LES MEMBRES DE PASSEPORTS DE MONTRÉAL ET ST-LAURENT

TITRE 1 - NOM
La présent organisation sera connue sous le nom de : Local 10512 Les membres de
passeport Montréal/Centre-ville du Syndicat des employées et employés nationaux de
l'Alliance de la Fonction Publique du Canada.
TITRE 2 - BUTS ET OBJECTIFS
Section 1 of Standards is missing
Article 1: Le local souscrit sans condition aux but et objets exposés dans la constitution
de l'Alliance de la Fonction Publique de Canada et dans le Règlement interne du
Syndicat des employées et employés nationaux.
Article 2: Le local appuie pleinement l'Alliance de la Fonction Publique du Canada et
l'aide à s'acquitter de ses responsabilités constitutionnelles visant à l'amélioration et à la
protection des salaires, traitements et autres conditions d'emploi de tous les employés
du gouvernement fédéral.
TITRE 3 - SOCIÉTARIAT
Ceux qui sont éligibles à devenir membres sont les employés de Passeports Canada
travaillant à Montréal/Centre-ville sous la juridiction du local qui sont éligibles à faire
partie de Syndicat des employées et employés nationaux de l'Alliance de la Fonction
Publique du Canada. La juridiction du local pourrait, de temps à autre, être déterminée
par l'exécutif de Syndicat des employées et employés nationaux.
TITRE 4 - COTISATIONS
Article 1: Les cotisations des membres du local seront constituées de la capitation et
des cotisations requises par la constitution de l'Alliance ce de la Fonction Publique de
Canada et par le règlement interne de Syndicat des employées et employés nationaux
ainsi que du montant supplémentaire déterminé par le local.
Article 2: Le local peut modifier le montant de ses cotisations par un vote majoritaire
des 2/3 des membres présents et votants à l’assemblée générale annuelle régulière ou
spéciale, pourvu que la section locale ait donné et affiché un avis de motion d’au moins
30 jours avant la tenue de cette assemblée.
Article 3: Les cotisations au local sont établies au taux de 0.1% par membre par mois.

TITRE 5 - EXÉCUTIF
Section 1 of Standards is missing
Article 1: L'exécutif du local se compose d'un Président, d'un vice-président et d'un
secrétaire et/ou trésorier, deux (2) chefs délégués (un au centre d’appel, un au bureau
103), deux (2) délégués (un au centre d’appel, un au bureau 103), deux (2)
représentants Santé Sécurité au Travail (un au centre d’appel, un au bureau 103) et
d’un représentant Droit de la personne. Si l’intérêt des membres le permet.
Article 2: Tous les mandats ont une durée de 1 an à compter de la tenue de
l’assemblée annuelle et ce jusqu’à la tenue de l’assemblée annuelle suivante. Sauf pour
le président qui sera d’une durée de 2ans consécutifs. Le poste de président doit être
comblé par un membre qui a siégé au moins un an sur le comité exécutif, à moins
qu’aucun candidat proposé n’ait le critère ci-mentionné.
Article 3: Les postes vacants à l'exécutif depuis moins de six mois sont pourvus de
façon intérimaire par les autres membres de l'Exécutif de la section locale. Les postes
vacants depuis plus de six mois sont pourvus par élection lors d'une assemblée
générale ou spéciale de la section locale. Une telle assemblée ne peut avoir lieu plus
de 45 jours après la date à laquelle l'Exécutif a été informé de la vacance des postes.
Article 4: Le président préside les assemblées et veille à la conduite efficace et
appropriée du local.
Article 5: En l'absence du président, le Vice-président remplit les fonctions du
président.
Article 6: Le Secrétaire consigne les délibérations de toutes les assemblées, veille au
bon maintien des documents, archives et correspondance, et le Trésorier est chargé de
la perception…et veille au bon maintien des documents, archives et correspondances.

TITRE 6 - ASSEMBLÉES
Article 1: Les officiers de l'exécutif doivent se rencontrer un minimum de 6 fois/an.
Article 2: L'assemblée générale annuelle se tiendra au mois en février ou mars.
Article 3: Des assemblées spéciales peuvent être convoqués par le président, ou à la
demande de la majorité des membres de l'exécutif du local ou encore à la suite d'une
requête présentée par dix (10) membres en règles ou plus.
Article 4: Par application du règlement interne, une assemblée générale annuelle est
tenue aux fins de recevoir les rapports annuels, de considérer les autres affaires du
local et procéder à l'élection des officiers.

TITRE 7 - QUORUM
Article 1: Le quorum des réunions de l'exécutif doit être d'au moins deux des officiers
élus.
Article 2: Le quorum des assemblées générales et spéciales doit être d'au moins 5
membres du local incluant les membres de l'exécutif.
TITRE 8 - FINANCES
Article 1: La dépense des fonds du local est confiée à l'autorité de l'exécutif selon
l'approbation donnée par l'assemblée générale annuelle.
Article 2: A l'exception d'une petite caisse ne dépassant pas 100.00$, les fonds du
local sont déposés dans une banque à charte ou une caisse d'économie ou placés en
obligations à court terme du gouvernement du Canada selon l'approbation donnée par
l'exécutif au nom du local.
Article 3: L'exécutif entrant en charge est autorisé à dépenser, un maximum de 4
000.00$ pour la formation et représentation aux assemblés/congrès/conférences ou
autres rencontres officielles, par année.
Article 4: Les officiers autorisés à signer les chèques tirés sur le compte du local sont
le trésorier, le président et le vice-président. Dont un minimum de deux signatures en
tout temps.

