But opinions differ on the solutions to adopt. We decided to dedicate our monthly dossier to the fundamental issue - mostly not anymore questionned: Is economic growth the solution or the source of environmental problems? After providing recent growth data and environmental indicators of Northern Africa, we will present the difference between the neo-liberal economic theory and the point of view of more critical thinkers. Finally we will also explore current actions taken by different countries towards sustainable development. Furthermore we would like to draw your attention on the article dealing with the MS Beluga Sky Sail and that is reproduced in the Energy section page 13. Nous avons décidé de vous offrir un aperçu sur la question fondamentale qui est restée depuis longtemps en marge des débats : Est-ce que la croissance économique est la solution des problématiques environnementales ou en est-elle la source ? Après une présentation de quelques indicateurs économiques et environnementaux récents de l'Afrique de Nord, nous analyserons le conflit entre économistes néolibéraux et penseurs critiques. Finalement nous développerons quelques actions mises en œuvre dans certains pays en vue d'un développement durable. De plus, nous voudrions attirer votre attention sur l'article au sujet du MS Beluga Sky Sail qui est présenté dans la section Energie à la page 13. OTHER NEWS AND UPCOMING EVENTS First Arab International Conference and Exhibition on The Uses of White Cement, Cairo, Egypt, 28-30 April 2008 - p. 16 WITH THE SUPPORT OF: -1- GROWTH Growth in North Africa "Over the past decade, Africa has recorded an average growth rate of 5.4% which is at par with the rest of the world," said Obiageli Ezekwesili, World Bank Vice President for the Africa Region. "The ability to support, sustain and in fact diversify the sources of these growth indicators would be critical not only to Africa's capacity to meet the MDGs (Millennium Development Goals on poverty, health and other issues), but also to becoming an exciting investment destination for global capital." This trend is shown in the Africa Development Indicators 2007 (ADI) released by The World Bank. The report is based on more than a thousand indicators covering economics, human and private-sector development, governance, environment and aid. Tata Motors, India's largest automobile company, tackled this correlation between new needs and welfare. Customers will not have to become richer, because cars will become cheaper. At the 9th New Delhi Auto Expo in January 2008, Tata Motors presented its newest invention: the Tata Nano that will be sold on the Indian market at 1'700 Euros. Ratan N. Tata, the grandson of the founder of Tata Motors, is not only targeting the bottom of the social pyramid in his home country market, but also in Africa and Asia. He explained why Tata Motors believes in the success of its new product: "I observed families riding on two-wheelers - the father driving the scooter, his young kid standing in front of him, his wife seated behind him holding a little baby. It led me to wonder whether one could conceive of a safe, affordable, all-weather form of transport for such a family. Today, we indeed have a "People's Car", which is affordable and yet built to meet safety requirements and emission norms, to be fuel efficient and low on emissions. We are happy to present the People's Car to India and we hope it brings the joy, pride and utility of owning a car to many families who need personal mobility." On the other hand, Biopact a Brussels-based connective of European and African citizens is very concerned about environmental damages that the Tata Nano will bring: "So as well the people aspire to enjoy a form of personal mobility, that is, to own and drive a normal family car. It remains the ultimate symbol of modernity and of membership of a kind of universal middle class. This explains the ever expanding trade of used cars that are shipped from Europe to Africa.This potentially huge market obviously also drives Tata's investment in the ultra-cheap Nano - the "People's Car" some hail as a giant leap towards the democratization of mobility, whereas others call it a potential (climate) disaster for the planet. Source: worldbank.org biopact.com tatamotors.com African Development Indicators (worldbank.org/) lemonde.fr -2- LA CROISSANCE ÉCONOMIQUE ET L'ENVIRONNEMENT Effets de la croissance économique sur l'environnement en Afrique du Nord Les craintes mentionnées ci-dessus se voient renforcées par les indicateurs environnementaux publiés par la Banque Mondiale, les Africa Development Indicators 2007 (ADI). On constate que les indicateurs pour la dégradation environnementale ont des taux beaucoup plus élevés que les taux de croissance économique. Les données ci-dessous sont à interpréter à la lumière d'une importante reforestation qui se met en place dans les pays d'Afrique du Nord ces quinze dernières années. Cependant, la