NOTICE OF EMPLOYMENT VACANCY We are Parents of children attending the European Schools in Luxembourg are represented through a federal structure, with a central organisation (FAPEEEL) providing services and responsible for common issues of common interest, and a subsidiary association responsible for specific issues relating to the Lux.1 or Lux.2 school (APEEEL1 and APEEEL2). The federation is a non-profit organisation registered under Luxembourg law since the 1950s. The principal aim of FAPEEEL and its subsidiaries is to foster open communication and provide a medium through which parents of current students can develop their interest in the education of their children, participate in and support the work of the school, becoming genuine partners in the decisions that affect children and families - and thereby enhance the quality of the student and parent experience during their time associated with the European Schools in Luxembourg. All parents are represented by the FAPEEEL and its subsidiaries, which are the only such organisations officially recognised by the European School statutes, and are the only valid representative of parents as concerns the school and third parties. The members of the management committee are democratically appointed by annual election process. They are volunteers who combine this role with busy work and private lives. Management committee members participate in various formal school meetings, including the Administrative Board; the School Advisory Committee; the Secondary Education Council; the Primary Education Council; the Health & Safety Committee; the Library Committee; the Canteen Committee; Disciplinary Council. They maintain regular contact with senior school staff. In addition, management committee members coordinate the network of class delegates; organise all Extracurricular Activities including the annual school musical, the school orchestra, the mérite jeunesse programme; they coordinate language exchange schemes; help the school to arrange residential trips; produce the school magazine; operate a website; organise conferences and information evenings; provide an emergency SMS messaging service; coordinate private tutors; run the annual summer fête; arrange book sales and a group purchase scheme for calculators; supervise school discos; and much, much more. They are assisted in their task by a permanent secretariat. This currently comprises two full time staff and one person working part time. We propose With effect from 1.9.2012, we will have two vacancies for a part-time office administrator/secretary in the permanent secretariat, each of them for 20 hours per week. There will be a six month probationary period. Luxembourg employment law will apply. Initial salary will be based on the European Institutions scale for Contract Agents, Function Group II. Vacancy #1 The successful candidate will be employed by FAPEEEL, and will work on behalf of the APEEEL1 management committee. Under the direct supervision of the APEEEL1 President, and in collaboration with colleagues, the successful candidate will work on a variety of important and interesting tasks. These will include some or all of: dealing with incoming and outgoing telephone calls; dealing with visitors to the office; dealing with incoming and outgoing correspondence; dealing with incoming and outgoing emails; guided research on behalf of the management committee; reproduction and filing of texts; assisting with bookkeeping and preparation of payment orders; assisting with collection of membership fees; drafting texts for publication and dissemination; maintaining a meetings diary/calendar; assisting at meetings and taking notes; other tasks relating to the purposes of the employment. The final attribution of tasks will depend on the aptitudes and interests of the successful candidate. The principal place of work will be the FAPEEEL offices in the Jean Monnet Building of the European Commission, although some presence will be required in the Lux.1 school. Vacancy #2 Identical to vacancy #1, but working on behalf of APEEEL2 instead with some presence required in the Lux.2 school. We look for The job involves a mixture of autonomous work and team work. A collaborative spirit, sound judgement and a results-oriented approach are important as is the ability to work to tight deadlines, since the environment can be both dynamic and demanding. Workload will vary according to the rhythm of the school and the management committee. Presence will be required throughout the school year. By contrast, presence will not generally be required in the evenings, at weekends or during school holidays although there are some exceptions to this rule. The successful candidate will be expected to liaise with colleagues, and to help cover for absent colleagues, in order to ensure a smooth delivery of the work of the secretariat. Because of the political sensitivity of some of the subject area, and the confidentiality of the personnel data which may be encountered in the course of the tasks described above, the successful candidate will be required to demonstrate the highest standards of integrity, discretion and technical competence. An interest in education issues, and experience in an equivalent post and/or with an equivalent organisation would be an advantage. The main working languages are English and French, and a good mastery of at least one will be required together with an adequate grounding in the other. Additional language skills are further assets (notably German and/or Luxembourgish, or one of the specific language sections attributed to the Lux.1 or Lux.2 school). Good oral communication skills will help to deal with telephone calls and visitors. Candidates should be familiar with standard office computer tools, including Word documents, Excel spreadsheets, Email transmission, Internet search engines. Additional computer skills will be an advantage. Recruitment policy Not smoking will be considered an advantage. Entry into service should take place as quickly as possible. Suppression of the grant received from the Social Affairs Committee of the European institutions which is intended to help finance the permanent secretariat, or a significant decrease in the revenues from the extracurricular activites programme, could constitute a valid reason to cancel the contract for economic reasons. ANNONCE