This theme concerns: • The relation of underground structures to the environment, • The transformation of underground structures into living spaces. C'est Jean PIRAUD, notre président de séance, qui a trouvé ce titre. Il m'a étonnée, je n'aurais pas osé aller si loin ! Mais il a raison et c'est un beau sujet, car tout ce que nous agitons ici n'a de sens que si le public a envie de nos aménagements, que si, par suite, les élus pensent possible de proposer de l'espace souterrain à leurs administrés sans craindre une levée de boucliers, que si les aménageurs et concepteurs ont aussi le goût, et, c'est essentiel car cela touche un problème sensible, l'envie d'aménager cet espace invisible et sans façades au sens où il est convenu de l'entendre. It was Jean PIRAUD, our session chairman, who came up with this title. He surprised me – I would not have dared go so far! But he was right and it is a fine topic, because everything we do here only makes sense if the public wants our facilities, if elected representatives believe it is possible to propose an underground space to those under their jurisdiction without fear of an outcry, and if developers and designers share their enthusiasm and – and this is essential because it touches on a sensitive issue – are interested in developing this invisible space without façades in the traditional sense of the term. L'humain est donc décisif ! On le fait entrer en sous-face et là, en sous-face, on va se préoccuper de son confort parce que le sous-sol sans confort, cela ne marche pas, l'humain subit mais n'adhère pas et il le fait savoir. The human factor is crucial! We can make people occupy the space below ground but once there, we must take care to ensure their comfort because an underground space without comfort simply does not work. People might accept it, but without any enthusiasm and will be sure to make their point of view clearly felt. An architect digression As an architect, I feel I have the right to a small digression: I love underground structures! Why? Because on ground level, people are everywhere. Wherever you look, it is a space used for living, travelling and working. As architects, we know how to deal with the situation and are able to provide the solutions required by the population. It has become an almost automatic response – and there lies the problem. It is possible to build office buildings based on a strict orthogonal grid that incorporate a long corridor serving the various rooms and spaces. Pourquoi ? Parce qu'en surface il est bien connu que l'homme est partout, qu'il habite, circule, travaille, partout. Aussi la question de sa présence est-elle réglée partout, on sait faire! La question est tellement bien réglée qu'on n'y pense même plus… et c'est là le drame ! Il est ainsi possible de construire des immeubles de bureaux avec une trame bien orthogonale et un long couloir pour les desservir de part et d'autre, de construire de même des établissements scolaires avec une trame bien orthogonale et un long couloir pour desservir les classes de part et d'autre, des hôpitaux avec une trame bien orthogonale et un long couloir pour desservir les chambres de part et d'autre, en affirmant que c'est plus fonctionnel. En sous-sol, à l'inverse, il n'y a pas de façade donc pas de compensation ! Pour que le public accepte ou, mieux, ait envie d'aller dans des espaces souterrains, il ne doit pas se sentir négligé, contraint à entrer dans n'importe quelle boîte ou configuration minimale de l'espace, mal mise en lumière et en perspective ! Architectes et aménageurs ont là une obligation de qualité et d'imagination pour l'architecture des espaces intérieurs, qui ne peut pas se résumer à de la simple décoration. Il sera dès lors permis d’espérer que cette démarche serve de modèle aussi pour les ouvrages hors sol. Le thème « Faire aimer les ouvrages souterrains » est scindé en deux sousthèmes : 1 - Des ouvrages respectueux de l’environnement, 2 - Vers de nouveaux espaces souterrains en ville. Une quinzaine de résumés ont été proposés dans ce thème D, huit d'entre eux ont été sélectionnés pour une présentation orale, et les deux derniers, ci-après, pour l’écrit seulement. Ce sont : 1 - Aménagement et valorisation d’une ancienne carrière souterraine – les thermes troglodytiques de Jonzac, par JM. Watelet et al. 2 - La galerie de sécurité du tunnel de la Croix-Rousse, un équipement unique au monde, par H. Vadon. 3 - Tunnel d’interconnexion électrique à très haute tension entre la France et l’Espagne, par J. Perelo et al. 4 - Section internationale de la liaison Lyon – Turin : le nouveau projet préliminaire de la partie commune, par L. Chantron et al. 5 - La nouvelle gare TGV de Turin-Porta Susa, par S. D’Ascia et al. 6 - Osmose, quelles stations pour demain ? par T. Guillemain et al. 7 - Réaménagement du pole d’échanges RER Châtelet - les Halles, par V. Geburtig. 8 - Présentation du Projet national de Recherche "Ville 10D-Ville d'Idées", par M. Labbé. 