Conditions of Participation To participate in the World University Equestrian Championship 2010, the countries invited by the OC shall meet the following requirements: • Member association affiliated to FISU • If not - affiliated to the National Equestrian Federation or to the National Olympic Committee • Only the competitors who meet the following conditions may take part in the event: a) be a national of the country they represent b) be at least 17 and less than 28 years of age on 1st January 2010 c) students who are officially registered for and pursuing a full-time course of study at a university or a similar institute which has a university status that is recognized by the appropriate national academic authority d) former students of the institutions mentioned in c) who have obtained their academic degree or diploma in the year preceding the event 5. Procedure for Entries ● Procedure The countries invited to participate must follow the following procedure. Country must ensure that all their entries reach the Organizing Committee(OC) in due time and in the form prescribed by the OC and the FISU Regulations. When entering, countries shall sign an undertaking that their competitors shall not withdraw from the sport event once it has begun in contravention of the spirit of the General Principles of FISU Regulations. ● Procedure for entries All team members must be accredited on Friday, 29th October 2010, by 12 o’clock at the latest. Riders who are not accredited by this deadline are not allowed to participate. This make sure, that we know the names of the teams and the riders who are concretely on place. We need this for the preparation of the drawing. On Friday, 29th October 2010, at 17 o’clock, The Technical Meeting will be held. At this meeting, all Heads of delegations will participate and the 3 additional members of the Technical Commission will be nominated. This meeting will close with the drawing of lots for the first round dressage. 5 2010 Equestrian Technical Manual ● Participation Fee Three months before the beginning of the championship, the countries entering the event must confirm their entry with an advance payment of 25% of the total participation fees by 29th July 2010. The participation fee, which guarantees an entry, shall be directly collected by the Organizing Committee. If the competitor competes in the championship, his participation fee shall be credited to the costs of stay to be paid to the Organizing Committee. The candidatures will be accepted under the following conditions: a) General entries (engagement of participation) must be sent at least six(6) months before the beginning of the championship, by 29th April 2010. b) Quantitative entries (confirmation of participation) indicating the number of officials and participants, accompanied by the payment of the participation fee, must be sent at least three(3) months before the beginning of the championship, by 29th July 2010. c) Nominative entries (confirmation of participation) with the list of competitors and substitutes, the events in which they will participate and the necessary photographs, must be sent one(1) month before the beginning of the 6 2010 Equestrian Technical Manual championship, by 29th September 2010. Individual accreditation can be carried out from the following website: www.wuec2010.kr ● Entry Procedure The general, quantitative and nominative entries may be sent by fax or e-mail within the required entry deadlines, but they must also be confirmed as soon as possible in writing, on official forms. Entries arriving after the required deadlines will not be taken into consideration, except in extraordinary circumstances, with the agreement of the FISU Executive Committee and after having consulted with the Organizing Committee. The entry forms must be countersigned by an official representative of the organization invited to participate and stamped with a seal from this organization. ● Individual Dossier to Submit on Arrival The individual dossier of each competitor to be presented to the CISCA must include: a) a passport or identity card which shall include: full name nationality, date and place of birth a recent photograph b) if a student: a document proving that he has satisfied the conditions normally required in his country for the entrance to a university or similar institutes a FISU Eligibility From stamped and signed by FNSU and university or similar institute or a student card or certificate from the appropriate academic authority certifying that the competitor is officially registered and is pursuing a full-time course of study c) if a former student: Proof of the date in which they obtained their final academic degree of diploma The Head of Delegation of his deputy, submitting the individual dossiers for his competitors, shall produce a list certified by the appropriate national academic authority of his country of the universities or similar institutes whose statutes as universities meet the requirements. 7 2010 Equestrian Technical Manual 6. Financial Conditions • FISU Registration Fee FISU shall receive from each competing country the following entry fees: a) effective members of FISU: twenty(20) Euro per competitor and official b) other associations: forty(40) Euro per competitor and official FISU registration fees will be collected by the CISCA before the issue of the competitor's identity cards. • Travel Cost The countries shall be responsible for their own round-trip travel costs to the nearest International Airport of Incheon(Seoul). • Participation Fee The competing countries, upon arrival, shall pay their dues for participation fees sixty (60) Euro per person and per day to the Organizing Committee. Ⅱ. TECHNICAL REGULATIONS In case of any disagreement in the interpretation of these regulations, the English version will be considered as authoritative. Any point which is not mentioned in the regulations will be submitted to the Technical Commssion. 