Street Closure - CBC Hockey Night in Canada’s Play On! Street Hockey – June 26 – 28, 2015
– Streets affected Assomption Blvd.
That the organizers of CBC Hockey Night in Canada’s Play On! be granted permission for the
following street closure from 9am Friday, June 26, 2015 until 8pm Sunday, June 28, 2015 to put
on a National street hockey event:

The Clerk read the following Moncton minute into the record.

Moncton Electric Street Railway, Heat and Power Company opened Moncton’s 1st streetcar system
on August 11, 1896.
Moncton’s first airport opened in 1929 at the Tingley Farm in Leger Corner (Dieppe).
Presentation – Our Horizon – Hayley Touchburn
Ms. Touchburn came before council to bring awareness to the Our Horizon cause. This initiative
works to help people understand how their day to day actions affect climate change. Its goal is to
stimulate demand for alternatives to driving gas powered cars. These alternatives could include,
but are not limited to, the use of public transportation, more fuel efficient vehicles. Ms.
Touchburn asked that Council support a resolution on climate change and air pollution warnings
on gas pumps.

Presentation – Public Safety Advisory Committee (PSAC) – Annual Grants – Robert Gallant &
Brian Chase
Mr. Chase advised Council that the annual grants process began on March 3, 2015. Information
was forwarded to the media and the United Way. Deadline for submissions is May 8, 2015. For
any information, please contact Robert Gallant at 855-5525.

Presentation – Ski Codiac – Jim Currie
Mr. Currie indicated that Ski Codiac wishes to improve/enhance collaboration and
communication with the City of Moncton in the hopes of improving the trail grooming in

Centennial Park, and offering ski clinics, jackrabbit programs for kids in the park. In addition
they would like to see improved trail repair.
Ski Codiac’s mission is to promote all forms of Cross Country Skiing, believe that skiing is a
sport for all abilities and ages, and promotes a healthy lifestyle and is an active sport for life.

Other Presentations/Autres Présentations
Birchmount Play Green Project – Natalie & Robert Miller
Ms. Pomerleau-Dalcourt provided an update to the Play Green project. Funds raised for the First
phase exceeded $124,000 with additional fundraising planned for the next two years. Ms.
Pomerleau-Dalcourt promoted the Majesta Trees of Knowledge, for which Birchmount School 1 of
10 national finalists.

• Vote EVERY DAY from April 7th to May 4th
• $10,000 cash prize to one lucky voter – and the more y ou vote, the better your chances
of winning

Tentative Plan of Amending Heathfield Subdivision

Assent to the location of a Future Street (Temporary turn-around);
Require Cash in lieu of Land for Public Purposes
Subject to the following Conditions:
• Future Street (temporary turn-around) is to be designed and constructed in accordance
with the City’s current Subdivision Standards and Guidelines and the Owner/Developer
to enter into a Subdivision Agreement with the City of Moncton;
• The Owner/Developer shall submit a Drainage Plan acceptable to the City of Moncton’s
Engineering Department and shall enter into a Drainage Agreement with the City of
Moncton ; and
• The Owner/Developer pay the costs associated with the installation of the service laterals
installed by the City of Moncton as per Capital Works project prior to the final approval
of the Subdivision Plan.
A total market value of $120,000.00 for Lots 15-01 to 15-06 has been established by the Legal
Department to yield at 8% the sum of $9,600.00.
The Owner concurs with the value established.

STATEMENTS BY MEMBERS OF COUNCIL/ EXPOSÉS DES MEMBRES DU

Dawn Arnold
• Spoke of the Hildegard Beautification project. A tree planting event will be held on May 21.
• Reminded citizens to attend Moncton’s 125th anniversary, April 24, 2015.
• Attended a press conference for Save the Cathedral.
Pierre Boudreau
• Honoured to represent the City of Moncton in Louisiana at the AIMF conference.
Shawn Crossman
• Spoke on the topic of Mental Health and the effects it has on everyone involved.
Paulette Thériault
• Spoke of an event held in March at UdeM on racism, discrimination and social inclusion.
• Recognized the work of the Atlantic Ballet Theatre and Susan Chalmers-Gauvin.
• Made mention of the new Multiplex Center and the work being done for the past few years. It is
important that other levels of government levels be part of this important project.
Blair Lawrence
• Spoke of Moncton’s 125th Anniversary.
• Spoke of two former Moncton High students that have moved back to Moncton in the hopes of
establishing a theatre production company within the City of Moncton.
• Spoke of the importance of retaining our younger population, as well as new immigrants, as
residents in our city.
• Spoke of the importance of going forth with the proposed downtown center.
Brian Hicks
• Spoke of the costs of the downtown center. It is his opinion that the City is not being transparent
in how much the residents will have to pay for the center.
George LeBlanc
This week’s FIFA team feature is Mexico.
• Mexico had to work hard to qualify for the FIFA Women’s World Cup. As part of the
confederation for North & Central America as well as the Caribbean, which we know as
CONCACAF, the Mexicans had to battle it out against USA, Jamaica, Costa Rica, and Trinidad
and Tobago. They finished in third place, and earned the last spot for the confederation in this
year’s FIFA Women’s World Cup.
• As for schedule, Mexico will play their first match in Moncton on June 9, at 5pm, against
Colombia. They will then battle it out against England on June 13.
•
Spoke of the downtown center – it is important to look at all sides of the project, both positive and
negative.
•
Congratulated the winners of the Paul Harris Award – Ross Bingham, Dawn Arnold, Susan
Chalmers-Gauvin and Marlene Snowman.

