NEW OPERA Journée Drast "projets européens du 6ème PCRD“ Christian REYNAUD NESTEAR CONTEXTE Recherche du IVe et Ve PCRD : la continuité recherche La politique des transports et contexte institutionnel Marché du transport et l’expression des chargeurs (market “driven”) Recherche du IVe et Ve PCRD Scénarios européens : IQ, SCENES, EUFRANET et développement durable Recherches technologies ferroviaires + ERRAC Interopérabilité : ERTMS, OPTIRAILS, CESAR La politique des transports et contextes institutionnel Livre Blanc : ouverture et réseau à priorité fret Paquets ferroviaires (fret) Mise en place de spécifications techniques Marché du transport et l’expression des chargeurs (market “driven”) Elargissement de l’Europe et croissance du commerce mondial Intervention des chargeurs et exigence de qualité Nouveaux entrants et nouveaux produits NEW OPERA dans le VIe PCRD Implementation of change in the European Railway System (Call 2A) Objective: The activity should pave the way for an Integrated Project on new concepts for Trans-European rail freight services On improving existing lines and services - TREND Proposal Part A: gather the necessary information to assess general progress in the establishment of a European Railway Area. Particular emphasis should be given to aspects relating to the management of change (from a nationally based system towards a truly interoperable and integrated pan-European system) Part B: prerequisites for innovative and new concepts for Trans-European rail freight services Analyse business cases for international freight services on up to ten possible Trans-European corridors Overcome administrative, legal, cultural and technological barriers for the implementation of the selected freight services in the corridors Suggest quality standards for the services On new concepts for dedicated freight lines – NEW OPERA Proposal Part C: build on parts A and B and define a dedicated rail freight network at European level. It should build on the Network Statements and the Register of Infrastructure. It should: Take into account major constraints and obstacles and suggest solutions in a short, medium and long-term perspective. Define the tools for the monitoring of services (e. g. by GIS) on the network. Start: 2004 Start: 2004 Coordinated Coordinated Action (proposal) Action (proposal) Part A: Assessment of progress in the establishment of a European railway area, creation of a knowledge base of European rail systems Part B: Analysis of prerequisites for innovative and new operating and technical systems for efficient rail freight services Strategy and planning of the development of new trans-European rail freight services concepts forTrans- Network approach: European rail freight identification and services evaluation of an Europewide dedicated rail Actors: TREND CONSORTIUM Integrated Project New OPERA Existing freight lines Part C: Innovative experiences, new freight network with corresponding services Actors: NEW OPERA CONSORTIUM 2010 Start: 2005-2006 -Feasibility study -Technical problems -Technical problems -Demonstrators System convergence – Connections- Transfer platforms – Hubs – swap bodies & containers Experimentation/development of new rail freight services on specific parts/corridors of the dedicated network Actors: PARTNERS OF NEW OPERA AND TREND CONSORTIA + OTHERS (Banks…?) Prendre en considération les tendances futures pour les 3e et 4e parties sur la logistique externe, les nouveaux acteurs .. WP 1 : NEW TRACTION PATTERNS by ERMEWA o Due to historical reasons railway systems are organised on a domestic scale → Emphasize the transborder linkings: one operating RU responsible from loading to delivering o Market opening is essential to speed the renewal and modernization of freight cars . o A european budget sufficiently ambitious to be invested in the railway networks, in hubs, in private sidings. o o Compensation regulations in case of failure to comply with the contractual quality requirements applicable to rail freight. o Success of new opera goals should have positive environmental effects and will be compatible with the climate plan of Kyoto. Timetable Follow-up Freights Sidings Initial and terminal transport Coach A single for wader railway undertaker in charge of the whole transportation system from loading to unloading Locomotive drivers for an historical Railway undertaker drive an average of 20 000 to 40 000 km/h. New “ entrance “ Railway undertakers drivers : 80 000 km/h. → competition should improve competitiveness of railway, through cost cuttings from at least 50 %. WP 1 Les stratégies de migrations (RFF) Définition et description de scénarios et de stratégies de migration possible .. Commençant par le scénarion “0” (situation courante des corridors de fret) jusqu’au scénario “3” (réseau dédié) ..