11. GERNERAL TERMS 11.1 The sports events of the 9th World University Equestrian Championship (WUEC) shall be organized in accordance with the most recent technical regulations of the Fédération Equestre Internationale (FEI) and the FISU Regulations. 11.2 All technical protests or complaints must be presented by a Head of Delegations (chief of the team) or his deputy to the Chairman of the Technical Commission (CTI), no later than thirty (30) minutes after the results have been officially 8 2010 Equestrian Technical Manual announced. 11.3 The protests must be submitted in writing to the Technical Commission and must be accompanied by a deposit of fifty (50) €URO which will be returned, if the protest is considered to be justified. 11.4 Any decision of the Technical Commission is final and must be reported immediately to the Head of Delegation (chief of the team) of the country concerned. 12. TECHNICAL REGULATIONS 12.1 Each country may enter a maximum of nine (9) persons: four (4) riders, and a maximum of five (5) officials. Only complete teams with three (3) riders may take part in the competition. At the first General Technical Meeting, the Head of delegation or his representative shall confirm and sign the official list of the accredited competitors by the CISCA. 12.2 The Organisation Committee will set a deadline until which the nominative entry of the riders must be made by the Head of delegation (=chief of the team) or his representative in person. If a team misses this deadline for the nominative entry, it will be eliminated from the participation. 12.3 The competition is composed of two parts, dressage and show jumping, in which the same riders must participate. The dressage and show jumping events will be organized according to the "Knock out" system. (see Article 13.1.2) 12.4 The reserve rider shall complete the team only in case of physical inability certified by the official doctor of the competition. If this inability should occur before the beginning of the championship, the reserve rider is allowed to substitute the affected rider in both dressage and show jumping. In case the event has already begun, the reserve rider can only substitute a rider in one of the two parts before the beginning of the first round of the part in question. 9 2010 Equestrian Technical Manual 13. COMPETITION REGULATIONS 13.1 GENERAL PRINCIPLES 13.1.1 Provision of horses The organizers will provide the horses for the riders corresponding to the different sportive levels of the competition. Horses will be attributed to the riders by drawing. 13.1.2 Treatment of Horses All riders must treat the horses in a fair and sporting manner in accordance with the FEI "code of conduct". Any abuse or violence will lead to the elimination of the rider further to the decision taken by the CTI, the judges or the Technical Commission. 13.1.3 The "Knock out" System All the events will be judged according to the "knock out" system: riders draw lots for each round to know which horses they will ride. Only in the first round of dressage and show jumping will the team draw a group of three horses; the team is allowed to decide which rider will ride which horse. Every horse is ridden by two (2) or three(3) riders. The rider with the best result on the horse will be qualified for the next round. Depending on the number of participating countries, it can be necessary that more than the best rider on each horse will be qualified for the next round. In this case, the rider with the lowest difference to the result of the best rider on the same horse will be qualified. For example: 9 teams in the first round, three riders per horse= 9 horses 9 riders in the second round, three riders per horse= 3 horses 3 riders in the third round To have a half final, it will be necessary that one supplementary rider is qualified for the third round. This will be done by the lowest difference of the result to the best rider on the same horse. 13.1.4 Number of qualified riders for 2nd and 3rd round There is the option to increase the number of qualified riders for 2nd and/or 3rd 10 2010 Equestrian Technical Manual round to 50% of the number of riders of the previous round. This depends on the number of available and appropriate horses. It will be the riders with the lowest difference of the result to the best rider on the same horse to be qualified for the next round. This decision is up to the CTI and will be communicated to the Head of Delegations (=chiefs of teams) during the Technical Meeting. If by application of the 50%-rule, the number of riders is not divisible by 3, the number of qualified riders will be rounded down to the next number divisible by 3. If by application of the 50%-rule, there are two or more riders with the same difference of results, the rider with the higher sum of collective marks will be qualified. For example: 1st round: 54 riders(18 horses necessary) 2nd round: 50% of 54 riders = 27 riders(18 directly qualified riders + 9 by lowest difference; 9 horses necessary) rd 3 round: 50% of 27 riders = 13.5; rounded to 12 (9 directly qualified riders + 3 by lowest difference; 4 horses necessary) 4th round: 4 riders (2 horses necessary) 5th round: 2 riders (2 horses necessary) This rule implies that all the three riders of the same horse can be qualified for the next round. 13.1.5 Warm-up of the Horses During the whole competition, horses will be warmed up by riders who are not participating in the competition. If all the Heads of Delegation (Chiefs of the teams) of the teams riding the same horse find the warming-up inappropriate, they must inform the chairman of the technical commission (CTI). 