Recommendation – Committee of the Whole – March 23, 2015
Motion: That Moncton City Council extend the two-hour parking restriction from 8:00 am to
5:00 pm, Monday to Friday on the west side of Henry Street from Marjorie Street to Cornell Street
and that the necessary By-Law amendment be made.

That Moncton City Council allow members of Council to attend a Committee of the Whole or
Private meeting of Council remotely, on a trial basis using the following guidelines, and that the
matter be reviewed in December 2015 (at which time any necessary by-law amendments would be
brought forward):

the trial will pertain to Committee of the Whole, Private Session, sub-committees or other
ad hoc committees of Council only;
remote participation shall only occur when in-person attendance is either impossible or
impractical;
Council members in remote attendance shall not count towards a quorum;

remote participation must be arranged 2 working days in advance through the City
Clerk’s Office;
any operational costs will be absorbed by the City of Moncton;
no more than 3 members of Council may participate remotely at one time;
a member who is participating remotely in the vote on any matter, will state their vote
aloud and will be called by name, by the Chair.

Recommendation – Private Session – March 25, 2015
Moncton City Council, at its Special Private Meeting of March 25, 2015, reports that the Agenda
for the Special Private Meeting of March 25, 2015, was adopted unanimously and recommends the
following:
1) That Moncton City Council approve over-expenditures totaling $154,093.33 for the
professional services rendered by Deloitte LLP, PriceWaterhouseCoopers LLP, and Blake,
Cassels and Graydon LLP in relation to Request for Proposal #RFP14-005 for the DBfOM of
a Downtown Multi-Use Sports and Entertainment Facility (MUSEF), and direct staff to
amend each service provider’s contract accordingly, and release payment to said Vendors for
the services rendered.
2) That Moncton City Council approve the allocation of an additional $150,000, plus H.S.T.
(maximum) which may be applied toward the cost of professional services that may be
required from Blake, Cassels and Graydon LLP, Deloitte LLP, and / or PWC to assist the City
in reaching commercial and financial close with the Preferred Proponent.
Mr. Dube provided a brief background as to the reasons behind the above motion.

At Councillor Bourgeois’ request, Mr. Martin provided a detailed breakdown of the costs of
the downtown center project, including the overspend.
Councillor Landry left the meeting@ 7:15 p.m.
A lengthy discussion ensued amongst Mr. Martin, Mr. Dubé and several councillors on the
costs associated with proceeding to build the center. Councillor Hicks indicated that he cannot
support this motion.

Councillor Arnold left the meeting
Motion: That, subject to Capital Borrowing Board approval of funding, City Contract No.
W15D 07CJ – Street Resurfacing No. 1 be awarded to Modern Construction (1983) Ltd. in the
amount of $1,592,706.75 including HST, and that the budget for the project be set at
$1,700,000.00 including net HST and engineering.

Limited in the amount of $2,088,708.95 including HST, and that the budget for the project be set
at $2,150,000.00 including net HST and engineering.

Motion: That, subject to Capital Borrowing Board approval of funding, this contract be awarded
to Phillips Bros. Excavating Ltd. in the amount of $1,559,272.31 including HST, and that the
budget for the project be set at $1,600,000.00 including net HST and engineering.

City Contract No. W15D 05JJ – Microsurfacing – Various street
Motion: That subject to Capital Borrowing Board approval of funding, City Contract No.
W15D 05JJ – Microsurfacing be awarded to Industrial Cold Milling, a division of Miller
Group Inc. in the amount of $987,337.50 including HST, and that the budget for the project be set
at $1,000,000.00 including net HST and engineering.

