OF THE 22nd OF FEBRUARY , 1949 FOR THE PERMANENT
CONTROL OF OUTBREAK AREAS OF THE RED LOCUST
London, October 29, 1953
The Governments of Belgium, Portugal, the United Kingdom of Great
Britain and Northern Ireland, the Union of South Africa and Southern
Rhodesia, Contracting Governments to the International Convention for the
Permanent Control of Outbreak Areas of the Red Locust, signed at London
on the 22nd February, 1949(');
Having regard to the proposal of the International Council for the Control
of the Red Locust that the financial year of the Control Service should
commence on the 1st January and end on the 31st December of each year
instead of commencing on the 1st July of one year and ending on the 30thJune of the following year as provided for in Article IV (d) of the Convention:
Considering it desirable to amend the Convention accordingly;
Have agreed as follows : ARTICLE I
Article IV (d) of the aforesaid Convention shall be amended by the
substitution therefor of the following text:(d) The Council shall at its annual meeting adopt the plans and estimates
for the operations of the Control Service for the following Control
year (beginning on the 1st January of the following calendar year
and ending on the 31st December of that year)."
In witness whereof the undersigned, duly authorised thereto by their
respective Governments, have signed the present Protocol, which shall enter
into force on this day's date.
Done at London the 29th day of October, 1953, in English and French,
both texts being equally authoritative, in a single copy, which shall be deposited
in the archives of the Government of the United Kingdom, by whom certified
copies shall be furnished to all the Contracting and Participating Governments.

Les Gouvernements de la Belgique , du Portugal, du Royaume-Uni de
Grande-Bretagne et d'Irlande du Nord, de ]'Union Sud-Africaine et de ]a
Rhodesie du Sud, parties contractantes de la Convention Internationale pour
le Controle permanent des Foyers (]'Origin du Criquet nomade, signee it
Londres le 22 fdvrier 1949;
Tenant compte de la proposition faite par le Conseil International de
Controle du Criquet nomade, d'apres laquelle l'annee financiere du Service
de Surveillance devrait commencer le 1'r janvier pour se terminer le 31
decembre de chaque annee, an lieu de commencer le ler juillet de chaque annee
pour se terminer le 30 juin de ]'annee suivante, ainsi qu'il est prevu a
]'Article IV (d) de la Convention:
Considerant qu'il est souhaitable de modifier la Convention daps ce sens;
Sont convenus de ce qui suit:
ARTICLE 1
Au texte de ]'Article IV (d) de la Convention sera substitue le texte
ci-apres:
" (d) Le Conseil, an cours de sa reunion annuelle, adoptera les plans et
previsions de travaux du Service de Surveillance pour 1'exercice
suivant (commengant le 1" janvier de ]'annee suivante et se terminant
le 31 decembre de cette m@me annee)."
En foi de quoi les spussignes, dument habilites a cet effet par leur
Gouvernement respectif, ont sign le present Protocole, qui entrera en vigueur
cc jour.
Fait a Londres, le 29 octobre 1953, en langues anglaise et frangaise,
les deux textes faisant egalement foi, en on seul exemplaire qui
sera depose dans les archives du Gouvernement du Royaume-Uni, lequel en
remettra des copies certifiees conformes a tous les Gouvernements contractants
et participants.
