SPORTS COMMITTEE REPORTS APNEA 2009-2012 Below is the chronological progress of the apnea commission works at the due dates: YEAR 2009: • The Apnea Commission President, me, Levent UCUZAL has been selected at 5th of May 2009 at the GA 2009. Immediately the selections are done I have setup the proposal for the members of the commission and submitted that with a letter dated 6th of May, 2009 to the General Secretary, Mr. Pierre DERNIER. At this meeting some radical decisions have been taken 1 and proposed to BoD for the approval. Main ones that were done are; Then the commission has started to work on the new rules and with a min participation of the members (unfortunately) almost all rules have been defined and send as draft to the CMAS office. • 18-22 August 2009 the world championship has been realized in Dynamic Apnea at Aarhus, Denmark. New world record for man with 244.33 meters has been realized by Mr. Goran COLAK from Croatia. YEAR 2010: • Next commission meeting has been done with the 5 members of 6 in total has participated. The decisions taken were; • Commission has discussed that the next European Championship is to be done at 7-12 October, 2010 at Tenerife, Spain as to be proposed to the coming BoD as well as the main judge. • International judge courses; 1 in Turkey for Europe and 1 in Latin America, possibly in Columbia (if not at Ecuador) have been decided to be open. • The Dynamic and Jump Blue new rules have been discussed and finalized and agreed by the members as one by one voting of the proposals. The new rules are to be proposed to the next BoD meeting. • The Apnea Commission Meeting has been held at 20 February 2010, in Rome, Italy at CMAS offices. • Updating of the current rules (Dynamic, Jump Blue and Constant Weight) finished, submitted and approved by BoD. • Defining the record homologation of the world records has been updated with a contract for record attempts. That document has been submitted to BoD and approved. • The new disciplines for the apnea have been proposed to BoD for recognition and they have been approved by the BoD, • Preparation of the rules for the new disciplines have been done and submitted to BoD and approved. • Proposal has been given to BoD for developing the relations between CMAS and other organizations for apnea competitions and athletes. 2 • Proposal has been given to BoD and asking kindly to removal of the rule of banning the CMAS athletes for their participation to the other organizations or visa versa. • CMAS International Judge Course has been done in Canakkale, Turkey at 23-29 August 2010. All participants have successfully passed the course and became international judges. • 2nd European Apnea Championship has been realized in Dynamic and Jump Blue Apnea at Tenerife, Spain. At the qualifications of JB there were 1 World Record by Croatian female athlete; Miss. Lidija LILIC by 142,16 meters, In the finals of JB there were 2 World Records by Italian female athlete; Ms. Monica BARBERO by 144 meters and Spanish male athlete Mr. Alfredo ROEN by 171,45 meters. YEAR 2011: • Year 2011’s the Apnea Commission Meeting has been held at 5 February 2011, in İstanbul, Turkey at TSSF offices. • Updating of the current rules (Dynamic, Jump Blue and Constant Weight) and making the new rules are submitted and approved by BoD. • Defining the record homologation of the world records has been updated with a contract for record attempts. That document has been submitted to BoD and approved by the BoD. • Bottom limits have been prepared for the new disciplines which will be the base for new records. Those have been send to Mr. DURAN and approved. • Two CMAS International Apnea Judge Courses have been opened. One is at Kalymnos, Greece at 18-19 July 2011 and one is at Tenerife, Spain at 29 August-4 September 2011. All participants have successfully passed the courses and became international judges. • “Apnea Standards” have been prepared as draft to be discussed at the next commission meeting. It is in Spanish and need to be translated to English for discussing in the commission. • 6th World Apnea Championship has been done in Dynamic and Jump Blue Apnea and Static as National competition with full CMAS rules at Tenerife, Spain at 29 August-4 September 2011. There were 5 World Records and 1 Pan-American record by; • Croatian male athlete; Mr. Goran COLAK by 250 meters at Dynamic Apnea finals, 3 • French female athlete Mrs. Sophie JACQUIN by 6 minutes 38 seconds in Static Apnea, • Serbian male athlete Mr. Branko PETROVIC by 9 minutes 32 seconds in Static Apnea, • Italian female athlete; Mrs. Ilaria BONIN by 158.54 meters at Jump Blue Apnea finals, • Italian male athlete Mr. Michele FUCARIONO by 175.66 meters at Jump Blue Apnea finals. • Pan-American record by Ecuador male athlete Alfredo ROSADO by 172.76 meters at Jump Blue Apnea finals. The participating countries and number of athletes and of course the performance results indicate very clearly the success of CMAS Apnea discipline. • • There were below individual world record attempts; • Homar LEUCI from Italy for open water (sea) CW attempt at 9 September 2011 (application is not send to our commission and CMAS has approved the commissioners without the technical evaluation of the application by our commission) in Italy. He made -86 meters as new world record and it is said that (by CMAS Office) the report of Commissioners is OK and doping test were OK, approved by BoD. • Michele TOMASI from Italy for open water (lake) CW with and without fins at 1-2 October 2011 (application is not send to our commission and CMAS has approved the commissioners without the technical evaluation of the application by our commission) in Italy. He made -55 meters and -70 meters in Constant weight with and without fins in fresh water respectively as new world records and it is said by CMAS Office the report of Commissioners is OK, the doping test results for first record were not OK and that is canceled by BoD. But the second day is approved. • Devrim Cenk ULUSOY from Turkey for open water (sea) Free Immersion and CW with fins at 1-2 October 2011 in Turkey. He made -80 meters in Free Immersion and -87 meters in CW with Fins as new world records and the report of Commissioners is OK, doping test results are OK and approved by BoD. • Şahika ERCÜMEN from Turkey for open water (sea) CW and Variable Weight without fins at 10 November 2011 in Egypt. She made -70 meters in CW with fins and -60 meters in VW with no fins as new world records and the report of Commissioners is OK, doping test samples were OK and approved by BoD. There were other world records done in CMAS National Competitions; 4 • Croatian female athlete; Mrs. Karla FABRIO by 200 meters at Dynamic Apnea, • Italian female athlete; Miss. Ilaria BONIN by 205.44 meters at Dynamic Apnea. YEAR 2012: • Year 2012’s the Apnea Commission Meeting has been held at 14 January 2012, in Rome at CMAS offices. • Updating of the current rules have been finalized and submitted to Mr. DURAN for the approval of BoD and BoD has approved. • Bottom limits have been updated for the new disciplines which will be the base for new records. Those have been send to Mr. DURAN and by his approval has been announced on the web. • For year 2012 CMAS 3rd European Apnea Championship “OPEN”, is done in Turkey for Jump Blue, Static and Dynamic Apnea in Antalya at 29 October-4th November 2012. There were 6 World Records by; • Italian female athlete; Mrs. Ilaria BONIN by 168.69 meters at Jump Blue Apnea finals, • Italian male athlete Mr. Michele GIURGOLA and French male athlete Xavier DELPIT by 185 meters at Jump Blue Apnea finals. • Italian female athlete; Miss. Ilaria BONIN by 215.59 meters at Dynamic Apnea finals, • Austrian female athlete Miss. Veronika DITTES by 7 minutes 30 seconds in Static Apnea, • Serbian male athlete Mr. Branko PETROVIC by 10 minutes 05 seconds in Static Apnea. • CMAS International Apnea Judge Course has been decided to be open at 28th October – 4th November 2012 during the 3rd European Apnea Championship but due to the no application on time the course is cancelled. • Up to now there were below individual world record attempts; • Devrim Cenk ULUSOY from Turkey for open water (sea) Free Immersion and VW without fins at 25-26 September 2012 in Turkey. He made -81 meters in both attempts as new world records and the report of Commissioners is OK. It is also approved by BoD. • Homar LEUCI from Italy for open water (sea) VW with fins attempt at 11 5 September 2012 