The Importance of
Licensing Your Pet
I
t’s fairly well-known
that dogs over six
months of age residing in
Winnipeg are required
to have a license.
Starting January 1,
2015, Winnipeg cats
will require licenses,
too. And Whiskerpeg
will ensure all
Winnipeg pet
owners get on board.
Whiskerpeg is a
cat rights activist
demanding equality for
cats! He’s changing prodog statements (Every CAT has
its day!) and promoting licensing
to prove that cats are worth the
investment in a license, just like
dogs.

Every year, thousands of stray dogs and cats
enter animal shelters in the Winnipeg area.
Unfortunately, only a small percentage of
the impounded animals are returned to their
homes – usually because they don’t have a
license.
Currently, a “Free Release” program exists for
dogs and cats wearing up-to-date licenses. In
most cases, Animal Services and 311 can use
license tags to reunite dogs and cats with their
loving owners, and the owners typically avoid
fines and fees.
When their furry friends
are caught without a
license, owners have to pay
impound and boarding fees,
as well as a $250 fine.
Animal Services receives
more than 13,000 service
calls each year. Licensing fees
and mill rate support help
to fund services which
protect and serve the
animal community:
• Facilities for the care of stray
pets.
• Reuniting stray pets with their
owners, including the operation
of the “Free Release” program.
• Low-income spay/neuter programs
to help reduce pet over-population.
• A fleet of vehicles for pickup of
stray animals, including aggressive ones.
•Animal Services Officers to help resolve
neighbourhood disputes involving animals.
•Emergency services including attending
house fires, car accidents and police assists to
help in the removal of animals.
• Emergency veterinary care.
•An Adoption Program which allows animals
to be adopted to new families instead of
being euthanized.

Why cat licensing?
Dogs are often treated differently than cats.
Every dog has its day – so why not every cat?
Every year, thousands more cats than dogs
end up in area animal shelters. There is a much
higher household population of cats than
dogs in Winnipeg. However, in spite of their
status as beloved pets and companions, cats
have not had to be licensed.

receive advanced medical care. As a result of
our efforts combined with licensing and donor
support; adoptions have increased more than
100% in the last five years!

Our cats’ meows have been heard. Led by
cat rights activist Whiskerpeg, cats will now
experience the same respect as dogs. Starting
January 1, 2015, cats living in the City of
Winnipeg also will have to be licensed.

A cat license will offer some of the same
benefits as a dog license including the ability
for 311 to reunite lost cats 24/7 and a free
release once a year if your cat is impounded.
Furthermore, 50% of cat license revenues
support community spay/neuter programs to
help reduce cat over-population in Winnipeg.
As a volunteer you get to spend time with
our Adoption dogs. You can socialize dogs,
walk and bath them, and help around the
facility on your own schedule. Call 311 for an
application and more information. You can also
become a foster parent for our dogs by going
to our website and getting an application and
dropping it off at Animal Services.

With a license, not only are you protecting your
own cat and giving them the same rights as
dogs, but you will also be helping put countless
other cats through spay/neuter programs!

Did you know that Animal Services has a
progressive dog adoption program? Animal
Services staff and volunteers do as much as
possible to find homes for unclaimed dogs. Our
adoptable dogs appear on Winnipeg.ca, Petfinder.
com, and Facebook, and receive over 300,000
“hits” a year. As a matter of fact, 95% of the dogs
that enter Animal Services are either returned to
their owner, adopted, or sent to a rescue!

Education is the Key to Responsible
Pet Ownership
The Animal Services Agency offers an
education program to help promote
responsible pet ownership, prevent dog
bites in children, and raise Animal Services
awareness in the community. The program is
available to schools and various community
groups and can be delivered on site or at the
Animal Services Agency. If you are interested
in booking an education program, please
contact 311.
The Rewards of Volunteering
I can honestly say that volunteering with Animal Services is one
of the most rewarding experiences of my life. Where else could I
immerse myself in an activity I love, photography, and also work
with dogs who I feel passionate about. At Animal Services I have
had the opportunity to meet and learn from very knowledgeable
staff and volunteers. I feel so fortunate to be able to work
alongside of people that I respect and with whom I share a
similar mindset. Here I feel I am one of a team of individuals who
are working together to make a difference in the dog community.
To feel passionate about something and to be able to feel that
what you are doing is making a difference, is priceless.

Our budget allows us to provide the basics.
Donations allow us to do more.
Veterinary care can be expensive. Donations help us give
second chances to dogs with serious medical conditions. Heidi
was found as an un-licensed stray running loose in Winnipeg.
It was discovered that she had a large bladder stone. Heidi
was hospitalized and required surgery. Heidi is now happy
and healthy enjoying life as someone’s new best friend. With
donations like yours we are able to save the lives of dogs just
like Heidi and the many more that will come through our doors.

(he’s the one standing on the left) home and we
couldn’t be happier!! He’s just a huge puppy and
always a ball of energy. He’s incredibly smart

Dogs not wearing licenses are typically held 3 days at
Animal Services before being placed up for adoption,
sent to a rescue, or euthanized.
Dogs that are wearing a valid license are held for 10 days
at Animal Services.
Deceased dogs and cats found on streets are usually brought
to the Winnipeg Humane Society.
