Si vous venez d’une ville hors de Roumanie, l’avion est le
moyen de transport le plus approprié. La ville compte deux
aéroports : Baneasa et Otopeni, à environ 15 et 20 km de la
ville. If you come from a city outside of Romania, the plane is the
best mean of transport to Bucharest. There are two airports in the
city : Baneasa and Otopeni, 15 to 20 kms far from the center.
De nombreux taxis sont disponibles devant l’aéroport, mais
une seule compagnie est agréée par la ville: Fly Taxi. Le prix
du transfert aéroport-gare s’élève à ± 15 Euros (50 RON)
depuis Baneasa et à ± 25 Euros (70 RON) depuis Otopeni.
There will be many kinds of taxis outside of the airport, but you are
advised by the municipality to use only Fly Taxi. The average
one-way fare to the railway station is ± 15 Euros (50 RON) from
Baneasa and ± 25 Euros (70 RON) from Otopeni.

Andrea Hajtajer
Installée à Iasi, Andrea Hajtajer travaille comme graphiste et
a participé à de nombreuses expositions (Roumanie, RoyaumeUni), notamment autour du collectif d’art contemporain
Vector. Utilisant photographie, vidéo et installations, les
relations interhumaines et les conditions de vie, incluant la
ville et les politiques de régénération, sont le thème central
de son travail. Installed in Iasi, Andrea Hajtajer is working as a
graphist and has been participating to several exhibitions
(Romania, Great-Britain), especially with the contemporary art
collective Vector. Through photography, video and installations,
human relations and living conditions including the city and the
policies of regeneration, are central to her work.

LA MAISON DU PEUPLE ? THE HOUSE OF PEOPLE ?
Programme prévisionnel 2009
Symbole architectural de Bucarest, le très controversé Palais du Parlement, anciennement connu
sous le nom de Maison du Peuple, ce monument colossal incarne l’histoire communiste de la
Roumanie et sa transition vers les structures politiques européennes après la chute du bloc de l’Est.
La construction de l’actuel Palais du Parlement a débuté en 1983, dans le cadre du projet Bucarest,
initié par le couple Ceausescu en 1978, conçu comme une réplique à l’Etat dans l’Etat de Pyong Yang
en Corée du Nord. Après la révolution de 1989, qui marque la reconstruction politique actuelle de
la nation, le bâtiment change peu à peu de rôle et devient le siège du Parlement, démocratiquement élu. Depuis 2004, il accueille le Musée National d’Art Contemporain (MNAC), un équivalent
symbolique qui retranscrit dans le domaine culturel cette transition politique et qui cherche à
modifier l’image stigmatisée dont souffre ce bâtiment. Une image déjà quelque peu réhabilitée, et
ce de manière stratégique, à l’échelon international : le bâtiment ayant accueilli les derniers
sommets de la Francophonie (2006) et de l’OTAN (2008).
L’illustration réalisée par Andrea Hajtajer, s'interrogeant sur ce contexte particulier, intervient alors
que de nombreuses discussions se concentrent actuellement sur les politiques actuelles de régénération de la ville, où le Palais du Parlement joue un rôle central. Plusieurs projets architecturaux ou
artistiques, dont la plupart n’ont pas dépassé le stade de la simple proposition écrite, ont préconisé
différentes stratégies d’ouverture pour cet exemple unique d’architecture monolithique, afin de
l’intégrer dans son environnement dévasté et de réinventer l’imaginaire totalitaire de la ville. Reste
que la reconstruction de cette zone doit aujourd’hui avant tout faire face aux intérêts commerciaux,
tout en négociant les besoins de la société civile, silencieuse et souvent oubliée à la table des
négociations. Quelles limites devons-nous dès lors imposer aux juxtapositions stylistiques et
fonctionnelles? Dans quelle mesure la mémoire culturelle doit-elle être conservée? Dans ce
contexte, la maquette en papier représentée en couverture symbolise la fragilité inhérente à
l’institution culturelle actuelle, tout en soulignant l’absence d’intervention urbaine effective.
D’autre part, la figure spectrale de la Maison du Peuple rappelle le danger de la persistance du
totalitarisme sous le masque d’intérêts purement économiques. Mais ce souvenir fantomatique
invite aussi à agir, au travers de structures de décision plurielles, d’actions civiques et de réformes
culturelles, à la modification et à l’atténuation de sa présence.

Architectural symbol of Bucharest, the controversial Palace of Parliament (ancient House of People) reunites
in the monumental effigy of the colossus the communist history of Romania and its transition towards
European political structure after the fall of the East/West. The construction of the actual Palace of Parliament
started in 1983, within Bucharest project initiated by Ceausescu couple in 1978 as a reply to North Korean
Pyong Yang state within state. After the 1989 revolution, marking the political reconstruction of the nation,
the building gradually became the political headquarters of democratic Parliament. Since 2004, it incorporated the National Museum of Contemporary Art (MNAC), a symbolic equivalent of the same transition
towards democratic policies, trying to blur this way its inevitably disgraced image. An image already changed
strategically on the international level, thanks to hosting the Summits of Francophonie (2006) and NATO
(2008).
The poster-illustration proposed by Andrea Hajtajer intervenes as a reflexive reminder in the context of
recent debates in reshaping urban structure of Bucharest, where the Palace of Parliament plays a central part.
Various architectural or artistic projects, although many of them failed to overcome the phase of mere written
proposals, have pointed out different strategies of opening up its reluctant architecture and integrate it in its
evicted surroundings, in order to reinvent the totalitarian imagination of the city. However, the present day
reconstruction of the area has most of all to face commercial and corporatist interests and negotiate the
needs of civil society, silent and ignored at the green table of negotiations. What limits should we impose to
functional and stylistic juxtapositions, to what extent cultural memory should be preserved? In this context,
the stack of papers building the body of the building in the cover-image suggests the inherent frailty of
present-day cultural institutions and sanctions the absence of effective urban intervention. On the other
hand, the ghostly return of the image of the ancient House of People reminds the possibility of a masked
totalitarian persistency masked behind commercial interests, but also the capacity to attenuate and modify its
presence through pluralistic decisions, civic action and cultural reform.