question se pose : estce que la croissance économique implique forcément la dégradation de la qualité environnementale ? En effet, de nombreuses économies de pays émergeant ou en développement d'Afrique, d'Asie et de Méditerranée sont catégorisées comme hotspots (points sensibles) potentiels vulnérables au changement climatique (cf. un rapport du German Advisory Council on Global Change, voir aussi DELTA Review Numéro 45). Aziz Bouzaher, spécialiste en chef du changement climatique en Afrique auprès de la Banque mondiale et membre de la délégation de Bali, a évoqué à la veille de la conférence de Bali les faits suivants : · Le changement climatique est une question centrale pour le développement de l'Afrique. Des millions de personnes, parmi les plus démunies, seront concernées. Une éventuelle inaction pourrait avoir un coût considérable et ruiner une grande partie des progrès réalisés, en créant plus de misère encore. " · Le territoire africain est particulièrement vulnérable au changement climatique, et ce pour des raisons multiples : hyper dépendance vis-à-vis des ressources naturelles, manque d'infrastructures, étendue de la pauvreté et faible capacité de réaction des institutions. On estime également que ce sera la zone la plus lourdement touchée par les catastrophes naturelles. " · Le continent a connu un taux de croissance moyen de 5,4% au cours de la dernière décennie. Il est important de soutenir cette croissance, tout comme son impact positif sur les économies locales, et de la consolider face au risque climatique. " Un environnement en bon santé est d'autant plus important pour le future économique si on considère qu'environ 70% des pauvres au Moyen-Orient et en Afrique du Nord (MENA) vivent en zones rurales. Même si ces zones ne subviennent aux besoins que de 43% de la population totale. La majorité des pauvres continuera à vivre dans les zones rurales pendant au moins une vingtaine d'années. Les zones rurales devront offrir davantage d'opportunités de revenu, permettre d'alléger les pressions de la migration vers les villes et créer un environnement propice aux activités économiques et commerciales. Dans de nombreuses parties de la région MENA, l'agriculture demeure le secteur générateur de revenu rural le plus important. Etant donné que les zones arides et semi-arides, sujettes à des sécheresses fréquentes, représentent 85% de la superficie totale des terres et abritent 60% de la population, la région MENA et les pauvres vivants en zones rurales sont particulièrement vulnérables aux variations climatiques; ainsi, les ressources en eau et la gestion du risque constituent des déterminants importants des décisions des ménages agricoles. Etant donné que la pression démographique augmente dans la région, causant des changements au niveau des méthodes culturales, la gestion durable des ressources naturelles constitue une part essentielle pour les moyens d'existence des populations rurale. Source : worldbank.org worldbank.org iisd.ca -3- AN ECONOMIC ANALYSIS OF POLLUTION Is economic growth the source of environmental degradation or the solution for stopping it? The international community seems to agree that climate change will significantly affect communities and countries and that the consideration of climate into development strategies is feasible. Nevertheless, opinions differ in how this should happen. On one side, the neo-liberal economic theory suggests letting the market forces resolve the environmental problems. Growth is seen as solution. On the other side, critical thinkers find the source of environmental problems in the economic growth itself and the dependency to non-renewable fossil powers. Let us present here below those two positions. The Environmental Kuznets Curve During the 1990s the Environmental Kuznets Curve (EKC) promoted a relationship between income and environment. Beyond a threshold, when basic physical needs are met with important environment impacts, interest in a clean environment rises, reversing the trend. Post-industrial societies have the necessary funds, as well as the willingness to pay for pollution reduction. In this respect, Cropper and Griffith (1994) examined the example of deforestation in Africa and Latin America. A panel data for 64 countries over a 30-years period was constructed and the authors found a turning point around a GDP per capita of USD 4'700 to 5'400. PRO The Property Environment Research Center, an institute dedicated to research that brings market principles to resolving environmental problems, writes about the EKC: "There is no single EKC relationship that fits all pollutants for all places and times.There are families of relationships, and in many cases the inverted-U Environmental Kuznets Curve is the best way to approximate the link between environmental change and income growth. The indicators for which the EKC relationship seems most plausible are local air pollutants such as oxides of nitrogen, sulfur