Place d’affaires internationale prisée par les plus grands capitaines d’industrie, pôle d’animation incomparable, support événementiel notoire (une quinzaine de manifestations annuelles – 1 000 bateaux pour environ 10 000 hommes d’équipage en provenance du monde entier), destination privilégiée des compagnies de croisière (80 à 100 paquebots pour 60 000 à 80 000 passagers an), plate-forme de travail et source d’impact économique majeure, le port de Saint-Tropez a su conserver une diversité sociale et culturelle en réservant notamment plus de 300 emplacements aux associations nautiques locales et à l’activité de pêche professionnelle. Par discrétion, nous ne dévoilerons pas le nombre de paparazzis qui tombent malencontreusement à l’eau, ni le nombre de coupes de champagne retirées chaque année du fond du port et par humilité le nombre de jours où il fera beau temps, faute de chiffre sur le mauvais temps. La place des Lices n’était alors que jardins de culture, mais le port, lui, avait déjà son aspect d’aujourd’hui, avec un cachet dont la préservation reste la priorité des priorités pour la municipalité. Dès le viiie siècle avant J.-C., des tribus ligures puis celtes s’étaient installées tout autour du Golfe. Mais ce sont les Phocéens qui, après avoir fondé Massilia (Marseille), allaient être les premiers à implanter des comptoirs le long de la côte, dont celui d’Athenopolis, le futur Saint-Tropez. C’est dire si l’histoire de ce petit port est longue, riche, et souvent insoupçonnée par les touristes de passage. Saint-Tropez fut même très réputé pour sa construction navale : pour la seule année 1861, pas moins de 250 barques y furent fabriquées, mais aussi 11 tartanes, 10 bricks et… 14 vaisseaux troismâts ! Avant la Première Guerre mondiale, Saint-Tropez était d’ailleurs encore le 17e port marchand de France. Saint-Tropez a toujours nourri un lien fort historique, avec la mer, et avec le monde par la mer. Ce port, dans son écrin, n’a cessé d’évoluer tout au long des siècles, jusqu’à s’inventer un nouveau destin à la fin du xixe siècle avec l’arrivée de Paul Signac puis de Guy de Maupassant, au début du déclin de la contruction des navires en bois. Dernière évolution en date, le second bassin, communément appelé le “Nouveau Port” a été construit dans les années 60 pour répondre à la demande créée par la naissance du yachting, mais les espérances n’ont pas été tout à fait à la hauteur des attentes. Le Député-Maire Jean-Michel Couve accepte d’en parler, et surtout d’évoquer le projet d’extension du port, dans les esprits depuis si longtemps. W Project for a 3rd dock: the project studies are coming to an end hen discovering Saint-Tropez, Colette wrote the famous monologue “No roads cross Saint-Tropez. One single road takes you there but goes no further. If you wish to leave you must turn round. But would you want to leave?”, the town already had a history of many centuries. From the VIIIth Century B.C. Ligurian and then Celt tribes settled around the Gulf of SaintTropez. But it was the Phocaeans who, after having founded Massilia (Marseille), were the first to set up syndicates along the coast, from the coast of Athenopolis, to that of future Saint-Tropez. The history of this little port is long, rich and often unsuspected by passing tourists. Saint-Tropez was extremely renowned for its naval construction: for the one year of 1861, no less than 250 small boats were built there, as well as 11 tartans, 10 brigs and… 14 three mast vessels! Before the First World War, Saint-Tropez was still the 17th merchant port in France. Saint-Tropez has always had a strong historic link with the sea and the world via the sea. The port, in its setting, has constantly changed throughout the centuries, even inventing a new future for itself at the end of the XIXth Century with the arrival of Paul Signac then Guy de Maupassant, when the construction of wooden boats was beginning to decline. The last change to date, the second dock, commonly called the “New port” was built in the 1960s in order to respond to a demand created by the birth of yachting, however it did not live entirely up to the expectations. Couve « Tout sera prêt. Les Tropéziens choisiront » pas être une simple station touristique, mais au contraire un petit village-cité, un lieu de vie active. Le but est de rendre toute sa place à une activité majeure pour les Tropéziens depuis toujours : s’occuper des bateaux. Quand le projet a-t-il été mis sur les rails ? Après avoir été interrompu par la précédente municipalité, il a été relancé en 1996 avec une série d’études. D’abord sur les posidonies, puis pour réaliser tous les inventaires et recenser toutes les actions en cours, pour apurer notamment tous les conflits possibles et assainir juridiquement le territoire. Dans une troisième phase on s’est lié ave le ministère du Tourisme pour une étude sur la Grande Plaisance en Méditerranée et sur l’oppportunité d’accueillir cette spécialité. Couve, parlez-nous d’abord du second bassin : La volonté des élus de l’époque était essentiellement d’accueillir des bateaux. Mais qui finalement ne sortent que 12 à 15 fois par an. On se retrouve du coup avec un bassin figé, avec des bateaux bloqués onze mois sur douze. Cela ne crée pas beaucoup d’emplois ni de richesse. C’est pour cela que l’idée a germé assez vite, voilà vingt ans déjà, de faire édifier un nouveau bassin, mais à vocation essentiellement technique, et d’activité économique. Dans quel objectif précis ? L’idée fondamentale est de créer des emplois à l’année, de faire vivre ce village qui ne veut La suite ? De 1996 à 2001 on a surtout étudié l’opportunité de faire. Puis en février 2001, à un mois de l’élection municipale, j’ai présenté le document fondateur au conseil municipal pour le mettre en débat. C’est après cela que le projet a été véritablement lancé. Et parce que le dossier est trop important pour ne pas y associer pleinement tous les Tropéziens, nous avons ensuite continué la concertation. Et en 2004 nous avons pu présenter au conseil municipal les grandes lignes du projet, ouvrant la porte à des études plus poussées. Vous pouvez nous en parler… D’abord il s’agit de mettre fin à une situation bloquée sur l’esplanade du port, marquée par une instabilité générale, notamment juridique, qui oblige des professionnels et des associations à …/… Interview Mr Couve “It will be ready. The people of SaintTropez will choose” M. Couve, first tell us about the second dock: At that time, the councillors wanted above all, to receive boats. However the boats only went out 12 to 15 times a year. And so we find ourselves with a frozen dock, with boats blocked eleven months out of twelve. This does not create much employment or wealth. This is why the idea began to quickly form, already twenty years ago, to build a new dock, but a dock that was essentially technical and with an economical activity. What are the exact objectives? The main idea is to create employment all year round so that the village lives. A village, which does not want to be just a seaside resort, but a village-town, a place with a working life. The aim is to make it a major activity, for the people of Saint-Tropez who have always: looked after boats. When was the project put on the rails? The project was interrupted by the previous council and then revived in 1996 with a series of studies. First there were studies on the Posidonias, then all the inventories were done and a list of all the actions in progress was made, to notably audit any possible conflict and legally clean up the area. In a third phase we got together with the Ministry of Tourism to carry out a study on the big yachts in the Mediterranean and on the appropriateness of hosting this speciality. The interest was revealed to be evident. And then? From 1996 to 2001 we especially studied the appropriateness of carrying out the project. Then in February 2001, one month before the local elections, I presented the founder document to the town council for it to be debated upon. It is from this moment that the project was properly launched. And because the project is too large for it not to be completely shared with all the population of Saint-Tropez, we then continued the dialogue. And in 2004 we were able to present the project’s main lines to the town council, opening the door to more advanced studies. …/… Le port en 1950. On s’aperçoit que les chantiers navals sont déjà présents, et que l’esplanade de l’actuel parking du port est déjà un no man’s land inoccupé. The port in 1950. You can see that the naval shipyards were already in place and that the esplanade of today’s port’s car park was already an empty no-man’s land. 12 Le port d’hier, d’aujourd’hui et de demain The port yesterday, today and tomorrow …/… ne disposer que de mobil-homes pour travailler ! Certes nous bénéficions, et depuis longtemps, du regard bienveillant des services de l’État, mais ça ne peut pas rester comme ça. On ne pourra pas toujours remettre cette mise à jour. L’objectif de mon équipe municipale est maintenant de présenter, en décembre de cette année, un plan d’aménagement d’ensemble, abouti, qui permetttra ensuite de démarrer la mise en œuvre d’un projet. Un projet global ? Oui, mais divisé en différents focus, indépendants les uns des autres, avec d’un côté la Grande Plaisance, l’hélistation, de l’autre les chantiers, les parkings souterrains, etc. Sept focus au total. Ça permettra si besoin est une adoption à la carte. Autre idée force : il s’agit de ne pas contraindre : on est vers la fin du mandat municipal, je veux donner aux Tropéziens la possibilité, s’ils le désirent, de mettre en œuvre le projet. En tout cas tout aura été préparé pour. On aura tout étudié, pour que tout soit possible.” Qui va financer le projet ? Il n’est pas question d’utiliser l’argent des Tropéziens pour l’ensemble de ces équipements. Et il ne s’agit pas non plus d’augmenter les tarifs du port dans des proportions faramineuses. Les plans de financement sont