The Bahamas is only the fourth country in the CONCACAF confederation, after Mexico (Guadalajara 1968, Mexico City 1970 and 1986), Canada (Montreal 1976) and the USA (Chicago 1994, Los Angeles 1999), to host this event, a red-letter day on FIFA’s calendar. Lucayan Indians inhabited the islands when Christopher Columbus first set foot in the New World on San Salvador in 1492. British settlement of the islands began in 1647; the islands became a colony in 1783. Since attaining independence from the UK in 1973, the Bahamas has been one of the wealthiest Caribbean countries, with an economy heavily dependent on tourism and offshore banking. Tourism together with tourism-driven construction and manufacturing accounts for approximately 60% of GDP and directly or indirectly employs half of the archipelago’s labour force. Financial services constitute the second most important sector of the Bahamian economy and, when combined with business services, account for about 36% of GDP. 5 History of football in the Bahamas NASSAU Bahamas Football was first introduced in the Bahamas just after the First World War, when returning veterans continued to practice, kick around and play friendly games with each other in the new sport they came to know and love while serving in Europe. During the 1920s and 30s, clubs and teams from the three main districts in New Providence developed football as one of its sports, and matches were arranged from time to time. Games were also being played against visiting naval ships and other recreation vessels, which stopped in Nassau. Football increased in popularity during the 40s and more teams and players became involved. The popularity of the sport continued into the 50s and in 1954, the first attempt was made to organise teams into a league or association. In 1957, the first all-star team representing the Bahamas, travelled to Miami, Florida to play against the Coral Gables Soccer Club for a trophy donated by the Bahamas Development Board, the forerunners of the ministry of tourism headed by the late Sir Stafford Sands. As other international games at home and abroad became more frequent, the need for proper international affiliation and representation arose. Therefore, in 1967, the two leagues amalgamated to form the Bahamas Football Association, bringing football under one body in accordance with international standards. The following year, the Bahamas Football Association’s application for full membership of the Fédération Internationale de Football Association (FIFA) was approved. Membership with the Confederation of North, Central America and Caribbean Association Football (CONCACAF) came in 1981. The Bahamas Football Association, as the national body responsible for football in the Bahamas, provides for the organisation of leagues in the many islands of the Bahamas. Outside of New Providence, only Grand Bahama has organised football under the umbrella of the BFA. Additionally, as a member of the Bahamas Olympic Association, the BFA has provided national football teams to participate in regional games, Pan Am Games, CAC Games and pre-Olympic competition. Teams attended the CAC Games in Panama in 1970, the Dominican Republic in 1974 and 1986, Cuba 1982 and the Pan Am Games in Cali, Columbia in 1971. At present, there are two men’s divisions with 12 teams competing in the New Providence Football League, with matches played at the Thomas A. Robinson Stadium. The league also comprises a five-team division for women and these matches are also played at the Thomas A. Robinson Stadium. Moreover, there is an “I” league for school-age players at U-18 and U-15 level, with a total of 24 male and 17 female teams, and a “Y” league with another 34 teams competing in U-8, U-10 and U-12 divisions. The Grand Bahama Football League has one men’s and one women’s division of five and three teams respectively, with matches played at the YMCA field and the Freeport Rugby Football Club. There is also a league organised by the YMCA with 16 teams competing in U-15 and U-10 divisions. 6 Football in the Bahamas has seen considerable growth in the past few years, and with a committed and concentrated effort to the task, this growth will continue in the foreseeable future and will eventually make football in the Bahamas as recognisable as the sun, sand and sea that we so readily market to the world. These documents and the key values of authenticity, integrity, performance and unity underpin FIFA’s mission: to develop the game, touch the world and build a better future. According to the Statutes, FIFA’s objectives are: • to improve the game of football constantly and promote it globally; • to organise its own international competitions; • to draw up regulations and provisions and ensure their enforcement; • to control every type of association football; • to safeguard the integrity of matches and competitions and prevent abuse. FIFA also vigorously combats racism or discrimination of any kind, promotes friendly relations between every person and organisation involved in the game and obliges them to observe the Statutes, regulations and principles of fair play. FIFA also provides the necessary institutional means to resolve disputes. The Regulations Governing the Application of the Statutes and the Standing Orders of the Congress are an integral part of the Statutes. The FIFA Congress – football’s parliament According to the statutes, the FIFA Congress is the organisation’s supreme body. Numerous articles dictate which items are to be discussed and which decisions are to be passed at this forum. As the legislative body of world football – football’s parliament, in other words – the Congress bears a particular responsibility for The FIFA Congress: the general assembly of all member associations. 8 developing the game, the nature of which has been subject to increasingly rapid change over the past few years. Each member has one vote at the Congress. What decisions may the Congress take? The Congress… • decides whether to admit, suspend or expel a member; • stipulates the location of FIFA’s headquarters (in Zurich since 1932); • may award the title of Honorary President, Honorary Vice-President or Honorary Member; • is responsible for amending the Statutes, the Regulations Governing the Application of the Statutes and the Standing Orders of the Congress; • may remove a FIFA Executive Committee member from office; • approves the balance sheet and income statement; • approves the Activity Report; elects the President every four years. The FIFA President has an important function during the Congress: he presides over it and ensures that the debates are properly conducted. After the Congress, he is then responsible for ensuring that the decisions passed are implemented. Who may vote? Article 23 of the FIFA Statutes: 9 Spotlights 100 years ago: 6th FIFA Congress, Budapest 1909 On 30 May 1909, FIFA President Daniel Burley Woolfall welcomed delegates from 13 member associations to the sixth Congress in the short history of world football’s governing body. The sentiments he expressed in his opening address are as relevant now, a century on, as they were then: The key decisions made in 1909 • Official language. English shall be the language of the federation for the minutes, official correspondence and communications. Each association shall be responsible for its own translation. • A player shall not play for two national associations in the same season without the mutual consent of the associations concerned. • In international matches, the referee shall be selected from a neutral country. It is also interesting to consider Carl Anton Wilhelm Hirschman’s financial report for 1909, which consisted of a mere five lines! These days, the financial report comprises more than 100 pages. 10 75 years ago: 22nd FIFA Congress Rome, 1934 The Capitol in Rome was the venue for the 22nd FIFA Congress in 1934, to which President Jules Rimet welcomed delegates from 27 countries. The second FIFA World Cup™ was fast approaching and recently introduced measures crucial to FIFA’s future were on the agenda at the Congress in Rome. In 1932, the Congress had decided to relocate FIFA’s headquarters from Amsterdam to Zurich and establish a permanent secretariat in Switzerland. Ivo Schricker was the first person to hold the office of general secretary. In his financial report to the 1934 Congress, Schricker describes the search for suitable offices in Zurich and details the costs incurred: Opening of the 1934 Congress at the Capitol in Rome 11 25 years ago: 44th FIFA Congress Zürich 1984 The 1984 FIFA Congress saw the celebration of two anniversaries – President João Havelange’s tenth year in office and FIFA’s 80th birthday. To commemorate the founding of FIFA 80 years earlier, in Paris on 21 May 1904, the 44th Congress was opened on precisely the same date in 1984. At a ceremony held before the Congress, special awards were presented to those prominent figures who had left their mark on football over the preceding years. Among those honoured were Sir Stanley Rous (ENG), Mihailo Andrejevic (YUG), Helmut Schön (FRG), Pelé (BRA), Franz Beckenbauer (FRG), Sir Bobby Charlton (ENG) and Dino Zoff (ITA). FIFA’s headquarters from 1932 onwards – an office building on Zurich’s Bahnhofstrasse. 12 However, the highlight of this anniversary Congress was undoubtedly the repeat of the final of the 1982 FIFA World Cup Spain™, with Italy and West Germany doing battle once again in Zurich’s Letzigrund stadium. Hans-Peter Briegel scored the only goal of the game to ensure West Germany avenged their defeat in the Madrid final. FIFA President João Havelange welcomes Franz Beckenbauer. Full commitment, even in a friendly match: Hans-Peter Briegel (FRG, centre) wins this battle against Salvatore Bagni (ITA, left) and Bruno Conti (ITA, right). 