dioxide, and particulate matter." CONTRA La Courbe de Kuznets Environnementale (ECK) explique la lutte contre la pollution en tant qu'un bien supérieur, c'est-à-dire l'intérêt du consommateur pour ce bien s'établit après un certain niveau de vie. Si dans le cercle d'économistes la ECK est en générale acceptée, il y a quand même des critiques provenant du même milieu : · Un domaine d'application réduit à quelques pollutions locales. · Le taux de croissance économique, la quantité et l'influence des polluants diffèrent d'un pays à un autre. · L'ECK nous montre simplement l'effet de la délocalisation des industries polluantes vers les pays en développement, où les réglementations environnementales sont moins sévères. · Il y a des limites biophysiques à la croissance économique. Source: Theodore Panayotou; CID Working Paper No. 56, "Economic Growth and the Environment" André Meunié ; Document de Travail, " Controverse autour de la Courbe Environnementale de Kuznets " perc.org unine.ch -4- LA DÉCROISSANCE La Décroissance Dans " Survire au développement ", un livre publié sous l'égide de l'UNESCO, Serge Latouche cite les moyens à déployer pour sortir du développement économique et de ses conséquences néfastes. Similairement à J.K. Galbraith, il analyse la croissance " comme une stratégie qui permet de vaincre la tendance des hommes à imposer des limites à leurs objectifs de revenus ". L'auteur commence son livre en expliquant que les fameux effets de retombées (trickle down effects) se transforment d'effet miracle en effet virage. C'est le cas notamment de l'impact sur l'environnement. Dans un deuxième temps il introduit le terme de décroissance, " la recherche de modes d'épanouissement collectif dans lesquels n'est pas privilégié un bien-être matériel destructeur de l'environnement et du lien social. " L'économiste proclame que la satisfaction se trouve dans le nombre limité de besoins et non pas dans la croissance de la consommation. Pour déclencher la décroissance il faut, selon Serge Latouche, l'abolition de la propriété privée, la remise en question des déplacements de marchandises et d'hommes et de la publicité tapageuse et finalement une consommation plus limitée quantitativement et plus exigeante qualitativement. Six objectives interdépendants enclenchent le cercle vertueux de décroissance : Réévaluer, Restructurer, Redistribuer, Réduire, Réutiliser, Recycler. Propos recueillies le 13 février 2007 par Christophe Schoune : C.S. : Votre dernier ouvrage, Le pari de la décroissance, met en pièce le discours dominant fondé sur la nécessité de croissance pour satisfaire nos besoins… S.L. :La croissance, c'est une théorie économique. La décroissance c'est un slogan qui veut casser la langue de bois car on ne s'interroge pas assez. Pourquoi faudrait-il plutôt croître que décroître ? On prend pour fin ce qui ne peut être qu'un moyen. La croissance pour satisfaire nos besoins, cela a sans doute du sens. Mais cette croissance est tel un fleuve en crue. La décroissance, c'est la décrue nécessaire de ce cours d'eau qui inonde tout. Le groupe intergouvernemental d'experts sur l'évolution sur le climat vient justement de repréciser la menace climatique en rappelant la nécessité de diminuer de 80 % notre dépendance aux énergies fossiles, d'ici 40 ans, pour éviter la catastrophe… C.S. : Cela apporte-t-il de l'eau au moulin de votre "théorie" de la décroissance ? S.L. Le concept de décroissance a deux sources : une source anthropologique qui est la critique ancienne de l'économie, de la modernité et de la base originelle de " l'homo oeconomicus ". Il est souhaitable de sortir de ce système qui nous mène à la catastrophe. Le deuxième volet de la théorie de la décroissance, lié à l'écologie et au rapport du club de Rome, notamment, c'est qu'elle est impérative pour des raisons physiques. Il faut donc mêler les deux : le souhait et la nécessité. On peut vivre très bien autrement. C.S. : La décroissance, c'est l'utopie du XXIe siècle ? S.L. : Mes professeurs d'économie parlaient de cercles vertueux de la croissance et évoquaient le triangle " gagnant, gagnant, gagnant ". Mais non, il y a des perdants. Et la nature est clairement perdante. Le dérèglement climatique actuel, c'est " seulement " l'effet de la prédation du Tiers-Monde et des trente glorieuses. Donc, cela signifie qu'on ne ressent pas encore l'effet des émissions que nous relâchons aujourd'hui dans l'atmosphère. Il est urgent d'engager un cercle vertueux de la décroissance. On vivrait mieux si on en sortait de ce système dont nous sommes toxico-dépendants. C.S. : Comment ? S.L. : Dans le problème de la drogue, il y a les drogués et les drogueurs. Ces derniers, on les connaît, se sont regroupés au sein du Conseil mondial pour le développement durable qui regroupe tous les plus gros pollueurs de la planète. Soit deux mille firmes transnationales. Et les drogués, c'est nous. Le problème, c'est que les drogués ont du mal à ne plus