DOCUMENT 4 Rock climbing – a Beginner’s Guide Are you nervous about climbing because you think it’s too dangerous? Do you feel you’re not fit enough to climb? Do you know how to start climbing? Let’s consider the idea that climbing is dangerous. Being afraid is natural, but if you use suitable ropes and other climbing equipment you will feel completely safe. Climbers are usually very careful because they know what they are doing is dangerous. Accidents happen, but when they do, they tend to attract a lot of publicity. As a result, people think there are many more accidents than there are in reality. You cannot expect to start climbing straight away. Climbing is a challenge and challenges take time. It is essential first of all that you achieve a good level of fitness. Begin as soon as you become interested in climbing – go to the gym, go swimming, take up jogging and continue to do so throughout your training period. Discover as much as you can about climbing. Visit the library and find books especially for beginners or buy climbing magazines and look for articles which describe your situation. Look up information on the Internet. Find out about equipment, methods and places to go. Next, take a course on a climbing wall. Contact your local leisure centre to find out if there is one in your area. These training sessions are a quick way to get experience and you are likely to meet other beginners. After this, you can do an outside course or join a club where you can meet climbers of all abilities and eventually join in group-climbing events. The history of subway graffiti in New York dates back to the 1960s, when teenagers in the city began to write their names on neighbourhood walls. However, instead of using their given names, they chose nicknames, creating a public identity for the street. Initially, this name graffiti had a territorial function, and it showed which parts of the city belonged to particular gangs. Taki 183 was the nickname of a young man who lived on 183rd Street in the Washington Heights section of Manhattan. He worked as a messenger and travelled by subway to all five districts of the city. In his travels he wrote his name everywhere, including inside and outside trains on every station. A reporter from the New York Times tracked him down to interview him, and the resulting article in the paper made him famous throughout the city. The competition for fame began in earnest as hundreds of youngsters, emulating Taki 183, began to put their names on trains and public buildings all over the city. As the available space on walls and trains filled up, it was necessary for writers to develop a distinctive style to make a name stand out from the rest. In addition, they began experimenting with size and colour; they discovered that they could paint large areas quickly with spray paint, and a new form, the ‘piece’ was introduced. Short for masterpiece, these paintings grew in size until the entire side of a subway carriage, windows and all, was painted in 1975. Graffiti writing was an extremely dangerous pastime, and the writers faced many obstacles in pursuit of their goal. They worked in darkness, surrounded by heavy machinery and live electrical rails or balanced on narrow ledges high above the street. Painting their names on the subway trains was illegal and they had to be ready at any moment to dash down the tracks to safety if the police arrived. In addition, they had to face their parents’ anger at home and attacks of hostile rivals in the street. There was also opposition to the writers from the public. To many people in New York, graffiti was linked to crime and vandalism. At times there was so much graffiti on the subway system that it seemed as if the authorities had lost control. The police created special squads of detectives to raid the yards and tunnels to catch writers, but they had only limited success in bringing the problem under control. 9. DOCUMENT 6 Short Story Competition - £20,000 prize money to be won. The International Writers’ Group ( IWG ), based in San Francisco, is sponsoring an International Open Short Story Competition, with a total of 500 prizes to be awarded over the next twelve months. The closing date for entry is 31 December. Another competition begins on 1 January. The competition is open to all writers, and entry is free. ‘We are delighted to be extending our sponsorship to Europe this year,’ said the President of IWG, Dorothy Leadbetter. ‘Our competitions in the USA have always been extremely interested in receiving stories from people who have had nothing published so far, as well as from established authors.’ To enter the competition, simply send in one original short story on any subject and in any style to : The International Writers’ Group, Dept 4011, FREEPOST, Ipswich, Suffolk, IP2 6SN. Your story should not exceed 3,000 words, and your name and address should appear at the top of the first page. The text should preferably be typed, but a handwritten copy is acceptable, as long as it is legible. All the short stories entered for the competition will also be considered for possible publication in the IWG’s collections of short stories, which come out at regular two-yearly intervals. The author of each story chosen for publication retains his or her copyright and is paid royalties on the number of copies sold. The IWG hopes to receive a large number of entries in order to establish this competition as a regular landmark in the arts world. More than 3,000 writers have so far benefited from competitions it has sponsored. 