13.1.6 Presentation of the Horses During the competition, the horses must be presented at an equivalent level to the test in which they will compete. The horses should be shown in the arena where the test will take place. In showjumping, the horses must jump some 11 2010 Equestrian Technical Manual fences from the course that are selected by the Technical Delegate. 13.1.7 Preparation The organizers will set the time allowed during which the competitors are allowed to ride their horses before the test. This preparation time will be the same for all competitors. The riders must respect the orders of the stewards responsible for the warm-up arena. 13.1.8 Suitability of the Horse If there is a problem with a horse it is the responsibility of the Head of Delegation to bring this to the attention of the chairman of the technical commission. In the case of lame horse the Chairman must refer the decision to the vet. 13.2 SERIES 13.2.1 General Principles 3 series A, B and C are created to avoid teams of equal strength to compete against each other in the first round. The teams will be split up in three series. The number of teams in each series must not exceed one compared to the number of teams in the other series. Separate series are made for dressage and for show jumping. The teams within each of the series will not ride against each other in the first round. The distribution of the teams in the different series will be established according to the results obtained in the three previous WUECs. 13.2.2 Seeding of Teams Two ranking-lists will be made: one for dressage according to the dressage results and one for show jumping according to the show jumping results obtained at the competitions mentioned in article 13.2.1. 13.2.2.7 The results of the competitions mentioned in article 13.2.1 are converted into points. The points will be based on the rankings for team dressage and team show jumping. Although these were not 'official' rankings in the end at the previous WUEC's, they were calculated in order to come to the final combined ranking. The winner receives 1 point; number two receives 2 points and so on. 12 2010 Equestrian Technical Manual 13.2.2.8 Series placement will be based on the country's results in the competitions mentioned in article 13.2.1. The countries with the best results will be place in series A, followed by series B and C. 13.2.2.9 The organizing country will be placed first in series A, both in dressage and show-jumping. 13.2.2.10 The countries with only two results will be placed right after the above-mentioned countries according to the above-mentioned system, followed by the countries with only one result. 13.2.2.11 Countries who did not take part in any of these competitions mentioned in 13.2.1 will be assigned to the remaining places on the end of the list. 13.2.2.12 If two countries have an equal number of points, the higher ranking at the last WUEC ranks first. If there is still a tie, the decision will be made by drawing by the chairman of the CTI at the start of the first team chief meeting. 13.3 DRAW OF THE HORSES 13.3.1 General Principles Horses will be drawn before each round. Each horse will be assigned a number. This number must be clearly displayed on the horse during the competition to identify the horse. The corresponding number is written on the draw slips. The drawing will assign one horse to each rider in each round. Each horse will be ridden by two or three competitors. Each chief of the team will draw a paper indicating the number and the starting number(s) of the horse(s) that his team or team member will ride. It is the responsibility of the head of delegation to be present for the draw. If the Head of Delegation is not present the CTI will draw for the absent head of delegation. A draw cannot take place without more than 50% of the Head of Delegations being present. A boot number will be assigned to each rider at the beginning of the competition. The Head of delegation declares which rider rides which horse by filling in the boot number of the rider on the draw slips. It is the Head of delegation who must make sure that the completed draw slips are returned to the secretary within 5 minutes after the presentation of the horses (1st rounds). 13 2010 Equestrian Technical Manual After the first round, the result of the drawing will be immediately noted by the secretary during the drawing process. It is within the responsibility of the Head of delegation that their lot is written down by the show office correctly before they leave the place of the drawing. If a participating rider provides his own horse, it must be assured that this rider will not ride his own horse within the competition. 13.3.2 Supervision Every draw will be supervised by the FISU Technical Delegate or his appointed deputy.. 13.3.3 Draw of Horses for the First Round Dressage The horses for the first round dressage will be divided into series of three. The horses will be drawn team by team; each group of 3 horses will be assigned to three different teams, each team will be from a different series (A, B or C). Every team is allowed to decide which rider will ride which horse. See also Article 13.3.5. Teams in series A will draw first, and not compete against each other. Series B will draw second, and not compete against each other. Series C will draw last. If, due to the number of participating teams, only two teams compete against each other, it must be assured that a team from A will not compete against a team from series C. 13.3.4 Draw of Horses for the First round Show Jumping A group of 3 horses will be assigned to each team as follows: 1 horse as 1st starter (the horse being