DG MOVE is headed by Mr Matthias Ruete (Director-General) and reports to Mr Siim Kallas, Vice-President of the European Commission, Commissioner for Mobility and Transport. 4 Key Objective Driving EU Policy: “Ensuring Sustainability of the Sector’s Growth” Means: 1. 2. 3. 4. 5. Competitiveness of the industry Tackling the capacity crunch Ensure environmental sustainability Ensure the highest level possible of safety Accelerate our cooperation with the Neighbouring countries and especially the Mediterranean countries 5 1. Competitiveness and the Commercial Framework of the Aviation Industry Remove constraints on ownership and control in view notably to encourage cross investments between European and Mediterranean countries Give more commercial opportunities to our airlines by lifting the current restrictions on traffic rights Structural measures need to be accelerated (infrastructure, new technologies) 6 - 2. Tackling the Capacity Crunch Traffic expected to double by 2020 with 20% of EU airports congested Necessity to provide new capacity and better use of existing capacity Overcome the fragmented EU air space with : A new regulatory framework : the Single European Sky, FABs. New technologies, R&D : SESAR and ATM Master Plan Possibilities to encompass Mediterranean countries ( Blue Med, observers in the Single Sky Committee) 7 3. Ensuring Sustainability of Aviation Increasing concerns about climate change and global warming Aviation is part of the problem and must also be part of the solution Comprehensive approach is needed – including market-based measures (ETS). The EU wishes to achieve a global solution and wishes to engage with key partners such as Mediterranean countries a strong cooperation. 8 . . . 4. Highest level of Safety In pursuing the regulatory integration within the EU through an increasing role devoted to the EASA Regular update of the air carriers banned within the EU Mediterranean initiative with the JMAA 9 5. Sharing these objectives with the Mediterranean Partners o Neighbouring countries are a clear priority for the EU o Negotiating ambitious EuroMed Agreements o Increasing the technical cooperation o Sharing experience and standards o Progressive Integrated EuroMed Aviation Market as established in the Road Map 10 Funding the Road Map 11 ENPI instrument : overview . Over the period 2011 / 2013, the regional allocation to Mediterranean Partners (comprising all domains of cooperation) = 288 Million euros . Total ENPI Neighbourhood Investment Fund (comprising all domains of interventions and usually linked to an IFI loan): 450 Million euros 12 ENPI Instrument : Sectoral Allocation Country Programmes Bilateral Action plans have been established for each Mediterranean Partner, generally under the umbrella of the Association Agreement. Then a “country programme” supports the implementation of the Action plans in each individual country. the country programme is the milestone of the ENPI funding. The total amounts available under the country programmes cover budget support, bilateral technical assistance programmes and TWINNING. The allocation to the different cooperation sectors for the 20112013 country programmes are dependant on the strategy papers and the more detailed National Indicative Programme (NIP's). 13 ENPI Instruments : National Indicative Programmes ( NIPs) These NIPs are being discussed bilaterally between the national governments, the EU Delegations and DGs in Brussels (RELEX, MOVE and AIDCO). Crucial to obtain arbitration in favour of aviation. DG MOVE clearly supports aviation but your Transport Ministers need also to intervene in this negotiation process - at national level - to make clear that they consider aviation as a priority. The arbitration are not “set in the stone” : indeed it is not always precisely indicated which funds go to which sector. So your “ lobbying” shall carry on even after the adoption of the NIPs 14 ENPI Instrument : Twinnings . . As indicated above, the funds allocated to TWINNING are part of the country programme budget. . . For the time being an Aviation TWINNING request is in preparation for Morocco ( 1 millions euros), while a general TWINNING for Tunisia on 'Gouvernance économique du secteur transport' is also being prepared. Two intertwined steps to keep in mind : (1) your minister (Transport or Civil Aviation Authority) has to seize the ministry in charge of the coordination for the TWINNING requests ( again internal arbitration).(2) In parallel, you inform the EU Delegation about the will to initiate a TWINNING. We advise the other Mediterranean partners to launch similar initiatives 15 ENPI Instrument :examples of bilateral technical assistance programmes o Those technical assistance programmes have to be distinguished of the more general (sectoral) budget support. o Jordan: » A general bilateral EU Trade and Transport Facilitation » programme (33 million €) support the development of national strategies. A specific technical assistance programme (€ 3 Million) has been implemented to support the Jordanian civil aviation authority ( CARC) capacity. 16 ENPI Instrument :examples of bilateral technical assistance programmes o Egypt is beneficiary of a € 80 budget support for the transport sector, but only limited funds are dedicated to cooperation in the field aviation. o In the Maghreb countries a € 25 M programme for the overall transport sector was implemented in Algeria paying some attention to the aviation sector, and a 96 M€ programme for the transport sector in Morocco. o Mashrek not enough concerned : raised your points 17 Short term Mission for specific needs . . TAIEX : fund has been opened to Mediterranean partners. Essentially for short term missions DG MOVE own « cooperation budget » : limited amounts but also more flexible according to your needs. Recent example in Jordan ( ATM). Priority given to the countries engaged with the EU under a EuroMediterranean Aviation Agreement. 18 The Regional Approach: EuroMed Aviation II The overall regional cooperation is based upon the so-called Regional Indicative Programme (RIP). The EuroMed Aviation II project will be running for another 3 years for a total budget of 4 Million Euro. It will support the implementation of the Road Map towards the establishment of the EuroMediterranean Common Aviation Area (EMCAA) and the different objectives identified in this document. 19 The Regional Approach: EuroMed Aviation II In addition, our key ideas within this second project will be to focus our cooperation on concrete regional project paving the way of the EMCAA. The Joint Mediterranean Aviation Authorities (JMAA) could be one of them if the Mediterranean support the idea. We would be ready also to fund regional ATM initiatives similar to the Blue Med initiative. But we expect feedback, proposals and commitments ( including financial) from the Mediterranean Partners 20 EIB . . . Limited technical assistance possibilities can be offered by EIB when related to a concrete financing of infrastructure. Recent interventions of the EIB occur in the construction of the airport of Enfidha (Tunisia), the support to the purchase of 7 Airbus 330 for Egypt Air as well as renewal and expansion of Turkish Airlines.
