The port of Tema near Accra has a dedicated refrigerated fruit terminal managed by a consortium of fruit growers and exporters, including Marexport (GH) Ltd, a sister company of GEL as the main shareholder (60%) and Sea Pineapple Exporters of Ghana (SPEG), under a management contract from the Government of Ghana. Another sister company of GEL, Africa Express Lines (AEL), transports all horticultural export products from this port for all the country’s exporters. 8 Golden Exotics Limited’s banana farm is located in Kasunya Estates (1,055 ha cultivated), near Asutsuare in the Shai-Osudoku District and next to Akuse. 14 A DECENT WORKING ENVIRONMENT GEL endeavours to set up a decent working environment by offering the staff favourable conditions for having access to: · a productive job, · a job with fair remuneration, · the freedom to make claims, form trade unions, · equal opportunities and wages for all, · personal development prospects, · social protection for families, · safety in the workplace. A productive job Although the production of banana and pineapple has significant seasonal variations, GEL has endeavoured to ensure the continued existence of the jobs and to limit temporary employment. The share of permanent staff (78% of the total number of employees) in 2011 reached 100% in 2012. 2012 also saw the increase of GEL’s workforce by 5%, and female employees make 11% of the total staff numbers. However, efforts still need to be made to attract more female workers, and the company wants to enable women to have a job at GEL if they so wish. Job applications from female candidates are therefore highly encouraged, for priority employment in pack houses, banana tree nurseries or administrative positions. 16 A job with fair remuneration Un travail justement rémunéré GEL has a pay policy of being among the top horticultural GEL a adopté des pratiques de rémunération et de protection plantations in the country and offers compensation sociale qui vont au-delà de la législation nationale. schemes above national legislation. This Fairtrade certification will provide GEL’s staff with additional resources to: · start their own community development projects, · empower workers with the skills to identify and develop their needs and priorities, and channel them into development plans and projects. ] Achievement The reduction in the number of hours of overtime, increased control in the compulsory wearing of PPEs, expanded regular consultation at all levels between management and workers are all the direct benefits of the Fairtrade certification for the workers. A Fairtrade Joint Body (JB) was elected in 2012, and a number of capacity building programmes for its members have also been set up. Expectations 2013 and beyond GEL expects to expand its percentage share of exports devoted to Fairtrade to 30% from the existing 13%. This should make considerable resources available to enable the JB to undertake capacity building and welfare enhancement projects for the workers, as well as educational and other social projects for the community. Banana rinsing on the way to the pack house GEL has put in place rational irrigation methods to reduce waste and drainage of substances that may pollute the environment, due to excessive watering. 50 This is achieved through the use of a drip irrigation system on the entire banana farm, which requires low water consumption. The pineapple farm does not require any irrigation. The banana farm is situated on the flood plains of the Lower Volta Basin, which is directed to a canal system built by the IDA (Irrigation Development Authority) and managed by KIP (Kpong Irrigation Project). The company sources its water from the KIP canal system and stores in dams which serve as reservoirs for distribution to its fields. Water resources from boreholes are never used, so as to avoid over-exploiting the water table devoted to human consumption, and only surface water from full waterways is used. Furthermore, no complaint has ever been recorded regarding possible abuse of removal of water to the detriment of the surrounding populations. 51 LONG-TERM WASTE MANAGEMENT GESTION DURABLE DES DECHETS GEL’s farms generate significant quantities of waste, around 6% of its production. Waste generated from the company’s operations include: · empty agrochemical containers from the field and fruit processing units, · plastic sheets and strings from the field, · dirty engine oil from the mechanical workshops and other farm machineries, · organic waste material from banana harvesting and processing (banana shafts, rejects, etc.), · effluent from the fruit cleansing and preservation processes. All waste streams are routinely monitored and the quantities generated are managed through recycling, reuse or disposal. This waste management is closely monitored as part of the implementation of the EPA system. 54 Organic waste management: compost unit In 2012, a total of 10,500 tons of organic waste was generated by the banana farm in Kasunya, mainly in the form of reject banana (the one that do not meet the export requirements), and shafts. These specific waste materials were formerly ploughed back into the soil as manure while the banana rejects were sold on the local market. Since 2012 however, the company started a compost plant, where these organic waste materials are now being used, including half of the banana rejects, damaged pallets, and office waste. Compost process, Kasunya farm 55 TREATMENT OF EFFLUENT Monitoring the environment is essential, in particular monitoring the quality of the effluent generated during the fruit processing activity, as this effluent may contain organic matter, suspended solids or traces of chlorine. Waste waters are therefore treated and discharged into purpose-constructed drains with natural filtering (grass and reeds), before finally being released into the marshy grassed valleys. The