11. DOCUMENT 7 Elderly people all over the world are coming out of retirement to earn enough to feed themselves and their families. In the developing countries, the elderly were once protected, and highly regarded as a source of wisdom and folklore; in the highly developed West, those who had worked all their lives used to feel they had at least earned the right to a pension and a comfortable old age. All this is changing, as wars, disasters and disease hit the Third World, and Western governments reduce social security budgets. In African countries like Kenya and Uganda, young people have moved to towns in large numbers, looking for work, and leaving their grandparents isolated in rural areas. The stresses and strains of modern life are threatening the time-honoured tradition of financial support for elderly family members, and to make matters worse, there will be a huge increase in the proportion of people over sixty in the next few years. Many old people no longer feel needed or respected, and may not even be cared for when fall ill, as jobs become scarcer and poverty spreads among the working population. In addition, there are many families, particularly in East Africa, trying to cope with the aftermath of AIDS, and it often falls to the grandparents to look after children whose parents have died. In parts of Eastern Europe, massive political and economic changes in recent years have meant huge price rises for fuel, rent and food. Some pensioners have had to return to work just to pay their bills. The hyperinflation caused by the collapse of the Soviet Union has wiped out many people’s savings, and reduced the standard of living considerably for most pensioners. In Western Europe, the elderly find it hard to make ends meet on their state pension, and it is now generally accepted that people will need to make their own pension arrangements in future. DOCUMENT 8 The National Trust In 1896 the National Trust paid £10 for its first purchased property, a 14th century house in East Sussex. And the rest, as they say, is history. Today the National Trust owns more than 590,500 acres of land and protects another 79,500 acres. That’s 1.6 percent of the land in England, Wales and Northern Ireland ( Scotland has its own separate National Trust ). The Trust owns holiday cottages, tearooms and restaurants, as well as castles, hamlets and villages. It runs a theatre company, and art foundation and various employment training programmes. It publishes handbooks, magazines, a glossy annual report and a mail-order catalogue that features bone-china mugs, silk scarves and crystal perfume bottles. It has a gift shop in Japan and an American affiliate called the Royal Oak Foundation. It has 2,800 permanent staff, 28,000 volunteers and 2,250,000 members. In the early 1960s the Trust commissioned a survey to evaluate the opportunities for conservation along the coast of England, Wales and Northern Ireland; Out of more than 3,000 miles of coastline, the Trust judged a thousand to be neither beautiful nor interesting; another thousand, cluttered with marinas, trailer parks, hotels and factories, to be ruined beyond redemption; and the remaining shoreline – of which the Trust already owned 200 miles – to be of outstanding beauty and worthy of protection. In 1965 the Trust launched Enterprise Neptune to acquire these segments. “We’re a nation of seafarers and an island nation, so the very nature of the project motivates people”, says Richard Offen, the energetic manager of the Enterprise Neptune appeal. “There is no place in England that is farther than 70 miles from the coast, and everybody has fond memories of seaside holidays as a child. Many supporters of Enterprise Neptune are elderly sailors. DOCUMENT 9 My work as a BBC TV foreign correspondent means that I spend about one week in five abroad. I specialise in human rights and environmental stories and travel alone, as a one-woman crew. But when I’m not abroad, I’m at home in north London, with my two children, researching and preparing for my next trip. I’m often asked why I do such a crazy job when I’ve got children, but in actual fact I’m outside the school gates far more often than a high-powered woman who’s, say, an MP or a company executive because I can dictate my own schedules. I don’t do sudden news stories and choose never to go into war zones, so the danger is minimal. Working alone as both reporter and cameraman suits me perfectly because I do very little eating and sleeping on trips and I don't think a crew would appreciate having to fit in with me. I also cut down the amount of time I’m away from home by using the nights to travel. In Iraq recently I slept through two nine-hour car journeys across the desert, so I could hit the ground running when I arrived. At home, my day begins with BBC1’s Breakfast News at 7 a.m. If I’m in it, the children