9 - L’impact environnemental du creusement des tunnels : une condition essentielle de leur succès ; l’expérience des Asturies, par R. Rodriguez et al. 10 - Comment utiliser l’espace souterrain pour favoriser de nouveaux usages en surface ; cas de la desserte ferroviaire de l’aéroport de Malaga, par R. Justa Camara. Ces textes proviennent pour la majorité de France, mais aussi d’Espagne et d’Italie. Nous allons donner ici une synthèse critique des résultats essentiels présents dans ces papiers et montrer les évolutions qui paraissent les plus intéressantes. orthogonal grid that incorporate a long corridor serving the various treatment rooms and wards – all of this in the name of improved functionality. The result is highly creative and produces architectural façades intended to let us forget the poverty and lack of comfort of the interior spaces. In underground spaces, there are no façades and thus no need for compensation. For people to accept or, even better, desire to enter underground spaces, they must not feel ignored or obliged to enter a box or minimum spatial configuration where little or no thought has been given to light or perspectives. Architects and developers should feel the obligation to provide quality and imagination in the design of interior spaces and this needs to go far beyond decorative finishes. One might also hope that this approach could serve as a model for buildings built above ground level. The “Learning to love underground structures” theme is broken down into two sub-themes: 1 - Structures that respect the environment, 2 - Towards new underground urban spaces. Fifteen summaries were proposed in this D theme. Eight were selected for an oral presentation and the latter two just for a written presentation. These are as follows: 1 - Development and revitalisation of a former underground quarry – the Jonzac troglodytic thermal baths, by JM. Watelet et al. 2 - The Croix-Rousse tunnel safety gallery, the only one of its kind in the world, by H. Vadon. 3 - Extra high voltage interconnection tunnel between France and Spain, by J. Perelo et al. 4 - International section of the Lyon – Turin link: the new preliminary project for the shared section, by L. Chantron et al. 5 - The new Turin-Porta Susa high speed train station, by S. D’Ascia et al. 6 - Osmosis, imagining tomorrow’s stations, by T. Guillemain et al. 7 - Redevelopment of the Châtelet – les Halles regional express railway exchange hub, by V. Geburtig. 8 - Presentation of the “10D City – a City of Ideas” National Research Project, by M. Labbé. 9 - Environmental impact of tunnel excavations: an essential condition underlying their success; the Asturies experience, by R. Rodriguez et al. 10 - How to use underground space to favour new uses on ground level; case of the railway service to Malaga airport, by R. Justa Camara. Most of these texts come from France, with some from Spain and Italy. We offer a critical synthesis of the essential results present in these papers and highlight developments that appear most promising. 2 - Représentativité et diversité des communications2 - Representativeness and diversity of communicationsLe choix des communications est intéressant parce qu'il couvre à peu près toutes les configurations et qu'il traite d'un certain nombre de problématiques qui doivent se poser aujourd'hui. Il présente une typologie complète à la fois des vides (existants ou nouveaux, tunnels, carrières, cavités artificielles), des modes d'intervention (reconversion d'un site industriel, réhabilitation avec retour d'expérience comme pour les Halles et le métro parisien, ou encore création d'un nouvel équipement souterrain), des sites aussi bien à la campagne (Asturies, Jonzac) qu’à la ville (Turin, 400 M TUNNELS ET ESPACE SOUTERRAIN - n°233 - Septembre/Octobre 2012 The choice of communications is interesting as it covers more or less all configurations and examines a certain number of problems that now need to be faced. All these problems concerning underground amenities are handled in different ways: 2.1 - Environmental impact 2.1 - Impact environnemental sur le milieu Outil de gestion prédictive ➨ La communication sur les Asturies propose un outil de gestion prédictive des risques environnementaux à partir d'un retour d'expérience indispensable et bien réel. Elle traite de l'impact sur le contexte ambiant. Predictive management tool ➨ The paper on Les Asturies proposes a predictive management tool concerning environmental risks. This is based on an indispensable and very real experience feedback. It concerns the impact on the ambient context. 