ridden for the 1st time in the test), 1 horse as 2nd starter (the horse being ridden for the 2nd time in the test), 1 horse as 3rd starter (the horse being ridden for the 3rd time in the test), each group of 3 horses is assigned to three different teams of the different groups (A, B and C). Every team is allowed to decide which rider will ride which horse. See also article 13.3.5. Teams in series A will draw first, and not compete against each other. Series B will draw second, and not compete against each other. Series C will draw 14 2010 Equestrian Technical Manual last. If, due to the number of participating teams, only two teams compete against each other, it must be assured that a team from series A will not compete against a team from series C. 13.3.5 First Rounds For the first rounds the head of delegation must declare which team member will ride which horse. Declarations must be made within 5 minutes after the presentation of the horses and before any rider starts its' warming-up on these horses. Failure to declare in due time or not following the declared order will lead to elimination. For the team dressage test the order of the horses will be dictated by the OC. Not respecting this dictated order will lead to a team mark of 0(zero) points for each single lesson which is not performed in the dictated order, plus an individual mark of 0(zero) points for each single lesson which is not performed in the dictated order for all the three riders. If there is an incident which prevents a rider from continuing the test the other two riders will continue and be marked in order to allow them achieve an individual result. 13.3.6 Following Rounds For the following rounds, riders from the same team cannot draw the same horse except if there are more qualified riders from the same team than horses in the round. Teams with multiple riders in that round will draw first, beginning with the team with the most riders in that round. The countries draw in alphabetic order.(of their name in the English language) If these riders draw the same horse, the last rider to draw that horse will draw again until he draws a horse that has not yet been drawn by any rider of his team in the round. The Head of delegation must declare for which rider they are drawing prior to pulling a draw-slip. 13.3.7 Bronze Medal and Final The bronze medal will be attributed to the rider with the lowest difference compared to the rider on the same horse in the semi final, in dressage as well as in show-jumping. 15 2010 Equestrian Technical Manual In dressage: If the two riders who are ranked 3rd and 4th have the same difference, the difference will be made by the sum of the collective marks in the semi-final. If they are still tied, they must re-ride the same test in the same starting order on the horse that has been ridden by the other rider. The difference will be made by the sum of the overall-marks. If the 2nd ride is not possible, the judges will decide who will obtain the bronze medal. In show-jumping: If the two riders who ranked 3rd and 4th have the same difference in penalty points, the difference will be made by the difference of time. If they are still tied, they must re-ride the same course in the same starting order on the horse that has been ridden by the other rider. If this is not possible, the OC will provide a new horse to be ridden in the same starting order. If the 2nd ride is not possible, the judges will decide who will obtain the bronze medal. The CTI can choose to hold a competition for the bronze medal by holding a 'ride off'. In this ride off, each rider will ride two horses, one horse as first starter and one as second starter. The starting order will be decided by draw. The winner of the bronze medal will be rider with best combined result from the two horses. The decision to hold the ride off will be taken by the CTI depending on the number and quality of the available horses. This will be communicated to the Heads of delegations during the Technical Meeting. In the finals, each rider will ride two horses, one horse as first starter and one as second starter. The starting order will be decided by draw. The order of the horses must be alternating. In the dressage finals, the 1st rider begins with the compulsory test, the 2nd starter with the freestyle test. Then, after a break of 5 minutes for recreation, the 2nd starter is doing the compulsory test. The dressage final will end with the 1st rider presenting his freestyle test. In the show-jumping finals, the 2nd rider will also start as 3rd rider on the first horse. The show-jumping finals end with the 1st rider in the 2nd horse. 13.4 Dressage Events 13.4.1 All tests can be dictated except for the dressage Free Style. This may be done 16 2010 Equestrian Technical Manual by microphone, but only if all riders / teams have this opportunity. 13.4.2 l-Judges for dressage Four judges will judge the dressage test. All four judges must come from different countries. All judges must be named in the current list of qualified FEI international dressage judges. 13.4.3 Judges for the first round dressage Four judges (all named in the current list of qualified FEI-dressage judges) will judge the first round dressage. Three judges will judge the three riders of the team individually. One horse is judged by one and the same judge during the whole first round. The fourth judge will judge the team as a whole and will give a team mark. One of the four judges will be appointed as President of the dressage judges for the whole competition. 