Chiesa di San Francesco Costruita tra il 1278 e il 1363 per volontà del ghibellino Umbertino Landi, è in stile gotico lombardo con facciata in cotto. Furono incaricati della costruzione i Frati Minori che in breve tempo edificarono la chiesa e monastero annesso. La chiesa si arricchì di opere d’arte e il convento raggiunse dimensioni ragguardevoli tanto che nell’Ottocento risulta che occupasse tutta la piazzetta Plebiscito e fosse costituito da tre chiostri con relativi giardini. Durante il periodo napoleonico la chiesa rimase aperta, pur con una breve parentesi in cui fu trasformata prima in magazzino e poi in ospedale. Successivamente fu restituita ai religiosi che però nel 1810 la lasciarono definitivamente. L’evento più importante collegato alla chiesa è, nel 1848, la proclamazione, avvenuta qui con plebiscito, dell’annessione di Piacenza al Regno di Sardegna. Più volte restaurata, San Francesco presenta caratteristiche che l'avvicinano alla omonima basilica bolognese, in cui si sentono gli influssi dell'architettura monastica borgognona cistercense, come la planimetria absidale con cappelle radiali. Presenta in facciata due contrafforti, rosone, cuspide e guglie, nonché un portale mediano quattrocentesco (più tardi i laterali), e sui fianchi poderosi archi rampanti. Sul lato destro si trova il chiostro, di cui è rimasto solo un porticato in seguito alla demolizione quasi totale del convento ad opera del Comune intorno agli anni 40 del XX secolo. La chiesa conserva all'interno sepolture di uomini illustri, dipinti, sculture e resti di affreschi del XIV e XV secolo. Il portale mediano della basilica reca al sommo una lunetta con rilievo di San Francesco stigmatizzato, e all’interno, sulla parete destra del deambulatorio, v’è un bassorilievo con Rettore in cattedra e frati, eseguiti nella bottega di Giovanni Antonio Amodeo intorno al 1490 La cupola della cappella dell’Immacolata è affrescata da Giovanni Battista Trotti detto “Il Malosso” (1597). Nella basilica venne proclamata l’annessione della città al Regno di Sardegna nel 1848. Nella basilica è sepolto il patriota Giuseppe Manfredi, primo presidente del Senato del Regno d'Italia, morto nel 1918.