2.2 - Environmental impact on the underground space itself 2.2 - Impact environnemental sur le sous-sol lui-même Outil de sauvegarde de la ressource : un POS du sous-sol Mais l'approche environnementale, c'est aussi l'impact des travaux sur le soussol lui-même ; ce thème est au cœur de la communication de l'Établissement public du Grand-Lyon qui, à partir de la préoccupation hydrogéologique, est sensibilisé à la gestion globale de la ressource et préconise un plan d'occupation du sous-sol (POSS) comme outil de gestion, à l'image des POS de surface. L'approche environnementale se retrouve aussi dans le plan de gestion des matériaux extraits du tunnel projeté sur l’axe Lyon-Turin ; elle rejoint alors la dimension économique puisque la possibilité de recycler, donc de valoriser ou pas les matériaux extraits, a une incidence non négligeable sur le coût global de l'opération. A resource preservation tool: an underground space land use plan However, an environmental approach also concerns the impact of the works on the underground space itself. This theme lies at the heart of the paper presented by the Établissement Public du Grand-Lyon which, basing itself on hydrogeological concerns, has become particularly aware of the need for a global resource management and recommends an underground land use plan as a management tool, similar to that used for ground level land use plans. The environmental approach can also be found in the extracted materials management plan for the planned tunnel along the Lyon-Turin route. This assumes an economic dimension as the possibility of recycling, and thus making or not making use of the extracted materials, has an appreciable incidence on the global cost of the operation. Réutilisation du patrimoine Une autre composante de la gestion de cette ressource est son caractère patrimonial : que faire de l'héritage des cavités laissées par l'exploitation des carrières? Les thermes de Jonzac proposent une réponse originale et fort intéressante. Reuse of a constructed heritage Another component in the management of this resource lies in its importance as a heritage: what to do with a heritage of cavities left as a result of quarrying? The Jonzac thermal baths offers an innovative and particularly interesting solution. 2.3 - Impact environnemental de l'utilisation du sous-sol sur la ville 2.3 - Environmental impact to the city of using the underground spaces Un regret cependant : l'impact environnemental de l'utilisation du sous-sol pour la ville, voire son apport, affleure de manière timide dans Lyon-Parc Auto qui indique que ses équipements, en étant bien conçus, débarrassent des voitures la surface de la ville ; elle affleure aussi au nouveau tunnel de la Croix-Rousse qui raccourcit, pour piétons, cyclistes et bus, la distance entre deux quartiers en créant une circulation douce et fluide. Mais cet apport n’apparaît encore que comme un "produit dérivé" de la nécessité d’améliorer la sécurité du tunnel routier existant. However, there is just one regret: the environmental impact and contribution of underground spaces to the city. This tentatively makes itself felt in the LyonParc Auto which reveals that, by ensuring that amenities are well designed, car traffic can be removed from the surface level of the city. It also reveals itself in the Croix-Rousse tunnel that shortens the distance between two districts for pedestrians, cyclists and buses by creating soft, fluid means of transport. The improvements mentioned are real but very contained. The issue of the contribution of the underground space to the sustainable city is yet to be raised in a global manner: it is clear that the discovery of another possible use of the underground space remains too recent! Gouvernance En fait, dimension intéressante qui apparaît de manière sous-jacente dans les différents papiers traitant de l'environnement, le problème de la gouvernance, Governance The problem of governance, an issue that appears in a subjacent manner in papers concerning the environment, is raised in various forms. Il l'est dans la concertation forcée que la population riveraine (dans la Vallée de Suse) a imposé en refusant le choix initial du tracé du tunnel du Lyon-Turin : on ne fait pas ce que l'on veut, le public est sensibilisé et s'exprime ! Il l'est aussi dans l'expression du besoin d'outils : outil de gestion prédictive des aléas environnementaux pour le tunnel des Asturies, outil de gestion et de sauvegarde de la ressource sous-sol lorsqu'il est proposé un Plan d'Occupation du Sous-Sol (POSS) pour le Grand-Lyon. the obligatory consultation imposed by the local population (in the Suse Valley) by refusing the initial choice of the route to be taken by the Lyon-Turin tunnel. The choice is no longer simply made by decision-makers – the public has been made aware and expressed its point of view. The same applies to the expression of the need for tools: predictive management tool to cover environmental risks for the Asturies tunnel, management and protection tool for the Grand-Lyon underground space land use plan. D'une manière générale, la question de la gouvernance revêt différentes dimensions : Lyon-Parc-Auto indique qu'il n'y a pas de véritable avancée en la matière sans une volonté politique exprimée et active. La RATP 1, à Paris, en se passant à elle-même une "auto-commande", fait figure d'exception avec son projet Osmose qui cherche à inventer une nouvelle typologie de stations pour la ville dense et mixte de demain. Enfin, la procédure de réaménagement choisie influence fortement le projet : lorsqu'elle traite un ensemble à l'intérieur d'un vaste périmètre, elle lui confère