in Italy. He made -131 meters as new world record and the report of Commissioners is OK and waiting for the doping test results. From the point of view of mine as the president of Apnea Commission when I do watch the CMAS official videos it is very well seen that there is no protocol for the athlete based on the rules and the world record should not be valid. • Homar LEUCI from Italy for open water (sea) CW with fins attempt at 15 September 2012 in Italy. He made -93 meters as new world record and the report of Commissioners is OK and waiting for the doping test results. From the point of view of mine as the president of Apnea Commission when I do watch the CMAS official videos it is very well seen that there is no protocol for the athlete based on the rules and the world record should not be valid. • For the championships of year 2013 there are some negotiations and some requests. The info will be send separately about that issue. HOCKEY 2009-2012 2009-2012 CMAS Underwater Hockey Commission Report Underwater Hockey (UWH) has existed for almost 60 years. It is played in more than 30 countries and on all continents. More than 15,000 players practice it all over the world. France, New-Zealand and the United Kingdom take account for the largest part of these. During 2007 and 2008 multiple changes were experienced with attendance at International competitions suffering as a result. With the election of the new president of the CMAS underwater hockey commission (CMAS UWHC) Mr. Thomas de Trébons in 2009, a renewed energy was brought to developing the sport and Five new country have been starting the process to join the CMAS to play underwater Hockey : Poland, Singapore, Sweden, China and Israel. Uniting the sport In an attempt to unite the sport, representatives from 15 countries attended a meeting where the President presented a new ‘Proposal For A New Organisational Structure For The CMAS UWH Commission For Underwater Hockey.’ This proposal was discussed at length, and with the agreement from those attending the new CMAS UWHC was appointed. 6 The current members of the commission are: Position Name Country President Thomas de Trebons France Secretary Marta Pons de Molina Spain Tournament Director Tristan Reynard New Zealand Rule Director Wayne Rathbone South Africa Three other commission members were appointed however these individuals did not produce any outputs of significance or resigned during the term. Commission Development Plan (Attached) Following the 2009 World Championship, a development plan has been developed by the Commission’s Tournament Director Mr Tristan Reynard and consultation is ongoing to gain acceptance from the Federations Underwater Hockey Commissions. A major initiative was the development of an Age Group World Championship as a means to allow for future growth of the sport and the altering of the Age Group Junior Grades to be Under 19 and Under 23 (from Under18 and Under 21). We hope that federations gain a firm grasp of the need to grow the sport in their own countries. International Championships Internationally, event attendance has suffered immensely with the cancellation of the 2009 and 2011 CMAS Games events and the rapid organization of alternative World Championships. After the CMAS Game in Tunisia was cancelled in 2009, a world championship was organized in a very short time in Kranj, Slovenia where twelve countries attended. With the 2011 CMAS Games in Colombia cancelled, the commission with FPAS assistance organized the 17th World championship. The commission worked hard to get the championship ready trying to get increased the number of participating countries however with only 4 months to organize the event numbers were below expectation with 18 teams attending. To resolve this issue, the commission has been developing a schedule of events so that UWH practicing countries have a long term programme of events to plan for and attend. The CMAS UWHC also asks the CMAS BOD to look at dropping the CMAS Games concept or moving the event to four year cycle. The venues and pools as well as all the facilities have been inspected by the President and Tournament Director of the CMAS UWH Commission with the organizing team. At this stage, early indications are that 75-80 teams (1200 participants) will attend the 2013 World Championships up to from 58 teams in 2006 and 64 teams when you add the 2011 Age Group and 2011 World Championships attendance numbers together. This will be the largest underwater hockey tournament ever. Bringing together the world of underwater hockey has been a big and satisfactory achievement for the commission. Age Group Development As mentioned under the Commission’s development plan, the commission called for host bids for the first Age Group World cup for Masters, U19 and U23 in October 2009. A bid was received from the NOB (Holland) to host the event in Dordrecht in 2011. The CMAS Tournament Director clarified many aspects of the bid to ensure the quality of the event 8 meet players expectations but due to discrepancies between NOB and CMAS, it became unofficial although the commission provides advice as requested. During the issues with CMAS and the NOB the commission has been working hard and nearly succeed to solve every issues unfortunately the last issue couldn’t be solved stopping and historical event to be under CMAS control. The 2011 Age Group event was the first competition for these age group categories in more than 5 years, and the event hosted 46 teams across 5 grades. The event was a big success for UWH and subsequently, momentum has been gained leading into the 18th World Championships which will incorporate all grades which is the first time since 2006. Communication Communication with Federations has been a challenge especially with social media and ex commission member’s statements being considered facts by the online UWH players. During each International event discussions have been held to reinforce the bonds between underwater hockey playing federations and gain consensus on the way forward. Following the Slovenia event in 2009, the President asked all the countries to prepare their proposals to be discussed in the next meeting to be held in Oporto Portugal in 2010. During the 2010 event representatives from all countries attended the two meetings where an updating of the rules was made, rewriting them to make them clearer as well as a second meeting to inform the countries about CMAS world games and the next championship for the age groups. The CMAS Commission Tournament Director presented the first draft of the development plan for consultation. In Portugal at the World Championships the Commission continued arranging meetings to discuss matters with Federations. Again two meetings were held 1) In regards to the UWH Match rules and the 2) with Federations in regards to development plans and the next championships. When the championship finished the commission began to work to modify all those concepts which either, are not clear enough or can be improved in the rules as well clarifying all those which could misunderstood in order for the rules to be validated by CMAS BoD. Currently, The CMAS UWHC is poling all Federations to determine the number of players each country has. The commission keeps the communication links open to get a good communication with all Federations in the world to try to improve the development of the sport and increase the participation. Rules 9 The Commission received CMAS Board of Directors approval for the latest version of the Underwater Hockey Rules in April 2012 .Subsequently these rules manuals have now been fully circulated to all member federations for their use. Summary Throughout this planning cycle the commission hopes to measure our success by witnessing key results in 2013 which are: • Securing a bid from South Africa (Capetown) to host the 2015 World Championships. • An increase in federations registering for Underwater Hockey (such as Poland) • An increase in sports licenses being purchased for the 2013 • Acceptance by individual nations of the the need for them to grow the sport within their own countries. Recommendations for CMAS BoD In overseeing the developed and hosting of CMAS Championships, the Commission offers the following recommendations • Look at dropping the CMAS Games concept or moving the event to four year cycle so that a long term programme can be developed to suit Underwater Hockey as a sport. • Allow the commission to make decisions in relation