Funding to Ontario, 2003-2004
•
In 2003-2004, the Canada Council for the Arts provided grants worth $41.7 million to the arts in
Ontario.
•
In addition to grants, $2.9 million in payments was provided to 5,040 authors through the Public
Lending Right Program in 2003-20041. This brings the total amount of Canada Council funding to
Ontario to $45 million.
•
The Council awarded $5.9 million in grants to approximately 624 Ontario artists and $35.8 million to
660 Ontario arts organizations in 2003-2004.
•
Grants were awarded to artists and arts organizations in Ontario in each artistic discipline – dance,
music, theatre, visual arts, media arts, interdisciplinary and performance art and writing and publishing.
In 2003-2004, the largest amount of funding went to music ($10.4 million). Theatre received the second
largest amount of funding ($6.8 million), followed by writing and publishing ($6.5 million).

Funding to artists and arts organizations in Toronto totaled $28.8 million, comprising more than 69% of
the total funding going to the province. Ottawa received $3.2 million in funding, representing 7.1% of
total funding. 140 additional communities in Ontario received 23.9% of the province’s funding for a
total of $9.9 million.

193 Ontario artists and arts professionals served as peer assessors in 2003-2004, making up 26% of all
peer assessors. 90% of Ontarian assessors were Anglophone, and 10% of assessors were Francophone.
•
4,305 applications from Ontario artists and arts organizations were assessed in 2003-2004, representing
30% of the total number of assessed applications.
•
Ontario artists and arts organizations received 33% of Canada Council funding in
2003-2004. In comparison, the province makes up 40.0% of artists and 39% of the Canadian
population.
•
The direct and indirect impact of Ontario’s arts and culture sector on the province’s GDP can be
estimated at a minimum of $19 billion, representing 6.6% of Ontario’s GDP.2 Per-capita, the arts and
culture sector contributes over $1,700 in economic return for every resident of Ontario.3 In addition,
Ontario’s festivals and events generate significant economic benefits, contributing almost $80 million to
the province’s GDP and creating 2,600 jobs and over $50 million in wages and salaries.4
The Public Lending Right Program provides payments to authors whose books are held in selected Canadian libraries.

En 2003-2004, le Conseil des Arts du Canada a accordé 41,7 millions de dollars aux arts en Ontario.

Un montant de 2,9 millions de dollars a en outre été payé à 5 040 écrivains et écrivaines de l’Ontario

Des subventions de 28,8 millions de dollars ont été accordées aux artistes et organismes artistiques de
Toronto, ce qui représente 69 p. 100 de l’aide à la province. La ville d’Ottawa a reçu 3,2 millions de
dollars (7,1 p. 100 du total). Les 140 autres collectivités de l’Ontario ont reçu en total 9,9 millions de
dollars (23.9 p. 100 du total).

193 artistes et professionnels des arts ont été engagés comme membres de jurys, évaluateurs et
conseillers en 2003-2004, ce qui répresente 26 p. 100 de tous les membres de jurys auxquels le Conseil
fait appel. Parmi les évaluateurs de l’Ontario, on comptait 89% d’anglophones et 11% de francophones.

4,305 demandes d’appui présentées par des artistes et des organismes artistiques de l’Ontario ont été
évaluées en 2003-2004, ce qui représente 30 p. 100 du total des demandes évaluées.

Les artistes et organismes artistiques de l’Ontario ont reçu 33 p. 100 des subventions du Conseil des
Arts du Canada en 2003-2004. La province répresente 40 p. 100 des artistes et 39 p. 100 de la
population au Canada.

On estime les retombées directes et indirectes du secteur culturel et artistique de l’Ontario sur son PIB à
un minimum de 19 milliards de dollars, soit 6,6 % du PIB total de cette province. 6 Pour chacun des
résidents de l’Ontario, le secteur des arts et de la culture génère plus de 1 700 $ en retombées
économiques.7 En outre, les festivals et activités artistiques de l’Ontario engendrent d’importants
bénéfices économiques, contribuant au PIB de la province pour près de 80 millions de dollars, créant
2 600 emplois, et en générant plus de 50 millions de dollars en traitements et salaires.8
Le Programme du droit de prêt public accorde des paiements aux auteurs dont les livres font partie des collections d’un
échantillon de bibliothèques canadiennes.