Purchase of Electronic Parking Meters (Phase 2 of On-Street Parking Meter Upgrade)
Motion: That the purchase of three hundred and thirty nine (339) new on-street electronic
parking meters from J.J. MacKay Ltd., be authorized at a unit cost of $495.00 per meter (plus
H.S.T.), for a total purchase value of $189,619.65, including H.S.T.

specified in the firm’s Quotation submission, which represents a Total Estimated Annual
Contract Value of $282,395.48, including H.S.T. @ 13%.

awarded to the lowest Bidder meeting the Terms & Conditions, and Specifications, being Modern
Construction (1983) Ltd., for the Total Tendered Price of $1,141,831.10, including H.S.T. @
13%.
2. It is also recommended that the Mayor and City Clerk be authorized to sign an agreement with
Modern Construction (1983) Ltd., and affix the Corporate Seal of the City of Moncton thereto.

Resolution – Appointment of By-Law Enforcement Officers for Animal Control By-Law # H-202
RESOLUTION
WHEREAS pursuant to Section 14 of the Police Act, S.N.B., Chap. P-9.2, Council is authorized to appoint
By-Law Enforcement Officers; and
WHEREAS Council has approved the use of the S. P. C. A. to enforce By-Law # H-202, A BYLAW RELATING TO ANIMAL CONTROL;
NOW THEREFORE BE IT RESOLVED THAT Dave Rogers be hereby appointed By-Law
Enforcement Officers for the City of Moncton, and are hereby authorized to enforce its BY-LAW
RELATING TO ANIMAL CONTROL, being By-Law # H-202, and to take such action or issue
such tickets as they may deem to be necessary to enforce any provision of such by-law.

Resolution – Citizens’ Survey – Downtown Center
Motion to survey citizens on their ability to pay for the Downtown Centre
Whereas the City of Moncton is a democratic corporation and is accountable to its citizens;
Whereas the City of Moncton is contemplating the construction of a sports and entertainment
facility in the downtown and investing citizens’ property taxes in the facility over the next thirty
years;
Whereas Council organised open houses in 2011 to ask citizens to identify what they wanted in a
DTC, but Council never asked citizens how much they were willing to pay for this facility;
Whereas Council believes that citizens’ opinion on the downtown facility will help Council make
a more informed decision when all the information comes before Council for the final decision on
the facility;
Be it therefore resolved that Council ask Corporate Research Associates to add the following
question in their Spring survey of Moncton residents in order to gauge citizens’ willingness to pay
for the facility, and allow the citizens to respond with open answers instead of predetermined
categories of amounts:
“The City of Moncton is contemplating the construction of a sports and entertainment facility in
the downtown. How much would you be willing to spend per year in property taxes over the next
30 years to pay for the downtown sports and entertainment facility?”

Councillor Lawrence indicated that he felt that the question is not worded in a way that can
provide reliable feedback from citizens.
Councillor Hicks reiterated that he feels that if citizens are surveyed as to how much they
would be willing to pay for the downtown center, they would be truthful.
Councillor Arnold also indicated that she does not feel that citizens can make an informed
decision on this survey, with so many unknowns for the project.
Councillor Bourgeois explained the background to the motion. He simply wishes to see what
citizens are willing to pay from their taxes per year for the center.

La Moncton Electric Street Railway, Heat and Power Company inaugure le premier réseau de
tramway à Moncton, le 11 août 1896.
Le premier aéroport de la ville de Moncton est inauguré en 1929 à la ferme Tingley de Léger's
Corner (Dieppe).
Présentation – Our Horizon – Hayley Touchburn
Mme Touchburn se présente devant le Conseil pour sensibiliser à la cause Our Horizon. Cette
initiative a pour but d'aider les gens à comprendre comment leurs gestes quotidiens ont une
incidence sur les changements climatiques. Son objectif est de stimuler la demande pour des
solutions de rechange à la conduite de voitures à essence. Ces solutions de rechange pourraient
comprendre, sans toutefois s'y limiter, l'utilisation du transport en commun ou de véhicules plus
éconergétiques. Mme Touchburn demande que le Conseil appuie une résolution pour placer des
avertissements concernant les changements climatiques et la pollution atmosphérique sur les
pompes à essence.

Présentation : Comité consultatif sur la sécurité publique – Subventions annuelles –
Robert Gallant et Brian Chase
M. Chase informe le Conseil que le processus de subventions annuel a commencé le 3 mars 2015.
L'information a été transmise aux médias et à Centraide. La date limite pour les propositions est le

Présentation – Ski Codiac – Jim Currie
M. Currie indique que Ski Codiac souhaite améliorer la collaboration et la communication avec
la Ville de Moncton dans l'espoir d'améliorer l'entretien des pistes dans le parc du Centenaire et
d'offrir au parc des cours de ski et des programmes Jackrabbit destinés aux enfants. De plus, il
souhaite que la réparation des sentiers soit améliorée.
La mission de Ski Codiac est de promouvoir toutes les formes de ski de fond. Il estime que le ski
est un sport pour toutes les habilités et tous les âges, qui fait la promotion d'un mode de vie sain
et qui est un sport actif que l'on peut pratiquer toute sa vie.

