FRENCH LANGUAGE EXPERTISE EXPER EXPERTISETISE EXPERTISE FRENCH LANGUAGE The CIEP provides support for the design and implementation of projects for teaching of/in French around the world, mainly for partner education systems. BILINGUAL TEACHING For example: The CIEP provides its expertise to assist bilingual teaching projects in a spirit of educational and linguistic cooperation and to train teaching teams in French and non-linguistic disciplines (DNL) in the specific features of bilingual education. To assist the creation and development of bilingual teaching mechanisms, the CIEP proposes its expertise to set up quality processes in establishments with bilingual streams or designs framework and management tools specific to this teaching provision. - Egypt: training plan geared towards a network of bilingual education establishments. - Ukraine: support for the project to overhaul study plans for disciplines taught in French (DNL) in Ukrainian schools with bilingual streams. - Morocco: support for international streams with a French option. CERTIFICATION OF FRENCH AS A FOREIGN LANGUAGE CENTRES IN FRANCE A large number of people come to France each year to take French lessons in different types of language centres (public, private or run by associations). To make it easier to choose an establishment, both for individual users and for diplomatic missions that provide advice to foreign nationals in this field, the CIEP-administered the French as a Foreign Language Quality certification (label Qualité français langue étrangère) identifies, recognises and promotes training centres whose language and service offers provide guaranteed quality. Created in 2007 by ministerial decree, this certification is the result of a quality assurance process launched by three ministries: the Ministry of National Education, Higher French as a Foreign Language certification professional meetings, CIEP, October 2015. The French as a Foreign Language Quality certification website The website is available in four languages for anyone who wants to identify an FFL teaching establishment in order to begin or continue to learn French in France. Each year, over 130,000 students take French as a Foreign Language (FFL) courses in one of 95 certified centres, 30 of which are affiliated to higher education establishments. The Guide of certified centres (a bilingual French−English leaflet) lists the certified centres. EXPERTISE ON REQUEST In partnership with the diplomatic network of cultural services, national departments for education and educational institutions, the CIEP lends its expertise to French teaching systems (FFL and bilingual teaching):reform of school programmes for teaching of/in French; creation and The Fil du bilingue website The CIEP manages the Fil du bilingue website, launched on the initiative of the Ministry of Foreign Affairs and International Development. This site offers professionals involved in developing bilingual streams the tools and information they need. It uses case files that deal with the issues surrounding bilingual education, as well as the promotion of symposia, cross-disciplinary events and publications. For example: - Malaysia: reform of curricula for French (identification of teaching content, programme reorganisation and drafting of framework documents). - Democratic Republic of Congo: establishment of a quality approach in the Institut Français in Kinshasa and in the Alliances Françaises. - Cape Verde: establishment of expertise and training as part of a programme of priority solidarity funding (FSP) entitled “Supporting the development of French teaching in Cape Verde”, in partnership with the Ministry for Education and Sports and the Public University of Cape Verde. TRAINING TRAINING TRAININGCOURSES TRAINING FRENCH LANGUAGE The CIEP provides a wide range of both presence-based and distance-learning training courses for management personnel, trainers and teachers. Some of these training programmes lead to a university qualification or an accreditation. The CIEP also develops mechanisms and tools to evaluate professional and linguistic skills. LES UNIVERSITÉS – BELC, FOR FRENCHLANGUAGE PROFESSION WORLDWIDE The high-level BELC winter and summer universities provide the opportunity to discover or enhance new practices and support dynamic career development. In addition to presenting the most recent professional techniques, they provide meetings with key actors from the profession and provide the opportunity for peer discussion. A vast choice is available in four areas of French-language professions worldwide: teaching, evaluation, training and managing. The BELC regional universities BELC regional universities have been organised since 2012 to meet the expectations of the cultural network and its partners in terms of locally organised and context-based training. These universities enable an effective balance between educational objectives, budgetary constraints and cooperation and visibility objectives. In 2016 six BELC universities are on offer in the Middle East (Abu Dhabi), sub-Saharan Africa (Cape Town), South East Asia (New Delhi and Taipei) and Latin America (Mexico City and Bogotá). PRO FLE: PROFESSIONNALISATION IN FRENCH AS A FOREIGN LANGUAGE This distance training mechanism is intended for FFL teachers who