13.4.4 Entering the Arena All riders will start outside the arena and only enter after the signal has been given by the President of the Dressage Judges, except for the first round where all horses immediately enter the arena directly from the practice area; the President then gives the signal and the riders start their test. 13.4.5 Preparation Riders are entitled to warm-up on their assigned horse. For all dressage events, the competitors will be allowed to ride their horse in the warm-up area at least for the time of duration of the dressage test used in this specific round. This time may be increased by the CTI, but must be the same for all riders of a same round. Not obeying the orders of the steward(s) responsible for the warm-up arena will be reported to the CTI and can lead to elimination. 13.4.6 Tests The first round dressage is a combined individual and team test. All further rounds are individual tests. The final round consists of a compulsory test and a free style test. The level of difficulty of the test must increase from one round to the other. The organizers will send the tests to the competing teams in advance; when the nominative forms are sent. 17 2010 Equestrian Technical Manual 13.4.7 Demonstration The organizers may carry out a demonstration of the first round dressage tests. These presentation will be conducted by riders who are not participating in the competition. This demonstration can be judged and the marks may be commented. 13.4.8 Best and equal results If two or three riders, on the same horse, in the same round of dressage obtain the best and equal result, the difference is made by their collective mark (sum of all collective marks). If they are still tied, the difference is made by their position mark (sum of all position marks). If they are still tied, they must re-ride the same test in the same starting order on a horse designated by the organizers. If the organizers do not have any horses available, the judges will decide who will be qualified for the next round. There must be at least one reserve horse for each round. The riders who are not qualified after this separation procedure are ranked as first of the non-qualified riders in the round. 13.5 SHOW JUMPING TESTS 13.5.1 I-Judges for Show Jumping Two judges will judge each show jumping test. Both judges must be from different countries must be named in the current list of international FEI qualified show jumping judges. One of the two judges will be appointed as President of the show jumping judges for the whole competition. 13.5.2 The first round show jumping will be judged by style. The second round will be by faults and style and all further rounds on faults rounds on faults and time. The use of an electronic chronometer is compulsory. 13.5.3 In all rounds the course must include at least 9 fences. 13.5.4 Height of the Fences 18 2010 Equestrian Technical Manual The difficulty in the show jumping tests must increase from one round to the other. For the first round, the fences' height must be at least of 0.9 meters without exceeding 1.05 meter. For the finals, fences' height must range from 1.3 meters to 1.4 meters unless the FEI-TD together with the CTI decide otherwise. 13.5.5 Preparation Riders are entitled to warm-up on their assigned horse. The rider will have a set amount of time in which to walk trot and canter and then a set amount of time during which they may jump a maximum of two trial fences under the supervision of the steward responsible for the warm-up arena. For the semi-finals, the ride off and / or the finals the organizers are allowed to increase the number of trial fences to three. In case three trial fences are allowed, the organizer must provide three different trial fences in the warm-up arena. Two fences at the average height of the specific course, and one simple low fence. A rider will be eliminated directly if he jumps more than the allowed number of trial fences. Not obeying the orders of the steward(s) responsible for the warm-up arena will be reported to the chairman of the CTI and can lead to elimination. 13.5.6 Time Allowed The time allowed for all jumping events is taken for the entire courses. The time is set by the judges and must be announced once during the draw of the horses for each round and at least twice over to the public before the first rider starts. In addition, the actual time taken by each rider to complete the course must be announced at the end of their course. The FEI-TD together with the CTI may choose to adjust the maximum time allowed no later than after four riders have completed the course, in which case the change in the allowed time must announced to the public at least two times before the judges give the signal for the next contestant to start. 13.5.7 I-Course Designer The course designer must be named in the current list of FEI qualified international course designers and preferably come from different country 19 2010 Equestrian Technical Manual than the organizing country. 13.6 JUDGING CRITERIA FOR SHOW JUMPING The criteria for show jumping judging will be the as follows: 13.6.1 On Style (1st round) A style mark on a scale from 0.0 to 10.0 will be given for the whole course this is the average style mark which takes into consideration: point of takeoff, balance over jump and landing. Three collective style marks on a scale from 0.0 to 10.0 will be given for the entire course: Presentation + techniques: salute of the judges, balance of the rider, correctness, use and effect of the aids; General way of riding: harmony between the rider and the horse, way of riding between two fence, correctness of the turns; General impression These three collective style marks summed up and then divided by three give out the overall style mark. The average style mark will be added to the overall style mark to reach a consolidated style mark for the round that is between 0 and 20. From this consolidated style mark will be deducted: * for the first refusal: 2 points * for the second refusal: 4 points * for the third refusal: elimination * for each fence knocked down: 1 points * for a fall of the rider/horse: elimination * for exceeding the time allowed: 0.5 penalty points for every second commenced The resulting mark is the final style mark. The final style mark from both judges is summed. 