Ontario Artists and Arts Organizations Funded by the Canada Council, 2003-2004
The Stratford Festival, Canada’s largest classical repertory theatre, was supported by a total of $765,000 in
grants in 2003-2004 through the Operating Grants to Professional Theatre Organizations Program and the
Canadian Creation Program. The festival’s upcoming season features Shakespearean classics such as A
Midsummer’s Night Dream and Macbeth, as well as original productions such as Peter Hinton’s The
Swanne: Queen Victoria (The Seduction of Nemesis) and Jean Cocteau’s The Human Voice.
The National Ballet of Canada received $2,550,500 in Canada Council funds in 2003-2004 through the
Dance Section’s Creation/Production in Dance and Dance Touring Grants programs. This upcoming
season the National Ballet will showcase director James Kudelka’s The Contract, a production inspired by
the Pied Piper of Hamelin story, as well as classics such as The Nutcracker and Madame Butterfly.
The Canada Council awarded Toronto soprano Shannon Mercer its $5,000 Bernard Diamant Prize in
2003-2004 to provide the distinguished young performer with opportunities for further study in classical
music. In 2003, Mercer was proclaimed one of the influential Leaders of Tomorrow by Maclean’s
Magazine. A concert, recital and opera performer, Mercer has performed roles in opera ranging from
Cleopatra in Handel’s Giulio Cesare to Elvira in Rossini’s L’Italiana in Algeri. Mercer will produce her first
CD with Montreal’s Masques, a group that plays ancient instrumental music, in the summer of 2004.
With the assistance of a $4,500 Canada Council grant awarded through the Music Touring Grants program,
guitarist David Occhipinti of Toronto was able to tour in Western Canada for the first time in 2003-2004.
The tour promoted his collaboration with saxophonist Mike Murley on their new album, Duologue,
which consists of ten inventive and exciting original compositions. Duologue has been nominated for a
Juno Award for traditional jazz album of the year, a National Jazz Award and a Canadian Music “Indie”
Award.
The Canada Council supported textile artist and former Saidye Bronfman Award laureate Dorothy
Caldwell of Hastings, ON with a $28,000 grant through the Visual Arts and Fine Craft –
Creation/Production Grants program in 2003-2004. With the assistance of Canada Council funding,
Caldwell conducted firsthand research into aboriginal perspectives of landscapes as envisioned through
patterns and textiles in paintings, which she then incorporated into her own work.
Ingrid Joseph of Ottawa received a total of $13,000 in grants through the Writing and Publishing Section’s
Spoken Word and Storytelling Program and Travel Grants to Professional Artists program in 2003-2004.
Funding contributed to the production of Ghettostocracy, an animated video of poetry on ghetto ruling
classes, and facilitated her attendance at the Austin International Poetry Festival. Also known as Oni, The
Haitian Sensation, Ingrid is a slam poetry champion and a social activist who dubs herself a poet and
‘media assassin’. Her inspirational and in-your-face poetry expresses her opinions on taboo and
controversial subjects.
In 2003-2004, Canada Council funding supported the Ottawa-based MASC – Young Authors and
Illustrators Conference with a $2,855 grant through the Literary Readings, Literary Festivals and Author
Residencies Program. Readings and workshops were given all over Ontario by six authors and two
illustrators. MASC promotes arts awareness and creativity in different disciplines by organizing visits by
community artists in schools, libraries, daycares, museums and other organizations.
Multi-disciplinary performer Emerita Emerencia of Toronto was awarded a $16,000 grant through the
Inter-Arts Program: Creation/Production Grants in 2003-2004. Canada Council funding contributed to
Fall Into Fall, a cross-cultural and interactive show on the fall season for children and youth. Fall Into
Fall features an earth spirit and her two anthropomorphic friends, Frog and Toad, who educate children
about environmental issues. Emerencia’s work is successful in part due to its spontaneity and chemistry,
two crucial elements necessary to grasp the attention of young audiences.
In 2003-2004, Ottawa’s Festival Franco-Ontarien was awarded a $15,000 grant through the Canada
Council’s Multidisciplinary Festivals Project Grants program. The francophone festival for all ages is
breaking new ground in 2004, with a programming focus on multidisciplinary performances. Theatre,
music, poetry, visual arts, kiosks, interactive activities, and training workshops will also be featured.
The Canada Council awarded Santee Smith of Hagersville a total of $22,300 in grants through the
Aboriginal Arts Secretariat and Dance Section in 2003-2004. Canada Council funding contributed to the
hour-long contemporary song and dance production of Kaha:wi – She Carries. Kaha:wi reflects
traditional and spiritual Iroquois beliefs on their connection to the natural world and the cycle of life. As
stated in the Globe and Mail, “Kaha:wi succeeds because it walks the fine line between a genuine spiritual
experience that is also ravishing in its visual components.” 9 Her intermingling of Aboriginal and nonAboriginal dance styles “provides an interesting dynamic, with the modern dance smoothing out the Earthrooted native movements to form a lyrical hybrid with echoes of both.” 10
Punjabi folk singer Kiran Ahluwalia and her ensemble (of Markham, ON) received a total of $45,300
through several Music and Outreach Section grants in 2003-2004. Canada Council funding supported the
ensemble’s Western Canadian tour, as well as performances across the United States. Ahluwalia is an
ambassador of the centuries-old ghazal, a form of poetic verse on the wide range of emotions surrounding
love. Ahluwalia developed her musical style through her studies with Vithal Rao, one of the last living
court musicians of the King of Hyderabad, India.
Debajehmujig Theatre, a not-for profit Aboriginal community organization established in Wikwemikong,
ON, received a total of $109,000 in funding through the Dance and Theatre Sections in 2003-2004.
Funding through the Council’s Annual Support and Production Project Grants to Aboriginal Peoples
Program enabled Debajehmujig Theatre to stage the dance production The Promise. The Promise is
the historical tale of a young Oklahoma woman who watches the transmission of the traditional Jingle
Dance among Aboriginal groups with fascination, and strives to learn the dance herself.

