1 – PARTICIPATION AU SEMINAIRE
38 personnes ont participé au séminaire, en incluant le Ministre des Transports de Jordanie, le Chef de
la Délégation EU en Jordanie, le représentant EC/DG TREN & les deux experts Euromed.
Sept des dix pays bénéficiaires étaient représentés : l’Egypte, Israël, la Jordanie, le Liban, le Maroc,
l’Autorité Palestinienne et la Tunisie.
Aucun représentant des pays suivants n’a assisté : l’Algérie, la Syrie et la Turquie.
La Commission Européenne ayant donné son accord pour inviter la Libye en tant qu’observateur du
Projet, une invitation officielle à assister au Séminaire a été envoyée en temps utile à l’aviation civile
libyenne par le Projet. Aucun contact n’a pu ensuite être établi avec l’Administration Libyenne et il
n’y avait donc pas de représentant de ce pays.

3 – DEROULEMENT DU SEMINAIRE
Le séminaire a été ouvert par :

Son Excellence M. Saoud NSAIRAT Ministre du Transport du Royaume Hachémite
de Jordanie.
Et Son Excellence M. Bernard Patrick RENAULD, Chef de la Délégation UE en
Jordanie.
Le séminaire s’est déroulé de façon efficace et fluide. L’horaire prévu a été respecté.
Après chaque présentation, du temps était disponible pour des questions & réponses. Les questions
étaient pertinentes.
Le principe de travailler en 3 sous-groupes à la fin du 1er jour et de rendre compte en session plénière
le 2ème jour s’est révélé assez fructueux et a permis des discussions croisées et des mises en relations
entre les experts.
Le travail demandé (questionnaire) aux 3 sous-groupes est détaillé en Annexe 3
Il a été ainsi possible aux participants de réfléchir personnellement aux enjeux du Transport Aérien
dans la Région, de s’exprimer en sous-groupes et de proposer leurs propres recommandations pour le
Projet.
4 – COMMENTAIRES GENERAUX DES PARTICIPANTS :
Plusieurs participants ont exprimé leur satisfaction quant aux travaux en sous-groupe et ont proposé de
leur consacrer plus de temps dans les futurs séminaires, dans la mesure où ils ont été considérés
comme particulièrement fructueux.
La possibilité de jumelage entre une administration d’aviation civile d’un pays MEDA et une
administration d’aviation civile européenne a été soulevée par plusieurs participants. Le jumelage est
considéré comme un moyen efficace de renforcer la capacité d’une administration à réglementer et à
contrôler les activités Aviation Civile. Il a été demandé de fournir plus d’information sur le principe de
jumelage.

5 – CONCLUSIONS DU SEMINAIRE:
Les conclusions ont été préparées par le Représentant de la Commission Européenne et les deux
Experts Euromed, sur la base des résultats des travaux des 3 sous-groupes.
Elles ont été présentées et discutées en session plénière dans la dernière session du 2nd jour.
Un consensus a été dégagé et les conclusions sont présentées en Annexe 4

lecturers; the driver will be at the arrival hall with your name written on a panel.
The hotel check-out must not be after 03 hours before your flight schedule departure.
Necessary information will be given during the seminar to organise the transfer to the airport
by shuttle.
Attention! Do not forget to reconfirm your flight within 72 hours before schedule departure

The rapporteur will present the results of your works in plenary session in day 2.
1 – What is your perception of the Air Transport Markets?

A Euromediterranean agreement includes both full market access (open sky) and regulatory convergence, and
is always accompanied with technical cooperation.

CONCLUSIONS FINALES
Les participants au Séminaire sur le transport aérien qui a eu lieu à Amman les 17 et 18
octobre 2007 sont parvenus aux conclusions suivantes:
1- Ils accueillent favorablement le Projet Euromed Aviation ainsi que ses objectifs.
2- Le marché est en croissance entre l’Union Européenne et les pays méditerranéens avec une
forte composante tourisme ainsi qu’un potentiel pour continuer à se développer.
3 – Le marché actuel entre les pays méditerranéens est limité et entravé par des contraintes
réglementaires et par des infrastructures insuffisantes. Il existe cependant, un très fort
potentiel de croissance.
4- Le contexte de chaque pays méditerranéen diffère aussi bien en terme réglementaire qu’en
terme de situation des compagnies aériennes. Ces spécificités doivent être prises en compte
lors de l’établissement des plans d’actions.
5 – La libéralisation du transport aérien est vue comme le moyen d’ouvrir le potentiel des
deux marchés (EU-MEDA et Intra MEDA) et ne doit pas compromettre l’application des plus
hauts standards en particulier en matière de sécurité, de sûreté et d’environnement.
6 – Dans cette démarche de développement des marchés, la conclusion d’accords aériens euro
méditerranéens en accord avec le processus de Barcelone peut être un instrument efficace.
7 – Les initiatives régionales et sous-régionales d’intégration doivent être poursuivies et
développées en cohérence et en étroite relation avec l’Union Européenne
8 – Pour que le processus de libéralisation puisse fonctionner avec succès, certaines actions
préliminaires doivent être mises en œuvre au cas par cas (études d’évaluations, réformes
réglementaires, programmes aéroportuaires et d’infrastructure, restructuration de compagnies
aériennes).
9 – Pour ces actions préparatoires, une assistance technique de l’Union Européenne est
essentielle et doit être étudiée au cas par cas. Elle devrait viser à identifier les différences
entre les législations nationales et européennes ainsi que les moyens à mettre en place pour y
remédier.
10 – Les attentes du Projet Euromed Avaition sont principalement :
- Produire une feuille de route pour l’implémentation de l’Espace Aérien Commun
dans la Région
- Promouvoir un réseau d’experts régionaux échangeant sur les enjeux du transport
aérien
- Informer sur «l’acquis communautaire » en aviation et faire partager l’expérience
déjà acquise dans la Région
- Organiser un séminaire pour aider les compagnies aériennes à se préparer à
l’ouverture des marchés