une véritable dimension urbaine, c'est le cas de la restructuration du complexe Châtelet-Les Halles à Paris, qui s'insère dans un projet global de réaménagement du quartier. Generally speaking, the issue of governance covers various aspects: LyonParc-Auto indicates that there can be no progress in the matter unless there is a clearly expressed and active political will. The RATP 1, in Paris, by signing a contract with itself for the Osmose project, provides an exception to the rule. This project seeks to invent a new typology for the dense and mixed use stations of tomorrow’s city environment. Finally, the chosen redevelopment procedure strongly influences the project: where it concerns a structure within a vast perimeter, it gives it a real urban dimension, as exemplified by the restructuring of the Châtelet-Les Halles complex in Paris which forms part of an overall district redevelopment project. 2.4 - Faire du sous-sol des espaces de vie 2.4 - The underground spaces as a living space 2.4.1 - A partir du brut : reconversion d'un patrimoine 2.4.1 - From a basic state: conversion of a heritage Les thermes troglodytiques de Jonzac En articulation entre les deux thèmes de l'environnement et du sous-sol habité, les Thermes de Jonzac (Charente-Maritime) ont l'audace et l'ingéniosité de prouver qu'il est possible de revaloriser un patrimoine industriel souterrain (ici, une ancienne carrière de calcaire) au même titre que cela se fait en surface. On apprend alors que le risque que représente la présence d'une carrière disparaît et que la carrière désaffectée peut même devenir un établissement recevant du public (ERP) et respecter la réglementation y afférente. On touche là une problématique qui m'est chère car elle se pose dans la plupart des grandes villes proches des lieux d'extraction de leurs propres matériaux de construction. It has been successfully proven that the risk represented by the presence of a quarry disappears and that the abandoned quarry can even officially become an establishment receiving the public and respect the related regulations. This touches on a problem that particularly concerns me as it applies in most large towns near where local construction materials have been extracted from the ground. These quarrying works have been carried out without concern for the future use of the created spaces that have been abandoned on completion of the extraction works and subsequently weathered and aged to the point of becoming dangerous. On sait que les carrières représentent un risque réel d'autant plus difficile à gérer qu'il concerne d'immenses surfaces (10 % de la surface de Paris est sous-minée) : est-ce que la peur évite le danger ? Est-on sûr que combler ou foudroyer les carrières en constitue le meilleur usage ? Le problème est-il pour autant définitivement résolu ? Le coût des confortements palliatifs et sans retour, ainsi que de leur entretien, est-il le meilleur investissement à faire pour ces cavités ? Cette communication donne un élément de réponse tout-à-fait inattendu quant au type de réemploi qui en est fait. En faisant évoluer du patrimoine, on a fait ici du développement durable. Un regret cependant : on aurait aimé en savoir plus sur les architectes successifs qui sont intervenus lors des différentes phases d'aménagement ; il semble qu’ils ne se soient pas tous laisser inspirer par le caractère particulier du site. De tels espaces devraient stimuler puissamment l'imagination d'un architecte ! C'est un exemple à faire connaître, j'espère que d'autres suivront. manage as they concern huge surfaces (10% of Paris’ surface is undermined): could it be that fear prevents danger? Can we be sure that to fill or cave-in the quarries represents the best use? Can it be said that this solution finally resolves the problem? Is the cost of palliative reinforcements and maintenance without any further potential use the best investment to be made for these cavities? This paper provides a completely unexpected response as to the type of subsequent use that can be made of these quarries and this new use provides a good example of sustainable development. However, there is one regret: it would have been interesting to know more about the architects having successively worked on the various development phases. It would seem that they were not all inspired by the particular nature of the site, despite the fact that these types of spaces ought to provide architects with a powerful stimulus. But t is an example that merits being better known, and I hope that others will follow in their footsteps. 2.4.2 - Les obligations induites par l'humanisation du sous-sol Le fait marquant, la véritable évolution, est le retour de l'homme dans le soussol : après plus d'un siècle d'usage purement technique, l'espace souterrain s'humanise et là, pour l'accueillir, on lui déroule, si j'ose dire, le tapis rouge. Dans l'expérience d'OSMOSE, je cite, « la station devient un véritable lieu de vie », « le voyageur devient un citoyen mobile » et, ainsi, « la limite entre la station [de métro] et la ville s'efface ». 