sit on the end of my bed and watch with me, although they’re usually more concerned about where their breakfast is. When they’ve gone to school, I do 30 lengths of the local pool – my only keep-fit activity – before starting work. I’m always planning several future trips and have lunch with various opposition leaders, former diplomats and their fellow workers three or four times a week. London is a very good place to establish these contacts. The day before I travel is always an at-home day, for packing, checking my equipment and spending time with the children. I have to clean my camera – a top-of-the-range Sony UXI – and make sure I’ve got all the necessary videotapes, lenses, bulbs and batteries. I travel so lightly that I could easily be mistaken for a tourist, although if I’m in a country where they’re likely to be a bit suspicious, I leave my tripod behind. I’m sure that it helps to be a woman because whenever I’m questioned by the authorities, I play the middle-aged housewife and they usually let me go. I’m not a domesticated animal so our nanny, Julie, usually cooks the evening meal. But on a pre-travel day I give her the evening off so we can be alone as a family. I’m sure it’s sometimes difficult for the kids, but there is a plus side as they’re quite involved in what I do and have met all sorts of interesting people at our house. My daughter has the best foreign doll collection in London! But I’m prepared for the possibility that one day they’ll turn round and say, “Where were you, Mum?” 17. They can sometimes be difficult to cope with. DOCUMENT 10 “The Captive” is a strange but sincere and tender film, as indeed one would expect from a director of the calibre of Marcel Lyme. In addition to his keen sensitivity, Lyme has a strong feeling for historical atmosphere, so apparent in his earlier film. “Under the Shadow of the Guillotine”, in which the events of the French Revolution are depicted with surprising realism and vitality. In “The Captive” Lyme manages to evoke the atmosphere of an English town in the early part of the nineteenth century, not so much through the more obvious devices of stage-coaches, old inns, and thatched cottages as through minute attention to details of speech, dress, customs, and mannerisms. Similar in theme to “Adam Brown”. “The Captive” is distinguished by a sincerity which the former lacks and which helps to transform this film from an ordinary adventure story into a memorable and a very moving tragedy. Especially unforgettable is the farewell scene at Plymouth, when Jonathan Robson sees Catherine Winsome on his way to the grim, squalid ship which is waiting to take him to Australia. Robson breaks loose from his captors for a fleeting moment to bid farewell to Catherine. “I’ll prove my innocence”, he cries vehemently as he shakes his fist at Catherine’s cousin. As the ship sets sail, one enters a grotesque nightmare world in which evil seems triumphant. Our identification with Robson becomes so personal that we feel every stroke of the flogging after he has been caught stealing medicine for his sick companion. We share his sympathy for Joe Biggs as the old sailor is hauled under the ship’s keel. Indeed, events might well have become unbearable but for the light relief provided by the comical antics of Bobo, the small cabin boy who skips about uncomplainingly doing whatever task he is given. We know, of course, that ultimately evil will be vanquished, and so we are given strength to endure the adversities which confront the hero. The mutiny and the consequent escape of Jonathan Robson, therefore, come as no surprise. 19. DISCOURS DU CHEF D’ETAT-MAJOR DE L’ARMEE DE TERRE L’armée de Terre doit accélérer son évolution parce qu’elle est désormais confrontée, comme le reste de la société, à des tensions permanentes. Ne nous berçons pas d’illusions, cet état n’est pas conjoncturel. C’est une tendance lourde. Nous devons apprendre, dès le temps de « paix » à vivre, à travailler et à composer avec ces tensions pour en atténuer les conséquences, et même mieux, pour en tirer parti. Pour ma part, je retiendrai plus particulièrement trois mutations majeures et structurantes pour l’avenir. La démographie d’abord. Elle nous concerne au titre du recrutement et de la fidélisation. Elle nous concerne parce que l’armée de Terre est avant tout un système d’hommes qui sert des systèmes d’armes. Vous savez bien que la dégradation de la qualité du personnel ou l’impossibilité d’atteindre nos objectifs de recrutement porteraient directement atteinte à notre capacité opérationnelle. Or, quelques soient les options retenues par les spécialistes, la tendance générale est à la diminution de la population active et à l’augmentation du nombre des retraités. …. La conséquence est claire pour nous qui sommes les plus gros employeurs de la Défense : une concurrence exacerbée pour recruter, une concurrence exacerbée pour conserver le personnel formé. Et ce, quelques soient les catégories de militaires. Une concurrence d’autant plus difficile à soutenir que le métier militaire n’est pas un métier banal. Il nous faudra donc être compétitif sur le marché de l’emploi, au risque de devoir vivre avec des sous-effectifs