Your Excellency, distinguished guests, ladies and gentlemen.
Votre Excellence, invités distingués, mesdames et messieurs.
As the President of Institute of Public Administration of Canada and on behalf the members of
IPAC, I wish to express my gratitude for inviting me to join with you and our guests in the
awarding of the Vanier Medal to our 2013 recipient.
Under the distinguished patronage of your Excellency, the Institute strives to improve public
policy and public administration through the exchange of new ideas and best practices among
public servants in Canada and around the world. IPAC is Canada’s premier organization
dedicated to public administration and strengthens the public service community through
symposia, conferences, research, publications, awards and international missions.
Your Excellency, the Vanier Medal is the Institute’s highest award.
Votre participation aujourd’hui est un hommage à l’Institut d’administration publique du
Canada et aux hommes et femmes exceptionnels qui contribuent au domaine de
l’administration publique.
In particular, your continued support of the Vanier Award recipient provides an example for all
aspiring to public service.

Citation
Today, we honor an individual for her extraordinary contribution to public administration, who
has embraced the highest values and qualities of the public service throughout her long and
distinguished career.
Originaire de Papineauville, Québec, Madame Bourgon a étudié la biologie à l’Université de
Montréal, puis elle obtenu un diplôme d’études supérieures en gestion à l’Université d’Ottawa.
Par la suite, de multiples doctorats honorifiques lui ont été décernés par des universités à
travers le Canada.
In 1974, she joined the Public Service of Canada where she organized several First Ministers'
conferences on the Canadian economy and played a key role in the First Ministers' meetings
leading to the Canada-U.S. Free Trade Agreement. After being appointed to the rank of deputy
minister in 1989, Ms. Bourgon was the lead official charged with constitutional negotiations,
which led to the Charlottetown Accord in 1992. She then served as President of the Canadian
International Development Agency and Deputy Minister of Consumer and Corporate Affairs.
Madame Bourgon a été nommée greffière du Conseil privé et secrétaire du Cabinet en mars
1994, un poste qu’elle a occupé jusqu’en 1999, devenant ainsi la première femme à occuper
une telle position. J’ai eu l’honneur d’exercer des fonctions sous l’autorité de Madame Bourgon
au Bureau du Conseil privé pendant cette période – je me souviens très bien de la clarté de ses
arguments, de son comportement, de son raffinement, et de son professionnalisme.
From 1999 to 2003 Ms. Bourgon served as President of the Canadian Centre for Management
Development where her actions led to the creation of the Canada School of Public Service. In
recognition of her work, she was named President Emeritus. In 2003, Ms. Bourgon was
appointed Canada's Ambassador to the Organization for Economic Cooperation and
Development.

canadiennes, Madame Bourgon a reçu de nombreux prix et distinctions, entre autres l’Ordre
du Canada. Pour la remercier de sa contribution à son pays, elle a été nommée membre du
Conseil privé de la Reine pour le Canada.
Our previous IPAC president, Ontario Deputy Minister of Northern Development and Mines,
George Ross, noted that Madame Bourgon “truly personifies the qualities and attributes that
IPAC recognizes with this prestigious award. Her contributions to Canadian public service have
been outstanding and have had a lasting and positive influence on the lives of many Canadians.
She continues to be a global leader in the fields of governance and public administration.”

Monsieur Wayne Wouters, a fait la
remarque suivante : « L’opinion de Mme Bourgon sur l’administration publique au Canada et
sur la scène internationale est très appréciée. En tant que fonctionnaire fédérale, elle a lancé,
en matière d’élaboration du budget, de nouvelles approches plus délibérées qui servent de
modèle dans le monde entier. De plus, elle a placé la bonne gouvernance au premier rang de
son programme et a entrepris des réformes qui ont résisté à l’épreuve du temps qui continuent
d’influencer le gouvernement du Canada jusqu’à ce jour. »

guests, I have the honor to present to you, the 2013 Vanier Medal Laureate, the Honourable