fréquenter leur dealer plutôt que d'entreprendre une cure de désintoxication. Et comme les drogueurs ne veulent pas que les drogués se libèrent, rien de tel, dès lors, que de l'euphorisant. Richard Heinberg, a member of the core faculty at New College of California, stresses in his work the increasing consumption of oil. In his book "Power Down: Options and Actions for a Post-Carbon World" he discusses Peak Oil and its implications for the global economy. Due to the dependence of industrialized society on cheap and readily available oil, Heinberg argues that the post-peak period of global history is likely to be characterized by social and economic turmoil, disruption of trade, declining standards of living, and warfare. Heinberg outlines four possible strategies that nations could adopt to respond to the economic challenges associated with declining oil production: · Last One Standing: Global competition for remaining resources · Powerdown: Global cooperation in reducing energy usage, conservation, resource management, and reducing population · Denial: Waiting, and hoping that some unforeseen element will solve the problem · Building Lifeboats: Preparing local areas to be sustainable in the event that the global economic project collapses Source: wikipedia.org Urs P. Gasche, Hanspeter Guggenbühl The two Swiss authors focus on the exponential form of growth. It's a fact that if Gross Domestic Product (GDP) grows at 3% a year, the production of goods and services will double in 23.5 years and quadruple in 47 years. In their recent publication "Das Geschwätz vom Wachstum", they argue that the damages caused to the environment by economic growth confirm that this trend can not be the solution for the long run. Gasche & Guggenbühl support the idea that the most used indicator in economics, the GDP, does not distinguish between production and destruction. In this respect, the GDP will increase if there is an environmental accident, because cleaning services will be provided. Similarly, air pollution caused by more cars on the road will be measured by an increase of GDP in relation with the building of new roads and the selling of additional fuel. " George W Bush, 14 février 2002 à Silver Spring -6- THE COMPROMISE: ENVIRONMENTAL SUSTAINABILITY Environmental Sustainability Environmental sustainability is linked to Sustainable Development. It contributes to many of the streams of action generated by the UN Conference on Environment and Development held in Rio in 1992. Environmental sustainability is defined as the ability of the environment to continue to function properly indefinitely. This involves meeting the present needs of humans without endangering the welfare of future generations. The goal of environmental sustainability is to minimize environmental degradation, and to halt and reverse the processes they lead to. "Light sustainability" is used, if the sum of different stocks of natural resources (local, national or global) has to remain the same. "Strong sustainability" implicates equal stocks of each capital. An "unsustainable situation" (following the "light" definition) occurs when the sum of nature's resources is used up faster than it can be replenished. Sustainability requires that human activity only uses nature's resources at a rate at which they can be replenished naturally. Sustainable Development is therefore seen as the perfect solution: growth is aloud, if the rarity of natural resources is respected. Sustainable Development is mostly accepted by political and economical leaders and implemented as an international standard in their home countries. National Work Since the 1970's industrialised countries have implemented environmental accounting (EA). Unfortunately methodologies are not harmonised making comparisons between countries difficult. Normally the EA requires three accounts: 1. assets of natural resources: initial stock, variation and final stock. 2. flows of pollutions and materials 3. investment in environmental protection and management The evaluation of the first two accounts is easier with a physical than with a monetary approach. In both cases, it remains an evaluation based on assumptions. However the EA provides useful indicators for testing economic activity on environmental sustainability. However the objectives of Sustainable Development and environmental protection are important enough to be stated in the preamble to the Agreement Establishing the WTO. The ongoing Doha Development Agenda includes negotiations on trade and environment. Even though Pascal Lamy, Director General of the WTO, showed at the Climate Change Conference in Bali that new issues have to be discussed during international trade negotiations: "My starting point in this debate is to say that the relationship between international trade - and indeed the WTO - and climate change, would be best defined by a consensual international accord on climate change that successfully