En 2003-2004, le Festival de Stratford, le plus important théâtre canadien de répertoire classique, a été
reçu des subventions totalisant 765 000 $ par l’entremise des programmes Subventions de fonctionnement
aux organismes professionnels de théâtre et Créations canadiennes. A Midsummer’s Night Dream et
Macbeth ainsi que des productions originales telles que The Swanne : Queen Victoria (The Seduction
of Nemesis) de Peter Hinton et The Human Voice de Jean Cocteau sont au programme de la prochaine
saison du festival.

canadien pour la première fois en 2003-2004. La tournée a servi d’instrument de promotion au nouvel
album Duologue, fruit d’une collaboration de l’artiste avec le saxophoniste Mike Murley et qui contient
dix compositions originales, inventives et enlevées. Duologue a été en nomination pour un Prix Juno dans
la catégorie Album de jazz traditionnel de l’année, pour un National Jazz Award et pour un Canadian Music
« Indie » Award.
Le Conseil des Arts du Canada a appuyé l’artiste en textiles et ancienne récipiendaire du Prix SaidyeBronfman Dorothy Caldwell, de Hastings en Ontario, en lui accordant une subvention de 28 000 $ dans le
cadre du programme Subventions aux arts visuels et métiers d’art – Création/production en 2003-2004.
Avec l’aide des fonds du Conseil des Arts, Mme Caldwell a pu entreprendre une recherche originale sur la
vision autochtone des paysages tels que représentés par des motifs et des tissus en peinture. Elle a ensuite
incorporé le fruit de ses recherches dans ses propres œuvres.
Ingrid Joseph d’Ottawa a reçu un montant total de 13 000 $ en subventions en 2003-2004 dans le cadre
des programmes du Service des lettres et de l’édition Programme d’aide à la littérature orale (création parlée
et conte) et Subventions de voyage aux artistes professionnels. Les fonds ont contribué à la production de
Ghettostocracy, vidéo d’animation sur les classes dominantes des ghettos, et ont en outre facilité sa
présence à l’Austin International Poetry Festival. Aussi connue sous le nom d’Oni, The Haitian
Sensation, Ingrid est une championne de la poésie incisive et une activiste sociale qui se surnomme ellemême poétesse et « assassin de médias ». Sa poésie inspirée et cinglante exprime ses opinions sur des sujets
tabous et controversés.
En 2003-2004, le Conseil des Arts du Canada a appuyé la MASC Young Authors and Illustrators
Conference d’Ottawa en lui attribuant une subvention de 2 855 $ dans le cadre du programme Rencontres
littéraires, festivals littéraires et résidences d’écrivains. Des rencontres littéraires et des ateliers ont été animés
par six auteurs et deux illustrateurs à l’échelle de l’Ontario. MASC fait la promotion de la conscience et de
l’activité artistiques dans différentes disciplines en organisant des visites d’artistes de la collectivité dans des
écoles, des bibliothèques, des centres de jour, des musées et d’autres organismes.
En 2003-2004, l’interprète multidisciplinaire Emerita Emerencia de Toronto a reçu une subvention de
16 000 $ dans le cadre du programme Subventions de création/production du Bureau Inter-arts. Les fonds
du Conseil des Arts du Canada ont contribué à la réalisation de Fall into Fall, spectacle multiculturel et