2.4.2 - Obligations resulting from the humanisation of underground spaces The key factor, the real change, is the return of people to the underground space. Following over a century of exclusively technical use, the underground space is becoming humanised and everything is now being done to encourage people to make use of this space. For example, and to quote from the OSMOSE project: « the station becomes a living environment », « the passenger becomes a mobile citizen » and, as a result, « the limit between (metro) station and city fades away ». Flux, ambiance, sécurité… C'est le cas de la société LYON PARC-AUTO qui fut le premier maître d'ouvrage à revisiter la fonction des parkings souterrains et ainsi « passer d'un lieu de stockage des voitures à un espace public ou entrée de ville ». Flow, atmosphere, safety, etc. This was the case of the LYON PARC-AUTO company which became the first building owner to review the function of underground car parks and adapt their use « from that of a car storage area to that of a public space or gateway to the city ». C'est le cas également pour la GARE SNCF D'EOLE à Paris, ce “bâtiment conçu en creux”, où la gestion des flux se fait par l'évidence pour permettre un réel "repérage dans l'espace", et où la lumière naturelle descend le plus profondément possible pour permettre un "repérage dans le temps". This was also the case for the EOLE main line railway station in Paris. This building is “designed as a hollowed-out space” in which flow movements are self-evident and provide real “spatial bearings”. It is a station where natural light is introduced as deeply as possible into the hollowed space to give passengers a “sense of passing time”. Un intérêt majeur de cette expérience est qu'elle est au cœur de la question Multidisciplinarity and sharing It is also the case for the CROIX-ROUSSE TUNNEL that I consider to be a particularly interesting pioneering prototype. With its car park-museums, Lyon had already proven its capacity to innovate in terms of habitable underground space. The Croix-Rousse takes a similar approach, but this time on a very restricted site, being an operational road tunnel. But will mothers and their pushchairs be prepared to follow a 1.7 km route that offers no possible alternative? In a sense, it is an unimportant issue because what counts in this adventurous project is all the work invested in trying to determine what can or cannot make an underground space attractive (in this case, the worst possible environment: a road tunnel) and make the lack of natural daylight something acceptable. To this end, a real multidisciplinarity had to set up to study atmospheres and user requirements. This led to an understanding of the need for certain types of calming amenities whether physiological (benches, fountains, etc.) or psychological (lighting, localisation systems, decoration, etc.). In other words, all those aspects that have all so often been removed from street level public spaces. TUNNELS ET ESPACE SOUTERRAIN - n°233 - Septembre/Octobre 2012 M Pluridisciplinarité et mutualisation C'est encore celui du TUNNEL DE LA CROIX-ROUSSE, que je considère comme un prototype précurseur et particulièrement intéressant. Avec ses parkingsmusées, Lyon nous avait habitué à innover en matière d'espace souterrain habitable ; la Croix-Rousse s'inscrit dans cette démarche, mais sur un site très contraint, à savoir un tunnel routier en service ! Les mamans s'aventureront-elles à pied avec leurs poussettes pour un trajet sans alternative possible de 1,7 km ? Peu importe, au fond, car ce qui compte dans cette aventure, c’est tout le travail mis en œuvre pour comprendre ce qui peut rendre ou pas un espace souterrain attractif (ici, le "pire" qui soit : un tunnel routier), et pour faire oublier l'absence de lumière du jour. Pour cela, une vraie pluridisciplinarité a dû se mettre en place pour étudier ambiances et besoins des usagers, et l'on redécouvre ici la nécessité apaisante de certains équipements de base, qu'ils soient d'ordre physiologique (bancs, fontaines,…) ou psychologique (lumière, repérage, décoration,…), ceux-là même que l'on avait si souvent supprimés de l'espace public aérien ! 403 399_405ColyLabbe_Mise en page 1 11/10/12 09:18 Page404 CONGRÈS INTERNATIONAL DE LYON 2011 M essentielle de la mutualisation des fonctions dans un espace souterrain - à l'opposé de l'indigente et coûteuse mono-fonctionnalité - puisque, d'une infrastructure de sécurité pour tunnel routier, il est fait un lieu de circulation publique douce, de promenade, voire de spectacle. Décidément les réseaux vont être moteurs ! Les stations de métro sont, de manière générale, très discrètes, entièrement souterraines et coupées de la ville. Les faisceaux des voies ferrées des trains pénètrent dans la ville en coupant sans vergogne sa surface; ses gares jusqu'alors étaient installées en surface, or aujourd'hui, elles s'enfoncent dans le sol. De plus en plus nombreux sont les équipements qui s'agrandissent sous eux-mêmes, de manière ponctuelle ou à l'échelle de la ville.