to the sport. • Alter the CMAS Procedures and Obligations for the Organization of CMAS Championships 2007 BD 155 to incorporate Underwater Hockey’s way of operating as a team sport. • Recognize that majority of costs of attend CMAS UWH Championships are paid for by the players themselves and not by government funding. • Provide funding for Tournament and Refereeing Director to travel to smaller federations to run Referees Training courses. • Alter the CMAS Event Fee Cl 1.16.3 to be per event not per grade. • Provide additional event funding for referees to attend World Championships (circa Euro 32,000) The commission thanks the CMAS BoD and member Federations for their support. Preamble During these four last years of mandate, the commission tried to better structure and develop the sport in various aspects that it's on the sporting or technical level. The principal difficulty is that the majority of the actors are focused on two elements which are the championships and the rules. But, for me, they are indeed important points but our mission isn't limited to those. Last lived experiments, as I will explain it after visualize well the needs which go beyond. In fact thus points will be developed from the point of view of Finswimming. This report globalizing the work of these four last years is also developed in terms of prospects point by point for the future because I'm again candidate for the presidency of the Commission. 2. Commission The first point that I wish to explain is that I tried to be most present that it's during the rounds of World cups where Championships CMAS. Indeed, it's important to be in the swimming pool with the actors who are the national federations, the clubs, the coaches and the athletes. By this presence, the observation, the discussion with all makes it possible to better understand the needs and the necessary evolutions for our sport. Of course, the modern communications systems facilitate the exchanges between the various actors but nothing replaces the presence on the place. With regard to the composition of the commission, I had made the choice into 2009 of a commission "widened" with representatives of the European zone, North Africa, Arab, Asian. Indeed, it seems important to me to be able to think of specificities of each one in the practice and the development of the sport. By this plurality, I wished to reinforce the thought in a more total way. It's true that the multiplicity of the actors in a workgroup reinforces the difficulty but I think that this organization was positive. 12 Of course, it's regrettable that certain members never attend the meetings and don't exchange with their colleagues. For the other members, I thank them for their work and their assistance in the operations of the activities of the commission, including the members moved away geographically but who, via Internet, could take an active part in the activities of the commission. I also thank the members for the BOD who took part in the meetings of the commission because it was no meeting without the participation of at least a member of the BOD. a. Works meetings The commission met in the rate of 2 to 3 annual meetings including one at the time of each annual world (Juniors or seniors), this moment being particular and easily allowing to gather the distant members who, by accompanying their team, could take part in the meetings. We tried to diversify the places of organization of the meetings for a more equitable distribution of the expenses. b. The Works of the Commission At the meetings, in a general way, the members worked mainly in the various following points: • • • • • • • • • • • Evolution of the sporting rules Establishment of the annual sporting calendar Proposal of the CMAS Delegate for the championships Definition of the organization of the international course of judges Selection for World Games (2012 and at the beginning of 2013 only) Thought on the courses of judges Creation project of an international college judges Thought on the installation of a specific course of CMAS Delegate Investigation on the homologation of the material (swimsuits and Bi-Fins) Beginning of thought on the certification of the monofins Drafting of rules for the creation of a CMAS Master's Cup (to be finalized and validate). Each finalized proposal was the subject of the establishment of a specific resolution transmitted to the president of the sport committee for presentation to the BOD. It should be noted that the Commission Reports are establish by Dominique ANDRE that we had indicated internal, secretary of the commission. At the beginning of mandate, an important work of updating and census of the international judges was carried out by Olena IAKOVLEVA as well as the total checking and updating of CMAS records by Antoine AOUIDAD. For sporting the material part, it had been entrusted to Andrei BURAKOV. Anti doping: § report of the president of the sport committee, this part is not being only of the commission. I think that it's necessary to continue in this spirit of opening, the structuring of the commission. 3. International championships At the time of each annual report, I supplied the various statistics. I will not take them 13 again. But, at the end of the report, you will find a whole series of graphs visualizing the four last years of championships compared to the precedents. For the global manpower visualized by the purchases of sporting licenses, § report of the treasurer and the president of the sport committee. The elements which one can comment on are of course, the failure of the organization of CMAS Games in COLOMBIA. As regards the calendar in a more general way, the commission tried to work on a coherent construction and upstream in the respect of CMAS rules fixing the deadline at 2 years previous. It's undeniable that it is a difficulty. We succeeded in overcoming this difficulty for certain championships. Still much of work in this field, work which implies a perfect collaboration with the national federations to prepare the schedule as soon as possible. But, it was without counting the economic crisis which prevails in Europe and which obliged certain federations to cancel the organization of certain championships right one year before unfolding, which required for the commission to take again the consultations to find an organization replacing. It's thus necessary to continue work for a better forecast of calendar. On the plan of the sporting program of the championships, the two last year's visualized a recovery of participation for the swimming pool's competitions but that remains fragile because of the economic problem, problem which requires modifications to reduce the duration of it. On the other side, the problem with the Long distance with a participation in continuous reduction. Beyond the report that as regards competition, this specialty of our sport isn't under development, it's clear that the duration of the championships and the type of events isn't factors supporting for the federations to be taken part. The events in long distance exist well everywhere in the world but often only on the promotional aspect of the sport. Thus, we will have to make quickly decisions, if possible before championships CMAS 2013 so as to make operational the modifications as of the championships 2014. The number of broken CMAS records each year visualizes although the discipline is in full progression. So to progress in participation, it seems necessary to me “to play” on two levers: • It will be necessary to adapt the duration of the championships, as well swimming pool as long distance. This point is evoked for a long time but it must it quickly be put in work from now on but without other postpones thought that the economies to be realized and especially in a coherent way and in the objective also to give a new face of the sport for the 10 years which come. An axis for the duration of the championships can be, for the swimming pool (4 days instead of 5 for the seniors, 3 for the juniors) and for the long distance (1 to 2 days). Thus, for the championships seniors, we would be from 8 days (5+3) to 5 or 6 days (4+1 or 4+2); • But, we would make only half of the way if we mention only this problem of duration of championship by leaving side the control of their costs and the amount of the participation requested to the national federations. In this case, 14 an important work is to be realized. The various actors must become aware of the importance of this