importants. Il faudra prendre en compte les évolutions sociologiques de la population française et poursuivre notre rôle d’intégration. Il faudra savoir s’adapter au niveau de la ressource pour l’amener au niveau opérationnel requis. Il faudra enfin être attractifs mais sans sombrer dans la démagogie. Nous avons besoin de soldats en nombre suffisant mais nous avons surtout besoin de soldats qui savent se battre. J’aborde la deuxième mutation profonde : les finances. Elles régissent en totalité le fonctionnement de l’armée de Terre…. Les perspectives financières sont tendues ; elles nous imposent d’être réalistes et persuasifs sur l’expression de nos besoins, de gérer nos budgets avec toujours plus de rigueur et de clairement cibler nos priorités. Il y a plusieurs raisons à cette situation. D’abord, la France est engagée dans un processus inéluctable de réduction des déficits publics qui touche plus ou moins fortement tous les budgets. Cette politique se traduit concrètement au sein du ministère de la Défense par la stratégie ministérielle de réforme. Ensuite, la LOLF s’inscrit totalement dans cette optique de rationalisation de la dépense. Les notions de fongibilité asymétrique, de réserve budgétaire et de justification au premier euro ont bien pour vocation première de limiter strictement la dépense publique. Enfin, l’augmentation du budget de la Défense au PLF 2007 de 2.1% contre 0.8% en moyenne pour les autres budgets de l’Etat, illustre une priorité présidentielle, qui n’est cependant pas intangible et qui sera débattue à l’occasion des prochaines élections. …dans ce contexte tendu, c’est un enjeu majeur qui justifie une démarche d’ensemble encore plus cohérente et résolument proactive. Je vais maintenant évoquer la troisième mutation : la mutation stratégique. Plus qu’un critère discriminant, les changements stratégiques doivent fonder toute notre réflexion organique et opérationnelle. Observons précisément la nature des engagements militaires conduits ces quinze dernières années par nous-même et par nos alliés. Deux guerres dissymétriques en coalition en Irak. Une guerre asymétrique en Afghanistan. Et une multitude d’engagements face à une menace diffuse et multiforme qui est tout, sauf une menace conventionnelle symétrique. Or, notre armée, les armées, n’ont pas encore tiré toutes les conséquences de ce nouveau paysage stratégique. Nous restons encore trop largement marqués par des schémas de pensée, des types d’organisations, des procédures d’acquisition de nos équipements et des raisonnements tactiques adaptés à la menace conventionnelle classique. Certes, la résurgence de cette menace sur le continent n’est pas définitivement à exclure. Dans le reste du monde, cette menace persiste régionalement. Mais la France, si elle devait intervenir, agirait nécessairement au sein d’une coalition avec seulement une partie de son outil militaire. C’est pourquoi, si nous devons impérativement conserver une capacité instantanée d’action de coercition et une capacité organique de remontée en puissance, nous devons fixer cette capacité à un niveau strictement raisonnable, compatible avec nos ressources et avec la réalité de nos engagements. Le risque conventionnel disparu en Europe, la paix tant espérée, cette « émouvante espérance du siècle » ne l’a pas remplacé. Au contraire, l’état de « guerre », que l’on baptise pudiquement de crise ou de conflit mais qui se rappelle tragiquement à nous lorsque la terreur frappe le territoire national, s’est répandu partout dans le monde. Face à nous, non plus des armées régulières de même pied mais des terroristes, des guérillas et des organisations criminelles. Cette menace ne ressemble pas à la menace conventionnelle. Elle n’obéit à aucune règle et surtout pas aux nôtres. Elle recherche en permanence les déséquilibres dans tous les domaines, militaires, médiatiques, éthiques, technologiques, économiques pour exploiter nos moindres faiblesses. Elle évolue de manière indiscriminée au cœur des populations, sur tous les terrains, dans les villes comme dans les zones refuge, là où le terrain exerce son pouvoir « égalisateur » face aux forces conventionnelles. C’est un type d’engagement pour lequel l’usage de la force n’est qu’une partie de la solution mais pour lequel l’action militaire, dans un climat d’insécurité généralisée est souvent l’unique ou le principal recours pour remplir des missions de sécurité générale et de reconstruction. C’est un type d’engagement qui s’inscrit systématiquement dans la durée. C’est un type d’engagement où les opportunités sont fugitives et doivent être exploitées toujours plus rapidement. C’est un type d’engagement enfin où l’intelligence et la « force morale » priment sur les seules capacités de destruction. Vous comprendrez aisément toutes les conséquences que l’on peut tirer de ce raisonnement. J’y reviendrai concrètement dans la troisième partie de mon propos. Mais en attendant, si j’ai la conviction que nous sommes entrés durablement dans une ère de tensions et de déséquilibres, la pire des attitudes serait la résignation ou le repli sur nous même. Car il existe des opportunités qu’il nous faut saisir et exploiter pour améliorer les performances de notre outil