TITRE 9 - AMENDEMENTS ET INTERPRÉTATION]
Article 1: Toute modification à ces règlements internes doit être approuvée par la
majorité des 2/3 des membres présents en assemblée générale ou spéciale et la
modification doit au préalable figurer dans l'avis de convocation de ladite assemblée.
Article 2: Seuls les membres du local peuvent prendre part aux assemblées du local
sauf que les non-membres peuvent participer à titre consultatif à la demande du
président ou autre personne qui dirige l'assemblée.
Article 3: Le genre masculin employé dans ce règlement interne est censé comprendre
le genre féminin. Le mot local désigne un Local du Syndicat des employées et
employés nationaux de l’Alliance de la Fonction Publique du Canada.
Ces règlements internes sont certifiés conformes aux minutes de l'assemblée général
du local tenue le 29 mars 2012.

PASSEPORT MONTRÉAL/CENTRE-VILLE

BYLAW 1 - NAME
The present organisation will be known under Local 10512 Members of Passeports
Montréal/Centre-Ville of the Union of National Employees of the Public Service Alliance
of Canada.
BYLAW 2 – GOALS AND OBJECTIVES
Section 1: The local subscribe without condition to the goals and objectives exposed in
the constitution of the Union of the National Employees of Public Service Alliance of
Canada and in the internal bylaw of the element.
Section 2: The local fully support the Public Service Alliance of Canada and help them
fulfill their constitutional responsibilities aimed at the improvement and protection of the
salaries, treatments and other employment condition of all government employees.

BYLAW 3 - MEMBERSHIP
Those who are eligible to become members are the Passport Canada employees
working in Montréal/Centre-Ville offices under the jurisdiction of the local who are
eligible to be part of the Union of National Employees of the Public Service Alliance of
Canada. The local jurisdiction could, occasionally, be determined by the Union of
National Employees executive.
BYLAW 4 – UNION DUES
Section 1: Local members’ union dues will be comprised of the head tax and the
required union dues by the constitution of the Public Service Alliance of Canada and by
the Union of National Employees bylaws as well as the supplementary amount
determined by the local.
Section 2: The local may modify the amount of the unions dues by a majority vote of
2/3 of the voting members present at the annual general assembly or at the special
general assembly, as long as the local has given and posted a notice of motion at least
30 days of the holding of a general meeting.
Section 3: The local dues are established at the rate of 0.1% per member per month.

BYLAW 5 - EXECUTIVE
Section 1: The local executive is made up of one President, one vice-president and one
secretary and/or treasurer, two(2) chef shop stewards (one at the call center, one at
office 103),two (2) Heath and Safety at Work representatives (one at the call centre,
one at office 103) and one Human Rights representative. If members’ interest allow it.
Section 2: All mandates last1 year starting from the holding of the general meeting until
the holding of the next one. Except for the president, whose mandate will last two
consecutive years. The president position must be filled by a member who has at least
one year on the executive committee, unless the proposed members do not have the
mentioned requirements.
Section 3: Positions that are vacant less than 6 months will be taken over by the other
members of the local executive committee. The positions vacant for more than 6
months will be filled by an election during a general assembly or special assembly of the
so-called local. An assembly cannot take place more than 45 days after the date the
executive was informed of the vacant position.
Section 4: The president chairs the meetings and sees that the local is managed
effectively and appropriately.
Section 5: In the absence of the president, the Vice-president fills the functions of the
president.
Section 6: The Secretary record the deliberation of all the meetings, see at the good
keeping of the documents, archives and correspondence, and the Treasurer is
responsible for the collection and expenses of all the money and see at the good
keeping of the documents, archives and correspondences..
Section 7 of Standards is missing
BYLAW 6 - MEETINGS
Section 1: The executive’s officers must a minimum of 6 times/year.
Section 2: The annual general meeting will be held in February or March.
Section 3: Special meetings can be convened by the president, or at the request of the
majority of the members of the local executive or following a request presented by ten
(10) members in good standing or more.
Section 4: Per application of the internal bylaw, an annual general meeting is held in
order to receive the annual reports, to consider other local business and to proceed to
the election of the officers.
Sections 5 & 6 of Standards are missing
BYLAW 7 - QUORUM
Section 1: The quorum of the meeting of the executive must be of at least two elected
officers.
Section 2: The quorum of the general and special meetings must be of at least five
members of the local including the executive members.
BYLAW 8 - FINANCES
Section 1: The expense of the local’s funds is entrusted to the authority of the
executive according to the approval given by the annual general meeting.
Section 2: With the exception of a petty cash not going over $100.00, the local’s funds
are deposited in a chartered bank or a savings bank or placed in short term obligations
of the Government of Canada according to the approval given by the executive in the
name of the local.
Section 3: The executive taking office is authorised to spend, a maximum of $4,000.00
for the training and representation to the meetings/congress/assemblies or other official
gatherings, per year.
Section 4: The authorised officers to sign the cheques withdrawn from the local’s
account are the treasurer, the president and the vice-president. In which a minimum of
two signatures at all times.
BYLAW 9 - AMENDMENTS AND INTERPRETATION
Section 1: All modification to those bylaws must be approved by the majority of the 2/3
of the present members in general meeting or special and the modification must first
appear in the notice of convocation of the aforementioned meeting.
Section 2: Only the members of the local can take part to the local meetings but the
non-members can participate in a consultative manner at the request of the president or
other person chairing the meeting.
Section 3: The masculine gender is used for those bylaws is supposed to include the
feminine gender. The word local designate a Local of the Union of National Employees
of the Public Service Alliance of Canada.
These bylaws are certified according to the minutes of the general assembly held on
March 29, 2012.