13 Congresses that left their mark on FIFA and football The birth of the FIFA World Cup™ 18th FIFA Congress in Barcelona in 1929 Twenty-three associations are present in Barcelona in 1929 when Jules Rimet’s dream of an international tournament begins to take shape – only 12 months after it has first been discussed at the Congress in Amsterdam. But why is the first FIFA World Cup™ awarded to Uruguay? The following extract from the Congress minutes explains the reasons. One of the stars of the first FIFA World Cup™: José Leandro Andrade (URU) 14 Presidential elections (only elections of a new president) 1st FIFA Congress in Paris in 1904 The representatives of the seven founding members, Belgium, Denmark, France, the Netherlands, Spain, Sweden and Switzerland, vote unanimously for Frenchman Robert Guérin as the federation’s first President. Robert Guerin, France – 1904-06 Born 1876, Died 1952 Frenchman Robert Guerin was the dynamic figure behind the founding of FIFA in 1904. A journalist with Le Matin newspaper, Guerin was actively involved in football through his role as secretary of the Football Department of the Union des Societes Françaises de Sports Athletiques. He brought together representatives of the first seven member countries in Paris for the signing of FIFA‘s foundation act and agreement of the first FIFA statutes. On 22 May 1904, Guerin - then just 28 - was elected president at the inaugural FIFA Congress and remained in his post for two years, during which time another eight associations came on board, including the English Football Association. (fifa.com) 3rd FIFA Congress in Berne in 1906 Englishman Daniel Burley Woolfall is unanimously elected as Robert Guérin’s successor. In 1918, he dies during his period of office, whereupon Carl Anton Hirschmann (Netherlands) represents him for another two years. Daniel Burley Woolfall, England – 1906-18 Born 1852, Died 1918 An English FA administrator from Blackburn, Daniel Burley Woolfall was elected as President on 4 June 1906. A key aim during his presidency was to achieve uniform football rules on an international level and he played a prominent role in the drafting of FIFA‘s new constitution. Under Woolfall, the application of the Laws of the Game, established under the English model, became compulsory and a clear definition was made of international matches. Two years after assuming the presidency, he helped organise the first noteworthy international football competition, the 1908 Olympic Games in London. His reign as president brought the arrival of FIFA‘s first non-European members in South Africa, Argentina, Chile and the United States but was interrupted by the outbreak of the First World War. Woolfall‘s presidency ended with his death in August 1918. (fifa.com) 15 12th FIFA Congress in Geneva in 1923 This is the first FIFA Congress to be held since the First World War. Jules Rimet – in office since 1920 – is officially installed as FIFA President. Jules Rimet, France – 1921-54 Born 1873, Died 1956 (named Honorary FIFA President on 21 June 1954) When the FIFA World Cup trophy was renamed in honour of Jules Rimet in 1946, it was rightful recognition of the role played by the Frenchman, then celebrating his 25 th anniversary as President, in establishing what fast became the sport‘s foremost competition. Rimet, inspired by the success of the Olympic Football Tournament, was the driving force behind the FIFA World Cup‘s inception in 1930. His overriding aim was a rapprochement of nations through sport and the First World War only reinforced his determination. He oversaw the first five tournaments before handing ‚his‘ trophy over for the final time to West Germany captain Fritz Walter in June 1954. That same month, the then 80-year-old ended his long reign - during which FIFA membership grew from 20 to 85 countries - and became the federation‘s first Honorary President. (fifa.com) 29th FIFA Congress in Berne in 1954 Shortly before the FIFA World Cup™ in Switzerland, Belgian Rodolphe Seeldrayers is voted in as Jules Rimet’s successor by acclamation. Rimet is designated Honorary President for his services to FIFA and football. Rodolphe William Seeldrayers, Belgium – 1954-55 Born 1876, Died 1955 A lawyer from Brussels, Rodolphe William Seeldrayers was an accomplished sportsman in his youth, winning a Belgian championship with Racing Club Brussels - a club he later served as president. As a sports administrator, he helped found the Belgian Football Association and served on the International Olympic Committee. At FIFA he performed the duties of Vice-President for 27 years prior to succeeding Jules Rimet, his great comrade-in-arms. Seeldrayers was President for the 1954 FIFA World Cup and also oversaw the world governing body‘s 50 th anniversary celebrations that same year. He died in office on 7 October 1955. 16 30th FIFA Congress in Lisbon in 1956 Arthur Drewry (England) follows in the footsteps of Seeldrayers, who died in office in October 1955. Arthur Drewry, England – 1955-61 Born 1891, Died 1961 Arthur Drewry served as interim head of FIFA for six months following the death of Rodolphe William Seeldrayers and then became President in his own right in June 1956. Together with Stanley Rous, he had keenly supported Jules Rimet‘s efforts to bring the British associations back into FIFA in 1946 and he also served as president of the Football League and chairman of the Football Association in England. The near five years that Drewry spent as President - from his election in 1956 to his passing aged 70 on 25 March 1961 - included the 1958 FIFA World Cup in Sweden. (fifa.com) Extraordinary FIFA Congress in London in 1961 Sir Stanley Rous is elected as the sixth FIFA President with a resounding majority. Sir Stanley Rous, England – 1961-74 Born 1895, Died 1986 (named Honorary FIFA President on 11 June 1974) Sir Stanley Rous had already made an impressive contribution to football on and off the field before becoming President of FIFA. As a top-class referee, he took charge of the FA Cup final in England and 36 international matches. Then, having becoming secretary of the English FA in 1934, he helped rewrite the Laws of the Game in 1938 while his patient diplomacy helped pave the way for the British nations rejoining FIFA in 1946. Rous was knighted in 1949 for his contribution to the London Olympics the previous year and to sport in general. He became the third English President of FIFA when he took the reins in September 1961 and during his term of office, the FIFA World Cup became a worldwide television spectacle - particularly with the Mexico 1970 finals, which were the first to be broadcast around the globe in colour. Four years earlier he had been witness to England‘s FIFA World Cup triumph on home soil. (fifa.com) 17 39th FIFA Congress in Frankfurt in 1974 One hundred and twenty-two associations are present when Brazilian João Havelange challenges the incumbent Sir Stanley Rous for the presidency in Frankfurt. Neither candidate gains the two-thirds majority after the first ballot but in the second, which requires a simple majority, Havelange wins by 68 votes to 52. Rous is designated a FIFA Honorary President. João Havelange, Brazil – 1974-98 Born 1916 (named Honorary FIFA President on 8 June 1998) Dr João Havelange‘s 24 years as FIFA President were a period of significant change which featured, most notably, the expansion of the FIFA World Cup from a 16team tournament to one twice as large by the time the Brazilian left his post in 1998. An Olympic swimmer and water polo player in his younger days, Havelange‘s greatest achievement as a football administrator was arguably to ensure increased involvement on the world stage for teams from Asia, Africa, CONCACAF and Oceania, who had had just three FIFA World Cup finalists between them in 1974. FIFA‘s Zurich headquarters housed just 12 staff members when he took office yet that figure would increase almost tenfold as FIFA‘s organisational responsibilities and commercial interests grew, not least with a wave of new tournaments introduced, notably the world championships at Under-17 and U20 level in the late 1980s and the FIFA Confederations Cup and FIFA Women‘s World Cup at the start of the 1990s. (fifa.com) 51st FIFA Congress in Paris in 1998 After 24 years in office, Havelange decides not to stand for re-election. The Congress elects Joseph S. Blatter as his successor. Rival Lennart Johansson withdraws when Blatter gains 111 votes to Johansson’s 80 after the first ballot. João Havelange becomes a FIFA Honorary President. Joseph S. Blatter, Switzerland – 1998 - present Born 1936 Joseph S. Blatter had already served FIFA for 23 years when he was elected President of world football‘s governing body on 8 June 1998. A former keen amateur footballer, he joined FIFA as Director of Technical Programmes in 1975 where he helped lay the foundations for future under-age and women‘s competitions. He worked closely under his predecessor, Dr João Havelange, serving as General Secretary for nine years from 1981 and subsequently CEO, and playing a key role in organising five FIFA World Cups from Spain 1982 onwards. 