Le Brésil augmente les droits de douane sur une centaine de produits dès
septembre (avec une centaine d’autres à suivre en octobre)

Le gouvernement brésilien vient d’annoncer une augmentation des droits de douane de plus de
25% sur une centaine de produits, qui serait effective dès la fin septembre. Une autre centaine
de produits additionnels seraient ajoutés à la liste en octobre, selon l’annonce faite par les
ministres Pimentel et Mantega la semaine dernière. L’acier, les produits chimiques,
pétrochimiques, médicaux et de nombreux biens d’équipement sont touchés.
L’objectif de cette mesure est bien entendu de protéger et de stimuler la production nationale
et elle s’inscrit dans le cadre des dernières discussions du Mercosur à ce sujet. Selon les règles
de l’OMC, de telles augmentations des droits de douane sont plafonnées à 35% et limitées à 24
mois. Des discussions sont en cours pour décider de la deuxième tranche de 100 produits,
parmi 300 produits envisagés et la décision devrait être prise dans le courant octobre. On peut
facilement imaginer les pressions faites par les différents secteurs de l’industrie brésilienne,
chacun voulant ainsi gagner une relative ‘protection’ contre les produits importés.
Selon le ministre Fernando Pimentel, “ces mesures sont conformes aux règles de l’OMC selon la
règle dite des ‘exceptions tarifaires’ et ne constituent pas du protectionnisme”.
Si ça n’est pas du protectionnisme, on se demande bien ce que c’est !
La liste des produits touchés est en annexe. Ainsi la moyenne des augmentations serait de 25%,
mais les droits de douane sur certains produits font plus que doubler: par exemple, les droits
sur certains fils d’acier (HS 7217.20.90) passeraient de 12% à 25% !
Protectionniste ou non, cette politique est aux antipodes de ce que nous faisons au Canada,
puisque, à l’inverse, le Gouvernement canadien a plutôt eu tendance à baisser les droits de
douane sur de nombreux produits ces dernières années, soit dans le cadre d’Accords de LibreEchange, soit de façon unilatérale.