D'UN POSTE VACANT Nous sommes La représentation des parents d'élèves fréquentant les Ecoles européennes de Luxembourg se fait à travers une structure fédérale, avec une association centrale (la FAPEEEL) qui fournit des services et reste responsable pour les sujets d'intérêt commun, et des association filières responsable pour les sujets spécifiques à l'école Lux.1 ou Lux.2 (l'APEEEL1 et l'APEEEL2). La fédération est une association sans but lucratif de droit luxembourgeois enregistré depuis les années 1950s. La FAPEEEL et ses filières visent principalement à promouvoir une communication ouverte et à servir d'outil permettant aux parents d'élèves de cultiver leur intérêt dans l'éducation de leurs enfants, d'apporter leur concours et leur soutien au travail de l'école, d'avoir une position de véritables partenaires dans la prise de décisions ayant une incidence sur les enfants et sur leur famille et d'ainsi faire de leur période de fréquentation des écoles européennes de Luxembourg une expérience positive. Tous les parents sont représentés par la FAPEEEL et ses filières qui sont les seules associations de ce type reconnues officiellement dans les statuts de l'école européenne. Elles sont les seuls représentants valables au regard de l'école et des tiers. Le comité de gestion est élu par processus démocratique chaque année. Les membres du comité de gestion sont les bénévoles qui s'engage au-delà de leurs vies privées et professionnelles chargées. Les représentants du comité de gestion siègent aux différents comités formels de l'école qui comprennent le conseil d'administration, le conseil consultative d'éducation, le conseil d'éducation secondaire, le conseil d'éducation primaire, le comité de santé et de sécurité, le comité bibliothèque, le comité de cantine, les conseils de discipline. Ils restent un étroit contact avec la direction de l'école. En outre, les membres du comité de gestion coordonnent le réseau des délégués de classe; ils organisent l'ensemble des activités périscolaires y-compris le spectacle musical annuel, l'orchestre de l'école, le programme mérite jeunesse; il coordonnent des échanges linguistiques; ils aident à l'organisation de voyages scolaires; rédigent le magazine de l'école; maintiennent un site web; organisent des conférences et soirées d'information; fournissent un système de messages d'urgence; coordonnent un réseau de professeurs privés; organisent la fête annuelle de l'école; organisent la vente de livres et un achat groupé de calculatrices; supervisent les soirées dansantes et autres événements; et beaucoup plus… Ils sont aidés dans leurs tâches par un secrétariat permanent qui comprend actuellement deux personnes travaillant à temps plein et une personne à temps partiel. Nous proposons A partir du 1 septembre 2012, nous aurons deux postes vacants pour un secrétaire/assistant administratif au sein du secrétariat permanent, chacun des deux postes travaillant 20 heures par semaine. Une période probatoire de 6 mois existera. Il s’agit d’un poste de salarié qui est subordonné au Code du Travail luxembourgeois. Le traitement initial sera fixé sur base du barême des salaires des agents contractuels des institutions européennes, groupe de fonctionnement II. Poste vacant no.1 Le candidat choisi deviendra un employé de la FAPEEEL, et travaillera pour la compte du comité de gestion de l'APEEEL1. Sous l'égide du Président de l'APEEEL1, et en collaboration avec des collègues, le candidat choisi entreprendra divers tâches importants et intéressants. Il s'agira de la gestion des appels téléphoniques; l'accueil des visiteurs au bureau; les entrées et sorties de correspondance; l'entrée et l'envoi de courriels; les recherches pour la compte du comité; la réproduction et le classement de textes; aider à la comptabilité et la préparation des demandes de paiement; aider à la récolte des cotisations des membres; la rédaction de textes pour diffusion et dissémination; maintenir un calendrier de réunions; assister aux réunions et rédaction de comptesrendus; d'autres travaux rentrant dans le cadre des fonctions. L’attribution détaillée des tâches sera fonction des disponibilités de service et des aptitudes et intérêts du candidat choisi. Le lieu principal de travail sera les bureaux du FAPEEEL au bâtiment Jean Monnet de la Commission Européenne, tandis que quelques prestations seront nécessaires à l'école Lux.1. Poste vacant no.2 Identique au poste vacant no.1, sauf travailler pour le compte de l'APEEEL2 et avec quelques prestations à l'école Lux.2. Nous recherchons Il s'agira d'un rôle indépendant et d'un travail d'équipe. Un esprit collaboratif, un bon jugement et un engagement sur base de résultats seront essentiels ainsi que la capacité de respecter les dates limites, à cause de l'environnement dynamique et exigeant. La charge de travail suivra la cadence de l'école et du comité de gestion. Une prestation le long de l'année scolaire sera exigée. Par contre, une présence lors des soirées, les weekends et pendant les congés scolaires n'est pas typique, nonobstant que certains exceptions à ce règle soient possibles. Le candidat choisi coopérera avec ses collègues et couvrira pour leurs absences, afin d'assurer une prestation lisse par le secrétariat. En raison de la sensibilité politique des domaines couvertes, et la confidentialité des données personnelles rencontrées lors du travail, le candidat choisi mettra en évidence les qualités les plus hautes d'intégrité, de jugement et de compétence. Un intérêt pédagogique, une expérience à un poste équivalent ou un travail antérieur au sein d'une association équivalente sera un avantage. Les langues de travail principales seront l'anglais et le français; une parfaite maitrise d'une et de bonnes connaissances de l'autre seront exigés. La bonne connaissance d'une langue supplémentaire représentera un avantage (notamment l'allemand et/ou le luxembourgeois, et celles des sections linguistiques attribuées aux écoles Lux.1 et Lux.2). Une bonne communication orale aiderait aux tâches liées aux appels téléphoniques et l'accueil de visiteurs. Le candidat doit maitriser les outils bureautiques courants tels la rédaction de documents Word, fichiers Excel, l'envoi de courriels, l'utilisation des engins de recherche par internet. La pratique d’autres logiciels constituent un avantage. Politique de recrutement Ne pas fumer constitue un avantage.