quality of the effluent discharged as well as that of nearby bodies is monitored twice in a year to ensure that the parameters levels comply with EPA guidelines. Monitored effluent parameters PH Conductivity Turbidity TDS BOD · Units EPA-Ghana guidelines (maximum value) µs/cm NTU mg/l mg/l 6 to 9 1,500 75 1,000 50 Conductivity in water is affected by the presence of inorganic dissolved solids such as chlorine, nitrate, sulfate and phosphate anions or sodium, magnesium, calcium, iron, and aluminum cations. · Turbidity is a measure of how much the material suspended in water decreases the passage of light through the water. Turbidity can therefore affect the colour of the water. · TDS is the concentration of total dissolved solids. Higher concentrations of suspended solids can serve as carriers of toxics. · BOD (biochemical oxygen demand) is the amount of oxygen consumed by organisms in breaking down the waste. At the demand of customers, routine pesticide residue analyses are undertaken on GEL’s products in accordance with applicable international standards. This is carried out to assess whether GEL’s pesticide residue analyses are in compliance with acceptable Maximum Residue Levels (MRLs) both in Ghana and in the country of importation. In the unlikely case where MRLs are exceeded, GEL must prove that clear documented procedures of the steps and actions to be taken are in place and communicated to customers. 57 FIGHT AGAINST CLIMATE CHANGE LUTTE CONTRE LE CHANGEMENT CLIMATIQUE Electrification of the water pumping stations Electrification des stations de pompage In 2009, the company began a program for the conversion En of its diesel irrigation pumps into electric ones. Ambient air quality Dust from clearing activities and fumes emanating from the application of agrochemicals and operations of farm machinery constitute the two main sources of ambient air pollution at the plantations. This potential health hazard is mitigated by providing workers with appropriate PPE, and ensuring their right usage. GEL also undertakes regular maintenance and servicing of all fumes-generating engines (e.g. tractors, generators) to limit the level of air pollution. 58 La qualité de l’air mesuré en mai et novembre 2012 a Air quality parameters May confirmé la conformité de tous les paramètres de qualité and November 2012, with the results confirming that de l’air mesuré avec les valeurs maximales autorisées all air quality parameters complied with the EPA-Ghana par l’EPA, en ce qui concerne le dioxyde d’azote (NO 2) guidelines et le monoxyde de carbone (CO), dont seules des with were monitored NO2 (nitrogen dioxide) in and CO (carbon monoxide) detected in practically insignificant quantités infimes ont été détectées dans l’air. These challenges manifest sometimes in deliberate delays to provide service to card holders, refusal to provide service for certain types of diseases and long delays in the hospitals because of the large number of patients. To overcome these challenges and ensure adequate medical service for staff and their families, GEL plans to build a medical facility at the Kasunya plantation, to be known as Kasunya Health Centre (KHC). KHC is intended to provide in-house medical facility to cater for the health needs of the workers in the plantation and their families. The medical team to be employed is expected to provide improved medical services to the company’s staff. This hospital is to be equipped with modern facilities and will have an outpatient unit, pharmacy, laboratory, ward with three beds, etc. The medical team at the KHC will also provide outreach medical services to the communities around the plantation. This should deepen the impact of GEL’s CSR programs towards the communities. A budget of 234k GHS (k€ 100) has been planned for this project. Support for existing hospitals In 2013 GEL is pursuing its support to the medical facilities within its area of operations, and particularly to the Osudoku Health Centre at Asutsuare and the Akuse Government Hospital at Obom, to enable them to provide better quality service to the communities. It also plans to further equip the laboratory provided to the Obom hospital in 2012. Total cost of these programs is estimated at 94k GHS (k€ 40). Housing and transport facilities GEL has developed its banana production on free uncultivated land, with sparse populations, which has made it necessary to bring in labour from other regions in order to farm the land, and provide transport to and from the plantation for them. In this respect, the company has hired private bus companies to transport workers from the surrounding villages, over a radius of 70 km, for a cost of over 1 Million GHS (k€ 444) in 2012. 63 The company has also decided to use its entire share of the Banana Accompanying Measures (BAM) funds provided by the EU to the banana sector amounting to 13.8 Million GHS (M€ 5.9) to provide housing with social amenities for the workers of the Kasunya farm. This project will provide 300 to 350 houses. Its shareholder Compagnie Fruitière also plans to provide additional houses from its own resources over time at the cost of 28 Million GHS (M€ 12) to bring the total number of houses to 1 000. This would ensure the settlement of a core number of staff close to the plantation, thereby reducing their transport time and the current cost of transporting them daily to and from their villages to the plantation. Potable water programme for the community of Kasunya GEL also plans to increase its support to the community of Kasunya to access potable drinking water, by helping them to contribute to their share of the cost of supplying the water under the Community Water and Sanitation Programme in 2013. This will add up to the water from the boreholes already provided by the company. Total cost of this programme is estimated at 35k GHS (k€ 15). Fairtrade Joint Body community projects The JB plans to use part of its Fairtrade premium money to fund community projects in Asutsuare. Since 2013 will be the first time that the JB will be undertaking any project, they plan to start modestly but at the same time make an impact by contributing to a signature project like providing a Science laboratory for the Osudoku Secondary/Technical School. This school admits students from all the primary schools in the Osudoku area and beyond. It also serves the needs of a wide community including where most of GEL’s workers and their families reside. Ce projet est estimé à 23k GHS (10 k€). 