18 The Swiss was also the driving force behind FIFA‘s ongoing partnership with SOS Children‘s Villages, which started in 1994, and since his election he has extended the federation‘s humanitarian remit by forming an alliance with UNICEF. Re-elected for a second term as President on 29 May 2002, Mr Blatter has expanded FIFA‘s competition portfolio, developing the FIFA Club World Cup as well as introducing world championships for Beach Soccer and Futsal. (fifa.com) The four British associations return to FIFA after the Second World War 25th FIFA Congress in Luxembourg in 1946 The representatives of the 34 associations attending the first FIFA Congress staged after the Second World War pass several far-reaching decisions. Thanks to Jules Rimet’s diplomatic skills, the four British associations – England, Northern Ireland, Wales and Scotland, return to FIFA after an absence of almost 20 years. The reason for the temporary exclusion of these four member associations was a disagreement with FIFA on the status of amateur players. Leading the negotiations for the British are Arthur Drewry and Sir Stanley Rous, who will later take over the helm of FIFA. The British associations’ return is celebrated with a match between a UK team and a FIFA eleven at Glasgow’s Hampden Park in 1947. Acclaimed by the press as the “Match of the Century”, it pulls in a crowd of 135,000 eager fans. As a goodwill gesture, the receipts of GBP 35,000 are passed on to FIFA to help it bridge the financial losses suffered during the war. The British team win 6-1. Further Congress decisions in 1946: • The World Cup trophy is renamed the Jules Rimet Cup in the President’s honour. • Brazil are named hosts of the next World Cup (planned for 1949 but actually held in 1950) and Switzerland hosts of the subsequent tournament. Both tournaments are to be played according to the knockout system. • The delegates approve CONMEBOL’s proposal for Spanish to become an official language of FIFA. The following extract from the Congress minutes testify to the significance of the 25th FIFA Congress. 19 New Statutes for FIFA Extraordinary FIFA Congress in Doha in 2003 The 2003 FIFA Congress in Doha is not only the first to be held in the Middle East but also the first to be attended by all member associations, at that time numbering 204. The most important item on the agenda is the ratification of the new Statutes, which, as the new constitution of FIFA, are due to take effect on 1 January 2004. A group of specialists entrusted by the Executive Committee with revising the Statutes in autumn 2002 present the revised version to the Congress. The aim was not to rewrite the Statutes completely but rather to adapt the existing provisions to meet the needs of a constantly changing sporting and social environment. Among the major innovations are the rewording of FIFA’s objectives to emphasise its mission, namely to improve the game of football constantly and promote it globally, the establishment of a Code of Ethics, and the precise definition of the role, duties and responsibilities of the President compared to those of the Executive Committee and the Secretary General. In addition, the election of the President is rescheduled to take place in the year after the FIFA World Cup™. Furthermore, the provisions for eligibility to play for national teams are relaxed, the Court of Arbitration for Sport (CAS) is recognised and the need to harmonise the international match calendar is laid down in a separate article. The new Statutes are unanimously ratified by the associations of FIFA. FIFA President Joseph S. Blatter in Doha. 20 FIFA Congress venues from 1904 to 2011 This is the first time that a FIFA Congress has been held in the Bahamas. Of the 66 FIFA Congresses (including extraordinary Congresses) staged so far, 48 have been in Europe. The first Congress to be organised outside Europe was in 1950 to coincide with the World Cup in Rio de Janeiro, taking advantage of the developments in transport and travel in the 1950s. Since then, the event has been held in the host country in every World Cup year. The first Congress after the First World War, in Geneva in 1923, accepted twelve new associations. In 1964, no fewer than 24 associations, most of them from CAF, joined world football’s governing body. Les indiens lucayens habitaient ces îles au moment où Christophe COLOMB posa pour la première fois le pied dans le Nouveau Monde, à San Salvador en 1492. Les Britanniques commencèrent à s’implanter en 1647 dans l’archipel, qui devint officiellement une colonie en 1783. Depuis l’acquisition de son indépendance en 1973, les Bahamas sont l’un des plus riches pays des Caraïbes, récoltant l’essentiel de leurs revenus grâce au tourisme et aux banques offshore. L’industrie du tourisme représente à elle seule 60% du PIB et emploie directement ou indirectement la moitié des travailleurs de l’archipel. Les services financiers constituent le deuxième secteur le plus important de l’économie bahamienne et représentent, avec les services d’affaires, 36% du PIB. 31 Histoire du football aux Bahamas NASSAU Bahamas Le football a été introduit aux Bahamas juste après la Première Guerre mondiale. Après leur retour, les vétérans continuèrent à pratiquer ce nouveau sport qu’ils avaient appris à connaître et à apprécier pendant leur service en Europe. Au cours des années 1920 et 1930, des clubs et des équipes issus des trois principaux districts de New Providence commencèrent à jouer au football, et des matches furent organisés de temps en temps. Des rencontres furent également jouées contre les équipages de navires de marine et autres vaisseaux de plaisance qui jetaient l’ancre à Nassau. La popularité du football s’accroît au cours des années 1940, de même que le nombre d’équipes et de joueurs. Le sport devint plus populaire que jamais dans les années 1950, et en 1954, la première tentative de création d’une ligue ou fédération regroupant les équipes fut entreprise. En 1957, la première sélection représentant les Bahamas fit le voyage vers Miami, en Floride, pour affronter le Coral Gables Soccer Club afin de décrocher le trophée offert par la commission de développement des Bahamas, ancêtre du ministère du Tourisme, alors dirigée par Staffor Sands. Lorsque les matches internationaux, à domicile et à l’extérieur, devinrent plus fréquents, le besoin d’une affiliation et d’une reconnaissance internationale appropriée se fit ressentir. Dès lors, en 1967, les deux ligues fusionnèrent pour former la Fédération de Football des Bahamas (BFA), plaçant ainsi le football sous l’égide d’une seule instance dirigeante, en accord avec les normes internationales. L’année suivante, la Fédération Internationale de Football Association (FIFA) approuva la candidature d’affiliation de la Fédération de Football des Bahamas. L’adhésion à la Confédération de Football de d’Amérique du Nord, centrale et Caraïbes (CONCACAF) suivit en 1981. La Fédération de Football des Bahamas, instance responsable du football aux Bahamas, gère l’organisation des championnats dans les nombreuses îles de l’archipel. En dehors de New Providence, seule Grand Bahama a organisé des rencontres de football sous la tutelle de la BFA. En outre, en tant que membre de la Fédération Olympique des Bahamas, la BFA a fourni des équipes nationales de football pour participer à des matches régionaux, aux Jeux Panaméricains, aux CAC Games et au tournoi pré-olympique. Des équipes participèrent aux CAC Games au Panamá en 1970, en République dominicaine en 1974 et 1986, à Cuba en 1982 ainsi qu’aux Jeux Panaméricains de Cali (Colombie), en 1971. Aujourd’hui, deux divisions masculines de douze équipes et une division féminine de cinq équipes composent la New Providence Football League. Tous les matches de ces championnats sont disputés au Thomas A. Robinson Stadium. Il existe également une « I » League destinée aux joueurs U-18 et U-15, qui réunit 24 équipes masculines et 17 équipes féminines, ainsi qu’une « Y » League composée de 34 équipes dans les catégories U-8, U-10 et U-12. La Grand Bahama Football 32 League possède une division masculine et une division féminine comprenant respectivement cinq et trois équipes, et dont les matches sont disputés au YMCA Field et au Freeport Rugby Football Club. Il existe aussi une ligue organisée par la YMCA qui réunit 16 équipes dans les catégories U-15 ans et U-10. Ces dernières années, le football a connu une croissance considérable aux Bahamas, et si ces efforts sont maintenus, cet essor se poursuivra dans un futur proche et rendra finalement le football bahamien aussi célèbre que son soleil et ses plages paradisiaques. Ces documents et les valeurs clés que sont l’authenticité, l’intégrité, la performance et l’unité soutiennent la mission de la FIFA, à savoir développer le sport, toucher le monde et bâtir un meilleur avenir. Le Congrès… • décide de l’admission, de la suspension et de la radiation d’un membre, • choisit l’emplacement du siège de la FIFA (à Zurich depuis 1932), • peut décerner le titre de Président d’honneur, de vice-président d’honneur ou de membre d’honneur, • est responsable de l’amendement des Statuts, du Règlement d’application des Statuts et des décisions prises lors du Congrès, • peut démettre un membre du Comité Exécutif de la FIFA de ses fonctions, • approuve le bilan financier et le compte de résultats, • approuve le rapport d’activité,élit le président tous les quatre ans. Article 23 des Statuts de la FIFA : 35 Lumière sur… Il y a 100 ans : 6e Congrès de la FIFA, Budapest 1909 Le 30 décembre 1909, le Président de la FIFA, Daniel Burley Woolfall, accueillait les délégués des 13 associations membres lors du sixième Congrès de l’histoire encore récente de la Fédération Internationale de Football. Son allocuation d’ouverture de l’époque pourrait toujours être d’actualité aujourd’hui, tout juste un siècle plus tard : Les décisions les plus importantes de 1909 • Langue officielle : l’anglais sera la langue de la fédération en ce qui concerne les procès-verbaux, la correspondance officielle et les communications. Chaque fédération est responsable de sa propre traduction. • Un joueur ne pourra pas jouer pour deux fédérations nationales différentes au cours d’une même saison sans le consentement mutuel des fédérations concernées. • Lors de matches internationaux, l’arbitre sélectionné sera originaire d’un pays neutre. Il est également intéressant de consulter le rapport financier. En 1909, Anton Wilhelm Hirschman n’avait eu besoin que de cinq lignes. Aujourd’hui, le rapport financier de la FIFA comporte plus de 100 pages. 