EEX Customer Information 2009-12-21 Primary auction of European emission allowance (EUA) on the EEX platform Dear trading participants, As announced in the last customer information of 30 November 2009 you will find below the exact details on the primary auction of European emission allowance (EUA) on the EEX platform starting in January 2010. The EEX Exchange Council has as expected approved the modified trading conditions and contract specifications for the new spot instrument in a meeting on 3 December 2010. As a result, the modified trading conditions will become effective on 1 January 2010. On the spot market, the auction takes place Tuesdays between 9:00 am and 11:00 am CET. Auction results are being published approx. 11:05 am. The first auction takes place on 5 January 2010. On the derivatives market, the auction takes place Wednesdays between 14:45 pm and 15:00 pm CET. Auction results are being published approx. 15:05 pm. The first auction takes place on 6 January 2010. Both auctions are operated as so called “Black Box Auction”. This implies that no indicative prices and no indicative auction quantities are displayed during the call phase. Please refer to the auction calendar attached for the exact auctioning dates. You may also find the auction calendar and further information regarding the respective auction on the EEX website under the following link: http://www.eex.com/en/EEX/ProductsFees/EUAPrimaryMarketAuction Operation of the spot market auction 300.000 certificates are auctioned on a weekly basis on the spot market. The auction takes place as “All or Nothing” auction. This implies that the total amount has to be auctioned in order to achieve a valid auction. The minimum lot size for each bid is 500 tons or whole-number multiples there of. Participants are no longer able to change their orders. OBB Duration approx. 1 sec. Matching of the sell order and the buy orders. POSTR approx. 11:05 am CET Publishing of auction results. Auction price and quantity are displayed in the Order Market Overview window. Every participant can view his/her individual order execution status in the Own Back Office Information window. Operation of the derivatives market auction 570 contracts (570,000 tons) are auctioned on a weekly basis on the derivatives market. The auction takes place in the respective front contract of Mid Dec European Carbon Futures (F2EA). Therefore the continuous trading will be interrupted Wednesdays. All remaining orders from continuous trading will be deleted. Orders which were not executed during the auction are also deleted prior to the resumption of continuous trading. Like the spot auction, the derivatives auction takes place as “All or Nothing” auction. PREOP FREEZE TRAD General information for the spot and derivatives market The call phase will be extended in case there are not enough orders in the market or there is a distortion of prices. Participants will have the possibility to adjust their orders or to enter additional orders. The order for the spot market as well as the order for the derivatives market can be entered by EEX Market Supervision on behalf. For this purpose participants need to send in a fax. November 2009 angekündigt, erhalten Sie nun die Details zu der ab Januar 2010 an der European Energy Exchange stattfindenden Versteigung der europäischen Emissionsberechtigungen am Primärmarkt. Wie erwartet hat der EEX Börsenrat in seiner Sitzung am 03. Dezember 2009 den geänderten Handelsbedingungen sowie der Kontraktspezifikation für das neue Spotmarktinstrument zugestimmt. Die geänderten Handelsbedingungen treten damit ab dem 01. Januar 2010 in Kraft. Die Versteigerung am Spotmarkt findet dienstags zwischen 09:00 Uhr MEZ und 11:00 Uhr MEZ statt. Die Veröffentlichung der Ergebnisse erfolgt ca. 11:05 Uhr MEZ. Der erste Auktionstermin ist: 05. Januar 2010 Am Terminmarkt wird die Versteigerung immer mittwochs zwischen 14:45 Uhr MEZ und 15:00 Uhr MEZ durchgeführt. Die Veröffentlichung der Ergebnisse aus der Terminmarktauktion wird ca. 15:05 Uhr MEZ erfolgen. Der erste Auktionstermin ist: 06. Januar 2010 Beide Versteigerungen werden als sogenannte Black Box Auktion durchgeführt. Es werden während der Auktion kein indikativer Auktionspreis und keine indikative Auktionsmenge angezeigt. Die genauen Versteigerungstermine entnehmen Sie bitte dem beigefügtem Auktionskalender. Hierbei handelt es sich um eine sogenannte „All or Nothing“-Auktion. Das heißt, dass die Gesamtmenge bei jeder Versteigerung European Energy Exchange AG Kundeninformation 2009-12-21 Page 5 umgesetzt werden muss um eine valide Auktion durchzuführen. Die Gebotsmenge beträgt mindestens 500 Tonnen oder ganzzahlige Vielfache davon. Bitte entnehmen Sie den Ablauf der Spotmarktauktion der nachfolgenden Tabelle. Das Instrumentenkürzel für die Versteigerung am Spotmarkt lautet T2PA. Dieses Instrument ist nur für die Primärauktion handelbar. Ablauf der Terminmarkt Auktion Am Terminmarkt findet die Auktion im jeweiligen Frontkontrakt des Mid Dec European Carbon Futures (F2EA) statt. Hierfür wird der fortlaufende Handel immer mittwochs unterbrochen. Alle verbleibenden Orders aus dem fortlaufenden Handel werden vor der Auktion gelöscht. Gebote die während der Auktion nicht zur Ausführung gekommen sind, werden ebenfalls vor dem Neustart des fortlaufenden Handels gelöscht. Wie bei der Versteigerung am Spotmarkt handelt es sich bei der Versteigerung am Terminmarkt ebenfalls um eine „All or Nothing“-Auktion. PRETR Ab ca. 15:10 Neustart des fortlaufenden Handels. PREOP FREEZE TRAD Allgemeine Regelungen für Spot- und Terminmarkt Sollte die Gebotsmenge in einer der Auktionen nicht ausreichen oder es zu einer Verzerrung des Auktionspreises kommen, behält sich die EEX Marktsteuerung vor, die Aufrufphase zu verlängern. Den Teilnehmern wird damit die Möglichkeit gegeben, weitere Gebote einzustellen oder bereits abgegebene Gebote anzupassen. Die Transaktionsentgelte für den Spotmarkt betragen 0,20 ct/EUA und für den Terminmarkt 0,18 ct/EUA. Die ECC berechnet für Clearing und Abwicklung 0,10 ct/EUA für Spotmarkt und Terminmarkt.
