LONG RANGE PLANNING COMMITTEE RECOMMENDATION ADOPTED BY
BOARD RESOLUTION
i)
THAT a notice be given to schools in this cluster, namely Fraser Academy and John Caboto
School for a consolidation of elementary enrolments offering the Partial Immersion
(Bilingual) Program and Gardenview School, LaurenHill Academy and St. Laurent Adult
Education Centre, and
ii)
THAT Fraser Academy’s enrolment will be consolidated with the enrolment at the John
Caboto facility for the phasing-out period from September 2012-2017, and
iii)
THAT consequently, Fraser Academy may have its Deed of Establishment revoked on June
30, 2012, and
iv)
THAT the distinct boundary of Fraser that presently is shared with Gardenview, will remain
with Gardenview, and
v)
THAT the vacated area in the Father McDonald facility by Fraser Academy will be annexed
to LaurenHill Junior Campus and St. Laurent Adult Education Centre, and
vi)
THAT the Deed of Establishment for LaurenHill Academy and St. Laurent Adult Education
Centre be modified for July 1, 2012.

ENROLMENT HISTORY: 2006-07 TO 2010-11
PROJECTIONS: The Baragar projections are based on the September 2010 enrolment and
2010 data assumptions on migration, participation rate, and the historical net impact of
people moving in and out of existing housing and moving into new housing in the
school’s catchment area. The Principal’s March 2011 forecast was not available to be
included within the projections at the time this document was prepared.

In the graphs that follow, the population data provide historic counts by age (including
births and preschoolers) of all children that have lived in the Fraser Academy and John
Caboto catchment areas for each year. From Census data, Baragar noted that there is a
positive assumption in births supported by the fact that there were considerably more
women aged 20 to 34 living in Fraser’s, John Caboto’s, Cedarcrest's and Gardenview’s
catchment areas in 2009 than there were in 2001. However, in four years time, it is not known
how many of these children will be eligible to attend English schools because of Laws 101,
104 and 115. The 2010 birth registry data for Quebec will not be available to Baragar until the
summer of 2011.

EDUCATIONAL PROGRAM
In 2010-11, Fraser Academy offers the Partial Immersion (Bilingual) Program in Kindergarten
to Cycle 3. Fraser Academy is classified as an Inner City Category III school.
John Caboto School also offers a Bilingual Program from Kindergarten to Cycle 3. It is also
classified as an Inner City Category III school. A PELO Program (Programme d’enseignement
de la langue d’origine) for Italian is offered there.
FACILITY PROFILE
Fraser Academy is housed in the Father McDonald facility and occupies 25% of the facility
that it shares with LaurenHill Junior Campus and St. Laurent Adult Education Centre.
A classroom of Fraser Academy was annexed to LaurenHill Junior Campus for 2007/08 and
the capacity for the area housing Fraser Academy was modified to 540. In 2010-2011, Fraser
Academy used 25.0% of its allocated capacity. Theoretically, Fraser Academy uses 26
classrooms. It also has a polyvalent activity room and a library. It has use of a gymnasium
and a cafeteria within the Father McDonald complex. The operating costs include caretaking
and contracted services, utilities, security, supplies/materials, building maintenance and
repairs.

The John Caboto facility houses only the enrolment for John Caboto School. The City of
Montreal leases 2 classrooms for its community programs (2010/11: $18,000). The capacity
for John Caboto School is 465 pupil places. In 2010-2011, John Caboto School used 42.6% of
the capacity. Theoretically, John Caboto School uses 20 classrooms. It has a gymnasium and a
library. The operating costs include caretaking and contracted services, utilities, security,
supplies/materials, building maintenance and repairs.

In the annual review of the Three-Year Plan, the Long Range Planning Committee compared
the enrolment in this area of the territory with the number of student places available in the
Bilingual Program.

student places available in this area and that required is 851. Gardenview does not appear in
the charts above because it cancels out (September 30, 2010 enrolment = 845, capacity = 845).
The consolidation of the population of Fraser Academy with John Caboto School would
ensure a more efficient use of space at either facility and would offer greater educational
resources for the population.
The consolidation of enrolments at Fraser Academy in the Father McDonald facility is not
being considered. LaurenHill Junior Campus and St. Laurent Adult Education Centre can
use the vacated space of Fraser Academy as additional space for their programs to expand.