20 2010 Equestrian Technical Manual 13.6.2 Following Rounds The second round is judged on faults and style. Each judge will give a consolidated style mark as detailed above, these are summed to give the final style mark. In case of riders having the same faults the rider with the better style mark will be ranked higher. The third round and all following rounds will be judged on faults & time. The Faults for second and following rounds are;; □ for the 1st refusal: +4 penalty points □ for the 2nd refusal: +8 penalty points □ for the 3rd refusal: elimination □ for each pole knocked down: +4 penalty points □ for a fall of the rider/horse: elimination for exceeding the time allowed: 0.25 penalty points for every second commenced All penalty points are summed up. This sum gives the final faults mark. The □ rider with the lowest final faults mark qualifies for the next round. 13.6.3 Equality First Round Show Jumping If two or more riders on one horse have an equal final style mark, the ranking will be made by the consolidated style mark: the higher consolidated style mark ranks first. If the consolidated style marks are equal, the higher overall mark ranks first. If the overall marks are equal, the judges decide in accordance with the articles 13.6.6 and 13.6.7. 13.6.4 Equality Second Round Show Jumping If the riders on one horse have an equal final faults mark, the ranking will be made by the consolidated style mark: the higher consolidated style mark ranks first. If the consolidated style marks are equal, the higher overall mark ranks first. If the overall marks are equal, the judges decide in accordance with the articles 13.6.6 and 13.6.7. 13.6.5 Equality From third round show jumping on If the riders on one horse have an equal final faults mark, the ranking will be 21 2010 Equestrian Technical Manual made according to the time: the fastest time ranks first. If the time is equal, the judges decide in accordance with articles 13.6.6 and 13.6.7. 13.6.6 Best and equal results If two or three riders on the same horse in the same round show jumping have the best and equal results (see Articles 13.6.3 to 13.6.5), they will have to re-ride the course on a horse designated by the organizers and in the same starting order. If the organizers only have a horse that has already been ridden in this specific round, the course may be shortened. If the organizers do not have any horses available, the judges will decide who will be qualified for the next round. There must be at least one reserve horse for each round. The riders who are not qualified after this separation procedure are ranked as first of the non-qualified riders in that round. 13.6.7 Disqualification in Show Jumping If all riders with the same horse in the same round of show jumping are eliminated there will be a re-ride on another horse. If no appropriate horse is available the rider who jumped the most obstacles before being eliminated is qualified for the next round. If there is still a tie, the judges will decide who will be qualified for the next round. The riders who are not qualified after this separation procedure are ranked first of the non-qualified riders in that round. 13.6.8 Exceptional Circumstances In exceptional circumstances the CTI can grant a rider extra time, an additional practice fence or allow the same person who presented the horse to ride it in the practice area. This can only be done to assure fairness or for the well being of the horse. The CTI's decision is final in this matter. 13.7 EQUIPMENT OF THE RIDERS 13.7.1 Riding Cap As soon as a rider is on horseback, he must wear a three-point riding cap. 22 2010 Equestrian Technical Manual The dressage riding hat is tolerated under the rider's own liability in accordance with his personal insurance. 13.7.2 Whip For the dressage event, the dressage whip (with a maximum length of 110㎝) is allowed only in the warm-up area. Riders may use it during the event only if the President of the Dressage judges allows it expressis verbis. This must be declared before the first rider of the horse in question starts the event. For the jumping tests, all riding whips measuring less than 75㎝ are allowed. It is forbidden to use the whip in the "violin stick" position. Not obeying to this article leads immediately to elimination. 13.7.3 Spurs Only blunt spurs are allowed, unless the Organizing Committee acknowledges another type of spurs for a specific horse. This must be declared before the first rider on the horse in question starts in the event. Plastic spurs are not allowed. Not obeying to this article leads immediately to elimination in this discipline. Request to use other than blunt spurs has to be submitted to the Chairman of the Technical Commission before the first rider of the horse in question starts his warm-up. 13.7.4 Stirrups In case a stirrup breaks during the competition, the rider has the opportunity to start again unless he shows the intention of finishing the test / course. 13.7.5 Gloves Gloves must be worn in the dressage arena, failure to do this will lead to elimination. 13.7.6 Dress for Medal Ceremony It is compulsory for all competitors to be attired in their riding dress for the medal ceremony. Any competitor receiving a medal individual or team not attired in his/her riding will lead to the team being eliminated in all team rankings and the individual concerned being eliminated from all rankings also. 23 2010 Equestrian Technical Manual 13.8 TACK 13.8.1 The organizers must check the tack of the horses before the event. 