REPORT RECOMMENDATIONS
That the Built Heritage Sub-Committee recommend that Planning Committee
recommend that Council add the property at 30 Oriole Drive to the City of Ottawa
Heritage Register.

BACKGROUND
Section 27 (1.2) of the Ontario Heritage Act gives municipalities the ability to list
non-designated properties on a register. These are properties that the Council of the
municipality considers to be of cultural heritage value or interest.
The Official Plan states in Section 2.5.5 (14) that the City will maintain a heritage
register according to the Ontario Heritage Act.
The implication of listing properties on the City of Ottawa Heritage Register is described
in Section 27(3) of the Ontario Heritage Act:
“If property included on the register under subsection (1.2) has not been
designated under Section 29, the owner of the property shall not demolish or
remove a building or structure on the property….unless the owner gives the
council of the municipality at least 60 days notice in writing of the owner’s intent
to demolish or remove the building or structure....”
DISCUSSION
In January 2014, the City received a letter from the Royal Architectural Institute of
Canada, requesting the addition of the property at 30 Oriole Drive to the City of Ottawa
Heritage Register. The property is currently for sale. Inclusion on the register requires
that the owner of the property give Council 60 days notice in writing of his/her intention
to demolish or remove the building.
The property at 30 Oriole Drive was constructed in 1968 and is located in the Rothwell
Heights area in the east end of Ottawa. The house is a low, horizontal, single-storey,
brick block structure on a treed lot.

The original owner of the house, Rae Freeman, designed it himself. He was an
industrial designer for Canada Post and an admirer of the work of renowned American
architect Frank Lloyd Wright. The house is an example of the Usonian Plan, a design
which was created by Wright in the 1930s to provide middle-class families access to the
designs of his open plan houses that embodied his concepts of light and nature.
Usonian houses are characterized by their single level construction, with the living room
and kitchen as the main living area, and harmonization with the natural environment.
The house at 30 Oriole Drive is based on Wright’s 1952 Brandes Residence in
Sammamish, Washington, with the addition of an extra bedroom. The floor plans of both
houses can be seen in Document 2.
The Department recommends the addition of 30 Oriole Drive to the City of Ottawa
Heritage Register.
RURAL IMPLICATIONS
There are no rural implications associated with this report.
CONSULTATION
The owner and real estate agent were notified of the recommendation. The owner’s
legal representative opposes the addition of 30 Oriole Drive to the City of Ottawa
Heritage Register.
COMMENTS BY THE WARD COUNCILLOR
Councillor Tierney is aware of the recommendation.
LEGAL IMPLICATIONS
Council is authorized to list this property on a Heritage Register under Section 27(1.2) of
the Ontario Heritage Act. There are no legal impediments to adopting the
recommendations in this report.
RISK MANAGEMENT IMPLICATIONS
There are no risk management implications association with the recommendation in this
report.
FINANCIAL IMPLICATIONS
There are no direct financial implications.
