REFUGEES DESERVE REFUGE, NOT HATE

Synonyms for refuge include security, safety, asylum, retreat, sanctuary, haven, stronghold. Refugees who are
fleeing a situation of danger (natural or man-made) and internally displaced persons (who are refugees who have
not crossed a national frontier) need sanctuary. They have not left their countries, homes, possessions and, often,
family members, behind out of choice, but because they are forced to do so to survive. Refugees find themselves
in a highly vulnerable situation. In order to make good their escape from the danger they are facing in their home
countries they often fall victim to the unscrupulous who gladly take their money and then send them on perilous
journeys which they may not survive; or refugees may even fall into the hands of traffickers in human beings.
Those refugees who do arrive safely in our countries deserve to be treated with respect and dignity; they should
not encounter hate, but be offered sanctuary and a haven to keep them safe. The 1951 Refugee Convention spells
out that a refugee is someone who "owing to a well-founded fear of being persecuted for reasons of race, religion,
nationality, membership of a particular social group or political opinion, is outside the country of his nationality, and
is unable to, or owing to such fear, is unwilling to avail himself of the protection of that country."
Refugees have to move if they are to save their lives or preserve their freedom. They have no protection from their
own state - indeed it is often their own government that is threatening to persecute them. If other countries do not
let them in, and do not help them once they are in, then they may be condemning them to death - or to an
intolerable life in the shadows, without sustenance and without rights. It is beyond understanding that one should
seek refuge to escape persecution, torture or famine, only to be murdered by racists, targeted by hate speech or
face humiliation on a daily basis
Let’s preserve them from persecution, and, in our countries, from hate.

20 JUNE EUROPE
We celebrate the World Refugee Day on 20 June in the No Hate Speech Movement. We honour the courage,
strength and determination of people of all ages who are forced to flee their homeland under threat of
persecution, conflict and violence. Every day refugees, asylum seekers and internally displaced persons are
forced to flee their home to what are unknown places for them, they are often the target of hate speech online and
offline. We would like to invite all of you to act together on World Refugee Action Day on 20 June 2014. We are
organizing this day in partnership with the following organisations: Voices of Young Refugees in Europe (VYRE)
European Council of Refugees and Exiles (ECRE) and the United Nations Refugee Agency (UNHCR). Make sure
to check out the campaign platform and the coordination website for actions to partake in!
THE NO HATE SPEECH MOVEMENT AT THE 2ND
MEDITERRANEAN UNIVERSITY
The campaign was presented at the second Mediterranean University on Youth and Global Citizenship coorganised by the North-South Centre of the Council of Europe and the National Observatory of Tunisia. The
university was held in Hammamet, Tunisia. The participants prepared messages for the Action Day in support of
refugees. More on the university.
NATIONAL CAMPAIGNS
UNITED KINGDOM
The United Kingdom has funded a civil society group, Hate Crime Hub, to set up a
national scheme in the framework of the No Hate Speech Movement. The first young
volunteers will be trained on 9 July 2014. You are also invited to check their reporting
system through True Vision, which you can find here at www.report-it.org.uk.

Firstly let’s start with what IDAHOT stands for. International Day Against Homophobia and Transphobia. Do we
need a special day for homophobia and transphobia? Well, largely around the globe homosexuality, bisexuality,
transgenderism are not only socially or culturally unaccepted but are de facto persecuted and punishable with

participants for a training course on combating hate
speech online through human rights education, aimed at
educators and teachers. The training course will be held

Un refuge est synonyme de sécurité, d’asile, de sanctuaire, de forteresse et d’abri. Les personnes qui fuient une
situation de danger (qu’elle soit naturelle ou du fait de l’homme) et celles qui sont déplacées à l’intérieur de leur
pays (qui sont des réfugiés n’ayant pas franchi de frontière) ont besoin d’un sanctuaire. Ils n’ont pas quitté leur
pays, leurs habitations, leurs biens et leurs familles par choix, ils doivent le faire pour survivre. Les réfugiés se
trouvent dans des situations hautement vulnérables. Ils sont souvent victimes de personnes peu scrupuleuses qui
n’hésitent pas à leur prendre leur argent et à les faire voyager dans des conditions périlleuses, voyages au cours
desquels ils ne survivent pas nécessairement ; les réfugiés peuvent également tomber entre les mains de
trafiquants d’êtres humains.
Ces réfugiés qui arrivent dans nos pays se doivent d’être traités avec respect et dignité : ils ne doivent pas
rencontrer de haine à leur égard, mais au contraire ils se doivent d’avoir un refuge pour être en sécurité. La
Convention sur les Réfugiés de 1951 dit qu’un réfugié est une personne qui « craignant avec raison d’être
persécutée du fait de sa race, de sa religion, de sa nationalité, de son appartenance à un certain groupe social ou
de ses opinions politiques, se trouve hors du pays donc elle a la nationalité et qui ne peut ou, du fait de cette
crainte, ne veut se réclamer de la protection de ce pays. »
Les réfugiés doivent se déplacer s’ils veulent sauver leurs vies et préserver leurs libertés. Ils n’ont aucune
protection de leur propre état – en effet c’est souvent leur propre gouvernement qui les menace et les persécute.
Si d’autres pays ne les laissent pas entrer, et ne les aident pas une fois qu’ils sont à l’intérieur, alors c’est comme
s’ils les condamnaient à mort – ou à une vie intolérable dans l’ombre, sans nourriture ni droits. Il est
incompréhensible qu’une personne cherche un refuge pour échapper à la persécution, à la torture et à la famine et
qu’elle soit assassinée par des racistes, qu’elle soit victime de discours de haine ou d’humiliation au quotidien.
Protégeons les de la persécution et, dans nos pays, de la haine.

Le Mouvement contre le discours de haine célèbrera, le 20 Juin prochain, la Journée Mondiale pour les Réfugiés.

réfugiés, demandeurs d'asile et les personnes déplacées au sein de leur propre pays sont tous les jours

discours de haine. Nous vous invitons à agir ensemble pour la Journée Mondiale pour les Réfugiés, le 20 Juin
2014. Nous organisons cette journée en partenariat avec les organisations suivantes : « Voices of Young
Refugees in Europe (VYRE) », le Conseil Européen pour les Réfugiés et les Exilés (ECRE) et l’Agence des

LE MOUVEMENT CONTRE LE DISCOURS DE HAINE PENDANT LA
2ÈME UNIVERSITÉ MÉDITERRANÉENNE
La campagne a été présentée durant la deuxième Université Méditerranéenne sur la citoyenneté mondiale des
jeunes co-organisée par le Centre Nord-Sud du Conseil de l’Europe et l’Observatoire National de Tunisie.
L’université s’est tenue à Hammamet, Tunisie. Les participants ont élaboré des messages pour la Journée d’Action

CAMPAGNES NATIONALES
ROYAUME-UNI
Le Royaume-Uni a financé un groupe de la société civile, Hate Crime Hub, pour mettre
en place un projet au niveau national dans le cadre du Mouvement contre le discours de
haine. Les premiers jeunes volontaires seront formés le 9 Juillet 2014. Vous êtes
également invités à voir leur système de signalement via True Vision, que vous pouvez
