SUBJECT: Demolition of 149 Henderson Avenue, a property listed on the City of
Ottawa Heritage Register
OBJET : Démolition du 149, avenue Henderson, propriété figurant au registre des

PURPOSE
The purpose of this memorandum is to provide notice to the Built Heritage
Sub-Committee of the proposed demolition of 149 Henderson Avenue, a property
included on the City’s Heritage Register.
BACKGROUND
On October 22, 2015, the City received notice of intention to demolish 149 Henderson
Avenue, as required under Section 27(3) of the Ontario Heritage Act for properties
included on the Heritage Register.
The Heritage Register is a list of properties of cultural heritage value or interest
established under Section 27 of the Ontario Heritage Act. Section 27 (1.2) of the Ontario
Heritage Act gives municipalities the ability to include non-designated properties of
cultural heritage value or interest on the Register.
The Official Plan states in Section 2.5.5 (13) that, “the City will maintain a heritage
register according to the Heritage Act”. The City has added 522 non-designated
properties to the Heritage Register since 2011. Owners of properties on the Register
must notify the City if they intend to demolish a building on the Register before a
demolition permit can be issued.
DISCUSSION
The house at 149 Henderson Avenue was listed on the Heritage Register in June 2015
as a result of Sandy Hill Heritage Study. The house is proposed for demolition and the
owner has provided the required written notice under Section 27 (3) of the Ontario
Heritage Act through the demolition permit application. The 60-day timeline will expire
on December 21, 2015. In October 2015, the property owner obtained Site Plan
Approval to construct a three storey triplex on this site.
149 Henderson Avenue is a two storey red brick house with a flat roof. The house has
arched windows with decorative brick surrounds and a bracketed cornice. The building
is also located within the Sandy Hill Cultural Heritage Character Area. However, as an
application for Site Plan Control was submitted prior to the creation of the Heritage
Character Area, the proposed new construction was not subject to these guidelines.
The Heritage Section has completed a review and evaluation of this building using the
Heritage Survey Form completed as part of the Sandy Hill Heritage Study. The house
was not identified for Part IV designation through the Sandy Hill Heritage Study. While
the building contributes to the Henderson Avenue streetscape, it is a typical example of
its style found throughout Sandy Hill and the inner city.
CONCLUSION
As the building is not designated under the Ontario Heritage Act, a demolition permit
could be issued under the Building Code Act anytime after December 21, 2015.
