de loi a été adoptée, les projets de loi portent constitution des sociétés
sont rédigés selon cette formule, dont les exemplaires peuvent être obtenus chez le greffier de l’Assemblée.
Les dispositions de ces projets de loi qui ne se conforment pas à la formule-type sont indiquées et imprimées
entre crochets.
83 Une copie conforme de l’accord est annexée aux projets de loi portent ratification d’un accord, qui sont
déposés auprès du greffier de l’Assemblée.
dÉcision en comitÉ
Dans les cas où la proposition de projet de loi prévoit que les biens devant être utilisés ou occupés par le
requérant soient exempts d’impôts, que ce soit dans leur ensemble ou partiellement, le requérant devra déposer
au bureau du greffier de l’Assemblée en plus de sa pétition, une déclaration par écrit des autorités municipales
locales où se trouvent les biens en question approuvant l’objet des dispositions de la proposition de projet de
loi qui prévoit l’exemption d’impôts.
Le nom du député qui présentera la pétition et le projet de loi doit être fourni au greffier de l’Assemblée lors
du dépôt de la pétition. Il est entendu que le député en question ne peut être un membre du Cabinet.
