Title of the measure: FRA28 Tax on energy General description
Last update: September 2016 Title of the measure: FRA21 Support of high performance cogeneration General description The cogeneration is supported in France thanks to the feed-in-tariffs for electricity produced. This mechanism was first introduced in France in 2001. The support of biomass cogeneration in particular may be both through call for tenders or feed-in-tariffs. Calls for tenders to support biomass plants are summarized in the following table: Name Installations capacity « CRE1 1 » (2003) > 12 MWe « CRE 2 » (2006) > 5 MWe « CRE 3 » (2009) > 3 MW « CRE 4 » (2010) > 12 MW 0,3 < C < 25 MWe « CRE 5 » (2016) (1st period) Results 216 MW selected, 77 MW supported (5 projects over 14) 314 MW selected, 114 MW supported (5 projects over 22) 250 MW retenus, 95 MW réalisés (15 projets sur 32) 420 MW retenus, 208 MW réalisés* (4 projets sur 15) Call tender in progress ( deadline for submission August 22nd 2016 The implementation of the last Guidelines on State aid for environmental protection and energy 20142020 from June 2014 have/will result(ed) to some changes: - purchase obligation when capacity < 500 kWe - market sells when capacity > 500 kWe (from 1/1/2016) - selection on AO when capacity > 1 MWe (from 1/1/2017) + bonus payment depending on capacity, consumed resources and energy efficiency Measure Impact Level low medium high NB: assessment from semi-quantitative expert judgement Definition of impact: Low: energy savings < 0.1% of the overall energy consumption Medium: between 0.1 and 0.5% High: > 0.5% Interaction of measures IND-FRA16 Energy Efficiency Certificates IND-FRA 18 Heat Fund Historical data - Loi n°2000-108 du 10 Février 2000 (the law giving principles of renewable electricity purchase obligation) - Décret n° 2000-1196 du 6 décembre 2000 fixant par catégorie d'installations les limites de puissance des installations pouvant bénéficier de l'obligation d'achat d'électricité (decree setting up capacity limites for installations than can benefit from the purchase obligation) 1 CRE stands for Commission de Régulation de l’Energie which is the French regulator for energy Last update: September 2016 - Décret n° 2001-410 du 10 mai 2001 relatif aux conditions d'achat de l'électricité produite par des producteurs bénéficiant de l'obligation d'achat (decree describing purchase conditions) - Loi n°2005-781 du 13 juillet 2005 de programme fixant les orientations de la politique énergétique (the law revising principles of PO) Reference NEEAP 2014