embraces all major polluters. There is no doubt that an immediate contribution that the WTO can make to the fight against climate change is to indeed open markets to clean technology and services. The Doha Round of trade negotiations offers an avenue for expanded access to products such as scrubbers, air filters and energy management services. But, as can be expected, what is and is not an environmental good is a topic that is hotly debated. A new and emerging concept is that of "food miles." In other words, the desire of consumers in certain countries to calculate the carbon emitted in the course of international transportation, with many already drawing the conclusion that it may be better to (quote unquote) "simply produce goods at home" to minimize emissions." The debate about food miles is carried over by the Soil Association, a leading certifier of organic products in the UK. The Association calculated that emissions of greenhouse gases related to air freighted goods are 177 times greater than those associated with marine transport (90% of worldwide transported goods). Its chairwoman said: "It is neither sustainable nor responsible to encourage poorer farmers to be reliant on air freight but we recognise that building alternative markets that offer the same social and economic benefits as organic exports take time." The head of research at Oxfam, Duncan Green stressed that: "curbing greenhouse gas emissions is an urgent and vital task, but rich countries should start by putting their own houses in order, not by effectively boycotting poor ones." Source: wto.org International Centre for Trade and Sustainable Development; BioRes, Issue 2 December 2007 -7- THE COMPROMISE: ENVIRONMENTAL SUSTAINABILITY The United Nations Environment Programme (UNEP) launched the Global Network of Energy for Sustainable Development (GNESD) as a so-called 'Type II' initiative at the 2002 World Summit on Sustainable Development held in Johannesburg. The creation of GNESD came as a response to an United Nations General Assembly resolution, the recommendations of the ninth meeting of the Commission on Sustainable Development and the Programme of Action for Least Developed Countries. 20 Centres of Excellence are currently members of GNESD and nine developing country Centres are represented.The main objective of GNESD is to work for reaching the Millennium Development Goals by among the following and other means: working for a better understanding of the links between sustainable energy and other development and environment priorities, leading to better articulation of practical policies that can be adopted. (1998) made an attempt to introduce dynamics by formulating a growth model based on "intensity-of-use" analysis, which they estimated for CO2, NOx, and SO2 in the Netherlands, the UK and the USA.They found that the time series of emissions correlate with economic growth and attributed therefore any reductions in emissions to structural and technological changes. In this respect, De Bruyn et al. defined "sustainable growth" as the rate of economic growth that leads to zero growth in emissions. In other words: any increase in emissions due to scale expansion is offset by structural changes and technical progress.The calculations for the USA show for example that 0.3% economic growth would maintain the level of emissions of C02. The study anticipates a growth in microfinance to $20 billion by 2015 from the $4.4 billion that was invested in microfinance in 2006. The study's author Raimar Dieckmann estimates that the microfinance sector worldwide has a total outstanding loan volume of $25 billion. However, it is only a small percent of the funds that could be used to fulfill the needs in areas served by microfinance. Dieckmann puts the funding gap at $250 billion. Involving the private investment sector to help close this funding gap is one of the goals of the microfinance sector. Dieckmann suggests that microfinance investments will continue to rise due to a number of factors, including the rising interest in socially responsible investing over all. Another factor driving the growth in microfinance is that microfinance is increasingly being seen as a positive way for a wide array of investors, not all necessarily social investors, to diversify their portfolios. The other important factor leading to the increase in microfinance investment is the creation of more microfinance institutes (MFI) that are able to use international funding. Currently, there are over 10,000 MFIs globally ranging from banks, credit unions, NGOs to cooperatives. The study divides MFIs into four tiers, the highest being mature, regulated financially sustainable MFIs which only make up 1-2% of the all MFIs.The second tier MFIs are close to becoming microfinance banks and are nearly profitable. The third tier MFIs are NGOs that approach profitability. However, the majority (70%) of MFIs are placed in the lowest tier and are