control of the costs and we must work all together, each one in its role to achieve this target. Otherwise, we will go to the front of difficulties for the development of Finswimming. Indeed, we will be able to speak for a long time about the duration of the championships, to have the best sporting project; anything won't be able to succeed in the future if this factor isn't taken in consideration. Of as much, that for me, this problem is in fact more important than that of the duration of the championships. To achieve this target quickly is completely possible. As regards CMAS competition, it's necessary to point out the creation of competitions in swimming pool of 25m like the meeting “snows fins”, competition profiting from a very important sponsoring also allowing a media coverage of our sport. This experiment is a success and hope that this formula can be begun again by others. Another positive point is the automation of the purchase of the licenses as well as engagements for CMAS championships via Internet. Some difficulties were encountered in the implementation but by helping the federations, we succeeded in surmounting them and manage in a modern way our competitions with our partner, Tiskali Company. We must proceed in this way for a more close integration of the various results and the management of the records. 4. World Cup a. World Cup Continuing the preceding point, it seems necessary to me, initially, to be able to proceed to the inscriptions by Internet for the rounds of world cup in the same way as for CMAS championships. Indeed, today, each competition is managed independently of the others without any coherence as regards format. The installation of an identical operation would allow: • • To have a coherent and identical presentation for each competition; To provide to use the data for the total results, the creation of statistics, the development of the ranking existing today in the rules but impossible to implement manually. Today still, general classification is made manually by Robert NOWICZ. It's an enormous work of and working data acquisition. I thank him for all this work which it makes like volonteer. During these four years, the level of participation was increasingly important. Just as certain organizations became traditional competition in the international Finswimming, certain clubs became specialists in the world cup. We continued the development of the number of rounds of the world cup annually but also diversified the places and in the same way for the choice of the places. Thus, in 2012, the Golden Final took place in ALEXANDRIA, for the second time. It had already been held at this place in 2008. On the side, for the first time, the golden final took place in the Asian zone in 2011 with YANTAI in CHINA. Annually, the numbre of participants reaches practically 2000 athletes on the whole of the rounds. 15 The weak point, as for CMAS championships is the long distance. Indeed, each year, we have difficulties in establish the calendar of this speciality. In 2009, no candidature had been received before the deadline of June 30th. So no round took place in Long distance in 2010. Thanks to the contacts and the discussion with the federations, I could reverse the tendency and in 2011, two rounds in long distance were registered in the calendar. The Golden Final could be held in 2011 and also in 2012. It will also take place in 2013 but the level of participation remains also low. In collaboration with the Austrian Federation, we tried an experiment in September 2012 by jointly organizing a round of orienteering and Finswimming in long distance. But, the number of participants wasn't more important. To see in the future! To return to the diversification of the rounds of world cup, as I wrote at the time of my report 2011, I didn't regret the choice of YANTAI for the finale 2011 for a support to the Asian countries for this type of competition. Today, after the final of ALEXANDRIA in 2012 with a very important participation, I have the same feeling. Beyond, of the possibility offered to swimmers of small clubs which cannot move in Europe to swim in international competition, the fact of having retained these places makes it possible to show, once again, which Finswimming is developed and very active in other zones that Europe. For the World cup, it's necessary for us to continue this opening. Moreover, we proposed a modification for the possibilities of inscription to allow the countries of which the structuring, the organization and the significance of the word “club” don't have the same significance as in the Western part of Europe and who should answer waiting's of these countries because for them also, the possibility of taking part in the world cup is important. b. The Master's Cup This project is under development. It's a question of taking into account the Master categories. Indeed, more and more of "old" Finswimmers continue to practice this sport. Thus, It is interesting to also be able to set up international “Master's "competitions. This item was discussed at two meetings. A draft of rules was worked out and will be finalized at next meeting before being presented for approval to the BOD. 5. Judges a. Formations The evaluation is good. More than 120 international judges were formed since 2009. The number being important, I think that it's necessary maintaining to set up real contents of formation and to better define the conditions of accession in this level. b. The CMAS delegates and the judges Currently, we can work with a small group of judges in capacity to be designated CMAS Delegates for CMAS championships. We must improve operation of this group. Several axes can be explored of which in first, the share of experiment. Share experiment so that each one grows best by the experiment of the others. This could then make it possible to work out contents of formation to formalize the access to this function and thus to increase our potential of judges which can reach it. 16 Contents of formation should be also worked out for the judges having to be designated, for example, the situation of Chief Judge for CMAS championships. Indeed, this function requires particular competences. We were already confronted with judges, qualified, good and effective in their country but who don't manage the operation of a championship to level CMAS. Today, for the championships, the CMAS designates only the delegate but the tasks of Chief Judge are, at least also important. Thus, it's necessary to prepare the judges who will have to designate the best possible one. c. Project of International Board of judges Compared to this point, the question is simple. Which international federation leaves at 100% the control of the board of judges of a world or continental championship at the organizing national federation? On the basis of this point, what must we make? It's necessary that the international federation takes in responsibility this part of the organization, which doesn't want to say that the national judges of the organizing federation aren't requested but the organization of this part must be in the competence of the international federation. But in prolongation of the preceding point, today, it's impossible since nothing is formalized. But I evoke this point because it's a target which we must consider in 4 or 5 years, once the analysis of competences, the formalization of contents made. What doesn't want to say that must lead to an examination, it will be to define. Most important today is to have this target and to set up, correctly, by taking the time necessary to do it, the various contents. I think that the following tasks should be also taken in consideration: • • • • A Principal Judge A Starter A Chief Timekeeper Two Style Judges. 