Senator Hays met with the Rt. Hon. Lord
Williams of Mostyn, Q.C. Leader of the House
of Lords and Sir Michael Davies, Clerk of the
Lords and of the Parliaments. They discussed
the administration of Upper Houses, the UK's
aggressive moves on reforming the House of
Lords and bilingualism. They will continue their
discussions in Ottawa later this year. Lord
Williams is a senior cabinet minister in the
government of Prime Minister Blair and is
responsible for the management of the
numerous changes occurring in the House of

In addition to these meetings at Westminster,
Speaker Hays met with Dennis Marshall, QSO
the new Secretary General of the
Commonwealth Parliamentary Association. Mr.
Marshall took up his new duties just days prior
to the meeting with Speaker Hays. He was a
cabinet minister in the government of New
Zealand prior to this posting. The

and Canadian parliamentarians are regular
participants in its multi-lateral meetings. The