36 Il y a 75 ans : 22e Congrès de la FIFA, Rome 1934 Rome et son Capitole étaient le théâtre du 22e Congrès de la FIFA en 1934, où le Président Jules Rimet accueillait des délégués venant de 27 pays. La deuxième Coupe du Monde de la FIFA approchait et des mesures innovantes pour l’avenir de la FIFA venaient tout juste d’être adoptées, et devaient être abordées au Congrès de Rome. En 1932, le Congrès décida de déplacer le siège de la FIFA d’Amsterdam à Zurich, et de maintenir un secrétariat général permanent et pleinement actif en Suisse. Ivo Schricker fut le premier Secrétaire Général de la FIFA à percevoir un salaire. Dans son rapport financier à l’attention du Congrès de 1934, Schricker décrit la recherche de locaux appropriés à Zurich et relate les frais consentis : Ouverture du Congrès au Capitole, à Rome 37 Il y a 25 ans : 44e Congrès de la FIFA, Zurich 1984 Le Congrès de Zurich s’est tenu sous le signe de deux anniversaires : les dix ans de mandat du Président João Havelange et les 80 ans d’existence de la FIFA. En hommage à la fondation de la FIFA le 21 mai 1904 à Paris, le 44e Congrès s’est réuni à la même date en 1984. En préambule du Congrès, des distinctions ont été remises à des personnes qui ont considérablement marqué le monde du football. Parmi les personnalités décorées : Sir Stanley Rous (ENG), Mihailo Andrejevic (YUG), Helmut Schön (FRG), Pelé (BRA), Franz Beckenbauer (FRG), Bobby Charlton (ENG) et Dino Zoff (ITA).. L’immeuble du siège de la FIFA dès 1932, sur la Bahnhofstrasse, à Zurich 38 L’incontestable point d’orgue du Congrès anniversaire a toutefois été la réédition de la finale de la Coupe du Monde de la FIFA 1982 en Espagne. L’Italie et l’Allemagne se sont de nouveau sur la pelouse du Letzigrund de Zurich. Grâce à Hans-Peter Briegel, auteur de l’unique but du match, l’Allemagne a pris sa revanche sur l’Italie, victorieuse deux ans plus tôt à Madrid. Mais pourquoi l’Uruguay a-t-il été désigné comme pays hôte de la première édition de la Coupe du Monde de la FIFA ? L’extrait suivant, tiré du compte rendu du Congrès, en explique les raisons. José Leandro Andrade (URU), une des stars de la première Coupe du Monde de la FIFA 40 Élections présidentielles : (Uniquement l’élection d’un nouveau président) 1er Congrès de la FIFA, Paris 1904 Les représentants des sept membres fondateurs, la Belgique, le Danemark, la France, les Pays-Bas, l’Espagne, la Suède et la Suisse, élisent à l’unanimité le Français Robert Guérin en tant que premier président de la fédération. Robert Guérin, France - 1904-06 Né en 1876, décédé en 1952 Le Français Robert Guérin a été la figure de proue de la création de la FIFA en 1904. Journaliste au Matin, Guérin était très actif dans le football en tant que secrétaire de la section football de l‘Union Française des Sociétés de Sports Athlétiques. C‘est lui qui a réuni à Paris les représentants des sept premiers pays membres pour la signature de l‘acte de fondation de la FIFA et l‘approbation des premiers Statuts de la FIFA. Le 23 mai 1904, Guérin était élu président lors du Congrès inaugural de la FIFA, un poste qu‘il allait conserver pendant deux ans. Huit fédérations supplémentaires, dont l‘English Football Association, se sont affiliées à la FIFA au cours de son mandat. (fifa.com) 3e Congrès de la FIFA, Berne 1906 L’Anglais Daniel Burley Woolfall est élu à l’unanimité pour succéder à Robert Guérin. En 1918, il décède en exercice, et Carl Anton Hirschmann (Pays-bas) le remplace jusqu’à la fin de son mandat, en 1920. Daniel Burley Woolfall, Angleterre - 1906-18 Né en 1852, décédé en 1918 Membre du conseil d‘administration de la Fédération anglaise de football, Daniel Burley Woolfall s‘est principalement attelé durant sa présidence à uniformiser les règles du football sur le plan international. Sous sa conduite, l‘application des Lois du Jeu strictement établies selon le modèle anglais sont devenues obligatoires et un cadre précis a été donné aux matches internationaux. Woolfall a également contribué à l‘organisation de la première grande compétition internationale de football, à l‘occasion des Jeux Olympiques de 1908 à Londres. Marqué par l‘arrivée des premiers membres non européens de la FIFA, l‘Afrique du Sud, le Chili et les Etats-Unis, son règne de président a été interrompu par le début de la première Guerre Mondiale. La présidence de Woolfall s‘est terminée à la mort de celui-ci en 1918. (fifa.com) 41 12e Congrès de la FIFA, Genève 1923 Le Congrès de Genève est le premier Congrès de la FIFA organisé après la Première Guerre mondiale. Jules Rimet, en poste depuis 1920, est officiellement désigné Président de la FIFA. Jules Rimet, France - 1921-54 Né en 1873, décédé en 1956 (nommé Président d‘Honneur de la FIFA le 21 juin 1954) En rebaptisant le Trophée de la Coupe du Monde de la FIFA en l‘honneur de Jules Rimet en 1946, les responsables de la FIFA ont rendu hommage au rôle joué par le Français, qui célébrait cette année-là son 25ème anniversaire en tant que président, dans le développement de ce qui allait rapidement devenir la plus grande compétition sportive au monde. Inspiré par le succès du Tournoi Olympique de Football, Rimet a été le principal artisan de la création de la Coupe du Monde de la FIFA en 1930. Il en a présidé les cinq premières éditions avant de remettre „son“ trophée pour la dernière fois au capitaine de la sélection ouest-allemande, Fritz Walter, en juin 1954. Le même mois, Rimet, 80 ans, mettait un terme à son long règne - au cours duquel la FIFA est passée de 20 à 85 membres - et devenait le premier Président Honoraire. (fifa.com) 29e Congrès de la FIFA, Berne 1954 Peu de temps avant la Coupe du Monde de la FIFA en Suisse, le Belge Rodolphe Seeldrayers est élu par acclamation pour succéder à Jules Rimet. Ce dernier est désigné Président d’honneur pour ses services rendus à la FIFA et au football. Rodolphe William Seeldrayers, Belgique - 1954-55 Né en 1876, décédé en 1955 Athlète accompli, Rodolphe William Seeldrayers a contribué à la fondation de la Fédération belge de football avant d‘épouser la carrière de journaliste et de dirigeant sportif. Il a fait partie du Comité International Olympique et a occupé la fonction de vice-président de la FIFA pendant plus d‘un quart de siècle avant de prendre la succession de Jules Rimet. Seeldrayers est mort en 1955, après avoir présidé les célébrations du 50ème anniversaire de la FIFA l‘année précédente. (fifa.com) 42 30e Congrès de la FIFA, Lisbonne 1956 Arthur Drewry (Angleterre) succède à Seeldrayers, décédé en exercice en octobre 1955. Arthur Drewry, Angleterre - 1955-61 Né en 1891, décédé en 1961 Arthur Drewry a assuré la présidence provisoire de la FIFA pendant six mois suite au décès de Rodolphe William Seeldrayers. Il a par la suite été officiellement élu à la tête de celle-ci en juin 1956. Au même titre que Stanley Rous, il a vivement soutenu Jules Rimet dans son initiative visant à ramener les fédérations britanniques au sein de la FIFA en 1946. Il a également occupé les fonctions de président de la Football League et de la Fédération anglaise de football. Son mandat de près de cinq ans de son élection en juin 1956 jusqu‘à sa mort à l‘âge de 70 ans en mars 1961 - a été marqué par la Coupe du Monde de la FIFA 1958 en Suède. (fifa.com) Congrès extraordinaire de la FIFA, Londres 1961 Sir Stanley Rous est élu sixième Président de la FIFA à une écrasante majorité. Stanley Rous, Angleterre - 1961-74 Né en 1895, décédé en 1986 (nommé Président d‘Honneur de la FIFA le 11 juin 1974) Stanley Rous avait déjà rendu d‘immenses services au monde du football, sur et en dehors du terrain, avant de devenir président de la FIFA. Arbitre de premier rang, il avait dirigé la finale de la FA Cup en Angleterre ainsi que 36 matches internationaux. Devenu secrétaire de la Fédération anglaise de football, il a contribué au remaniement des Lois du Jeu en 1938. Diplomate armé d‘une redoutable patience, il a également posé les jalons du retour des nations britanniques au sein de la FIFA en 1946. Le mandat de Rous, troisième président anglais de la FIFA lors de son entrée en fonction en 1961, a été marqué par les premières retransmissions télévisées de la Coupe du Monde de la FIFA, notamment lors de la phase finale disputée au Mexique en 1970. Quatre ans plus tôt, Rous avait assisté au triomphe de l‘équipe d‘Angleterre lors de la Coupe du Monde de la FIFA disputée sur ses terres. (fifa.com) 43 39e Congrès de la FIFA, Francfort 1974 Cent vingt-deux fédérations sont présentes à Francfort lorsque le Brésilien João Havelange se porte candidat à la présidence face au Président sortant, Sir Stanley Rous. Aucun candidat n’obtient la majorité des deux tiers à l’issue du premier scrutin, mais lors du second, Havelange l’emporte 68 voix contre 52. Rous est désigné Président d’honneur de la FIFA. João Havelange, Brésil - 1974-98 Né en 1916 (nommé Président d‘Honneur de la FIFA le 8 juin 1998) Les 24 années de présidence du Dr João Havelange ont été marquées par des changements considérables, notamment en matière d‘expansion et de commercialisation de la Coupe du Monde de la FIFA. Lorsque le Brésilien a quitté son poste en 1998, le nombre de participants a doublé (de 16 à 32). Le principal fait d‘armes du mandat de cet ancien nageur et joueur de water-polo olympique est sans doute d‘avoir réussi à universaliser le football via de vastes programmes de développement et d‘avoir renforcé la présence sur la scène internationale