13.8.2 Only the person in charge of the horses can change the setting of the horses' tacks. 13.8.3 A horse's tack must not be changed after the first rider has ridden the horse. In case the tack breaks during the competition, the rider has the opportunity to start again unless he shows the intention of finishing the test / course. 13.8.4 Martingale Only a running martingale is allowed for show jumping. No martingales will be permitted in dressage. 13.8.7 Horses are allowed to wear any necessary limb protection in any round in any discipline. 13.8.8 The tack of the horse during the presentation of the horses must be the same as the tack the horse wears during the competition. 13.9 RANKINGS Only the results validated by the CTI at the end of the event are final. During the competition, the 6 following titles will be awarded: • Individual World Champion of Student Riding (individual combined ranking) • Individual World Champion of Student Riding in Dressage (individual Dressage ranking) • Individual World Champion of Student Riding in Show Jumping (individual Show Jumping ranking) • Team World Champion of Student Riding (team combined ranking) • Team World Champion of Student Riding in Dressage (team Dressage ranking) • Team World Champion of Student Riding in Show Jumping (team Show Jumping ranking) 24 2010 Equestrian Technical Manual 13.9.1 Individual Ranking 13.9.1.1 Ranking of Non-qualified Riders a) After each round, the non-qualified riders are ranked according to the point difference with the best rider on the same horse. The rider with the least point difference is ranked directly after the last qualified rider for the next round. The individual ranking on the horse (whether the rider was second or third best on this horse) does not affect the ranking. Riders who are eliminated are ranked after the last non-eliminated rider in the round. b) Riders who retire on their own purpose during their course will be ranked after all other riders of this round, including all eliminated riders. c) Exceptions to b): But if a rider decides to abandon during his course when, in theory, there is no more possibility for him to win this round - in accordance with article 13.1.1 - the rider will be assigned the same rank as all the eliminated riders of this round, or in case there are no eliminated riders in this round, he will be ranked last rider in this round. This rule is meant to reward fair treatment of the horses. d) When a rider retires before he starts riding, he will get no ranking at all in this discipline. Moreover he will get no individual combined ranking. His team will get no team combined ranking. A ride is considered to have started after the judges have been saluted. e) Exception to d) is made when a rider is forced to retire before he starts his ride due to physical inability according to article 12.3, or if the Technical Commission decides that there is another valid reason. In this case the rider will be considered as having retired during his ride and will be ranked as sub b). f) In case article 12.3 must be applied, the two riders are normally ranked in the respective disciplines in which they participated, and the team will be ranked normally with the results of the two riders being considered as the results of one rider. 25 2010 Equestrian Technical Manual 13.9.1.2 Converting Ranking into Points Riders receive points according to their ranking, i.e. 1st place = 1 point, 2nd place = 2 point, etc. When riders have the same ranking, they receive points equal to the sum of the rankings occupied by these riders divided by the number of riders with the same result, e.g.: 4 riders ranked 20th, the points given to each rider are equal to (20+21+22+23)/4=21.5 points. 13.9.1.3 Individual Combined Ranking For the individual combined ranking, the rankings of the rider in dressage and in show jumping are converted into points according to article 13.9.1.2. These points are summed up. The rider having the least points is the winner of the combined ranking. When two or more riders have the same amount of points, the best-ranked rider in dressage will be the winner in combined. 13.9.2 Team Rankings 13.9.2.1 Team Dressage Ranking A) After the first round dressage, the teams are ranked by the team mark (=mark of the fourth judge). This ranking is converted into points according to article 13.9.1.2. B) The individual riders will receive ranking points according to article 13.9.1.2 after the second round. The riders qualified for the third round dressage receive one (1) point. C) The ranking points of the three riders in dressage (after the second round) and the ranking points of the team mark (multiplied by three) are added. The team which the least sum is the winner of the team dressage. All other teams are ranked in ascending order. If two or more teams have the same amount of points, the better team mark from the first round dressage ranks first. If they are still tied, the difference is made by the sum of the collective marks of the Team test. If they are still equal the difference is made by the sum of the collective marks of the three individual tests. 26 2010 Equestrian Technical Manual 13.9.2.2 Team Show Jumping Ranking After the second round show jumping, the individual riders will receive ranking points according to article 13.9.1.2. The riders qualified for the third round show jumping receive one point. The team with the least sum is the winner of the team show jumping. All other teams are ranked in ascending order. If two or more teams have the same amount of points, the difference is made by the sum of the consolidated style marks of the three team members: the highest sum of the consolidated style marks ranks first. If the sums of the consolidated style marks are equal, the difference is made by the sum of the overall marks of the three team members: the highest sum of the overall marks ranks first. 