STATEMENTS BY MEMBERS OF COUNCIL Regular Council 2 December 19, 2003 Councillor Barnes: CN Culvert – Petitcodiac River - Hoped that CN could be encouraged in the new year to address the issue of the culvert to allow the water to flow into the Petitcodiac River, noting that when a threat of flooding occurs, the gates are opened which causes environmental concerns. Winter Lights Committee - Thanked the Winter Lights Committee and those who participated when the judges were in Moncton, despite the snowstorm. She referenced a recent article where one judge commended the City on its spirit of cooperation and accomplishment all year round. Suggestions for improvements by the judges included: more decorations during the day, more strip malls being decorated and more lights in the trees throughout the smaller parks. She thanked all residents for decorating their property. Seasons Greetings - Extended warmest greetings for a Merry Christmas and Happy New Year to all members of Council and Staff and all residents of Moncton. Councillor Mitton: Snowstorm – December 9th, 2003 - Referenced the recent snowstorm of December 9th , 2003 and the number of calls he received at the lack of efficiency during snow plowing operations. While he acknowledged the many calls commending those who worked so hard during the storm, he felt that the City should not lose sight of the concerns raised. To that end, during the Mayor’s absence, he requested a report from the Public Works Department regarding snow removal activities. He noted a number of problems experienced and felt that Council must assume some responsibility to ensure that staff and contractors have proper equipment. He noted that a review would be required to identify specific areas of concern, i.e. why the equipment was not working, whether there should be better equipment checks, whether another piece of equipment is warranted in the northwest section of the City, etc. Notwithstanding the problems that did occur, he felt that all employees and contractors involved in snow removal operations during the storm should be commended for working such long hours. Fight Against Muscular Dystrophy – MFD - Reported that 3,000 tickets are being sold on a Harley Davidson Vehicle by the Moncton Fire Department in the fight against Muscular Dystrophy, with tickets being available at the Moncton, Dieppe and Riverview Fire Stations. He encouraged citizens to purchase tickets for this worthy cause. Best Wishes for Christmas - Extended a Merry Christmas and Successful New year to City Council, citizens of Moncton and staff. Councillor Boyce: Snowplowing operations during storms - Commended Engineering and Public Works on the many hours worked during the snowstorm and the tremendous job they did, given the problems experienced with equipment. He noted that he has raised the issue of equipment requirements during budget deliberations in the past, and felt this situation further supported the need to address this issue. Residents Committee of the East End - thanked the Times and Transcript for their article on the Residents Committee in the East End, a committee initiated by the residents with a goal making improvements in the area. He commended the residents on such a positive step. A formal meeting of the group will be held on January 7th , 2003, at which time representatives of the RCMP will be in attendance to discuss policing issues. Seasons Greetings - extended Merry Christmas to citizens and staff, especially those working during the holidays. Councillor Crossman: Regular Council 3 December 19, 2003 Snow Removal Operations during storm - Thanked Deputy Mayor Mitton for the report on snow removal. He added that, as liaison Councillor for Engineering, he had also raised the questions mentioned by the Deputy Mayor. He thanked the Director of Public Works and staff for their hard work during the storms, noting that staff worked 16 hours, however, he did not feel that the contractors fulfilled their obligations, nor did he feel that the snow plan was followed. He acknowledged that while both storms were large and created difficulties, he suggested that the City’s policy on renting equipment be reviewed to identify problems and avoid future difficulties. Seasons Greetings – extended a Merry Christmas and Happy New year to all citizens of Moncton, Mayor and Council and staff. Councillor Henderson: Recent Snowstorms - echoed comments made on the excellent work carried out by the Director of Public Works and his team during the two recent snowstorms given that the City has 547 km. of the roadway to maintain and taking all other factors into consideration. Keep the Wreath Green Campaign - announced the annual Keep the Wreath Green Campaign sponsored by the Moncton Fire Department which operates during the month of December. Lighted wreaths are placed on each Fire Station and when a fire occurs, a green bulb is replaced with a red one. To date three green lights have been replaced with red ones. The goal of the program is to encourage citizens to exercise caution during the holidays for a safe and fire free Christmas. Seasons Greetings – extended a Merry Christmas and Seasons Greetings to all citizens of Moncton and Ward II, employees of the City of Moncton, as well as Mayor Murphy and all of his colleagues on Moncton City Council. Councillor Robertson: Council of the Federation - reported on a meeting with the Premiers in Charlottetown in the initial stages of forming the Council of the Federation. He commended the action being taken by the Premiers in terms of improving cooperation and addressing issues such as interprovincial barriers to trade and regulatory barriers, labour issues, health care, and federal/provincial relations. However, at a time when Moncton is bearing the brunt of continued downloading from both senior levels of government, and given that the incoming Prime Minister and his new government have talked about a new arrangement for municipalities, he was struck by the lack of mention to municipalities and hoped that the interests of the municipalities would be taken into consideration by the new Council of the Federation, as they too have a place at the table with the two senior levels of government. Seasons Greetings - extended sincere and warm wishes to the Mayor and Members of Council and their families and to staff for the support they continue to give Council throughout the year. He extended best wishes to Steven MacKinnon, Director, Corporate Communications, on the acceptance of his new position in Ottawa. Recognition of Volunteers - congratulated Sue Stultz on her Christmas Turkey Drive and the many volunteers who contribute so much to the community throughout the year. He extended best wishes for health