de pays issus des zones asiatique, africaine et CONCACAF, qui n‘avaient accueilli qu‘une seule Coupe du Monde de la FIFA avant 1974. L‘ancien siège social, où à peine douze personnes décidaient du destin du football mondial, a cédé la place à un bâtiment moderne et plus conforme aux responsabilités organisationnelles et commerciales croissantes de la FIFA, qui accueille plus de 110 collaborateurs. Sous son impulsion, la fédération internationale a notamment mis sur pied toute une série de nouvelles compétitions comme les Championnats du Monde U-17 et U-20 à la fin des années 1980 ainsi que la Coupe des Confédérations de la FIFA et la Coupe du Monde Féminine de la FIFA au début des années 1990. (fifa.com) 51e Congrès de la FIFA, Paris 1998 Après 24 années d’exercice, Havelange décide de ne pas se représenter. Le Congrès élit Joseph S. Blatter pour lui succéder. Son adversaire, Lennart Johansson, se retire à l’issue du premier scrutin, qui voyait Blatter recueillir 111 suffrages contre 80 pour Johansson. João Havelange devient Président d’honneur de la FIFA. Joseph S. Blatter, Suisse - 1998-aujourd‘hui Né en 1936 Joseph S. Blatter était déjà au service de la FIFA depuis vingt-trois ans lorsqu‘il a été élu président de la plus grande association de football du monde le 8 juin 1998. Directeur technique de 1975 et 1981, il avait conçu et mis en œuvre un vaste programme de développement visant à universaliser le jeu, selon la vision du président de l‘époque, le Dr João Havelange. Nommé Secrétaire Général en 1981, 44 puis directeur exécutif avant de prendre la relève du Brésilien, Blatter s‘est chargé de l‘organisation de cinq phases finales de Coupe du Monde de la FIFA à partir d‘Espagne 1982, apportant une contribution précieuse à de nombreux aspects du football, comme les Lois du Jeu, l‘arbitrage ou le développement technique. Le Suisse est également le principal artisan du partenariat en cours avec SOS Villages d‘Enfants, entamé en 1994. Depuis son élection, il a consolidé la mission humanitaire de l‘association en formant une alliance avec l‘UNICEF. Réélu pour un second mandat de président le 29 mai 2002, Blatter a élargi la palette des compétitions de la FIFA en lançant la Coupe du Monde des Clubs de la FIFA ainsi que la Coupe du Monde de Beach Soccer de la FIFA et la Coupe du Monde de Futsal de la FIFA. Il est également à l‘origine de la création d‘une Commission d‘Ethique indépendante, des groupes de travail „For the Good of the Game“, des Programmes d‘Assistance Financière et Goal, ainsi que du projet de construction du nouveau siège de la FIFA. Seul candidat à sa propre succession en 2007, Blatter a été réélu pour un troisième mandat jusqu‘en 2011. Ses principaux objectifs sont les suivants : assurer l‘organisation sans faille d‘Afrique du Sud 2010, la première Coupe du Monde de la FIFA disputée sur le sol africain, et mettre l‘accent sur les responsabilités sociales de la FIFA et du football. (fifa.com) Les quatre fédérations britanniques réintègrent la FIFA après la Deuxième Guerre mondiale. 25e Congrès de la FIFA, Luxembourg 1946 Les responsables des 34 fédérations assistant au premier Congrès de la FIFA organisé après la Seconde Guerre mondiale prennent plusieurs décisions importantes. Grâce aux qualités diplomatiques de Jules Rimet, les quatre fédérations britanniques, l’Angleterre, l’Irlande du Nord, le Pays de Galles et l’Écosse, font leur retour au sein de la FIFA après presque vingt années d’absence. Ces quatre fédérations membres avaient été temporairement exclues à la suite d’un désaccord avec la FIFA concernant le statut des joueurs amateurs. Menant les négociations pour les Britanniques, Arthur Drewry et Sir Stanley Rous allaient par la suite prendre les rênes de la FIFA. Le retour des fédérations britanniques a été célébré par un match entre une équipe du Royaume-Uni et une sélection de la FIFA, au Hampden Park de Glasgow en 1947. Acclamé par la presse comme le « Match du Siècle », il a attiré une foule de 135 000 supporters passionnés. À titre de solidarité, les recettes du match de 3 000 livres Sterling ont été léguées à la FIFA afin de l’aider à combler les pertes financières accusées pendant la guerre. L’équipe britannique l’emporta finalement 6-1. 45 Autres décisions du Congrès de 1946 : • Le trophée de la Coupe du Monde est rebaptisé « Coupe Jules Rimet » en l’honneur du président. • Le Brésil est désigné comme hôte de la prochaine Coupe du Monde (prévue en 1949 mais finalement disputée en 1950) et la Suisse comme hôte du tournoi suivant. Les deux tournois seront disputés selon un système d’élimination directe. • Les délégués approuvent la proposition de la CONMEBOL qui vise à faire de l’espagnol une langue officielle de la FIFA. L’extrait suivant, tiré du procès-verbal du Congrès, témoigne de l’importance du 25e Congrès de la FIFA. De nouveaux Statuts pour la FIFA Le Congrès extraordinaire de la FIFA à Doha en 2003 Ce Congrès de la FIFA de 2003 à Doha ne fut pas seulement le tout premier à se tenir au Moyen-Orient, il fut également le premier à accueillir l’ensemble des associations membres, à savoir 204 représentants à l’époque. L’élément le plus important de l’ordre du jour fut la ratification des nouveaux Statuts qui, au même titre que la nouvelle constitution de la FIFA, devaient prendre effet le 1er janvier 2004. Un groupe de spécialistes chargé par le Comité Exécutif de revoir les Statuts en automne 2002 présenta la nouvelle version au Congrès. Le but n’était pas de réécrire complètement les Statuts, mais plutôt d’adapter les dispositions existantes pour répondre aux besoins d’un environnement sportif et social en perpétuelle évolution. Parmi les principales innovations : la reformulation des objectifs de la FIFA dans le but d’insister sur sa mission, à savoir d’améliorer constamment le football en tant que sport et le promouvoir dans son ensemble, l’approbation d’un Code d’éthique, la redéfinition précise du rôle, des devoirs et des responsabilités qui incombent au Président de la FIFA, en comparaison avec ceux du Comité Exécutif et du Secrétaire Général. En outre, l’élection du Président a été reprogrammée de manière à ce 46 qu’elle ait lieu après la Coupe du Monde de la FIFA. De plus, les dispositions concernant l’éligibilité en équipe nationale ont été assouplies, le Tribunal Arbitral du Sport (TAS) a été reconnu, et le besoin d’harmoniser le calendrier des matches internationaux a été également établi dans un article séparé. Les nouveaux Statuts ont été ratifiés à l’unanimité par les associations membres de la FIFA. Le Président de la FIFA, Joseph S. Blatter, à Doha 47 Lieux des Congrès de la FIFA 1904-2011 C’est la première fois qu’un Congrès de la FIFA est organisé aux Bahamas. Sur les 66 Congrès de la FIFA (y compris les Congrès extraordinaires) organisés à ce jour, 48 ont eu lieu en Europe. Le premier Congrès organisé hors du continent européen fut celui de 1950, coïncidant avec la Coupe du Monde de la FIFA au Brésil. Las Bahamas es el cuarto país de la CONCACAF, después de México (Guadalajara 1968, Ciudad de México 1970 y 1986), Canadá (Montreal 1976) y EE UU (Chicago 1994 y Los Ángeles 1999), que organiza este importante acto de la FIFA. La población de los lucayos habitaba la isla de San Salvador, situada al sur del archipiélago de las Bahamas, cuando Cristóbal Colón desembarcó por primera vez en el Nuevo Mundo en 1492. La colonización británica de las islas comenzó en 1647 y culminó en 1783. Las Bahamas obtuvo su independencia del Reino Unido en 1973 y en la actualidad es uno de los países más ricos del Caribe. El turismo y las instituciones bancarias extraterritoriales constituyen los principales pilares en los que se apoya su economía. El turismo y la construcción de infraestructura turística suponen aproximadamente el 60% del PIB y dan trabajo directa o indirectamente a la mitad de la mano de obra del archipiélago. Los servicios financieros constituyen el segundo sector más importante de la economía bahameña que, combinado con los servicios comerciales, alcanza casi el 36% del PIB. 59 Historia del fútbol en Bahamas NASSAU Bahamas Veteranos de la Primera Guerra Mundial introdujeron el fútbol en las Bahamas después del conflicto bélico, al seguir practicando en las islas el deporte que conocieron y del que se enamoraron mientras cumplían su deber en Europa. Asimismo, comenzaron a organizar partidos amistosos. En las décadas de 1920 y 1930, los clubes y los equipos de los tres principales distritos en Nueva Providencia desarrollaron el fútbol como uno de sus deportes, y de vez cuando disputaban partidos. También se organizaron encuentros contra las tripulaciones de barcos de la Marina y otros navíos turísticos que visitaban Nassau. El fútbol empezó a cobrar popularidad en los años 40 y más equipos empezaron a competir. La fama del balompié prosiguió su ascenso en los años 50 y en 1954 se logró organizar a los equipos en una liga. En 1957, el primer equipo estelar que representaba a las Bahamas viajó a Miami, Florida, para enfrentarse al club Coral Gables Soccer en la lid por un trofeo donado por la Directiva de Desarrollo de Bahamas, órgano predecesor del ministerio de Turismo, que presidió el difunto sir Stafford Sands. Mientras se hacían más frecuentes otros partidos internacionales en casa y en el extranjero, se acentuaba la necesidad de una afiliación y una representación internacional adecuadas. En consecuencia, en 1967, las dos ligas se fusionaron para formar la Asociación de Fútbol de Bahamas (BFA) e integrar al fútbol en un solo organismo, tal como lo exigen las normas internacionales. Al año siguiente, la Fédération Internationale de Football Association (FIFA) aprobó la solicitud de la Asociación de Fútbol de Bahamas, que obtuvo la condición