This paper examines the continued growth in the use of underground space beneath cities and the widespread lack of significant and broad planning efforts for its use. Since much of the data required to give conclusive answers about sustainability for underground structures either have not yet been assembled or depend heavily on the type of facility being analysed, this paper attempts to provide a framework that establishes the major issues to be considered and documents the current understanding relative to these issues. A longer version of this paper is in press in the Journal on Urban Design and Planning of the Institution of Civil Engineers and contains more extensive discussions and referencing. The particular focus of this paper is on sustainability issues related to urban underground space use including contribution to an environmentally sustainable and aesthetically acceptable landscape, anticipated structural longevity and the maintenance of opportunity for urban development by future generations. However, underground structures due to their initial cost and permanent alteration of the underground environment put a special emphasis on long-range planning which considers life-cycle-cost-benefits and the selection of projects that offer the highest contribution to urban sustainability rather than a short-term fix to an individual need. At the core of concern for a sustainable use of the urban underground is the maintenance of opportunity for further urban development by future generations. AFTES • CONGRÈS INTERNATIONAL • LYON 2011 Cette communication fait le constat de l’augmentation continue de l’utilisation de l’espace souterrain des villes et de l’absence généralisée d’une planification d’ensemble significative de cette utilisation. Considérant que la plupart des données nécessaires pour fournir des réponses pertinentes sur le caractère durable des ouvrages souterrains n’ont pas encore été collectées ou dépendent grandement du type d’ouvrage considéré, cette communication tente de recenser les principales questions à examiner et fournit l’état actuel des connaissances correspondantes. Une version complète de cette communication, comportant de plus amples discussions et références, est en cours de publication dans la revue “Etudes et Planification Urbaine” de l’Institution Britannique des Ingénieurs Civils. Sont traitées de façon plus spécifique les questions relatives à l’utilisation de l’espace souterrain urbain, et en particulier : sa contribution au maintien d’un cadre de vie environnemental durable et esthétiquement acceptable, la durée de vie des ouvrages et la préservation des opportunités de développement urbain pour les futures générations. Cependant, du fait de leur coût initial et de la modification irréversible de l’environnement souterrain qu’ils produisent, les ouvrages souterrains impliquent une planification à long terme intégrant les coûts et avantages sur leur durée de vie et un choix des projets privilégiant un développement urbain durable plutôt que la satisfaction de besoins à court terme. La préservation des opportunités de développement pour les futures générations constitue le cœur du problème de l’utilisation durable de l’espace souterrain urbain. // 48 // AFTES • INTERNATIONAL CONGRESS • LYON 2011