6. Conclusion and prospects As I said, this report of this mandate point by point takes into account the evaluation of the action but also some elements of prospect, it's thus useless to repeat me. I simply wish to conclude by saying that we progressed as regards construction of calendar even if it were necessary to find solutions of help for 2013.Ce medium-term lack of visibility has a negative influence on the cost of the championships and consequently on the financial liabilities of the federations. It's imperative in the years which have just found a solution with this recurring problem which slows down the development of the sport in the countries which begin or have evil to build the discipline and which irritates the important federations rightly. It will be also necessary to adapt the duration of it, as well swimming pool as long distance. As I said it at the beginning of report, let us continue our effort, all units, with the federations to develop Finswimming. I think that important work is to quickly concretize a course (contains and evaluation) for the judges occupying the tasks of CMAS Delegate and for the principal tasks of judges to improve quality of our CMAS Championships but also to help the 17 National federations with better preparing the judges of national level wishing to work with the international level. On the other side, there is also another point which I specifically didn't develop in this report but which seems also important to me, courses for trainers. Indeed, it may be that certain federation which wishes to develop Finswimming makes a request with the CMAS, with their will of development the support or the creation of real courses, including academic in the Finswimming specialty. It's for example the case of Tunisia. This formation began at the beginning of 2013. In this case, the Tunisian Federation required the assistance of the CMAS. The first stage could be thanks to Belgian and French technicians, invited by the Tunisian federation to come to teach to the coaches and the judges. For me, this experiment clarified a lack as regards request for support for the training of coaches by the absence of standards of teaching. Even if the configuration of a competition sport cannot let plan to structure of the standards of teaching as it is made in other disciplines, I think that it's necessary to think of this problem. Even if we must call upon technicians of the national federations according to the requests, it seems interesting to develop a standardization of contents and to count the human potentialities as regards teaching to be ready to answer any request in a fast, coordinated and coherent way. For the competition Master's, we will finalize our proposal for Rules for the creation of a competition for the Master's categories. Considering the success of this type of competition in several countries, considering the number of interested swimmers for a meeting placed under the sporting but so convivial aspect allowing for some to swim together, require for us to validate this project in 2013 for a first experiment in 2014. Finswimming is a high level sport, recognized by the IOC. As such, our mission can, I think of going beyond the management of the high level to explore other above mentioned fields as those which will also contribute to the development and the media coverage of our sport. Préambule Durant ces quatre dernières années de mandat, la commission a essayé de mieux structurer et développer la discipline dans différents aspects que ce soit sur le plan sportif ou technique. La difficulté principale est que la plupart des acteurs se focalisent sur deux éléments que sont les championnats et le règlement. Mais, pour moi, ce sont effectivement des points importants mais notre mission ne se limite pas à ceux-ci. Les dernières expériences vécues, comme je l'expliquerai après visualisent bien les besoins qui vont audelà. Ce sont donc des points qui seront développés dans les perspectives de la nage avec palmes. Ce rapport globalisant le travail de ces quatre dernières années est également développé en termes de perspectives point par point pour le futur puisque je suis à nouveau candidat pour la présidence de la Commission. 2. La Commission Le premier point que je souhaite souligner est que j'ai essayé d'être le plus présent que ce soit durant les manches de Coupes du Monde des clubs où des Championnats CMAS. En effet, il est important d'être sur le terrain avec les acteurs que sont les fédérations nationales, les clubs, les entraîneurs et les athlètes. Par cette présence, l'observation, la discussion avec Tous permet de mieux appréhender les besoins et les évolutions nécessaires pour notre sport. Bien entendu, les moyens de communication modernes facilitent les échanges entre les différents acteurs mais rien ne remplace la présence sur le terrain. En ce qui concerne la composition de la commission, j'avais fait le choix en 2009 d'une commission élargie avec des représentants des zones Européenne, Afrique du Nord, Arabe, Asiatique. En effet, il me semble important de pouvoir tenir compte des spécificités de chacun dans le cadre de la pratique et du développement du sport. Par cette pluralité, je souhaitais renforcer la réflexion de manière plus globale. Il est vrai que la multiplicité des acteurs dans un groupe de travail renforce la difficulté mais je pense que cette organisation a été positive. Bien entendu, il est regrettable que certains membres n'assistent jamais aux réunions et n'échangent pas avec leurs collègues. Pour les autres membres, je les remercie de leur travail et de leur aide dans la conduite des activités de la commission, y compris les membres éloignés géographiquement mais qui, via Internet, ont pu participer activement à la vie de la commission. Je remercie également les membres du bureau exécutif qui ont participé aux réunions de la commission car il ne s'est guère tenu de réunion sans la participation d'au moins un membre du BOD. a. Réunions de travail La commission s'est réunie au rythme de 2 à 3 réunions annuelles dont une lors de 19 chaque championnat du monde annuel (Juniors ou seniors), ce moment étant particulier et permettant facilement de regrouper les membres éloignés qui, en accompagnant leur équipe, pouvaient participer aux réunions. Nous avons tenté de diversifier les lieux d'organisation des réunions pour une répartition plus équitable des frais engagés. b. Le travail de la Commission Lors des réunions, de manière globale et générale, les membres ont travaillé principalement dans les différents domaines suivants : • • • • • • • • • • • Evolution des règlements sportifs de la discipline Etablissement du calendrier sportif annuel Proposition des délégués CMAS pour les championnats Définition de l'organisation des cours de juges international Sélection pour les World Games (2012 et début 2013 uniquement) Réflexion sur les cours de juges Projet de création d'un collège international de juges Réflexion sur la mise en place d'une formation spécifique de délégué CMAS Etude sur l'homologation du matériel (combinaison piscine et Bi-Fins) Début de réflexion sur la certification des monopalmes Elaboration d'un règlement pour la création d'une coupe CMAS Master's (à finaliser et valider). Chaque proposition finalisée a fait l'objet de l'établissement d'une résolution spécifique transmise au président du comité sportif pour présentation au BOD. A noter que les rapports de la commission sont établis par Dominique ANDRE que nous avions désigné en interne, secrétaire de la commission. En début de mandat, un travail important de remise à jour et de recensement des juges internationaux a été effectué par Olena IAKOVLEVA ainsi que la vérification totale et remise à jour des records CMAS par Antoine AOUIDAD. Pour la partie matériel sportif, ce domaine avait été confié à Andrei BURAKOV. Anti dopage : § rapport du président du comité sportif, ce domaine n'étant pas du ressort de la commission seule. Je pense qu'il faut poursuivre dans cet esprit d'ouverture la structuration de la commission. 