Last update: September 2016
Title of the measure:
FRA21 Support of high performance cogeneration
General description
The cogeneration is supported in France thanks to the feed-in-tariffs for electricity produced. This
mechanism was first introduced in France in 2001. The support of biomass cogeneration in particular
may be both through call for tenders or feed-in-tariffs.
Calls for tenders to support biomass plants are summarized in the following table:
Name

capacity
« CRE1 1 » (2003)
> 12 MWe
« CRE 2 » (2006)
> 5 MWe
« CRE 3 » (2009)
> 3 MW
« CRE 4 » (2010)
> 12 MW

The implementation of the last Guidelines on State aid for environmental protection and energy 20142020 from June 2014 have/will result(ed) to some changes:
- purchase obligation when capacity < 500 kWe
- market sells when capacity > 500 kWe (from 1/1/2016)
- selection on AO when capacity > 1 MWe (from 1/1/2017) + bonus payment depending on
capacity, consumed resources and energy efficiency