de miembro de pleno derecho. La condición de miembro en la Confederación de Fútbol Asociación de Norte, Centroamérica y el Caribe (CONCACAF) la obtuvo en 1981. La Asociación de Fútbol de Bahamas, como organismo nacional responsable del fútbol en las Bahamas, prevé la organización de ligas en muchas de las islas del archipiélago. Aparte de Nueva Providencia, sólo Gran Bahama ha organizado el fútbol bajo la égida de la BFA. Además, como miembro de la Asociación Olímpica de Bahamas, la BFA ha logrado que las selecciones nacionales de fútbol participen en competiciones regionales, los Juegos Panamericanos, los Juegos Centroamericanos y del Caribe y la competición preolímpica. Equipos bahameños compitieron en los Juegos Centroamericanos y del Caribe de Panamá en 1970, de la República Dominicana en 1974 y 1986, de Cuba en 1982 y en los Juegos Panamericanos de Cali, Colombia, en 1971. Actualmente, en la Liga de Fútbol de Nueva Providencia hay dos divisiones masculinas de doce equipos; los encuentros se celebran en el estadio Thomas A. Robinson. La liga cuenta también cuenta con una división femenina de cinco equipos, cuyos partidos también se juegan en dicho estadio. Asimismo, existe una liga “I” para jugadores en edad escolar y equipos sub-18 y sub-15, compuesta por un total de 24 equipos masculinos y 17 femeninos, y otra liga “Y” de 34 equipos de categorías sub-8, sub-10 y sub-12. La Liga de Fútbol de Gran Bahama tiene una división mascu- 60 lina y una femenina, de cinco y tres equipos, respectivamente; sus encuentros se juegan en el Campo de la YMCA y en el Freeport Rugby Football Club. También existe una liga que organiza la YMCA con 16 equipos de las categorías sub-15 sub-10. El fútbol en las Bahamas se ha desarrollado considerablemente en los últimos años y, con dedicación y esfuerzo, este crecimiento continuará en el futuro inmediato, lo cual transformará al fútbol de las Bahamas en un elemento que será tan fácil de reconocer como el sol, la arena y el mar que actualmente comercializa en el mundo. Estos documentos y los valores clave de la autenticidad, integridad, rendimiento y unidad apuntalan la misión de la FIFA: Desarrollar el juego, emocionar al mundo y edificar un futuro mejor. De acuerdo con sus Estatutos, los objetivos de la FIFA son: • mejorar el fútbol y entregarlo al mundo; • organizar competiciones internacionales propias; • elaborar reglamentos y disposiciones que garanticen su implementación; • controlar todas las formas del fútbol; • salvaguardar la integridad de los partidos y competiciones e impedir abusos. Asimismo, la FIFA combate enérgicamente el racismo y la discriminación de cualquier tipo, promueve las relaciones amistosas entre personas y organizaciones que participan en el juego, y obliga a éstas a respetar los Estatutos, los reglamentos y los principios de la deportividad. Además, la FIFA pone a su disposición los medios institucionales necesarios para resolver litigios. El Reglamento de Aplicación de los Estatutos y el Reglamento del Congreso forman parte integral de los Estatutos. El Congreso de la FIFA – el parlamento del fútbol De conformidad con los Estatutos, el Congreso de la FIFA es el órgano supremo de la organización. Numerosos artículos estipulan qué asuntos deben deliberarse y las decisiones que deben tomarse en este foro. En calidad de órgano legislativo del fútbol mundial –dicho sea de otra manera, el parlamento del fútbol–, el Congreso El Congreso de la FIFA: la asamblea general de las asociaciones miembro 62 asume la particular responsabilidad de desarrollar el fútbol, cuya naturaleza se ha visto sujeta a cambios cada vez más rápidos en los últimos años. Cada miembro tiene un voto en el Congreso. ¿Qué decisiones puede tomar el Congreso? El Congreso… decide la admisión, la suspensión o la exclusión de un miembro; • la ubicación de la sede de la FIFA (en Zúrich desde 1932); • puede otorgar el título de presidente honorario, vicepresidente honorario o miembro honorario; • es responsable de enmendar los Estatutos, el Reglamento de Aplicación de los Estatutos y el Reglamento del Congreso; • puede destituir de su cargo a un miembro del Comité Ejecutivo de la FIFA; • aprueba la cuenta de pérdidas y ganancias; • aprueba el Informe de Actividades;elige presidente cada cuatro años. El Presidente de la FIFA ejerce una importante función durante el Congreso: preside el acto y vela por el correcto desarrollo de los debates. Después del Congreso asume la responsabilidad de la ejecución de las decisiones del Congreso. ¿Quién puede votar? Artículo 23 de los Estatutos de la FIFA: 63 Fechas memorables Hace 100 años: 6º Congreso de la FIFA de 1909 en Budapest El Presidente de la FIFA Daniel Burley Woolfall da la bienvenida el 30 de mayo de 1909 a los delegados de 13 asociaciones miembro al sexto Congreso de la aún tierna historia de la Federación Internacional de Fútbol. Las acertadas palabras de su discurso inaugural no han perdido fuerza después de 100 años: Las decisiones más importantes de 1909. • Idioma oficial. El inglés será el idioma de las actas, la correspondencia oficial y los comunicados de la Federación. Cada asociación será responsable de su propia traducción. • Un jugador no jugará para dos asociaciones nacionales en la misma temporada sin el consentimiento mutuo de las asociaciones en cuestión. • En los partidos internacionales se selecciona a un árbitro de un país neutral. Asimismo interesante es el Informe de Finanzas. Carl Anton Wilhelm Hirschman presentó en 1909 cinco líneas. Hoy, el Informe de Finanzas tiene más de 100 páginas. 64 Hace 75 años: 22º Congreso de la FIFA de 1934 en Roma El Capitolio de Roma enmarcó el 22º Congreso de la FIFA en 1934, en el que el Presidente Jules Rimet dio la bienvenida a los delegados de 27 países. La segunda Copa Mundial de la FIFA se disputaría en breve y recientemente se habían adoptado medidas que repercutirían en el futuro de la FIFA. En 1932, el Congreso había decidido mudar la sede de la Federación Internacional de Ámsterdam a Zúrich y mantener una secretaría general permanente en Suiza. Ivo Schricker fue el primer Secretario General remunerado de la FIFA. En su informe de finanzas al Congreso de 1934, Schricker describe la búsqueda de oficinas adecuadas en Zúrich e informa sobre los gastos efectuados: Apertura del Congreso en el Capitolio de Roma 65 Hace 25 años: 44º Congreso de la FIFA de 1984 en Zúrich 10 años de presidencia de João Havelange y 80 años de la FIFA: el Congreso de Zúrich celebró estos dos aniversarios. Para conmemorar la fundación de la FIFA hace 80 años, el 21 de mayo de 1904 en París, el 44º Congreso se programó para la misma fecha, pero del año 1984. En las festividades previas al Congreso se otorgaron distinciones a personalidades que habían influido decisivamente en el fútbol durante los últimos años. Jules Rimet (Francia): 1921-1954 Nacido en 1873, fallecido en 1956 (Nombrado Presidente Honorario de la FIFA el 21 de junio de 1954) Cuando el trofeo de la Copa Mundial de la FIFA fue rebautizado en honor de Jules Rimet en 1946, fue en justo reconocimiento a la labor que había desempeñado el francés (que por entonces celebraba el 25º aniversario de su nombramiento como Presidente) en la organización de lo que muy pronto se convertiría en la máxima competición de la disciplina. Rimet, inspirado por el éxito del Torneo Olímpico de Fútbol, fue el principal promotor de la creación de la Copa Mundial de la FIFA en 1930. Como árbitro de primera categoría, arbitró la final de la Copa de Inglaterra así como 36 partidos internacionales. João Havelange es nombrado Presidente Honorario de la FIFA. Joseph S. Blatter (Suiza): 1998-presente Nacido en 1936 Joseph S. Blatter ya había trabajado para la FIFA durante 23 años antes de ser elegido Presidente del organismo rector del fútbol mundial el 8 de junio de 1998. Después de ser reelegido como Presidente el 29 de mayo de 2002, Blatter ha seguido engrosando la lista de competiciones de la FIFA con la inauguración de la Copa Mundial de Clubes, y los campeonatos mundiales de fútbol playa y futsal. Asimismo, ha sido uno de los principales artífices de la comisión ética independiente y los grupos de trabajo “For the Good of the Game”, así como del Programa de Asistencia Financiera y del proyecto Goal. Blatter también ha intervenido en el plan para la nueva sede de la organización, la llamada Home of FIFA. El 31 de mayo de 2007, fue reelegido sin oposición para desempeñar un tercer mandato hasta 2011. Nuevos Estatutos de la FIFA Congreso extraordinario de la FIFA de 2003 en Doha El Congreso de la FIFA de 2003 en Doha no sólo fue el primero en el Medio Oriente, sino también el primero al que asistieron todas las asociaciones miembro, en aquel entonces 204. El asunto más importante del orden del día fue la ratificación de los nuevos Estatutos, que, como nueva constitución de la FIFA, debían entrar en vigor el 1º de enero de 2004. En el último trimestre de 2002, el Comité Ejecutivo confió la revisión de los Estatutos a un grupo de especialistas, que presentó la versión revisada al Congreso. El objetivo no había sido volver a redactar los Estatutos en su integridad, sino solamente adaptarlos a las disposiciones actuales a fin de que satisficieran las necesidades creadas por un entorno deportivo y social en constante cambio. Entre las principales innovaciones estaban: la nueva redacción de los objetivos de la FIFA para hacer hincapié en su misión, a saber, mejorar constantemente el juego del fútbol y promoverlo mundialmente; establecer un Código Ético y precisar las funciones, los deberes y las responsabilidades del Presidente, en comparación con aquellas del Comité Ejecutivo y del Secretario General. Además, se fijaron nuevas fechas para que la elección presidencial se llevara a cabo un año después de la Copa Mundial 74 de la FIFA. Die Bahamas sind nach Mexiko (Guadalajara 1968, Mexiko-Stadt 1970, 1986), Kanada (Montreal 1976) und den USA (Chicago 1994, Los Angeles 1999) erst das vierte Land der Konföderation CONCACAF, das diese für die FIFA sehr wichtige Veranstaltung ausrichtet. Als Christoph Kolumbus 1492 auf San Salvador erstmals amerikanischen Boden betrat, waren die Inseln von den Lucayan (Indianerstamm) bevölkert. 