3. Les championnats internationaux Lors de chaque rapport annuel, j'ai communiqué les différentes statistiques. Je ne les reprendrai pas. Par contre, en fin de rapport, vous trouverez toute une série de graphiques visualisant les quatre dernières années de championnats par rapport aux précédents. Pour les effectifs globaux visualisés par les achats de licences sportives, § rapport du trésorier et du président du comité sportif. Les éléments que l'on peut commenter sont bien sûr, l'échec de l'organisation des Jeux CMAS en COLOMBIE. Annulation décidée bien trop tard et qui a perturbé l'organisation de fédérations nationales. Pour ce qui est du calendrier de manière plus générale, la commission a essayé de 20 travailler sur une construction cohérente et en amont dans le respect des réglements CMAS fixant le délai à 2 ans précédents. Il est indéniable que c'est une difficulté. Nous avons réussi à surmonter cette difficulté pour certains championnats. Encore beaucoup de travail dans ce domaine, travail qui implique une parfaite collaboration avec les fédérations nationales pour préparer au plus tôt l'échéancier. Mais, c'était sans compter la crise économique qui sévit en Europe et qui a obligé certaines fédérations à annuler l'organisation de certains championnats juste un an avant le déroulement, ce qui a nécessité pour la commission de reprendre les consultations pour trouver une organisation remplaçante. Il faut donc poursuivre le travail pour une meilleure prévision de calendrier. Sur le plan du programme sportif des championnats, les deux dernières années ont visualisé une reprise en matière de participation lors des compétitions piscine mais cela reste fragile en raison du problème économique, problème qui nécessite des modifications pour en réduire la durée. Par contre, le problème en ce qui concerne la Longue Distance avec une participation en diminution continue. Au-delà du constat qu'en matière de compétition, cette spécialité de notre sport n'est pas en développement, il est clair que la durée des championnats et le type d'épreuves ne sont pas des facteurs favorisants pour les fédérations à participer. Les épreuves de longue distance existent bien partout dans le monde mais souvent uniquement sur l'aspect promotionnel de la discipline. Nous devrons donc prendre rapidement des décisions, si possible avant les championnats CMAS 2013 de manière à rendre opérationnelles les modifications dès les championnats 2014. Le nombre important de records internationaux battus chaque année visualise bien que la discipline est en pleine progression. De ce fait, pour progresser en participation, il me semble nécessaire de "jouer" sur deux leviers : • Il sera nécessaire d'adapter la durée des championnats, tant piscine que longue distance. Ce point est évoqué depuis longtemps mais il falloir le mettre en Suvre désormais rapidement mais sans autre arrière pensée que les économies à réaliser et surtout de manière cohérente et dans l'objectif également de donner un visage du sport pour les 10 ans qui viennent. Une piste pour la durée des championnats peut être, pour la piscine (4 jours au lieu de 5 pour les seniors, 3 pour les juniors) et pour la longue distance (1 à 2 jours). Ainsi, pour les championnats seniors, nous passerions de 8 jours (5+3) à 5 ou 6 jours (4+1 ou 4+2) ; • Mais, nous ne ferions que la moitié du chemin si nous n'évoquions que ce problème de durée de championnat en laissant de côté la maitrise de leurs coûts et le montant de la participation demandé aux fédérations nationales. Dans ce domaine, un travail important est à réaliser. Les différents acteurs doivent prendre conscience de l'importance de cette maîtrise des coûts et nous devons travailler tous ensemble, chacun dans son rôle pour atteindre cet objectif. Dans le cas contraire, nous irons au devant de grandes difficultés pour le développement de la nage avec palmes. En effet, nous pourrons parler pendant longtemps de la durée des championnats, avoir le meilleur projet sportif, rien ne pourra réussir sur le long terme si ce facteur n'est pas pris en compte. D'autant, que pour moi, ce problème est en fait plus important que 21 celui de la durée des championnats. Atteindre rapidement ce but est tout à fait possible. En matière de compétition CMAS, il faut rappeler la création de compétitions en bassin de 25m comme le meeting "snows fins", compétition bénéficiant d'un sponsoring très important permettant aussi un affichage médiatique de notre sport. Cette expérience est une réussite et espérons que cette formule puisse être reprise par d'autres. Un autre point positif est l'automatisation de l'achat des licences ainsi que les engagements pour les championnats CMAS via internet. Quelques difficultés ont été rencontrées dans la mise en œuvre mais en aidant les fédérations, nous avons réussi à les surmonter et gérons de manière moderne nos compétitions avec notre prestataire, la société Tiskali. Nous devons poursuivre dans cette voie pour une plus grande intégration des différents résultats et la gestion des records. 4. La World Cup a. La Coupe du Monde des Clubs Poursuivant le point précédent, il me semble nécessaire, en premier lieu, de pouvoir procéder aux inscriptions par internet pour les manches de coupe du monde de la même manière que pour les championnats CMAS. En effet, aujourd'hui, chaque compétition est gérée indépendamment des autres sans aucune cohérence en matière de format. La mise en place d'un fonctionnement identique permettrait : • • D'avoir une présentation cohérente et identique pour chaque compétition ; Pourvoir utiliser les données pour les résultats globaux, la mise en place de statistiques, l'élaboration du ranking existant aujourd'hui dans les règlements mais impossible à mettre en Suvre manuellement. Aujourd'hui encore, le classement général est fait manuellement par Robert NOWICZ. C'est un énorme travail de collecte de données et de mise en forme. Je le remercie pour tout ce travail qu'il fait bénévolement. Durant ces quatre années, le niveau de participation a été de plus en plus important. De même que certaines organisations sont devenues des rendez-vous incontournables de la nage avec palmes internationales, certains clubs sont devenus spécialistes de la coupe du monde. Nous avons poursuivi le développement du nombre de manches de la coupe du monde annuellement mais diversifié aussi les lieux. Il en de même pour le choix des lieux. Ainsi, en 2012, la finale a eu lieu à ALEXANDRIE, pour la seconde fois. Elle s'était déjà déroulée à cet endroit en 2008. Par contre, pour la première fois, la finale a eu lieu dans la zone Asiatique en 2011 à YANTAI en CHINE. Annuellement, le chiffre de participants atteint pratiquement 2000 athlètes sur l'ensemble des manches. Le point faible, comme pour les championnats CMAS est la longue distance. En effet, chaque année, nous avons des difficultés à établir le calendrier de cette spécialité. En 2009, aucune candidature n’avait été reçue avant la date limite du 30 juin. De ce fait, aucune manche n’a eu lieu en Longue Distance en 2010. Grâce aux contacts et à la 22 discussion avec les fédérations, j’ai pu inverser la tendance et en 2011, deux manches en longue distance étaient inscrites au calendrier. La Finale a pu se tenir en 2011 et aussi en 2012. Elle aura lieu également en 2013 mais le niveau de participation reste également faible. En collaboration avec la Fédération Autrichienne, nous avons tenté une expérience en septembre 2012 en organisant conjointement une manche d'orientation et de nage avec palmes longue distance. Mais, le nombre de participants n'a pas été plus important. A voir dans le futur ! Pour revenir à la diversification des manches de coupe du monde, comme je l'ai écrit lors de mon rapport d'activité 2011, je n'ai pas regretté le choix de YANTAI pour la finale 2011 dans le cadre d'un soutien aux pays Asiatiques pour ce type de compétition. Aujourd'hui, après la finale d'ALEXANDRIE en 2012 avec une participation très importante, j'ai le même sentiment. Au-delà, de la possibilité offerte à des nageurs de petit clubs qui ne peuvent se déplacer en Europe pour nager en compétition internationale, le fait d'avoir retenu ces lieux permet de démontrer, encore une fois, que la nage avec palmes est développée et très active dans d'autres zones que l'Europe. Dans ce domaine de la Coupe du Monde, il nous faut poursuivre cette ouverture. D'ailleurs, nous avons proposé une modification au niveau des possibilités d'inscription pour permettre aux pays dont la structuration, l'organisation et la signification du mot "club" n'a pas la même signification que dans la partie occidentale de l'Europe et qui devrait répondre aux attentes de ces pays car pour eux aussi, la possibilité de participer à la coupe du monde est importante. b. La Coupe Master's Ce projet est en cours d’élaboration. Il s’agit de prendre en compte les catégories vétérans. En effet, de plus en plus d’anciens nageurs avec palmes continuent à pratiquer ce sport. Il est donc intéressant de pouvoir aussi mettre en place des compétitions internationales « Master’s ». Cet item a été discuté lors de deux réunions. Un projet de règlement a été élaboré et sera finalisé lors d'une prochaine réunion avant d'être présenté pour approbation au BOD. 5. Les juges a. Les formations Le bilan est bon. Plus de 120 juges internationaux ont été formés depuis 2009. Le nombre étant important, je pense qu'il est nécessaire maintenant de mettre en place un réel contenu de formation et de mieux définir les conditions d'accession à ce niveau. b. Les délégués CMAS et les juges arbitres Actuellement, nous pouvons compter sur un petit groupe de juges en capacité de remplir la mission de délégué pour les championnats CMAS. Nous devons améliorer le fonctionnement de ce groupe. Plusieurs pistes peuvent être explorées dont en premier, le partage d'expérience. Partage d'expérience pour que chacun s'enrichisse de l'expérience des autres. Ceci pourrait permettre ensuite d'élaborer un contenu de formation pour formaliser l'accès à cette fonction et ainsi augmenter notre potentiel de juges pouvant y accéder. 