Objet de I'ApPel d'Offres
A la suite,
des résultats enÇourageants enregistrés de 2012 à2015 dans l'organisation des
marchés forains dans les villes de Yaoundé et Douala,
avec la participation citoyenne de 809 organisations de producteurs, pour un niveau
d,approvisionnàment de 61 827 tonnes et un chiffre d'affaires réalisé de plus de 15
mifiards F CFA par les différents partenaires de la MIRAP,

L,Administrateur de la MIRAP, Autorité Contractante, lance un Appel d'Offres National
Ouvert pour I'exécution des travaux de construction d'un complexe de magasins témoins
de vente en procédure d'urgence dans la région du Centre à Yaoundé.

établie par une banque de premier ordre agréée par le Ministère chargé des finances et dont
la liste figure dans ta pièCe 12 du DAO, d'un montant de 3 400 000 FCFA (trois million
quatre *ùt mille) et vàlable pendant trente (30) jours au-delà de la date originale de validité
des offres.

d'Appel d'Offres
Le dossier peut être obtenu à la Cellule Financière de la MIRAP sise au quartier ELIG
ESSONO à YAOLTNDE, porte : 304 dès publication du présent avis, contre présentation d'un
reçu de versernent d'une somme non remboursable de 150 0000 (cent cinquante mille)
Francs CFA, payable au compte No33598860001-94 (CAS-ARMP) domicilié dans toutes
les agences BICEC.
10- Remise des offres

Chaque offre rédigée en français ou en anglais en sept (07) exemplaires dont un

11- Recevabilité des offres

Sous peine de rejet, les pièces du dossier administratif requises doivent être
en originaux ou en ropi*r r*rtifre.s conformes par le service émetteur ou une autorité
administrative (préfet, Sous-préfet,. . .), conformément aux stipulations du Règlement
Particulier de l'Appel d'Offres.
Elles doivènt dater de moins de trois (03) mois précédant la date originale de dépôt
des offres ou avoir été établies postérieurement à la date de signature de l'Avis d'Appel
d'Offres.
Toute offre incomplète conformément aux prescriptions du Dossier d'Appel d'Offres
par une

12- Ouverture des plis
L'ouverture des plis se fera en un temps. L'ouverture des pièces administratives, des offres
techniques et financières aura lieu le 26 Octobre 2016 à12 heures par la Commission Interne
de Passation des Marchés auprès de la MIRAP, dans la salle de réunion de la MIRAP
Yaoundé.
Seuls les soumissionnaires peuvent assister à cette séance d'ouverture ou s'y faire représenter
par une personne de leur choix dûment mandatée.

Critères éliminatoires
Les critères éliminatoires porteront essentiellement sur :
1. L'absence d'une pièce administrative;
2. La Fausse déclaration ou pièce falsifiée;
3, L'absence d'un prix unitaire quantifié dans " I'Offre financière "
4. La note technique inférieure à 70% des oui.

Acquisition of Bidding Documents

Each offer drafted in English or French in seven (07) copies, one (01) original and six (06)
copies marked as such must be filed with the Financial Cell of the MIRAP in Yaounde against
receipt, at the latest October 26th,2016 to 11 am and should be marked:

11. Admissibility of offers
Subject to rejection, the pieces of the required administrative record to be produced originals
or certified copies by the issuing service or administrative authority (prefect, sub-prefect, ...),
pursuant to the provisions of the Supplementary Regulations of the Call for'offers.
They must be older than three (03) months preceding the original date for submission of bids
or have been established after the signing date of the Tender Notice.
Incomplete offers accordance with the requirements of the bidding documents will be declared inadmissible. Including the absence of the bid bond issued by a first class bank approved by the Ministry of Finance.
12. Opening of Bids
The opening of bids will be done in time. The opening of administrative documents, technical
and financial offers will take place October 26th,2016 at 12 am by the Commission of Internal Transfer of MIRAP with the Markets in the meeting roorn of the MIRAP Yaounde.
Only bidders may attend the opening session or be represented by a person of their choice
duly authorized.