1647 besiedelten die Briten die Inseln, die 1783 britische Kronkolonie wurden. Nach der Unabhängigkeit 1973 stiegen die Bahamas zu einem der reichsten Länder der Karibik auf. Haupterwerbszweig sind der Tourismus und das Offshore-Bankgeschäft. Der Tourismus erwirtschaftet mit den angegliederten Bau- und Produktionsbetrieben 60 % des Bruttoinlandprodukts und beschäftigt direkt oder indirekt die Hälfte der erwerbstätigen Bevölkerung. Zweitwichtigster Wirtschaftszweig ist der Finanzsektor, der zusammen mit der übrigen Dienstleistungsbranche 36 % des BIP ausmacht. 87 Fussball auf den Bahamas NASSAU Bahamas Soldaten brachten den Fussball nach dem Ersten Weltkrieg auf die Bahamas. Sie hatten den Sport in Europa kennen und schätzen gelernt und blieben ihrem neuen Hobby auch in der Heimat treu. In den 1920er- und 30er-Jahren gründeten Klubs der drei wichtigsten Bezirke in New Providence eigene Fussballteams und begannen, untereinander und gegen Besatzungen von Marine- und Kreuzfahrtschiffen, die in Nassau vor Anker lagen, Spiele auszutragen. In den 40er-Jahren gewann der Fussball zahlreiche weitere Anhänger und wurde immer populärer. 1954 wurden schliesslich eine Liga und ein Verband ins Leben gerufen. 1957 folgte das erste inoffizielle Länderspiel. Eine Auswahl der Bahamas spielte in Miami (Florida) gegen Coral Gables Soccer Club um eine Trophäe, die vom „Bahamas Development Board“ (dem heutigen Tourismusministerium) unter der Leitung des inzwischen verstorbenen Sir Stafford Sands gestiftet worden war. Es folgten weitere internationale Spiele zu Hause und auswärts, weshalb eine internationale Mitgliedschaft und Vertretung erforderlich wurden. Aus diesem Grund schlossen sich 1967 die beiden Ligen zum Fussballverband der Bahamas (BFA) zusammen, womit der Fussball gemäss internationalen Gepflogenheiten unter einem Dach vereinigt war. Im Jahr darauf wurde der Verband als vollwertiges Mitglied in die Fédération Internationale de Football Association (FIFA) aufgenommen. 1981 folgte der Beitritt zur Fussballkonföderation Nord-, Mittelamerikas und der Karibik (CONCACAF). Als nationaler Dachverband zeichnet der BFA für die Organisation der Ligen auf den zahlreichen Inseln verantwortlich. Ausserhalb von New Providence ist einzig der Fussball auf Grand Bahama unter dem Dach des BFA organisiert. Als Mitglied des Olympischen Komitees der Bahamas nimmt der BFA mit seinen Nationalteams an zahlreichen Wettbewerben in der Region und an den Vorrunden der Olympischen Fussballturniere teil. So waren die Bahamas bei den Mittelamerika- und Karibik-Spielen 1970 in Panama, 1974 und 1986 in der Dominikanischen Republik und 1982 in Kuba sowie an den Panamerikanischen Spielen 1971 in Calí (Kolumbien) mit von der Partie. Die Bahamas haben zudem schon mehrfach an Qualifikationsspielen für die FIFA Fussball-Weltmeisterschaft™, die Olympischen Fussballturniere und die Panamerikanischen Spiele teilgenommen. Die bedeutendste nationale Meisterschaft ist die „New Providence Football League“, die in zwei Spielklassen zwölf Männerteams zählt. Bei den Frauen kämpfen fünf Teams um Meisterehren. Gespielt wird im Stadion „Thomas A. Robinson“. In den beiden Jugendligen („I“ und „Y“) treten zum einen U-18und U-15-Teams (24 Knaben- und 17-Mädchenteams) und zum anderen U-8-, U-10- und U-12-Teams (34) gegeneinander an. An der „Grand Bahama Foot- 88 ball League“ nehmen fünf Männer- und drei Frauenteams teil. Gespielt wird auf dem Platz der YMCA und im „Freeport Rugby Football Club“. Ferner betreibt die YMCA eine Liga mit 16 Teams in den Kategorien U-15 und U-10. Der Fussball auf den Bahamas hat in den letzten Jahren ein starkes Wachstum erlebt, das dank weiteren gezielten Bemühungen weiter anhalten soll. Somit wird der Fussball neben Sonne, Strand und Meer wohl schon bald zu einem weiteren Markenzeichen der Bahamas werden. Gemäss den Statuten hat die FIFA folgenden Zweck: • den Fussball fortlaufend zu verbessern und weltweit zu verbreiten • eigene internationale Wettbewerbe zu organisieren • Regeln und Bestimmungen festzulegen und ihre Durchsetzung sicherzustellen • den Association Football in all seinen Formen zu kontrollieren • die Integrität der Spiele zu schützen und Missbräuche zu verhindern Die FIFA bekämpft zudem mit allen Mitteln jede Art von Rassismus und Diskriminierung, fördert freundschaftliche Beziehungen zwischen allen Akteuren des Fussballs und verpflichtet diese zur Einhaltung der Statuten, Reglemente und Grundsätze des Fairplay. Die FIFA stellt ferner die institutionellen Mittel zur Beilegung von Streitigkeiten bereit. Die Ausführungsbestimmungen zu den Statuten und die Geschäftsordnung des Kongresses sind fester Bestandteil der Statuten. Der FIFA-Kongress – Fussballparlament Gemäss den Statuten ist der Kongress das oberste Organ der FIFA. Mehrere Artikel regeln, welche Punkte der Kongress behandelt und welche Beschlüsse er trifft. Als gesetzgebendes Organ des Weltfussballs – sprich als Fussballparlament – ist der Kongress insbesondere verpflichtet, den Fussball zu fördern, wobei sich dieser in Der FIFA-Kongress: die Generalversammlung aller Mitgliedsverbände. 90 den letzten paar Jahren rasant weiterentwickelt hat. Jedes Mitglied hat beim Kongress eine Stimme. Welche Beschlüsse darf der Kongress treffen? Der Kongress … • entscheidet über die Aufnahme, Suspendierung oder den Ausschluss eines Mitglieds, • bestimmt den Sitz der FIFA (seit 1932 Zürich), • verleiht den Titel eines Ehrenpräsidenten, Ehrenvizepräsidenten oder Ehrenmitglieds, • ist für die Änderung der Statuten, der Ausführungsbestimmungen zu den Statuten und der Geschäftsordnung des Kongresses zuständig, • kann ein Mitglied des FIFA-Exekutivkomitees seines Amtes entheben, • genehmigt die Bilanz und die Erfolgsrechnung, • genehmigt den Tätigkeitsbericht, • wählt den Präsidenten für vier Jahre. Der FIFA-Präsident spielt beim Kongress eine wichtige Rolle: Er führt den Vorsitz und sorgt für einen ordnungsgemässen Verlauf. Nach dem Kongress ist er für die Umsetzung der Beschlüsse des Kongresses verantwortlich. Wer ist stimmberechtigt? Art. 23 der FIFA-Statuten: 91 Im Blickpunkt Vor 100 Jahren: 6. FIFA-Kongress 1909 in Budapest FIFA-Präsident Daniel Burley Woolfall durfte am 30. Mai 1909 Delegierte aus 13 verschiedenen Mitgliedsverbänden zum sechsten Kongress in der noch jungen Geschichte des Weltfussballverbands begrüssen. Seine in der Eröffnungsrede gewählten Worte dürften wohl auch heute, 100 Jahre, später noch immer zutreffen: Die wichtigsten Entscheidungen von 1909: • Offizielle Sprache: Englisch ist die Sprache des Verbands für Protokolle, offizielle Korrespondenz und Mitteilungen. Für die Übersetzung in ihre Sprachen sind die Verbände verantwortlich. • Ein Spieler darf in derselben Saison nur für zwei nationale Verbände spielen, wenn beide damit einverstanden sind. • Internationale Spiele werden von einem Schiedsrichter eines neutralen Lands geleitet. Interessant ist auch ein Blick auf den Finanzbericht. Carl Anton Wilhelm Hirschman kam 1909 mit fünf Zeilen aus. Heute umfasst der Finanzbericht über 100 Seiten. 92 Vor 75 Jahren: 22. FIFA-Kongress 1934 in Rom Das Kapitol in Rom bildete den Rahmen für den 22. Kongress der FIFA 1934, zu dem Präsident Jules Rimet Delegierte aus 27 Ländern begrüssen durfte. Die zweite FIFA Fussball-Weltmeisterschaft™ stand kurz bevor, und in jüngster Vergangenheit waren für die Zukunft der FIFA wegweisende Massnahmen eingeleitet worden, die beim Kongress in Rom zum Thema wurden. 1932 hatte der Kongress beschlossen, den Verbandssitz von Amsterdam nach Zürich zu verlegen und in der Schweiz ein permanent besetztes Generalsekretariat zu unterhalten. Ivo Schricker war der erste FIFA-Generalsekretär, der ein Gehalt bezog. In seinem Finanzbericht zu Händen des Kongresses 1934 beschreibt Schricker die Suche nach geeigneten Büroräumlichkeiten in Zürich und informiert über die angefallenen Kosten: Kongresseröffnung im Kapitol von Rom 93 Vor 25 Jahren: 44. FIFA-Kongress 1984 in Zürich 10 Jahre Amtszeit von Präsident João Havelange und 80 Jahre FIFA: Der Kongress von Zürich stand ganz im Zeichen dieser beiden Jubiläen. Im Gedenken an die Gründung der FIFA vor 80 Jahren, am 21. Mai 1904 in Paris, wurde der 44. Kongress auf denselben Tag des Jahres 1984 angesetzt. Bei einer Feier im Vorfeld des eigentlichen Kongresses wurden an Persönlichkeiten, die das Fussballgeschehen in den vergangenen Jahren massgeblich geprägt hatten, besondere Auszeichnungen verliehen. Zu den Geehrten gehörten Sir Stanley Rous (ENG), Mihailo Andrejevic (YUG), Helmut Schön (FRG), Pelé (BRA), Franz Beckenbauer (FRG), Bobby Charlton (ENG) und Dino Zoff (ITA). Ab 1932 der Sitz der FIFA: Bürogebäude an der Zürcher Bahnhofstrasse 94 Unbestrittener Höhepunkt rund um den Jubiläumskongress war jedoch die Neuauflage des Finalspiels der FIFA Fussball-Weltmeisterschaft™ 1982 in Spanien. Im Zürcher Letzigrundstadion standen sich erneut Italien und Deutschland gegenüber. Dank dem einzigen Tor des Spiels durch Hans-Peter Briegel gelang es der deutschen Mannschaft, sich für das verlorene Endspiel von Madrid zu revanchieren. Der Journalist der Zeitung „Le Matin“ hatte durch seine Aufgabe als Geschäftsführer der Fussballabteilung des französischen Sportverbands „Union Française des Sociétés des Sports Athlétiques“ bereits erste aktive Erfahrung mit