66 Reinforcement of the CSR policy Renforcement de la politique RSE As a young company, GEL’s focus has been on becoming profitable, pay salaries, ensure a return on investment for the shareholders, and meet various other financial obligations. APPENDICES Compagnie Fruitière CSR policy statement CORPORATE SOCIAL RESPONSIBILITY POLICY STATEMENT FOR THE PRODUCTION SUBSIDIARIES OF COMPAGNIE FRUITIERE IN AFRICA A quality agricultural system can only be realised over the long term. Since several years, the production companies of Compagnie Fruitiere in Africa have naturally committed themselves to integrating a policy of corporate social responsibility as part of their business strategies. - It is based on : - optimising water and energy consumption ; - treating the effluents in compliance with the World Health Organisation - implementing integrated farming practices : reduction of the use of - developing waste management and recycling practices ; encouraging all measures aimed at the alleviation of climate change. Obtaining the labels and 4. Impact of economic activity on the social environment The establishment of the production companies implies the acceptance of their activity by local residents and the community. certifications to guarantee this for the costumer becomes an indispensable It is based on : Consumers demand that the products they buy be produced under requirement to have access to the markets. Since its foundation, Compagnie Fruitiere has always been committed to carrying out its business in a responsible manner, developing an approach of dialogue and sharing with its concerned partners. As it developed naturally in the beginning, this policy has been progressively finetuned and structured to become a sustainable and durable vision shared by all: shareholders, managers and employees. Compagnie Fruitiere has always expressed the view that it is up to the subsidiaries, given their production role, to decide the CSR programs and their implementation, as long as they are in line with general policy of the Group and the annual budgets. The CSR policy defined by Compagnie Fruitiere for its production companies in Africa is composed of the following points: - allowing local people access to the same infrastructures put in place for the - creating capacity building programs for the communities and supporting the - development of income generating activities; contributing to an improved management of the villages or the neighbourhoods of nearby towns. 5. Policy against corruption workers and their families ; Compagnie Fruitiere denounces and refuses to engage in any act of corruption. The company has closely worked on the designing of a practical guide on how to « Resist undue solicitations in the financial and custom sector. Compagnie Fruitiere has signed on its own behalf and that of its subsidiaries the * Declaration on the prevention of corruption resulting from this practical guide . 1. Respect for the person at work The African subsidiaries account for 17.000 jobs. Respect for the person at work and the improvement of working conditions are an essential component of the companies’ strategy in human resources management, in the respect of fundamental rights as well as social and cultural diversity. * Adopted in 2005 by the Conseil des Investisseurs Français en Afrique (CIAN). 6. Relationship with suppliers and subcontractors In the relationships of its subsidiaries with their contractors, Compagnie Fruitiere has put a particular stress on the respect of the social and environmental regulations of the countries where they carry out their business. Therefore the international regulations on Human Rights (ILO, WHO) should be taken into consideration in all contracts signed with suppliers and subcontractors. … The implementation of a corporate social responsibility policy by the production companies of Compagnie Fruitiere in Africa is a long and costly process. It is based on : - respecting the provisions set up by the International Labour Organisation (ILO) conventions, and in particular the abolition of child labour and the elimination of any form of forced labour ; - rejecting any form of discrimination at the workplace (race, age, sex, handicap, etc.), ensuring equality of treatment and compliance with national regulations on collective bargaining, training, hygiene and security ; development ; finally promoting a policy of a decent salary based on a pay rate higher than the official pay scales, as well as the access to social infrastructures and services leading to the improvement of the living conditions of the staff and their families. It is costly because it is complementary to the actions of local authorities . It is a long process that requires a great deal of perseverance: it is not possible in this domain to implement a policy that is not consistent over the long term. It is therefore essential that these actions be carried out within the framework of a long term strategy subject to a regular reporting as precise as the domain of budget and finance. This policy must also be regularly audited by independent organisations. Specialised non-governmental organisations should be more involved in the implementation of this policy so that we can benefit from their knowledge and experience on the field.