militaire. La première de ses opportunités nous est offerte par la qualité présente de l’armée de Terre. Notre efficacité opérationnelle est unanimement reconnue en France et à l’étranger. Notre système de projection, souple et remarquablement réactif, notre aptitude à générer une force adaptée à chaque nature d’engagement, le comportement exemplaire de nos hommes, confrontés pourtant au danger permanent au milieu de populations versatiles me font vous dire que l’objectif global du plan 20032008 est atteint avant terme... Avec près de 20 000 hommes au total en posture opérationnelle, l’armée de Terre est bien une armée d’emploi et non d’attente. Au total chaque année, 60 000 d’entre nous sont mis à contribution dans le cadre de ces engagements opérationnels. C’est une réalité dont nous pouvons être fiers. Mais cette réalité, je le sais, est fragile et la réalité opérationnelle ne recouvre pas toujours celle plus difficile de la vie courante. Cette réalité d’autre part, ne l’oublions pas, n’a encore jamais été confrontée, dans la durée, à des pertes massives dans nos rangs. C’est pourquoi et j’y reviendrai, nous devons rester vigilants et capables de nous remettre en question, y compris dans nos domaines d’excellence actuels. La seconde de ces opportunités, c’est l’interarmées. Vous l’avez peut-être déjà décelé dans mon propos, je suis résolument convaincu de la nécessité d’inscrire notre action dans un cadre interarmées. La raison en est d’abord que c’est une exigence opérationnelle. Le paysage stratégique que je vous ai décrit précédemment me permet d’affirmer sans trop de risque de me tromper que le temps des campagnes distinctes d’armée est révolu…faute de combattant conventionnel de même pied ! En revanche, ce dont je suis certain c’est que l’espace terrestre concentrera plus que jamais tous les effets interarmées parce qu’il sera toujours le point d’application final de l’action militaire et stratégique. En ayant dit cela, vous comprendrez que les forces terrestres ont un rôle central indispensable mais pas suffisant, et qu’il est nécessaire de rechercher systématiquement la complémentarité des effets avec les autres armées. Mais il nous faut aller plus loin. Il ne s’agit plus de limiter aux seuls états-majors « opératifs » ou à une partie des forces l’intégration interarmées mais il faut la développer jusqu’aux plus bas échelons tactiques. Mon objectif n’est pas de vernir l’armée de Terre d’interarmées mais qu’elle devienne véritablement Joint. L’autre raison qui m’incite à nous inscrire sans réserve dans le processus d’interarmisation, c’est la redéfinition des attributions des chefs d’état-major par le décret du 21 mai 2005 qui confère au CEMA des prérogatives organiques pleines et entières. Je vois pour ma part plusieurs avantages au renforcement du rôle du CEMA. Il doit d’abord permettre d’accélérer la rationalisation des fonctions de soutien au sein d’entités interarmées. Je souhaite cependant que cette démarche soit poursuivie en veillant à l’engagement égal de toutes les parties prenantes et au maintien de nos capacités opérationnelles. Il permet en second lieu d’envisager de trouver des solutions communes aux disparités entre les armées, en particulier dans le domaine des ressources humaines. Enfin, le CEMA a dorénavant la possibilité de rendre des arbitrages en fonction de la réalité du besoin opérationnel, présent et à venir. Je souhaite dans ce cadre, qu’une partie des gains de productivité attendus dans la démarche générale de rationalisation que j’ai évoquée précédemment, soient affectés au bénéfice des forces armées de premier échelon, celles qui délivrent effectivement les effets militaires. La dernière opportunité nous est offerte par la Nation. Car vous le vivez au quotidien dans vos régiments, nous avons le privilège de partager des enjeux profonds de proximité avec elle. Ces enjeux sont de deux ordres : des enjeux socio-économiques et de sécurité.. ...Vous les connaissez très bien : impact sur l’économie locale, maintien des services publics, implication dans les associations, réserves…Le deuxième enjeu, c’est la sécurité. C’est une préoccupation profonde des Français et par extension de leurs représentants politiques ; souci de sécurité économique, de sécurité de l’emploi, de sécurité sociale mais aussi souci de sécurité générale. Plus que jamais, nos forces doivent être en mesure d’intervenir au profit de la population, partout où sa sécurité est menacée. Nos compatriotes attendent que nous soyons présents sur le front du terrorisme comme sur le front des catastrophes humanitaires. Ils attendent que nous soyons déployés avec la même rapidité et la même efficacité à l’étranger comme sur le territoire français, en métropole et outre-mer. Nous avons déjà largement prouvé notre efficacité sur le théâtre national comme en opération extérieure. Continuons de nous préparer à ces défis, dans une perspective résolument interarmées et interministérielle. Nous devons, dans tous les domaines et sans exclusive être une force de proposition, une force qui produit de la sécurité sous toutes ses formes. Une force de l’ultime recours, si nécessaire, à la disposition du Président de la République. Paris, le 27 septembre 2006.
