Call for Paper Égypte/Monde Arabe The Egyptian Political Life after the Implementation of the Roadmap: Restoration or Mutations? This issue of Égypte Monde arabe aims at identifying and analyzing ruptures and continuities within the Egyptian political life, after the implementation of the road-map defined following the overthrow of Muhammad Morsi in July 2013, that is to say: the adoption of a new constitution (2014), the election of a President of the Republic (2014), and then of a Parliament (2015). The main hypothesis guiding the writing of this issue is that the current situation cannot be described as a mere return of the old regime. The period of turmoil that started in 2011 has impulsed a process of reshaping the state-society relationship, and this process will probably last for many years. This issue intends to make a contribution both to the evaluation of these transformations and to the study of the prospects for the future of Egypt. It will be organized around three axis: 1. The Expressing of Social Demands The dismantlement of the NDP by a court decision on April 16th 2011 has disrupted the relationship between the citizens and the state institutions. Until now, the political void left behind the former hegemonic party has not been filled yet. From now on, how do the different sectors of society formulate and express their collective interests? Through which channels are their demands able to reach the political system? Who are the main actors involved in this process: social movements, lobbies, associations, political parties, elected representatives, and administration? What role do the medias and the members of parliament into the setting of the public agenda play? How are the relationships between voters, old and new elites now organized? What is the role of the political parties in the renewal of the elites? Political sociology as well as anthropology, information science, urban studies and geography can be mobilized in order to examine these questions. 2. The Functioning of the Political System The new constitution plans a reconfiguration of the relationship between the political and administrative institutions in Egypt. In this axis, we intend to examine the already produced effects of some of this new constitutional provisions, but also to evaluate the potential impact of some other provisions hitherto non effective. What is the new balance of power between the president, the government and the parliament, when the political party, which was linking them together, is missing? Who are the main players within a fragmented parliament deprived from a real majority? What about the relationship between this parliament and the administration? How are the political leaders planning the implementation of the decentralization process decided by the new constitution? How are local institutions working now, after five years without elected local councils? In this section of the issue, we are waiting for contributions from both jurists and political scientists, in order to balance the study of the legal texts with the examination of the legal practice. 3. The Public Policies Egypt is facing nowadays very serious challenges in the financial, economical, social and environmental fields. In this section, we will examine the sectoral policies implemented by the state during the last few years. We are waiting for contributions on issues related to environment, health, housing, education, equality between men and women, interfaith dialogue and relationship, and the reform of local public institutions. These issues concern environmental scientists, geographers and students of urban planning, demographers and statisticians, and also economists, historians, sociologists and anthropologists. Ce numéro d’Égypte Monde arabe entend identifier et analyser les éléments de rupture et de continuité présents dans la vie politique égyptienne, telle qu’elle apparaît après la réalisation de la feuille de route élaborée au lendemain du renversement de Mohamed Morsi en juillet 2013, à savoir : l’adoption d’une nouvelle constitution (2014), et l’élection d’un président (2014), puis d’un parlement (2015). L’hypothèse centrale qui préside à l’élaboration de ce numéro est que la situation actuelle ne peut se résumer à un simple retour de l’ancien régime. La période de turbulences traversée par le pays à partir de 2011 a impulsé un processus de redéfinition des rapports État-société, et ce processus est sans doute appelé à durer de longues années. Ce numéro vise donc à dresser un premier bilan de ces transformations et à examiner les perspectives que l’on peut envisager pour l’avenir de l’Égypte. Il s’organisera autour de trois axes : 1. L’expression de la demande sociale La disparition du PND, dissous par décision de justice le 16 avril 2011, n’a pas fini de faire sentir ses effets dans les rapports entre les électeurs-administrés et les institutions étatiques. Ces rapports ont en effet été déséquilibrés par le vide créé par la dissolution de l’ancien parti hégémonique, et qui n’a pour l’heure pas encore été comblé. Désormais, comment les intérêts collectifs émanant de différents secteurs de la société s’expriment-ils ? Par quels canaux transitent-ils pour atteindre le système politique ? Quels sont les acteurs impliqués dans ce processus : mouvements sociaux, groupes d’intérêts, associations, partis politiques, élus, administration ? Quel rôle jouent tant les médias que les parlementaires dans la mise sur agenda d’un problème spécifique ? Comment s’articulent les rapports entre administrés, anciennes élites et nouvelles élites ? Quel est le rôle des partis politiques dans ce renouvellement des élites ? Toutes ces questions peuvent être abordées tant sous l’angle de la sociologie politique que de l’anthropologie. Les contributions relevant des sciences de l’information, de l’urbanisme et de la géographie sont également les bienvenues. 2. Le fonctionnement du système politique La nouvelle constitution prévoit un remaniement des rapports entre les institutions politiques et administratives égyptiennes. Il s’agit ici d’examiner les effets d’ores et déjà produits par certaines dispositions de cette nouvelle constitution, et d’évaluer les enjeux demeurés jusqu’à présent en suspens dans l’attente de la traduction effective de certaines autres dispositions. Quel est désormais le nouvel équilibre entre le président, le gouvernement et le parlement, en l’absence d’un parti liant organiquement ces trois institutions ? Quels sont d’ailleurs les rapports de force au sein d’un parlement dorénavant fragmenté et privé d’une majorité claire ? Comment décrire aujourd’hui les rapports entre le parlement et l’administration ? Comment les responsables politiques envisagentils de mettre en œuvre le processus de décentralisation prévu par la constitution ? Comment fonctionnent les institutions locales, après plus de cinq années d’absence des conseils locaux élus ? Dans cette partie, nous attendons des contributions émanant tant de juristes que de politistes, afin d’accorder autant d’importance aux textes qu’à leur pratique. 3. Les politiques publiques L’Égypte est aujourd’hui confrontée à de graves défis financiers, économiques, sociaux et écologiques, dans un système régional devenu menaçant. Il s’agit de s’intéresser ici aux politiques sectorielles menées par l’État au cours des dernières années pour tenter de répondre à ces défis. Nous attendons ici particulièrement des contributions portant sur les politiques environnementales, la santé, le logement, l’éducation, l’égalité hommesfemmes, les rapports entre religions, et la réorganisation des pouvoirs publics locaux. Ces questions peuvent être abordées sous l’angle des sciences environnementales, de la géographie et de l’urbanisme, de la démographie et des statistiques, ou encore de l’économie, de l’histoire, de la sociologie et de l’anthropologie.
