WASHINGTON - Un avion F-15 américain a abattu mercredi au-dessus de
l’Irak un avion de combat irakien qui avait violé les restrictions de vol
dictées par les alliés, a annoncé la Maison Blanche.
NICOSIE - Réuni en session extraordinaire, le parlement irakien a annulé
la décision qu’il avait précédemment prise concernant la "fusion" entre
l’Irak et le Koweït.
KOWEIT-VILLE - Le gouvernement koweïtien a démissionné mercredi en
raison des critiques croissantes concernant sa gestion des problèmes de
l’après-guerre... Le gouvernement a interdit l’unique quotidien de
l’émirat, le journal "26 FEVRIER", après qu’il eût appelé lundi à la
restauration du Parlement koweïtien.
BELGRADE - Le chef de l’état yougoslave, M. Borisav Jovic, qui avait
démissionné vendredi dernier de ce poste, a annoncé lui-même mercredi
qu’il retirait sa démission.
JERUSALEM - Un Israélien a été tué mercredi en début de soirée à coups
de couteau par 2 jeunes Palestiniens.

FINANCIAL TIMES: Kuwait cabinet quits
LONDON - "The Kuwaiti cabinet has resigned amid widespread public
discontent over the government’s failure to restore basic services in the
3 weeks since liberation... Iraqi troops looted trucks and other equipment
during their occupation and sabotaged oil wells, power stations and water
desalination plants before they fled. They also left many mines which have
hampered reconstruction work. But the near-paralysis of the authorities
today reminds Kuwaitis all too clearly of the situation shortly before the
Iraqi invasion in August last year, when the ruling family failed to make
any military preparations to ward off an attack... Many Kuwaitis want to
confine the al-Sabah family to a constitutional monarchy and restore the
parliament suspended by the emir in 1986."
LIBERATION: Ventes d’armes et économie
PARIS - "... Tout un chacun réclame maintenant qu’un peu de ménage soit
fait dans les ventes d’armes françaises... Michel Rocard a rappelé mardi à
l’Assemblée qu’il n’était pas opposé dans le principe à une réflexion,
mais qu’il serait vain d’occulter la dimension économique des ventes
d’armes à l’exportation. Les prises de commande de matériel de guerre à
l’industrie française se monteront sans doute à près de 35 mrds de francs
en 1990. Les incidences de l’industrie militaire sur l’emploi sont considérables: en 1989, selon les derniers chiffres diffusés par la Délégation
générale pour l’armement, 261.000 Français travaillaient directement pour
la fabrication d’armement, dont 54.000 exclusivement pour l’exportation."
HERALD TRIBUNE: US Senate punishes Jordan
WASHINGTON - "The Senate voted Wednesday to cut off military and
economic aid to Jordan because of the pro-Iraqi stance that King Hussein
took during the war. The provision, opposed by President George Bush,
would rescind $20 million in military aid and $35 million in economic aid
that the kingdom was to receive this year. The action came as the Senate
worked on legislation to spend $5.2bn on war-related costs. The
legislation includes benefits for veterans, $650 million in war aid for
Israel and $200 million for Turkey... Mr. Bush temporarily suspended
payments to Jordan on Feb. 6. Under the Senate action, he could restore
the economic aid if he certified that Jordan was helping the peace process
in the Middle East... On Tuesday, the Senate voted, 98 to 1, to provide
$42.6bn for the costs of the war."

LES ECHOS: Hausse des prix de 75%
MOSCOU - "... Gorbatchev a-t-il puisé dans les urnes davantage de
légitimité pour imposer ses vues? C’est en tous cas l’une des mesures les
plus impopulaires qu’a annoncée le président soviétique au lendemain du
référendum: la hausse des prix à la consommation, fixée au 2 avril.
Passage obligé vers l’économie de marché, cette augmentation sera de 75%
en moyenne, indique-t-on à Moscou, sans en préciser le détail. On s’attend
cependant à ce que le prix du pain, de la farine, du lait, de la viande et
autres denrées de 1ère nécessité subissent un taux d’augmentation de 100%,
voire de 200%. Dans son décret, Mikhaïl Gorbatchev a également annoncé
l’augmentation des prix des transports, des postes et des télécommunications. Afin de couper court à une éventuelle vague de protestation et à
des ’achats de panique’ dans les grandes métropoles, le Kremlin a annoncé
simultanément que des compensations seraient versées aux couches les plus
défavorisées. Une mesure entrée en vigueur dès hier, c’est-à-dire 2
semaines avant la hausse des prix de détail."
FINANCIAL TIMES: Minister warns over reform
MOSCOW - "... From next month, retail prices for almost half the goods
on the market will be freed, or only partially controlled. At the same
time the government will set no limit on pay rises and will introduce
indexation of interest on savings accounts in an effort to head off a
popular backlash. ’There may be a wave of strikes’, said Mr Vladimir
Scherbakov, deputy prime minister and chairman of the state labour
committee at a presentation by ministers and officials from all the main
economic departments. ’It is an extremely unpopular reform. But we cannot
leave all these questions unresolved’."

United Kingdom
THE INDEPENDENT: Poll tax change criticized
LONDON - "The government is breaking with all parliamentary precedent by
guillotining through the House of Commons in a day its bill to lop 140
pounds sterling off headline poll tax bills. Labour condemned the plan as
’an abuse of democracy’, while even some Conservative MPs, privately,
described the move as ’appalling’. Meanwhile, David Blunkett, Labour’s
local government spokesman, accused the government of misleading the
public over the 140 pounds sterling cut, in what he said could be a
general election con. Only those who pay the full charge will get the full
140 pounds sterling off, he said - and they are ’mainly the better off in
the most expensive properties’... ’Millions of people may not realise this
until the new bills arrive in June - possibly after the general election.
It is a con’, Mr Blunkett said. In the meantime, millions would be paying
a ’poll tax surcharge’ through higher VAT to subsidise those best able to
cope with the poll tax."

THE INDEPENDENT: Kohl strikes back
BONN - "Chancellor Helmut Kohl yesterday dismissed criticism of his
handling of economic union between the two Germanies by the head of the
Bundesbank, Karl Otto Pöhl, as well as the suggestion that it offered a
warning against over-hasty European monetary integration. ’It is more than
obvious that the specific nature of German currency union has nothing at
all to do with the debate about the right approach to European currency
union’, he said at a meeting in Bonn with leading representatives of
German industry and trade unions... Yesterday’s meeting at the chancellery
amounted to a powerful stepping up of the public relations counteroffensive by the government, in an effort to break the wave of
disillusionment and anger sweeping the east, as well as the strong media
criticism, even in conservative papers, of the inadequacy of the
government’s response to the crisis."

LIBERATION: La fonction publique s’ouvre à l’Europe
PARIS - "... Le Conseil des ministres a adopté hier un projet de loi
autorisant les ressortissants des 11 autres pays de la Communauté
européenne à briguer des emplois de fonctionnaires. Alors que jusqu’à
présent, ils étaient exclusivement réservés à des Français. A la fin de
cette année au plus tôt, un Allemand pourra donc se présenter à
l’agrégation de mathématiques, un Italien distribuer le courrier ou encore
un Irlandais postuler à un poste de veilleur de nuit dans un ministère.
Près de 3,5 millions d’emplois sont concernés."••••