23 Un contenu de formation devrait être aussi élaboré pour les juges devant occuper, par exemple, le poste de juge arbitre lors des championnats CMAS. En effet, cette fonction nécessite des compétences particulières. Nous avons déjà été confrontés à des juges, compétents, bons et efficaces dans leur pays mais qui n'arrivent pas à assimiler le fonctionnement d'un championnat au niveau CMAS. Aujourd'hui, pour les championnats, la CMAS ne désigne que le délégué mais le poste de juge arbitre est, au moins aussi important. Il est donc nécessaire de préparer les juges qui devront occuper cette charge le mieux possible. c. Projets de collège international des juges Par rapport à ce point, la question est simple. Quelle fédération internationale laisse à 100% la maîtrise du collège des juges d'un championnat du monde ou continental à la fédération nationale organisatrice ? Partant de ce constat, que faire ? Il est nécessaire que la fédération internationale prenne en main cette partie de l'organisation, ce qui ne veut pas dire que les juges nationaux de la fédération organisatrice ne soient pas sollicités mais l'organisation de ce domaine doit être du ressort de la fédération internationale. Mais en prolongement du point précédent, aujourd'hui, c'est impossible puisque rien n'est formalisé. Mais j'évoque ce point car c'est un objectif que nous devons envisager dans 4 ou 5 ans, une fois l'analyse des compétences, la formalisation d'un contenu faite. Ce qui ne veut pas dire que cela doit déboucher sur un examen, ce sera à définir. Le plus important aujourd'hui est d'avoir cet objectif à l'esprit et mettre en place, correctement, en prenant le temps nécessaire pour le faire, les différents contenus. Je pense que les postes suivants devraient faire l'objet d'une mesure de ce type : • • • • Un Juge Arbitre Un Juge de départ Un Juge Chronométreur Chef Deux Juges de Style. 6. Conclusion et perspectives Comme je l'ai dit, ce rapport de mandature prend en compte point par point le bilan de l'action mais également quelques éléments de perspective, il est donc inutile de me répéter. Je souhaite simplement conclure en disant que nous avons progressé en matière de construction de calendrier même si il a fallu trouver des solutions de secours pour 2013.Ce manque de visibilité à moyen terme a une influence négative sur le coût des championnats et par voie de conséquence sur l'engagement financier des fédérations. Il est impératif dans les années qui viennent de trouver une solution à ce problème récurrent qui freine le développement du sport dans les pays qui débutent ou ont du mal à construire la discipline et qui irritent à juste titre les fédérations importantes. Il sera aussi nécessaire d'en adapter la durée, tant piscine que longue distance. Comme je le disais en début de rapport, poursuivons notre effort, tous ensembles, aux côtés des fédérations pour développer la nage avec palmes. Je pense que le travail important est de concrétiser rapidement un cursus de formation (contenu et évaluation) pour les juges occupant le poste de délégués CMAS 24 et pour les principaux postes de juges pour améliorer la qualité de nos Championnats CMAS mais aussi pour aider les Fédérations Nationales à mieux préparer les juges de niveau national souhaitant évoluer au niveau international. Par contre, il y a aussi un autre point que je n'ai pas développé spécifiquement dans ce rapport mais qui me semble également important, la formation d'entraîneurs. En effet, il se peut que certaines fédération qui souhaitent développer la nage avec palmes fassent une demande à la CMAS, dans le cadre de leur volonté de développement le soutien ou la mise en place d'un vrai cursus de formation, y compris universitaire dans la spécialité Nage Avec Palmes. C'est par exemple le cas de la Tunisie Cette formation a débuté début 2013. Dans ce domaine, la Fédération Tunisienne a demandé l'aide de la CMAS. La première étape a pu se mettre en place grâce à des techniciens Belges et Français, invités par la fédération Tunisienne pour venir dispenser un enseignement aux entraîneurs et aux juges. Pour moi, cette expérience a mis en lumière un manque en matière de demande de soutien à la formation d'entraîneurs par l'absence de standards d'enseignement. Même si la configuration d'un sport de compétition ne peut laisser envisager de structurer des standards d'enseignement comme il est fait dans d'autres disciplines, je pense qu'il est nécessaire de réfléchir à ce problème. Même si nous devrons faire appel à des techniciens des fédérations nationales en fonction des demandes, il semble intéressant de développer une standardisation de contenu d'une part et de recenser les potentialités humaines en matière d'enseignement pour être prêts à répondre à toute demande de manière rapide, coordonnée et cohérente d'autre-part. Revenons à la compétition Master's, nous allons finaliser notre proposition de règlement pour la création d'une compétition pour les catégories vétérans. Vu le succès de ce type de compétition dans plusieurs pays, vu le nombre de nageurs intéressés pour une rencontre placée sous l'aspect sportif mais aussi convivial permettant pour certains d'entre-deux de se retrouver et s'affronter, nécessitent pour nous de valider ce projet en 2013 pour une première expérience en 2014. La nage avec palmes est un sport de Haut Niveau, reconnue par le CIO. En tant que tel, notre mission peut, je pense aller au-delà de la gestion du haut niveau pour explorer d'autres champs comme ceux précités qui concourront aussi au développement et à la médiatisation de notre sport. COMPETITIONS The following competitions were held from 2009 to 2012: • The 1st CMAS World Cup of Aquathlon was held 22- 25 August 2009 in St. Petersburg, Russia. • The 1st CMAS European Aquathlon Championship was held 29- 31 July 2010 in Kazan, Russia. • The 2nd CMAS World Cup of Aquathlon was held 24- 29 August 2011 in Valladolid, Spain. • The 2nd CMAS European Aquathlon Championship was held 23- 27 April 2012 in Perm, Russia. 2. JUDGES’ COURSES The Aquathlon Commission has organised 3 courses for Judges: • The first Judges course was held 27 28 August 2010 in Kazan, Russia. 15 judges participated in this course. • The 2nd Judges’ course was held 24 – 25 August 2010 in Valladolid, Spain. 28 judges participated in this course. • The 3rd Judges’ course was held 23 – 24 August 2010 in Perm, Russia. 11 judges participated in this course. 3. AQUATHLON COMMISSION MEETINGS There were 6 meetings of the Aquathlon Commission as follows: • The first meeting was held on 26 August, 2009 in St. Petersburg, Russia. • The second meeting was held on 30 March, 2010 in Poltava, Ukraine. 26 • The third meeting was held on 31 July, 2010 in Kazan, Russia. • The fourth meeting was held on 15 April, 2011 in Sevastopol, Ukraine. • The fifth meeting was held on 28 August, 2011 in Valladolid, Spain. • The sixth meeting was held on 27 April, 2012 in Perm, Russia. In these years, we organized 12 conferences in SKYPE 4. UPDATING AQUATHLON RULES The new Aquathlon Rules were issued in 2011. They were approved by the CMAS BoD on 20 April, 2012 5. We have also realized the yearly Champions Cup in Berlin for National Champions. The Commission has work with improving the rules and access for development of International referees, and has had two Commission meetings (one in Berlin 27 and one in Helsinki). Along with this we have had ongoing discussion ad sharing of working paper over the Internet and by E-mail. We are working for a WC or EC-2013 in Germany. But in general the commission has been missing the present of the BOD for sharing information about CMAS games and the BOD work with the sports in general. There is No CMAS UW-Rugby championships in 2012 Our next planned physical meeting will be in Berlin, November 2012. But we have ongoing e-mail contact and meetings over the web. Best regards Søren Neubert / UW-Rugby commission president SPEARFISHING 2009-2012 Summary of the Activities of the Spear Fishing Commission during the present mandate ( 2009 through 2012 ) Year of 2009 The actual Commission has been elected during the CMAS General Assembly held in Pucket Island – Thailand, in May 2009 Accomplishment of all steps concerning the Euro African that was organised by Argelian Federation: starting with a previous visit of the President of the Commission to the local of the Competition, followed by the analysis, correction and approval of the “Particular Rules” and nomination of the International Judge. This Euro African Championship was realised in Tipaza, Argel, by October 2009 The Commission joined the preparation of the III Pan American Spear Fishing Championship, that was firstly scheduled the be organised by Colombia and later on, due changes in Colombia Federation, had to be moved to Venezuela (Isla Margarita). Had been issued the “Particular Rules” for this Competition, approved by the Commission and appointed the respective International Judge. The Competition was scheduled to be in November 2009. Unfortunately, due to the very small number of inscriptions the Championship had to be cancelled. The Commission decided to allow the participation on the next World Championship, the countries that were ready to participate on the Pan American, i.e. Brasil, Chile, USA and Venezuela. 