interactif sur l’automne destiné aux jeunes et aux enfants. Les personnages de Fall into Fall incluent un
esprit de la terre et ses deux amis anthropomorphes, Frog et Toad, qui éduquent les enfants relativement
aux défis environnementaux. Le succès du travail de Mme Emerencia vient en partie de la spontanéité et de
la chimie qui s’en dégagent, deux éléments cruciaux nécessaires pour attirer l’attention du jeune public.
En 2003-2004, le Festival franco-ontarien d’Ottawa a reçu une subvention de 15 000 $ dans le cadre du
programme Subventions de projet aux festivals multidisciplinaires. Le festival francophone pour public de
tout âge franchit une nouvelle étape en 2004 avec une programmation mettant l’accent sur les spectacles
multidisciplinaires. Le théâtre, la musique, la poésie, les arts visuels, des stands, des activités interactives et
des ateliers de formation seront aussi au programme.
Le Conseil des Arts du Canada a attribué en 2003-2004 à Santee Smith de Hagersville en Ontario un
montant total de 22 300 $ en subventions provenant du Secrétariat des arts autochtones et du Service de la
danse. Les fonds du Conseil des Arts ont contribué à la production de Kaha:wi – She Carries. Kaha:wi est
un spectacle de danse et de chant contemporains d’une durée d’une heure qui reflète les croyances
traditionnelles et spirituelles iroquoises et leur connexion avec le monde naturel et les cycles de la vie.
Comme l’affirme le Globe and Mail : « La production Kaha:wi a du succès parce qu’elle franchit la mince
ligne de l’expérience spirituelle véritable dont les éléments visuels sont éblouissants11. » Son mélange de
styles de danse autochtones et non autochtones « produit une dynamique intéressante, la danse moderne
faisant s’estomper les mouvements indigènes enracinés dans la terre pour former un hybride lyrique reflétant
les deux styles12».
La folkloriste pundjabi Kiran Ahluwalia et son ensemble, de Markham en Ontario, a reçu en 2003-2004 un
montant total de 45 300 $ en diverses subventions par l’intermédiaire du Service de la musique et du Bureau
de développement de publics et de marchés. Les fonds du Conseil des Arts du Canada ont appuyé la
réalisation de la tournée de l’ensemble dans l’Ouest canadien et de plusieurs représentations d’un bout à
l’autre des États-Unis. Mme Ahluwalia est une ambassadrice du ghazel, une forme de versification vieille de
plusieurs siècles traitant de la vaste gamme d’émotions entourant l’amour. Mme Ahluwalia a développé son
style musical en étudiant avec Vithal Rao, l’un des derniers musiciens survivants de la cour du roi
d’Hyderabad en Inde.
Le Debajehmujig Theatre, organisme communautaire autochtone sans but lucratif établi à Wikwemikong
en Ontario, a obtenu un montant total de 109 000 $ en subventions du Service du théâtre et du Service de la
danse en 2003-2004. Le financement du Conseil dans le cadre du programme Aide annuelle et Subventions
de projet de production aux Peuples autochtones a permis au Debajehmujig Theatre de mettre en œuvre

le spectacle de danse intitulé The Promise. Ce spectacle est un conte historique à propos d’une jeune
femme de l’Oklahoma qui observe avec fascination la transmission de la danse des clochettes traditionnelle