SEPTEMBER 2012-2017 FOR THE CONSOLIDATION OF FRASER ACADEMY
Fraser Academy’s enrolment will be consolidated with the enrolment at the John Caboto
facility for the phasing-out period from September 2012-2017.
The proposed new Bilingual Program boundary for John Caboto School for the phasing-out
period from September 2012-17 would be as follows:

E. CRITERIA

Fraser Academy has a low enrolment.
A decline in enrolment at Fraser Academy is projected for subsequent years.
Fraser Academy is located in the Father McDonald facility and shares the premises with
LaurenHill Junior Campus and St. Laurent Adult Education Centre.
• LaurenHill Junior Campus and St. Laurent Adult Education Centre would welcome the
use of the area vacated by Fraser Academy for their programs.
• Fraser Academy and John Caboto offer the Bilingual Program.
• John Caboto has a low enrolment.
• A decline in enrolment at John Caboto School is projected for subsequent years.
• Using September 30, 2010 data, the enrolment of Fraser can be consolidated at the John
Caboto facility.
• Fraser Academy shares the same distinct boundary as Gardenview which offers the
French Immersion Program. The distinct boundary will remain with Gardenview.
• Ville St. Laurent is a growing area with demand for French programs.
• Students from Fraser will be consolidated at John Caboto School that offers the Bilingual
Program for the phasing-out period from September 2012-2017.
• The consolidation of the enrolment of Fraser Academy at John Caboto would ensure a
more efficient use of the space at either facility and offer greater educational resources for
the population.
• Relocating John Caboto to the Father McDonald facility is not considered an option since
the facility presently houses LaurenHill Junior Campus and the St. Laurent Adult
Education Centre.
• Specific rooms and areas to be annexed to LaurenHill Junior Academy and to St. Laurent
Adult Education Centre will be determined by the Regional Director and the School
Principal and Centre Principal before the Three-Year Plan 2012-15 is approved
• Financial considerations:
Based on the salary scale as of April 2010*, there would be savings in the order of
$187,454 which include the following:
secretary (1),
caretaking staff (1),
principal (1),
library technician (0.2).
*An agreement in principal on salaries, pension plans and parental rights was reached in June 2010. The 5-year collective
agreement provides for fixed salary increases of 6.0% and variable increases based on economic growth (up to 3.5%) and
inflation (1%) for a potential total of 10.5%. At the time of writing this document, it is unknown when these increases will
be in effect.

SCHOOL BOARD HELD IN THE CITY OF MONTREAL ON THE THIRTIETH DAY
OF MARCH TWO THOUSAND AND ELEVEN
“Proposed Major School Changes for 2012-13 - Notice of Intent Re: Fraser Academy:
Consolidation of Enrolment and Revocation of Deed of Establishment
WHEREAS the English Montreal School Board’s elementary, secondary, adult education
and vocational training networks, as detailed in the Three-Year Plan for 2011-12 to 201314, are subject to review on an annual basis;
WHEREAS the Long Range Planning Committee has reviewed the Three-Year Plan and
has made specific recommendations concerning Major School Changes for
reorganization for 2012-13;
WHEREAS the Board, in accordance with the Education Act, will consult the Central
Parents’ Committee and the municipalities on the Board’s territory, including the City of
Montreal and its boroughs, on revisions to the Three-Year Plan of schools and centres;
WHEREAS the Board wishes to advise the governing boards of the schools and centres
that might be affected by the Long Range Planning Committee’s recommendations for
reorganization for 2012-13;
WHEREAS in conformity with the Education Act, the Board must consult with the
governing boards of the schools and centres concerned regarding the amendment or
revocation of the deeds of establishment of these schools and centres;
IT WAS MOVED BY MR. BERNIE PRAW AND UNANIMOUSLY RESOLVED
THAT, as recommended by the Long Range Planning Committee, the Governing Boards
of Fraser Academy, John Caboto School, Gardenview School and LaurenHill Academy,
and the Centre Principal of St. Laurent Adult Centre be advised of the recommendation
that –
a)
a notice be given to schools in this cluster, namely Fraser Academy and John Caboto
School for a consolidation of elementary enrolments offering the Partial Immersion
(Bilingual) Program and Gardenview School, LaurenHill Academy and St. Laurent
Adult Centre;
b)
Fraser Academy’s enrolment be consolidated with the enrolment at the John Caboto
facility for the phasing-out period from September 2012-17;
c)
consequently, Fraser Academy may have its Deed of Establishment revoked on
June 30, 2012;

IT WAS FURTHER RESOLVED THAT the aforementioned governing boards and
centre principal, the Central Parents’ Committee, and all municipalities on the Board’s
territory that include the City of Montreal and its affected Boroughs of Saint-Laurent and
Ahuntsic-Cartierville, be invited to submit their views in writing by no later than
November 11, 2011, and be invited to present their views on the matter at a Hearing
(public meeting) to be held in December 2011, following which a final decision of the
Board will be taken at a meeting scheduled for January 2012.