want to strengthen their skills as part of a continuing training plan. Designed by the CIEP and the National Centre for Distance Education (CNED), in partnership with the Ministry of Foreign Affairs and International Development and the Institut Français, this mechanism is intended to be set up locally, using the network of specially trained tutors. It has been introduced in 70 countries. This offer has three strands: the training of teachers and trainers to integrate ICT-for-teaching into French lessons, educational engineering to support ICT-for-teaching projects in schools that seek to promote and share the French language, and the provision of consulting and expertise to support every step in an educational and language cooperation project. For projects which combine several institutional partners, CIEP’s support can be requested to respond to calls for proposals. The CIEP also responds to requests from French or foreign partners. This training is often integrated into a wider educational cooperation project, in the context of annual continuing training plans. A professional skills-based approach incorporates these courses into validation-of-learning-through-experience projects and meets the evaluation needs of all French teaching professionals (teachers, cooperation attachés, class leaders, education managers, project managers and so on). These tailored training sessions may be organised in France or abroad and cover the areas of French as a Foreign Language, bilingual education or the use of ICT-for-teaching technology. For example: - India: teaching French as a Foreign Language (tutored course). - Egypt: designing and running educational projects in the context of a French-speaking bilingual stream; teaching French in bilingual streams; educational practices and evaluation in French-speaking bilingual streams. - Russia: managing performance and driving change in Russian schools with a French-speaking bilingual stream. - Algeria: French teaching in primary schools in the Tziri-Ouzou private schools network. - Developing and implementing cultural activities in French for children in the FLAM (French language in pre-school) system. RESOURCES RESOUR RESOURCESCES RESOURCES FRENCH LANGUAGE The CIEP builds on its expert assessment, training and evaluation activities by organising international conferences and seminars, which often lead to publications that can be viewed on the CIEP website. CONFERENCES AND SYMPOSIA Encouraging discussions between professionals and researchers, actors in the field and political decision-makers on issues surrounding French-language teaching and evaluation, the CIEP organises conferences and seminars, generally in partnership with French and foreign organisations or international sponsors. For example: “Understanding current developments in the French teaching profession and supporting them”, 8-9 December 2014 Organised by the CIEP and the International Federation of Teachers of French (FIPF), this seminar outlined current developments in the French teaching profession and the professional support frameworks that exist or are necessary to these developments. International conference “Successful education in Africa: The challenge of languages”, 27-28 March 2014 This meeting presented examples of language policies implemented in school education in Africa. It discussed teachers’ training needs in a multilingual context to improve teaching quality. The CIEP published the summary of the lectures delivered and round table discussions. DOCUMENT AND RESOURCE CENTRE The CIEP provides a range of resources to raise awareness of current educational and language policy around the world for the French network abroad and people working in education. The French as a Foreign Language reference library The CIEP possesses archives relating to French as a Foreign Language and French and other language teaching methods (French as a Foreign Language, French as a second language, subject-specific French, and so on). REVUE INTERNATIONALE D’ÉDUCATION DE SÈVRES Revue internationale d’éducation Sèvres les langues d’enseignement, un enjeu politique International conference ”Successful education in Africa: The challenge of languages”, CIEP, March 2014. n° 70, décembre 2015 The Revue internationale d’éducation de Sèvres is a journal focusing les langues d’enseignement, on education and training worldun enjeu politique wide. It publishes three issues a year in French for policymakers, education practitioners and researchers in educational science, political science, sociology, history, geography, philosophy and so on. Most of the writers are foreign and the articles are written from a research perspective. Each issue is organised around a central theme that is being discussed on the international stage. It also provides information and documentary resources in the field of education policies or teaching practices. The journal is run by an editorial board and an international academic board, which meet regularly. Since it was created in 1994, it has published 850 authors from 100 countries. It is listed in different international classifications. In 2012, the journal joined the OpenEdition social science and humanities publishing platform. Back issues for the last two years are available in open access on revues.org.