Projet Playgreen de l'école Birchmount – Natalie et Robert Miller
Mme Pomerleau-Dalcourt fournit une mise à jour au sujet du projet Playgreen. Les fonds recueillis
pour la première phase ont dépassé 124 000 $, et des collectes de fonds supplémentaires sont
prévues pour les deux prochaines années. Mme Pomerleau-Dalcourt fait la promotion du concours
L'Arbre de la connaissance de Majesta, dont l'école Birchmount est l'un des dix finalistes à l'échelle
nationale.

• Le tracé de la rue future (boucle temporaire) doit être conçu et établi conformément aux
normes et directives actuelles de la Ville régissant un lotissement et le
propriétaire/promoteur doit conclure un accord de lotissement avec la Ville de Moncton.
• Le propriétaire/promoteur doit soumettre un plan de drainage acceptable au service
d'ingénierie de la Ville de Moncton et conclure une entente de drainage avec la Ville de
Moncton.
• Le propriétaire/promoteur doit assumer les coûts associés à la mise en place des égouts
sanitaires installés par la Ville de Moncton conformément aux travaux d'immobilisations
avant d'obtenir l'approbation finale du plan de lotissement.
Le Service juridique a établi à 120 000 $ la valeur marchande totale des lots 15-01 à 15-06, ce qui
à 8 % rapporterait la somme de 9 600 $.
Le propriétaire est d'accord avec la valeur établie.

• Il est honoré de représenter la Ville de Moncton en Louisiane durant la conférence de l'Association
internationale des maires francophones.

• Il parle de l'importance d'aller de l'avant avec le projet de complexe au centre-ville.

• Il parle des coûts du complexe au centre-ville. Il est d'avis que la Ville n'est pas transparente quant
au montant que les résidants devront payer pour le centre.

L'équipe de la FIFA mise en vedette cette semaine est celle du Mexique.
• Le Mexique a dû travailler fort pour se qualifier à la Coupe du Monde Féminine de la FIFA. En
tant que membre de la Confédération de football d'Amérique du Nord, d'Amérique centrale et des
Caraïbes (CONCACAF), l'équipe du Mexique a été confrontée aux États-Unis, à la Jamaïque, au
Costa Rica et à Trinité-et-Tobago. Elle a terminé au troisième rang, et a ainsi obtenu la dernière
place pour la confédération dans la Coupe du Monde Féminine de la FIFA de cette année.

Recommandation – Comité plénier du 23 mars 2015
Motion : Que le Conseil municipal de Moncton prolonge la restriction de stationnement de deux
heures, de 8 h à 17 h, du lundi au vendredi, du côté ouest de la rue Henry, de la rue Marjorie à la
rue Cornell, et que la modification nécessaire soit apportée à l'arrêté.

Que le Conseil municipal de Moncton permette aux membres du Conseil d'assister à distance à une
réunion du Comité plénier ou à une réunion à huis clos du Conseil, à titre d'essai, en se servant des
lignes directrices suivantes, et que la question soit examinée en décembre 2015 (où les
modifications nécessaires aux arrêtés seront présentées) :

Recommandation – Séance à huis clos – le 25 mars 2015
Le Conseil municipal de Moncton, à son assemblée extraordinaire à huis clos du 25 mars 2015,
indique que l'ordre du jour de l'assemblée a été adopté à l'unanimité et fait les recommandations
suivantes :
1) Que le Conseil municipal de Moncton approuve les dépassements de crédit totalisant
154 093,33 $ pour les services professionnels rendus par les sociétés Deloitte LLP,
PricewaterhouseCoopers LLP et Blake, Cassels & Graydon LLP par rapport à la demande de
propositions DP 14-005 pour la conception, la construction, le financement, l'entretien et
l'exploitation d'une installation multifonctionnelle de sports et de divertissements au centreville, et demande au personnel de modifier le contrat de chaque fournisseur de service en
conséquence et de verser le paiement auxdits fournisseurs pour les services rendus.
2) Que le Conseil municipal de Moncton approuve l'attribution d'un montant supplémentaire de
150 000 $ (maximum), TVH en sus, qui peut servir à couvrir les coûts des services
professionnels requis par Blake, Cassels & Graydon LLP, Deloitte LLP ou
PricewaterhouseCoopers LLP pour aider la Ville à atteindre la clôture commerciale et
financière avec le soumissionnaire retenu.
M. Dubé donne un bref aperçu des raisons expliquant la motion susmentionnée.

projet de complexe au centre-ville, y compris le dépassement budgétaire.
Le conseiller Landry quitte la séance à 19 h 15.
Une longue discussion s'ensuit entre M. Martin, M. Dubé et plusieurs conseillers sur les coûts
associés à la construction du complexe. Le conseiller Hicks indique qu'il ne peut appuyer cette
motion.

