GENERAL PROCUREMENT NOTICE
RUN-OFF RIVER HYDROPOWER PROJECT SALTINHO IN GUINEA BISSAU
1. The Gambia River Basin Organization (OMVG) with financial and technical support from the African
Development Bank, through the Sustainable Energy Fund for Africa (SEFA), the United Nations Organization
Industrial development Organization (UNIDO), the ECOWAS Centre for Renewable Energy and Energy
Efficiency (ECREEE) and the Austrian Development Bank (OEEB), is preparing and structuring the proposed
construction and operation of a run-of-river hydropower plant with an estimated capacity of 20 MW in Guinea
Bissau, at the Corubal river, some 100 km south-east of the capital Bissau.
2. The project is part of a wider regional grid extension project, which will interlink electrical networks of The
Gambia, Guinea, Guinea-Bissau and Senegal. Moreover, it is promoted under the umbrella of the GEF project
“Promoting Renewable Energy Investments in the Electricity Sector in Guinea Bissau”. The project will
contribute to the established renewable energy targets in ECOWAS Renewable Energy Policy, as well as the
SE4ALL Action Agenda and National Renewable Action Plan (NREAP) for Guinea-Bissau. It will be a priority
project of the SE4ALL Investment Prospectus for Guinea Bissau.
3. The purpose of the intervention of the partners involved is to provide technical assistance to structure the project
in order to attract private investors and to help facilitate funding by the authorized financial institutions.
4. The project includes the following components: (a) bankable feasibility study to determine the technical,
economic, financial, environmental and social feasibility of the project (to be provided in French and English) (b)
Engineering and design study (incl. hydraulic model) and procurement documents (bill of quantities) (c) Study of
environmental and social impact (d) Development of a sustainable institutional and financial IPP/PPP scheme
through the intervention of a transaction advisor, as well as identification and selection of private investors (e)
external audit of the project accounts.
5. The acquisition of services will be in accordance with the AfDB’s New Procurement Policy Framework for Bank
Group Funded Operations, approved October 2015, available on www.afdb.org.
6. Notice for expressions of interest should be available from the month of January 2017 and the bid documents from
March/April 2017.

AVIS GENERAL DE PASSATION DE MARCHES
PROJET DE CENTRALE HYDROELECTRIQUE “AU FIL D'EAU” DE SALTINHO EN GUINEE BISSAU
1. L’Organisation pour la Mise en Valeur du Fleuve Gambie (OMVG) avec le soutien financier et technique de la
Banque Africaine de Développement, à travers les Fonds des énergies durables pour l’Afrique (SEFA), de
l’Organisation des Nations-Unies pour le Développement Industriel (ONUDI), du Centre des Energies Renouvelables
et de l’Efficacité Energétique de la CEDEAO (CEREEC) et de la Banque Autrichienne de Développement, prépare et
structure la construction et l'exploitation d'une centrale hydroélectrique au fil de l'eau d'une capacité estimée de 20
MW en Guinée-Bissau, sur la rivière Corubal, quelque 100 km au sud-est de la capitale Bissau.
2. Le projet fait partie d'un projet d'extension du réseau régional plus large qui reliera les réseaux électriques de la
Gambie, la Guinée, la Guinée-Bissau et le Sénégal. En outre, il est promu dans le cadre du projet FEM (Fonds de
l’Environnement Mondial) «Promouvoir les investissements énergétiques renouvelables dans le secteur de l'électricité
en Guinée-Bissau". Le projet contribuera à la réalisation des objectifs d'énergies renouvelables établis dans la politique
énergétique de la CEDEAO, ainsi que le Programme d'actions SE4ALL et le Plan d'actions national pour les énergies
renouvelables (NREAP) de la Guinée Bissau. Ce sera un projet prioritaire du Prospectus d'investissement SE4ALL de
la Guinée Bissau.
3. L’objectif de l’intervention des partenaires en présence est d’apporter une assistance technique pour structurer le
projet de sorte à attirer des investisseurs privés et également de contribuer à faciliter son financement par les
institutions financières habilitées.
4. Le projet comprend les éléments suivants: (a) une étude de faisabilité bancable visant à déterminer la faisabilité
technique, économique, financière, environnementale et sociale du projet (en français et en anglais), (b) Etude
d’Avant-Projet Détaillé (APD) incluant le modèle hydraulique et Dossier Appel d’Offres (DAO) avec devis
quantitatifs détaillés, (c) Etude de l'impact environnemental et social, (d) le développement d'un schéma institutionnel
et financier durable IPP/PPP à travers l'intervention d'un conseiller en transaction, ainsi que l'identification et la
sélection des investisseurs privés et (e ) audit externe des comptes du projet.
5. L’acquisition des services se fera conformément a nouveau cadre de passation de marchés pour les opérations
financés par le Groupe de la Banque, approuvé en Octobre 2015, disponibles sur www.afdb.org.
6. Les Avis à manifestations d’intérêt devraient être disponibles à partir du mois de janvier 2017 et les dossiers
d’appel d’offres à partir de mars/avril 2017.
