Notice of recruitment of persons apt for appointment as
psychiatrists members
The Associate Secretary General responsible for Senior Positions of the Ministère du Conseil exécutif invites
interested persons with the required qualities to submit their candidacies for the selection process so that a list of
persons declared apt for appointment as members can be drawn up, in accordance with the Regulation respecting
the procedure for the recruitment and selection of persons apt for appointment as members of the Administrative
Tribunal of Québec (chapter J-3, r. 2).
Candidacies are sought with a view to eventually filling full-time or part-time positions, based in Montréal or Québec
City.
DUTIES:
In exercising the jurisdiction of the Tribunal, the person is part of a multidisciplinary panel of three members that
rules on disputes in matters of protection of persons whose mental state presents a danger to themselves or to
others or acts as a member of the Commission d’examen des troubles mentaux (Review Board) in keeping with the
Criminal Code. Panel members will be required to hold hearings, deliberate collegially and render decisions.
WORKING CONDITIONS:
Members of the Tribunal administratif du Québec are appointed by the government to hold office during good
behavior. Working conditions are established in accordance with the rules provided in the Règlement sur la
rémunération et les autres conditions de travail des membres du Tribunal administratif du Québec (chapitre J-3, r.
3.1). The maximum amount under the salary scale, applicable as of March 31, 2015, is $ 155 795 for psychiatrists
members. Part-time members will be paid honoraria in keeping with an hourly rate set by the regulation and a
minimal availablity will be required. Members will travel in the regions of Québec on a regular basis. The Tribunal's
needs, for certain positions in the Social Affairs Division (Mental Health Section), require a knowledge of English.
ELIGIBILITY CRITERIA:
PSYCHIATRISTS MEMBERS: Be a member of the Collège des médecins and have ten (10) years of relevant experience
to the functions of a member of the Tribunal.
SELECTION CRITERIA:
The committee set up in this regard will, in evaluating the applications, take into account the following criteria in
particular: the candidate's personal and intellectual qualities; extent of knowledge of the field of activity and ability to
carry out adjudicative functions; judgement, open-mindedness, perceptiveness, level-headedness, decision-making
and expressive abilities. Knowledge of English is an asset.

2. Agree in writing to have checks made with regard to the candidate, in particular through a disciplinary body or
professional order to which the candidate belongs or has belonged, employers in the last ten (10) years and police
authorities.