A By-Law Relating to the Regulation of Traffic and Parking
in the City of Moncton, being By-Law # T-310, ordained and
passed on the 18th day of July, 2011 is hereby amended as
follows:

Résolution – Nomination d'agents d'exécution des arrêtés municipaux pour faire appliquer l'arrêté
concernant la surveillance des animaux, soit l'arrêté H-202
RÉSOLUTION
en vertu de l'article 14 de la Loi sur la police, L.R.N.-B., Chap. P-9.2, le Conseil est
ATTENDU QUE
autorisé à nommer des agents d'exécution des arrêtés;
ATTENDU QUE le Conseil a approuvé le recours à la Société canadienne pour la prévention de
la cruauté envers les animaux (SPCA) pour appliquer l'arrêté H-202, soit l'ARRÊTÉ
CONCERNANT LA SURVEILLANCE DES ANIMAUX;
IL EST PAR CONSÉQUENT RÉSOLU QUE Dave Rogers soit, par les présentes, nommé
agent d'exécution des arrêtés municipaux pour la Ville de Moncton et qu'elle soit autorisée à
appliquer l'ARRÊTÉ CONCERNANT LA SURVEILLANCE DES ANIMAUX, soit l'arrêté H202, et à prendre les mesures ou à signifier les billets de contravention qu'elle juge nécessaires
pour l'application de toute disposition de cet arrêté.

Résolution – Sondage mené auprès des citoyens – Complexe au centre-ville
Motion visant à sonder les citoyens sur leur capacité à payer pour le complexe au centre-ville
la Ville de Moncton est une municipalité démocratique et est
responsable devant ses citoyens;
Attendu que
Attendu que la Ville de Moncton envisage la construction d'une installation consacrée aux sports
et aux divertissements dans le centre-ville et l'investissement de l'impôt foncier des citoyens dans
l'installation au cours des trente prochaines années;
Attendu que le Conseil a tenu des journées portes ouvertes en 2011 pour demander aux citoyens
d'indiquer ce qu'ils voulaient dans un complexe au centre-ville, mais n'a jamais demandé aux
citoyens le montant qu'ils étaient prêts à payer pour l'installation;
Attendu que le Conseil est d'avis que l'opinion des citoyens à propos de l'installation au centreville permettra au Conseil de prendre une décision plus éclairée lorsque tous les renseignements
seront présentés au Conseil pour la décision finale concernant l'installation;
Il est par conséquent résolu que le Conseil demande à Corporate Research Associates d'ajouter la
question suivante à son sondage du printemps auprès des résidants de Moncton afin d'évaluer leur
volonté à payer pour l'installation, et pour permettre aux citoyens de répondre par des réponses
ouvertes plutôt que par des catégories prédéterminées de montants :
« La Ville de Moncton envisage la construction d'une installation consacrée aux sports et aux
divertissements dans le centre-ville. Quel montant seriez-vous prêt à payer par année en impôt
foncier au cours des 30 prochaines années pour payer l'installation consacrée aux sports et aux
divertissements au centre-ville? »

Appuyée par le conseiller Hicks
Le conseiller Lawrence indique qu'il a l'impression que la question n'est pas formulée d'une
façon qui peut fournir une rétroaction fiable des citoyens.
Le conseiller Hicks réitère qu'il estime que si les citoyens sont interrogés sur le montant qu'ils
sont prêts à payer pour le complexe au centre-ville, qu'ils seraient honnêtes.

La conseillère Arnold indique également qu'elle ne pense pas que les citoyens peuvent prendre
une décision éclairée sur ce sondage, en raison du grand nombre de données inconnues
concernant le projet.
Le conseiller Bourgeois explique le contexte de la motion. Il souhaite simplement savoir ce que
les citoyens sont prêts à payer par année à partir de leur impôt pour le complexe.
À titre d'information : La conseillère Arnold indique que, contrairement aux commentaires du
conseiller Bourgeois, elle n'a jamais déclaré qu'elle construirait le complexe au centre-ville à
n'importe quel coût.