13.9.2.3 Team Combined Ranking The team combined ranking is calculated by summing up the ranking points of the three team members in dressage and show jumping as calculated in 13.9.2.1 (B) and 13.9.2.2. The team with the least sum is the winner of the team combined. All other teams are ranked in ascending order. If two or more teams have the same amount of points, the team with the best team mark in the first round dressage ranks first. In case the team marks are equal, the team with the best team dressage ranking ranks first. Ⅲ. MEDICAL REGULATIONS 14. Anti-doping Control 14.1 Anti-doping control will be performed according to the current FISU Regulations. 14.2 A reasonable number of riders shall be tested in each discipline. 14.3 The number of athletes to be tested per day in each round shall be agreed upon by the CM in agreement with the OC and the chair of the CT. The available laboratory capacity must be taken into account. The CM shall 27 2010 Equestrian Technical Manual determine the special criteria and procedures for selecting the individual athletes to be checked, but no details shall be disclosed prior to the competition. 15. Veterinary Examinations and Horse Inspections 15.1 Definitions 15.1.1 The term "Veterinary Examination" refers to a clinical examination carried out by a qualified veterinarian in order to establish the general health status of a horse that will compete. 15.1.2 The term "Horse Inspection" refers to the procedure used to verify whether a horse is fit to participate in the competition (i.e. 'fit to compete'). 15.1.3 The "Inspection Committee for the dressage horses" exists of the president of the dressage judges (according to Article 9.4.3), one of the other dressage judges, the FEI Technical delegate and the veterinary designated by the OC. The President of the dressage judges (as chair of the committee) shall have the casting vote if necessary. The "Inspection Committee for the show jumping horses" exists of the two show jumping judges, the FEI Technical delegate and the veterinary designated by the OC. The president of the show jumping judges (according to Article 9.5.1) is the chair of the committee; he/she shall have the casting vote if necessary. 15.2 Veterinary Examinations 15.2.1 The veterinary designated by the OC must examine all horses entering the stables of the competition, whether they are reserve or competition horses. 15.2.2 The first Veterinary Examination should be carried out as soon as possible upon arrival of the horse at the competition site. 15.2.3 The aim of Veterinary Examinations is ensure that the horse is not suffering 28 2010 Equestrian Technical Manual from any infectious or contagious disease. This examination may include the palpation of limbs and body, monitoring heart and respiratory rate, body temperature and any other pertinent clinical parameters necessary. The limbs may be palpated or lifted to examine a suspected abnormality. However, an examination to detect lameness (i.e. flexion tests or a trot-up) is not part of this examination. A record of the clinical findings must be made which should follow the horse through successive examinations and inspections during the event. 15.3 Horse Inspection 15.3.1 Inspection Committee The Inspection Committee is responsible for accepting or refusing a horse from competing, but should be based on the professional opinion of the veterinarian(s). The Inspection Committee should meet together with the CTI prior to the Horse Inspection to valid the inspection protocol. In addition, the Inspection Committee must approve the surface on which the Horse Inspection will take place. 15.3.2 Requirements for Horse Inspections The Organizing Committee must consider all the necessary requirements for the Horse Inspections. It must also liaise the CTI with the veterinary designated by the OC and will discuss the protocol regarding the inspections well before the competition. • Surface - It is important that the inspection surface provides a fair evaluation of the horse's ability to compete. The surface should always be firm, flat and not slippery. There should approximately 50 meters of surface available to inspect the horses at walk and trot. • Organization - The inspection area must be properly cordoned off from the public and effectively managed so that horses are ready for inspection at the scheduled time and quickly lead away afterwards. • Holding Box - A cordoned off area should be allocated close to the inspection area that can be used for a further examination of horses exhibiting doubtful ability to compete. This area should be separate and if possible out of sight of the main inspection area. 29 2010 Equestrian Technical Manual 15.3.3 Procedure of The Horse Inspection The veterinarian(s) will walk around the horse to carry out a brief visual inspection of the horse. Palpation of a limb or another part of the body will only be carried out if deemed necessary. However, other clinical tests may not be performed at this time (i.e. active flexion - test or walk the horse in a circle). After the visual inspection, the horse will walk for a short distance and then trotted on a loose rein with the handler on the left side of the horse. The veterinarians watch the horse's gait from the center of the inspection track. The Inspection Committee then takes a decision, taking into account the opinion of the veterinary designated by the OC, to accept, not accept, or to send the horse to the Holding Box for further examination.