équilibrés et pertinents, liant le privé et le public, avec l’idée qu’il faut que Saint-Tropez garde la maîtrise de l’ensemble. On a bien compris que les détails du projet n’étaient pas encore définitifs, mais quelles en sont les grandes lignes ? Les grands principes, c’est pas de nouveau bâti sur l’esplanade. Il y a aura bien une gare maritime et la nouvelle Société Nautique. Et à la place des chantiers actuels, il devrait y avoir une Maison de la mer. Puis il faudrait réaliser, peut-être en écho aux façades du port, de quoi loger ce qui fait fonctionner le port. Que ce soit clair : le seul bâti que l’on envisage est de valoriser l’existant. Rendre ce projet possible, vous y mettez un point d’honneur ? Exactement. Mon ambition ici n’est pas de faire, mais de donner les moyens de faire, pour que Saint-Tropez soit en mesure demain de choisir son avenir. Il fallait vraiment s’inscrire dans la durée pour ça, et je l’ai fait. Et vous savez, ce projet c’est seulement une suite logique de l’évolution du port. Le vieux port a déjà été entièrement réhabilité, et au « Nouveau Port », tous les pontons ont été refaits, avec de beaux appontements et même des bornes en teck labellisées « SaintTropez ». Le Préfet maritime me l’a encore dit récemment : ce projet tropézien est l’un des projets phares du littoral méditerranéen. Votre dernier mot ? En faisant le deuxième bassin, nos anciens avaient répondu à un besoin de l’époque. Nous, aujourd’hui, nous nous devons de répondre non seulement à un besoin de l’époque, mais à un besoin de l’avenir. ❚❘❘ Saint-Tropez, un port de magie dans un écrin de rêve. Un lieu unique au monde, qui fait comprendre aisément les précautions prises, les longues années d’études et la concertation tous azimuts engagées avant de pouvoir présenter un vrai projet concret. …/… Can you tell us more… First it was a matter of ending the blocked situation on the port’s esplanade, marked by a general, notably legal, instability, which obliged professionals and associations to only have mobile homes for work! It’s for sure that we benefit, and have done for a long time, from the benevolent eyes of the Government services, but this can’t continue. We cannot always put off this update. The objective of my council team is now to present, in December this year, an overall, successfully completed development plan, which will mean we can start to put the project into play. A global project? Yes, but divided into different focal points, independent from each other, with on one side large yachting, another the heliport, and another the boat yards, the underground car parks, etc. Seven focal points in total. This will enable, if necessary, a tailor-made adoption. Another strong idea: it’s a question of no restraint: we are near the end of the council’s term of office, I want to give the people of Saint-Tropez the possibility, if they desire, to put the project into play. In any case, everything has been done for this to happen. We have studied everything, so that everything is possible. Who will finance the project? It is out of the question to use the money of the people of Saint-Tropez for the equipment. And it is out of the question to increase the prices of the port to staggering proportions. The finance plans are balanced and pertinent, linking the private and the public with the idea that Saint-Tropez must keep control of the whole of the project. 13 Saint-Tropez, a magical port in a dream setting. A unique place in the world, where one can clearly see all the precautions carried out, the long years of study and the long discussions taken before presenting any good concrete project. We clearly understand that the details of the project are still not definitive, but what are the main lines? The main principles are: no new buildings on the esplanade. There will be a maritime station and a new Yacht Club. And in the place of the present boatyards there will normally be a Sea Centre. It will be necessary to build, perhaps in echo with the port’s facades, something to accommodate what makes the port function. To be clear: the one building that we envisage building will increase the value of the existing building. Make this project possible, you are making it your point of honour? Exactly. My ambition here is not to do, but give the means for it to be done, so that Saint-Tropez will be in a position tomorrow to choose its future. It was really necessary to take a part in the long run for this, and this is what I have done. And you know, this project is simply the logical follow-up of the port’s development. The old port has already been completely restored, and at the “New port”, all the pontoons have been renovated, with fine landing stages and even the markers are in teak and labelled “Saint-Tropez”. The Maritime Prefect recently told me that the Saint-Tropez project is one of the leading projects of the Mediterranean coast. Your last word? By building the second dock, we elders have met the requirement of the moment.
