NOTICE of RACE
1 / ORGANIZATION
The LINKERS - OPEN INTERNATIONAL De DEAUVILLE is held from 23 to 26 June 2016 by the Deauville
Yacht Club, a club affiliated to the French Sailing Federation (FFV), in partnership with the Association Dragon
France and the City of Deauville.
2 / RULES
The regatta will be governed by:
- ISAF Racing Rules of Sailing 2013-2016,
- The rules of the Dragon class.
- It will not be applied rule 13.30 of the Class rules (crew weight)
- The requirements of the French Sailing Federation will not apply except those relating to rules 60, 64.3, 68,
70.4, 78.1 and 90 which are attached to this Notice of Race
For this event and according to AFD decision, only the first paragraph of CR 6.103 will apply “A mark (made
from metal or plastic plate) 50 mm measured fore and aft and 20 mm athwartships shall be fixed on the deck on
each side of the mast opening, in such a position that the foreside of the mast shall not be outside nor be
capable of being moved outside the limits of thesse marks.”
In case of conflict in the translation of all documents of the race, the French text will take precedence.
3 / ADVERTISING
This event is classified in category A according to the article 20.4 of the RRS of the ISAF and the Class rule 1.24.
Boats have to carry the advertising chosen and supplied by the organizing authority.
4 / ELIGIBILITY
The event is open to any boat of the International Dragon Class in accordance with the class rules on
presentation of a valid measurement certificate. Owners must be members of their national association.
5/ ENTRY FEES
5.1 - All competitors shall present a copy of the measurement form or certificate of the boat, a supporting
document to justify their membership to an ISAF Member national authority, a proof to be insured with a valid
third-party liability insurance, and for French competitors their valid FFVoile licence with medical stamp, or
accompanied with a medical certificate (dated less than one year) certifying the absence of any medical
objection to participate in sailing competition
5.2 – The event is only for Corinthians crews, all competitors shall present their ISAF Classification (included for
crew members). See ISAF website: www.sailing.org/classification for all information.
5.3 - Registrations are taken from the publication of the Notice of Race:
- By website www.deauvilleyachtclub.fr (chapter "Linkers - Open International de Deauville 2016" with sending
the registration form)
- By returning the registration form attached to this Notice of Race or downloaded from the site, Deauville Yacht
Club, quai de la Marine, 14800 DEAUVILLE with payment of registration fees.

Foreign crews can adjust their registration by bank transfer to DEAUVILLE YACHT CLUB according to the
following coordinates:

5.4 - The entry the fee is set at 330 euros. For registration and payment before May 31st, 2016, the
fees will be reduced to 290 euros. This amount includes mooring, craning, access to reserved parks cars
and trailers and access to all official events for all members of the crew (cocktail reception, crew dinner, prize
giving party).

7 / CLASSIFICATION
7.1 - The overall ranking is done by discarding the worst score if 4 or more races are run and validated. If 8 or
more races are run and validated, the two worst scores will be discarded.
7.2 - Three races are required to validate the regatta.
8 / RACE COURSE AND AREA
The course will be windward-leeward type. The racing area is located in Bay of Seine (Deauville / Trouville).
9 / SAILING INSTRUCTIONS
The Sailing Instructions will be available after registration confirmation at the registration desk.
10 / PRICE
All competitors will receive a prize.
11 / COACH BOATS/SUPPORT BOATS
For the coach and support boats, mooring and craning are free of charge from June 19 to 30 2016.
12 / USE OF RIGHTS
The owner or user of the yacht and the potential sponsor, by the mere fact of their participation, agree that the

organizer used for promotion and everything else related to their participation in the event in the form of text,
picture or video for distribution through the press, television or the Internet (not exhaustive)
13 / MEASUREMENT
Controls measurment unannounced on boats, rigging, sails, equipment, may take place before the first warning
signal, on the water after the last race of the day and return to earth.
14 / JURY
A jury observer on the water can be put in place and actions will be defined in the Sailing Instructions.
15 / RESPONSIBILITIES OF THE ORGANISER AND COMPETITORS.
It is the responsibility to each competitor to decide, under his sole responsibility, whether or not to start or
continue racing. The skippers are personally responsible for any material or physical accident that can happen to
their ship or crew. It is their responsibility to take all the necessary insurance. The registration of the yacht
implies regarding the application and interpretation of the texts of the documents mentioned in 2 of the Notice
of Race and the rule of disputes relating thereto, waiver of any remedy other than those provided by RRS.

Annexe : Prescriptions de la Fédération Française de Voile
RCV 60 :
Aucun droit ni caution ne peuvent être exigés pour le dépôt d’une réclamation, sauf pour certaines
réclamations concernant la jauge [voir prescription Fédération Française de Voile à la règle 64.3(d)].
RCV 64.3 :
Le comité de réclamation peut demander aux parties dans la réclamation, préalablement aux opérations de
contrôle, une caution couvrant le coût des vérifications consécutives à une réclamation portant sur la
jauge.
RCV 68 :
L’indemnisation des dommages, et toute autre action consécutive aux dommages non prévue par les RCV
relèvent de l'entière responsabilité des concurrents.
RCV 70.4 :
Dans de telles circonstances, l’autorisation écrite de la Fédération Française de Voile doit être obtenue
avant d’éditer l’avis de course et apposée au tableau d’affichage officiel pendant la compétition.
RCV 78.1 :
Le propriétaire ou le responsable du bateau doit, sous sa seule responsabilité, s’assurer en outre que son
bateau est conforme aux règles d’armement et de sécurité prescrites par les lois, arrêtés et règlements
de l’Administration.
RCV 90 :
La constitution d’un jury international conforme aux exigences de l’annexe N ou la constitution de tout
autre jury sans appel est soumise à l’approbation écrite préalable de la Fédération Française de Voile.
Cette autorisation devra être affichée au tableau officiel pendant la compétition.