28 Year 2010 January 2010, the Commission had a meeting in Barcelona and was discussed the following main matters: - Analysis and approval of the Particular Rules to be used on the World Championship to be held in Malilosinj, Croatia - Nomination of the International Judge for the above Competition - Establishment of the Calendar to 2011. - In September 2010 was realised, as scheduled, the World Championship of our Discipline, in Croatia and all results, as well a report of the event, has been sent to CMAS SPO in due time. - During the period of the Championship, the Commission applied for a meeting and the main points discussed were: - - Calendar for 2012 - - Ratification of the proposal from Spain to organise the World Championship in Vigo For last, the President did assist in November, the annual President’s Meeting, Year of 2011 The president of the Commission, starts the year (Jan. 20111) participating in the Masters Competition of Spear Fishing in Palma de Majorca. After several contacts, the Commission found a volunteer to organize the Euro African, the Portuguese Federation and the Euro African was realized in Peniche Portugal in September. On the other hand and when everything seems to be settled that Colombia organize the Pan American, this proposal fails and after several and very difficult enforces, the Pan American was realized in Lima Peru. The President, did participate in the Sports Committee meeting, held in Rome September 20111. Year of 2012 The president of the Commission, starts the year (Jan. 20111) participating in the Masters Competition of Spear Fishing in Palma de Majorca. At the same time, call a meeting to the Commission, in which were discussed and settled all the details concerning the World Championship, schedule to be in Vigo next July. Due to the fact that either USA and the Finish Federation’s be the first time to organize official Championships, the President did realize trips to Miami in April and Helsinki in May to check around conditions. The result of both visits was positive and was decided to approve the respective candidatures. In April the President of the Commission was called by the President of CMAS, to assist a meeting in Rome were some CMAS directives was transmitted to the Presidents of the 29 different disciplines. In May, there was performed a course of International Judge in Lisbon. In July the Commission did participate at the World Championship, in Vigo, Spain and all details and results were subject to a report, sent to CMAS SPO in due time. In September, the President did participate in the Sports Committee meeting in the head quarters of CMAS in Rome. In November the President of the Commission, was in Lima, Peru, to participate in the “Bolivarianos” beach games, as Director for the Competition of Spear Fishing. During the stay in Lima, there was performed a course of International Judge of Spear Fishing. In the same assembly the proposal of the alteration to become an Independent Commission has been accepted and approved. The commission works effective in the formation noted above, amicably and with visible success. At 22. January 2010 a commission meeting took place in Duesseldorf/Germany. The following activities has been planned or carried out in the years 2010/2011: 1. World Championships of Underwater Video on Fuerteventura/Spain The participation was moderately. The quality of the films excellent. 2. The training programme for the underwater photography was modified for the digital technique. Major parts of the procedure were totally new created by Soeren Petersen DEN, member of the VISUAL COMMISSION. -2-2The photo instructor level 3 will not be instructed anymore, but specially qualified photographers will be announced. 3. The rules for the CMAS World Championships of Underwater Photography were reworked several times. In doing so, especially the CMAS General Rules for World Championships were regarded. From 2013 on it shall be possible to use REBREATHER technology to consider the technical progress. 4. The 13th World Championships of Underwater Photography was the most successful so far with 25 participating nations. The cooperation with the hosting Federation TSSF / Turkey was good. Special effective in advertising was the promotion for this championships with the website www.cmaswebsite.com. 5. On May 19th, 2011 in Bodrum/Turkey the 3rd BOD meeting of the CMAS VISUAL COMMISSION takes place. Here a masterplan for the next successful years of this CMAS Visual Commission shall be introduced. 6. The following nations made an application for further World Championships: For 2011 – 2nd Video World Championships in Italy For 2013 – 14th World Championships of Underwater Photography on Cuba For 2015 – 15th World Championships of Underwater Photography in the Netherlands 2. Presentation of the CMAS at the exhibition stand of the VDST / Germany 23th of September 2011 Meeting of the Presidents of Sports Commission in Rome 26th to 30th of November 2011 / 1st Asian Underwater Championships Underwater Photography in Cebu / Philippines 34 nations are now members of the CMAS VISUAL COMMISSION 18th of February 2012 Meeting of the Organizing Committee for the 2. CMAS Video Championships in Alghero / Italy takes place in Milano. 20th to 24th of May 2012 Preparations of the 14th CMAS World Championships in Cayo Largo del Sur / Cuba on the occasion of the national Photosub. 31 25th to 30th of September 2012/2. CMAS World Championships Video in Alghero was cancelled. Situation Report 2012 the membership of the VISUAL COMMISSION to the CMAS Sports Committee has not only to be regarded as an advantage. Because of the integration of the Commission into the organization of sports under the presidency of Xavier Duran the administrative procedures simplified, but also considerable problems came up by being integrated into the rules of the World Olympic Committee. • To be able to carry out CMAS world championships and international competitions in general, the membership to the Sports Committee is obligatory. • By this affiliation the VISUAL COMMISSION submits to the rules of sports, as doping controls and licensing as a competitor. -3- • • • -3During the meetings of the Commission and other public discussions it turned out that these restrictions are accepted neither by the Commission nor by the participants in competitions. It has to be assumed that in future this kind of championships can not be performed because of a lack of participants. The reason: The athletes of the photo and video contests dispute the sense of supervision because by doping neither an improvement in athletic competition nor an effect on athletic performance can be achieved. Athletes neither take part in training programs at home nor train their body beyond the level of health. The true competition takes place on an artistic level, but requires a lot of experience as a diver. For this reason, photographers are specially trained to CMAS standards. This training provides technical knowledge, diving behavior underwater and special medical knowledge for photo- and videographers. Therefore, the CMAS VISUAL COMMISSION requests either for an modified regulation of the anti-doping program or for adequate regulation beyond the Sports Committee.