classified as start up MFIs and are largely unprofitable. Although MFIs expanded their customer base in 2006 on average 23%, the microfinance industry can still only meet the needs of a small fraction of its potential borrowers. To put this in perspective, MFIs currently serve an estimated 100 million borrowers, while the total potential demand is roughly estimated at one billion people the study reports. For both companies, which make beer as well as non-alcoholic drinks from malted barley throughout Africa, the project was a chance to develop local sources of agricultural raw materials and also to help local economies. Although African farmers have long grown sorghum, a hardy crop that grows easily in poor soils and is used in porridge and beer, big brewers have been reluctant to become reliant on local farmers. The project, which has received some $2.8m in funding from the Common Fund for Commodities - a branch of the United Nations - as well as Heineken and Diageo, aims to establish a sustainable production chain so the companies can rely on getting supplies from local farmers. It also aims to show farmers that there is a long-term future in growing sorghum. "Farmers need to build confidence that the market is there," Mr Knipscheer says. The farmers have been trained in cultivation methods aimed at increasing yields, and arranging access to finance so they can buy seeds and fertilisers. It has also organised the farmers into groups since grain traders do not like buying grain from individual farmers. Heineken does not sell sorghum-brewed beer under its core Heineken brand. Now a cargo ship has gone full circle, drawing on wind energy to help reduce its fuel use. The MV "Beluga SkySails," christened in mid-December, employs a kite-like sail similar to a paraglider to help tow it across the ocean. Mounted on the bow of the ship, the towing kite system is fully automated to deploy the kite in favorable winds and to recover the kite when the winds die down. The SkySails system includes a routing system that combines weather forecasting into a decision-making model to determine the optimal route for the ship to follow. According to Beluga Shipping GmbH, the SkySails system is the only convenient way to employ wind power in a modern cargo ship, because it doesn't restrict the stowage space or hinder the loading and unloading of the cargo. The Beluga SkySails is currently using a 191-square-yard kite, and Beluga expects it to cut the ship's fuel consumption by 10%-15%. Beluga plans to eventually upgrade to a 383-square-yard kite, which is expected to cut fuel consumption by 20%-30%. The company also plans to outfit two new larger cargo vessels with kites more than 700 square yards in area. The One Planet Living programme is based on 10 unique principles of sustainability. Masdar City will meet and exceed each of these. These targets are to be achieved by the time the Masdar City is completed and fully functioning in 2015. FERC announced on December 20th that it issued a conditioned five-year license to Finavera's Makah Bay Offshore Wave Pilot Project in Washington State. Elle se compose de gigantesques "digesteurs", des bacs en béton de 2'500 m³ de capacité dans lesquels fermentent des résidus agricoles de toute sorte. Rien de particulièrement nouveau mais ce qui est frappant, c'est surtout le gigantisme de l'installation. Ce sont les 10'000 hectares aux alentours qui alimentent l'usine d'un mélange de maïs, blé et purin en provenance de deux élevages laitiers. The UBS Greenhouse Index (UBS-GHI), which went live on 23 January, will be comprised of three sub-indexes, with a 50:50 split between the weather and carbon markets. The emissions portion of the overall index is made up of two sub-indexes. EU allowance (EUA) contracts, for trade in the EU Emissions Trading Scheme, will make up 40% of the final UBS-GHI and contracts for certified emission reductions (CERs), which are credits for emissions-reducing projects in the developing world, the remaining 10%. All vintages, from December 2008 to December 2012, will be tracked for both products. The indexes will use EUA prices on the London-based European Climate Exchange and CER prices from Nordic bourse Nord Pool. Ilija Murisic, executive director of hybrid derivatives trading at UBS, said that the development of the UBS-GHI grew out of customer demand. Around $100 million worth of products linked to the UBS Global Warming Index (UBS-GWI), launched in April last year, have been sold, he said. Rappelons que la convention pour la protection de la Méditerranée contre la pollution, fut signée en 1976 à Barcelone, sous l'égide du Programme Environnement des Nations Unies. Son objectif est d'assurer une protection particulière aux espèces et aux habitats menacés dont l'importance est jugée vitale pour la conservation de la Méditerranée. Mais actuellement, la superficie protégée par les aires marines protégées de Méditerranée est inférieure