The joint recommendation of Management and OPSEU will be forwarded to the Human Resources Steering Committee (HRSC) and the Management Board of Council for their consideration and approval. Long Term Disability Sun Life noted that the plan showed an unaudited actuarial surplus of $6,550,418 as of August 31, 2014. At that time, there were 271 active claims and 4 pending claims. OPSEU is seeking medical information to support total disability from any occupation. OPSEU asked for Sun Life’s position as to which of these tests would be appropriate in this case. Sun Life will consult with the Abilities Case Manager and confirm with OPSEU. Confederation-14S-02-ILD Le SEFPO souligne qu’il étudie la possibilité d’envoyer le participant à un examen médical indépendant (EMI) ou à une évaluation des capacités fonctionnelles car celui-ci souffre de douleur chronique. Le SEFPO demande à Sun Life quel est le test qui, selon elle, conviendrait le mieux dans ce cas. Action: OPSEU/Sun Life Suivi : SEFPO/Sun Life Seneca-14S-03LTD Sun Life advised that the member’s LTD claim has been approved for the period of February 2014 to June 7, 2015. Suivi : SEFPO Conestoga-14S-06LTD Sun Life advised that new medical information was received in August and the decision to decline the claim was maintained. OPSEU noted that the issue was workplace related and the situation still existed at point that the member was due to return to work when STD payments ceased. Subsequently, circumstances at the workplace changed and the member is now successfully back at work. However, the member was without pay from January 17 to March 17, 2014. OPSEU inquired whether the College will consider compensating the member for the time without work as the issue was with the workplace. Council will discuss this matter with the College. Le Conseil discutera de cette question avec le collège. Action: OPSEU/Council c) Return To Work and STD Recurrence Council is continuing to work on the communication draft as per the feedback provided by the Committee. Action: Council d) Communication to Union on LTD Denials Council distributed a return to work document that was originally developed by Mercer as a template for the college system. OPSEU indicated that this wasn’t the document they were inquiring about. OPSEU will try to locate a copy of the document in question. Action: OPSEU 7. NEW BUSINESS a) New Personal Cases Algonquin-14S-07LTD Suivi : SEFPO/Le Conseil c) Retour au travail après un congé d’ICD et récidives Le Conseil continue de préparer l’ébauche d’une communication tout en tenant compte des commentaires du comité. Suivi : Le Conseil d) Communications avec le syndicat – Rejet de demandes d’ILD Le Conseil distribue un document sur le retour au travail qui avait été initialement élaboré par Mercer à titre de modèle pour le réseau collégial. Le SEFPO indique qu’il ne s’agit pas du document qu’il désirait obtenir. Le SEFPO tentera de trouver une copie du document en question. Suivi : SEFPO 7. AFFAIRES NOUVELLES a) Nouveaux cas personnels Algonquin-14S-07-ILD JIC Support Staff Meeting Notes September 23, 2014 Page 5 OPSEU reported that the member’s own-occ LTD claim has been denied. OPSEU is seeking additional medical information. Suivi : SEFPO b) Withholding tax on LTD Benefits Council advised that they are looking at drafting a communication on the issue of tax deductions for an employee who is approved for LTD partway through the year. The concern is that if an individual’s LTD claim is approved in the middle of the year, the taxes that Sun Life deducts from their LTD payments might not be sufficient to address the employee’s tax liability from all sources of income for the year. b) Retenue d’impôt - Prestations d’ILD Le Conseil indique qu’il étudie la possibilité de rédiger une communication concernant la question des retenues d’impôt sur les prestations d’ILD des employés dont la demande de prestation est approuvée au cours de l’année. Le problème provient du fait que si la demande de prestations ILD d’un participant est approuvée au milieu de l’année, l’impôt que Sun Life retient sur les versements d’ILD pourrait être insuffisant pour couvrir tous les revenus imposables pour l’année. c) Students Studying outside Canada Council distributed a copy of the recent Benefits Administrator’s update that addressed the issue of students studying in the U.S. Due to changes in the U.S. healthcare system regulations, Canadian out-of-country coverage and emergency travel assistance plans do not meet the Patient Protection and Affordable Care Act (PPACA) requirements for coverage. As a result, Council will no longer approve an extension of coverage under the CAAT EHC plan for students attending a postsecondary institution in the United States. These students will have to purchase the institution’s insurance. c) Étudiants qui étudient à l’extérieur du Canada Le Conseil distribue un exemplaire du dernier bulletin à l’intention des gestionnaires des avantages sociaux qui traite de la question des étudiants qui étudient aux É.-U. Ces étudiants devront acheter l’assurance offerte par leur établissement. d) New Optional Life Insurance Council advised that the consultant and Sun Life are working to establish appropriate premium rates for this coverage which will be age-banded. The consultant noted that premium rates would be lower if a health statement is required. If an open enrolment were to be offered, the rates would have to be higher because of the greater risk to the plan. d) Nouvelle assurance-vie facultative Le Conseil indique que la conseillère et Sun Life travaillent à déterminer des taux de primes adéquats pour cette assurance et que ces taux seront établis en fonction de groupes d’âge. Current Support Staff employees who already have the maximum amount of Supplemental Life Insurance ($50,000) will be able to apply for this benefit with a Health Statement to be approved by Sun Life. Employee who have less than $50,000 of Supplemental Life can apply for both the additional Supplemental Life and the Optional Life at the same time. The new plan will be available for new hires as of December without a medical and coverage will be effective January 1. 2014 et que la couverture entre en vigueur le 1er janvier 2015. OPSEU requested that “Employee Pay All” not be used in the name of the benefit, proposing “Optional Employee Life” instead. OPSEU also agreed to the effective date of January 1, 2015. Council will start preparing the roll out package for distribution to Colleges. Le SEFPO demande de ne pas utiliser « Entièrement à la charge des employés » dans le nom de cette garantie, mais plutôt « Assurance-vie facultative des employés ». Le Conseil commencera à préparer la trousse de mise en œuvre qui sera distribuée aux collèges. e) Changes to Critical Illness Insurance Council advised that five new conditions will be added to the optional Critical Illness coverage effective January 1, 2015. Sun Life is currently working on updating the existing Critical Illness documents. These changes will not impact current premium rates. Further details will follow. e) Modifications apportées à l’assurance pour maladies graves Le Conseil souligne qu’à compter du 1er janvier 2015, cinq nouvelles affections seront ajoutées à la liste d’affections couvertes par l’assurance pour maladies graves.
