Instruction # 02/DAC/AG/D dated 28th August 2006 ministère des Transports de l'Équipement du Tourisme et de la Mer This instruction cancels and replaces notes dated 12/15/1994 and 05/11/1998, and the instruction th 01/DRAC/AG/D dated 11 July 2003. The use of the aerodromes located in Basse-Terre Baillif (TFFB), Les Saintes (TFFS) and SaintBarthélémy (TFFJ) (the « Aerodromes ») is subject to the following conditions : 1 – Aircraft : direction générale de l'Aviation civile direction de l’Aviation civile Antilles-Guyane département Surveillance et Régulation division Surveillance transport aérien et aviation générale 2 – Pilots : • • Each aicraft is required to be equipped with radiotelephony. The pilot-in-command is responsible for the use of the Aerodromes, and shall ensure that the characteristics and performance of their aircraft are compatible with the use of the Aerodromes. • All pilots using the Aerodromes shall hold an access permit issued by the Head of the “Delegation Territoriale”of Guadeloupe. The access permit is delivered for each Aerodrome after a specific training program by a certified instructor (« Certified Instructor »), who is qualified especially for the Aerodromes. These measures apply to all pilots, private or professional, for general aviation, and French or foreign air transport. • • 3 – Issuance - Validity : • Issuance: All pilots having performed one of the above-mentioned training programs shall forward to the “Delegation Territoriale” the attached application (Annexe 1), along with a photocopy of their pilot’s license. The Territorial Delegation shall return to the pilot an access permit (green card) for the Aerodrome(s). In the meantime, the pilot shall be authorized to use the Aerodrome(s) for a period of two (2) months. • Validity : One (1) year starting from the last day of training. • Revalidation-Renewal : The permit shall be extended for one (1) year from its expiration date if the pilot uses the Aerodrome during the period for which the access permit is valid. Any pilot who has not performed at least once a take-off and landing during the period of validity of the access permit, shall be tested by a Certified Instructor. The Certified Instructor shall complete the application for the access permit (Annexe 2) and shall return it to the applying pilot. This application and the «green card» must be presented upon request by any french civil aviation authority. • Suspension or Revocation: In case of infringement or default regarding safety rules, the permit may be suspended or revoked by the Director of The Civil Aviation in the French West Indies and in French Guyana. PJ : Annexe 1 – Annexe 2 ANNEX 1 TRAINING PROGRAMS These programs are non-exhaustive, but address the main points to be covered. The importance of ground training, particularly in the field of wind effects and performance of the aircraft used, is drawn to the attention of instructors recognized competent for the training and issuance of these permits. BAILLIF: Ground Program: • Particularities of the aerodrome and its environment. • Wind effects. • Knowledge of the performance of the aircraft used. Flight Program: • Dual: o 3 take-offs on runway 32 o 3 landings on runway 14 o 1 missed approach on runway 14 • Single: o 2 take-offs on runway 32 o 2 landings on runway 14 LES SAINTES: Ground Program: • Particularities of the aerodrome and its environment. • Wind effects. • Knowledge of the performance of the aircraft used. Flight Program: • Dual: o 3 take-offs and 3 landings on runway 09 o 1 landing on runway 27 o 1 discontinued approach on runway 27 o 1 discontinued approach on runway 09 • Single: o 2 take-offs and 2 landings on runway 09 SAINT BARTHELEMY: Ground Program: • Particularities of the aerodrome and its environment. • Wind effects. • Knowledge of the performance of the aircraft used.