à 0,5% de la superficie totale du bassin et à 4% si l'on inclut le sanctuaire Pelagos alors que les objectifs fixés par la Convention sur la biodiversité (CBD) d'ici 2012 sont de 10%. En effet, les régions côtières des pays non-européens ainsi que les écosystèmes profonds et pélagiques du bassin méditerranéen, à l'exception du Sanctuaire Pelagos, sont globalement sous-représentées dans le réseau actuel des aires marines protégées. En outre, même si les habitats côtiers des 7 pays de l'UE concernés (Chypre, Espagne, France, Grèce, Italie, Malte, Slovénie) sont les mieux protégés actuellement, leur superficie protégée n'atteint pas les objectifs de la CBD. La création d'aires marines protégées est un outil pour fournir une protection durable et permettre la restauration et un usage avisé du patrimoine marin en Méditerranée. The list, which was released on 23 January 2008 at the World Economic Forum in Davos, Switzerland, is the fourth, and most refined, of a series of rankings first issued in 2002. The top 10 countries, with scores of 87 or better, were led by Switzerland, Sweden, Norway and Finland. Daniel Esty, the report's lead author, who is the director of the Yale Center for Environmental Law and Policy said: "Switzerland is the most greenhouse gas efficient economy in the developed world, in part because of its use of hydroelectric power and its transportation system, which relies more on trains than individual cars or trucks." In addition to the United States, by many counts the biggest emitter of climate-warming carbon dioxide, the conference is expecting representatives from Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, South Africa, South Korea and the United Kingdom. The greatest warming has been in the Arctic and neighbouring high latitude regions. Polar amplification is an expected characteristic of global warming, as the loss of ice and snow engenders a positive feedback via increased absorption of sunlight. The large Arctic warm anomaly of 2007 is consistent with observed record low Arctic sea ice cover in September 2007. However, for 2008 the global temperature is expected to be 0.37 degree Celsius above the long-term average of 14.0 degree in England, making it the coolest year since 2000 when the value was 0.24 degree Celsius above the average. The cooling comes against the background of an underlying warming trend, said Professor Phil Jones, Director of the Climatic Research Unit at the University of East Anglia. "The fact that 2008 is forecast to be cooler than any of the last seven years -- and that 2007 did not break the record warmth set on 1998 -- does not mean that global warming has gone away," he said. Devant une assistance composée essentiellement des PDG et leaders de la société civile du monde entier, Ban KiMoon s'inquiète de la pénurie qui s'aggrave et qui risque de générer de nouveaux conflits. Le secrétaire général de l'ONU attribue en grande partie à la sècheresse qui sévit au Soudan depuis une dizaine d'année, la responsabilité du conflit du Darfour, conflit qui a déjà fait près de 200.000 morts depuis 2003. "L'expérience prouve que le manque d'eau peut entraîner des conflits, particulièrement dans les pays pauvres. La croissance de la population va aggraver le problème, de même que le changement climatique. A mesure que l'économie mondiale croît, sa soif va croître aussi. The cost of environmental degradation in Jordan was estimated at JD 205 million or 3.1% of GDP. Any national efforts in environmental protection will need to be creative in securing financial resources for environmental activities. The national budget allocation is barely adequate for the Ministry of Environment's running costs and core activities. To develop and implement innovative and effective options, financial resources have to be mobilized from non-budgetary allocations. The diminishing of donor support to Jordan and its shift in focus has rendered the country unable to rely on foreign aid for sustainable environmental management. Resources have to be mobilized from within. One such alternative is public-private partnership. The main sector in which the Ministry is trying to work with the private sector is the recycling and reuse of industrial waste water as two water reuse treatment plants will be constructed in Zarqa and Irbid funded by the private sector to link the industries and make use of large amounts of wastewater. A new approach is being developed by the Ministry of Environment to secure funds and provide incentives for private sector. The objective is to provide technical and financial tools for industries and investments to enhance their environmental protection systems. The main sources of money for the fund will be Carbon trading through the Clean Development Mechanism (selling Jordan's polluting rights of greenhouse gases to international governments and companies) where expected revenue of JOD 20.5 million between 2009 and 2012 estimated.