and prosperity in 2004. Councillor Hicks: Snow plowing operations during recent storm - commended the Director of Public Works and staff on their hard work during the recent storms. He apologized, however, to the residents of Ward III for the service provided by the City, noting that many streets in his ward did not see a plow for over thirty hours and were impassible for emergency vehicles who may have needed to enter the subdivision. He felt the complaints by residents were justified, especially in light of the recent tax increase. He explained that that the City plows the streets with the assistance of contactors and that he and Councillor Regular Council 4 December 19, 2003 LeBlanc met with one of the contractors for this area and have been assured that he will have back up equipment in future. He noted a marked improvement in the second storm and, therefore, hoped that such proble ms as mentioned above would be avoided in the future. Seasons Greetings - extended best wishes for the Holiday Season to Members of Council, City Staff, residents of Moncton and especially residents of Ward III. Councillor LeBlanc: Recognition of Volunteers - extended best wishes to all for the Christmas Season and the New Year and focused on the number of volunteers and charitable organizations who contribute during the year and commended them for their work. Snow Plowing Operations – reported that he received many calls on the condition of the roads in the northwest end of the City, which, he felt were atrocious. He indicated that roads in his subdivision were impassable for emergency vehicles and were not plowed until 8:00 p.m. making it impossible to exit onto Mountain Road. He advised that he and Councillor Hicks met with the contractor responsible for that section of the City to discuss their concerns and expectations for the future, who assured them this situation would not occur again. Notwithstanding the problems, he indicated that he had confidence in the Director of Public Works and his staff and felt sure they would address these difficulties in the future. 6. In response to Councillor Barnes, the City Solicitor referred to the diagram to illustrate the area being closed, noting that the sections being closed were not considered streets. MOTIONS AND RESOLUTIONS 9.1 Resolution – 2004 Operating Budget – City of Moncton 2004 OPERATING BUDGET – CITY OF MONCTON WHEREAS the Province of New Brunswick has notified the City of Moncton of 2004 payments that will be made by Grant support; WHEREAS the 2002 Current Surplus of the City of Moncton has been determined; NOW THEREFORE BE IT RESOLVED that the 2004 total budget of $77,755,134, as described below, be adopted and forwarded to the Provincial Department of Municipal Affairs. He also commended the Mayor on his suggestions in encouraging staff and Council to find reductions. He advised that he brought forth a number of motions during the budget process to reduce the suggested increases in expenditures which were not voted upon. He commented that he would not be supporting the motion, noting that the 2004 budget will position the City for 2005. He commented that the City will be faced with a 1.5 million dollar increase in debt charges next year and 1,000,000.00 deficit for 2003 which will likely increase with the two recent storms. Councillor Barnes commented that the 10% reduction in the unconditional grant and the downloading of responsibilities from the Province necessitated a number of reductions in expenditures in the budget. Notwithstanding this, she felt the City has invited further downloading by decisions it has taken, even though the reasons may be very valid. She felt that reductions could have been made in other areas of the City and that greater priority should have been given to such items as quality of life, beautification, the environment and promotion through public education programs, all of which are essential to the growth of the community. She expressed concern that the City has spent and continues to spend large sums of money on projects which may not necessarily provide the results anticipated. She indicated, however, that she supported much of the budget, citing support for the Kay Arena Community as an example. She thanked her colleagues for their support of the environmental initiatives and extended a sincere thank you to staff and all departments who worked diligently on the budget. Mayor Murphy commended Messrs. Tom Eno and Mark Whiteway for their dedicated and efficient work on the budget and felt they were the best financial team in the Province. Councillor Barnes, Hicks and LeBlanc registered “nay” votes MOTION CARRIED. 9.2 Resolution – 2004 Municipal Warrant 2004 MUNICIPAL WARRANT BE IT RESOLVED that the 2004 WARRANT in the amount of $60,490,823 shall be raised for the following purposes by levying of taxes on the real property and bus iness assessment to taxation under the Assessment Act and that the Mayor and City Clerk be hereby authorized to sign the said WARRANT and affix the Corporate Seal of the City of Moncton thereto. MOTION CARRIED. 9.3 Resolution – 2004 Tax Rate 2004 TAX RATE WHEREAS the Province of New Brunswick has notified the City of Moncton that the 2004 Tax Base Denominator for Rate purposes for Assessments of $3,660,588,144; WHEREAS the 2004 Warrant to be raised by the levying of taxes on property assessments has been adopted by the City Council Meeting of December 19, 2003 in the amount of $60,490,823. BE IT THEREFORE RESOLVED that the Local 2004 Tax Rate shall be: $1.6525 Motion: That the above resolution be adopted. MOTION CARRIED. 9.4 2004 Utility Operating Budget – City of Moncton 2004 UTILITY OPERATING BUDGET – CITY OF MONCTON WHEREAS the 2002 Current Surplus of the City of Moncton Water & Sewer Utility has been determined; NOW THEREFORE BE IT RESOLVED that the 2004 Operating Budget as described below, be adopted and forwarded to the Provincial Department of Municipal Affairs. Total Revenues $22,066,177 Total Expenditures $22,621,313 Motion: That the above resolution be adopted. Moved by Councillor Henderson Seconded by Councillor Mitton. MOTION CARRIED UNANIMOUSLY. Councillor Henderson, Chair, Finance Comimittee, reported that the Finance Committee, composed of Deputy Mayor Mitton, Councillors LeBlanc and Gillespie, established the goal of no tax increase this year, however, the reduction in the unconditional grant by the Province resulted in Council having to make difficult decisions. He added that the Committee will be bringing forth recommendations early in the new year to replenish general and equipment reserves. He concluded his comments by thanking management and staff of the Finance Department for their excellent work on the budget this year.