dem Fussballsport gesammelt. Nach seinem Tod übernimmt Carl Anton Hirschmann (Niederlande) 1918 für zwei Jahre interimistisch das Amt. Daniel Burley Woolfall, England (1906–1918) Geboren 1852, verstorben 1918 Als Funktionär des englischen Fussballverbands hatte sich Daniel Burley Woolfall während seiner Amtszeit an der Spitze der FIFA zum Ziel gesetzt, auf internationaler Ebene einheitliche Regeln einzuführen. Unter Woolfall wurden Spielregeln nach dem englischen Modell verbindlich eingeführt und feste Definitionen für Länderspiele vereinbart. Woolfall hatte ebenfalls grossen Anteil an der Organisation des ersten nennenswerten internationalen Fussballturniers während der Olympischen Spiele 1908 in London. Unter seiner Ägide wurden mit Südafrika, Argentinien, Chile und den USA die ersten nichteuropäischen Mitglieder aufgenommen. FIFA-Kongress 1923 in Genf Beim ersten FIFA-Kongress nach dem Ersten Weltkrieg wird Jules Rimet, der bereits seit 1920 im Amt ist, offiziell als FIFA-Präsident eingesetzt. Juni 1954 zum Ehrenpräsidenten der FIFA ernannt) Geboren 1873, verstorben 1956 Die Tatsache, dass der FIFA WM-Pokal zu Ehren Jules Rimets umbenannt wurde, zeugt von den Verdiensten des Franzosen, der 1946 sein 25-jähriges Jubiläum an der Spitze des Weltverbands feierte und das Turnier ins Leben rief, das zum grössten Sportereignis der Welt avancieren sollte. Vom Erfolg des Olympischen Fussballturniers fasziniert, war Rimet die treibende Kraft bei der Einführung der FIFA FussballWeltmeisterschaft™ im Jahr 1930. FIFA-Kongress 1954 in Bern Kurz vor der FIFA Fussball-Weltmeisterschaft™ in der Schweiz wird der Belgier Rodolphe Seeldrayers per Akklamation zum Nachfolger von Julet Rimet gewählt. Rimet wird in Anerkennung seiner Verdienste um die FIFA und den Fussball zum Ehrenpräsidenten ernannt. Rodolphe William Seeldrayers, Belgien (1954–1955) Geboren 1876, verstorben 1955 Rodolphe William Seeldrayers war ein angesehener Sportler, der den belgischen Fussballverband mitbegründet hat und anschliessend im Sportjournalismus und in der Verwaltung tätig war. Bevor er das Amt von Jules Rimet übernahm, hatte er bereits über 25 Jahre lang als Vizepräsident der FIFA wertvolle Erfahrungen sammeln können. FIFA-Kongress 1956 in Lissabon Der Engländer Arthur Drewry tritt die Nachfolge von Seeldrayers an, der im Oktober 1955 im Amt verstorben ist. Arthur Drewry, England (1955–1961) Geboren 1891, verstorben 1961 Nach dem Tod von Rodolphe William Seeldrayers übernahm Arthur Drewry für die folgenden sechs Monate als Interimspräsident die Leitung der FIFA. Im Juni 1956 wurde er schliesslich offiziell zum neuen FIFA-Präsidenten gewählt. Zusammen mit Stanley Rous hat er die Bemühungen von Jules Rimet weitergeführt, die britischen Verbände nach 1946 wieder in die FIFA einzugliedern. Ferner war er Ligavorsitzender in England und Präsident des englischen Fussballverbands. Stanley Rous, England (1961–1974) Geboren 1895, verstorben 1986 (am 11. Juni 1974 zum Ehrenpräsidenten der FIFA ernannt) Stanley Rous hatte bereits vor seinem Wirken in der FIFA sowohl auf als auch neben dem Platz viel für den Fussball getan. Als erfahrener Schiedsrichter pfiff er das Endspiel um den englischen FA Cup sowie insgesamt 36 Länderspiele. Als Geschäftsführer des englischen Fussballverbands trug er entscheidend dazu bei, die Spielregeln 1938 umzuschreiben, während seine ruhige, diplomatische Herangehensweise für die britischen Verbände 1946 den Weg zurück in die FIFA ebnete. Rous wurde 1961 der dritte englische Präsident der FIFA. Während seiner Amtszeit wurde die FIFA Fussball-Weltmeisterschaft™ zu einem grossen internationalen TV-Ereignis – insbesondere mit der Endrunde 1970 in Mexiko, die zum ersten Mal weltweit in Farbe zu sehen war. FIFA-Kongress 1974 in Frankfurt In Anwesenheit von 122 Verbänden fordert der Brasilianer João Havelange in Frankfurt den amtierenden Präsidenten Sir Stanley Rous heraus. Im ersten Wahlgang erreicht keiner der beiden Kandidaten die erforderliche Zweidrittelmehrheit. Im zweiten Wahlgang, in dem bereits eine einfache Mehrheit genügt, setzt sich Havelange schliesslich mit 68 zu 52 Stimmen durch. Rous wird daraufhin zum FIFAEhrenpräsidenten ernannt. João Havelange, Brasilien (1974–1998) (am 8. Juni 1998 zum Ehrenpräsidenten der FIFA ernannt) Geboren 1916 Die 24-jährige Amtszeit von Dr. João Havelange ist von einem starken Umbruch innerhalb der FIFA geprägt. Insbesondere gilt dies für die Aufstockung und Vermarktung der FIFA Fussball-Weltmeisterschaft™ von 16 über 24 auf insgesamt 32 Mannschaften im Jahr 1998. Der ehemalige Olympiaschwimmer und Wasserpolospieler Havelange hat es vor allem vermocht, den Fussball durch Entwicklungsprogramme zu einer universellen Sportart zu machen. Darüber hinaus konnte die WM-Beteiligung von Teams aus Asien, Afrika und der CONCACAF-Zone, die bis 1974 nur einen Startplatz bei der Endrunde hatten, deutlich ausgebaut werden. Der FIFA-Hauptsitz in Zürich zählte bei seiner Amtsübernahme gerade einmal zwölf feste Mitarbeiter. Unter Havelange stieg die Zahl um das Zehnfache, da die organisatorische Verantwortung und die kommerziellen Interessen zunahmen. Dies lag nicht zuletzt an den neuen Turnieren – insbesondere den U-17- und U-20-Wettbewerben in den späten 80er-Jahren sowie dem FIFA Konföderationen-Pokal und der FIFA Frauen-Weltmeisterschaft™ Anfang der 90er-Jahre. (Quelle: fifa.com) 51. FIFA-Kongress 1998 in Paris Nach 24 Jahren tritt João Havelange ab. Der Kongress wählt Joseph S. Blatter zu seinem Nachfolger. Sein Rivale Lennart Johansson zieht sich zurück, nachdem Blatter im ersten Wahlgang 111 Stimmen, er aber nur deren 80 erhalten hat. Havelange wird zum FIFA-Ehrenpräsidenten ernannt. Joseph S. Blatter, Schweiz (seit 1998) Geboren 1936 Joseph S. Blatter war bereits 23 Jahre lang in Diensten der FIFA, als er am 8. Juni 1998 zum Präsidenten gewählt wurde. Als technischer Direktor war er von 1975 bis 1981 massgeblich an der Erarbeitung und Umsetzung des durch FIFA-Präsident Dr. João Havelange initiierten Entwicklungsprogramms beteiligt, das aus dem Fussball einen universellen Sport machen wollte. Noch bevor er die Nachfolge des Brasilia- 100 ners antrat, hatte Blatter, der ab 1981 neun Jahre als FIFA-Generalsekretär wirkte und danach den Posten des Generaldirektors übernahm, eine Schlüsselrolle bei der Organisation der FIFA Fussball-Weltmeisterschaft™ ab 1982 in Spanien gespielt. Vor allem seine Beiträge zur kontinuierlichen Verbesserung der Spielregeln, der Schiedsrichterleistungen und zur technischen Entwicklung des Sports waren von herausragender Bedeutung. Darüber hinaus forcierte der Schweizer die Zusammenarbeit mit den SOS-Kinderdörfern, die 1994 ihren Anfang nahm. Seit seiner Wahl hat er ferner die humanitäre Seite der Organisation gestärkt und die UNICEF als Partner gewonnen. Nach seiner Wiederwahl am 29. Mai 2002 hat Blatter die FIFA Fussball-Weltmeisterschaft™ weiterentwickelt sowie WM-Turniere für Beach-Soccer und Futsal eingeführt. Überdies hat er die Schaffung der unabhängigen Ethikkommission, der Taskforce „For the Good of the Game“, des FAP- und Goal-Programms sowie den Bau der neuen FIFA-Zentrale angeregt. Am 31. Mai 2007 wurde Blatter unangefochten für eine dritte Amtszeit bis 2011 wiedergewählt. Als Hauptziele für diesen Zeitraum nannte er eine erfolgreiche FIFA Fussball-Weltmeisterschaft Südafrika 2010™ sowie den Ausbau des sozialen Engagements der FIFA und des Fussballs. FIFA-Kongress 1946 in Luxemburg Die Vertreter der 34 Verbände, die am ersten FIFA-Kongress nach dem Zweiten Weltkrieg teilnehmen, treffen einige weitreichende Beschlüsse. Dank dem diplomatischen Geschick von Jules Rimet kehren die vier britischen Verbände England, Nordirland, Wales und Schottland nach fast 20 Jahren wieder in die FIFA zurück. Der Grund für den zeitweiligen Ausschluss der vier Mitglieder waren Meinungsverschiedenheiten beim Status von Amateurspielern. Für die Briten führten die späteren FIFA-Präsidenten Arthur Drewry und Sir Stanley Rous die Verhandlungen. Die Rückkehr der britischen Verbände wurde 1947 im Hampden Park mit einem Spiel zwischen Grossbritannien und einer FIFA-Auswahl gefeiert. Das Spiel des Jahrhunderts, wie die Presse schrieb, zog 135 000 Zuschauer an. Die Einnahmen in Höhe von GBP 35 000 gingen an die FIFA, die damit einen Teil ihrer Verluste während des Kriegs deckte. Das britische Team siegte 6:1. Weitere Kongressbeschlüsse 1946: • Die WM-Trophäe wird zu Ehren des Präsidenten in Jules-Rimet-Pokal umbenannt. • Die nächste Weltmeisterschaft (1949 geplant, aber erst 1950 ausgetragen) wird an Brasilien vergeben, die übernächste an die Schweiz. Beide Turniere werden im K.-o.-System ausgetragen. • Auf Antrag der CONMEBOL wird Spanisch offizielle FIFA-Sprache. 101 Der folgende Auszug des Kongressprotokolls unterstreicht die Bedeutung des 25. FIFA-Kongresses. Neue FIFA-Statuten Ausserordentlicher FIFA-Kongress 2003 in Doha Der FIFA-Kongress 2003 ist gleich in zweifacher Hinsicht eine Premiere: So ist er der erste Kongress in Vorderasien, an dem zudem alle Mitgliedsverbände teilnehmen (204). Der wichtigste Punkt auf der Tagesordnung ist die Verabschiedung der neuen Statuten, die als neue FIFA-Verfassung am 1. Januar 2004 in Kraft treten sollen. Eine Gruppe von Experten hat im Auftrag des Exekutivkomitees die Statuten im Herbst 2002 überarbeitet. Ziel war nicht eine vollständige Neufassung, sondern eine Anpassung der bestehenden Bestimmungen an die Bedürfnisse eines sich stetig wandelnden sportlichen und sozialen Umfelds. Weitere Änderungen sind die Lockerung der Bestimmungen hinsichtlich der Spielberechtigung für Nationalteams, die Anerkennung des Sportschiedsgerichts (CAS) und die Verankerung des Ziels einer Harmonisierung des internationalen Spielkalenders in einem separaten Artikel.
