DÉCLARATION DE LA CONCERTATION DE PLUS D'UNE VINGTAINE
D'ORGANISMES FRANCOPHONES DE L'ONTARIO AU SUJET DE L'ARRIVÉE
DES RÉFUGIÉS SYRIENS.
L’Ontario français, société accueillante, souhaite la bienvenue aux réfugiés syriens
Toronto-Le 08 Décembre 2015. Les organismes, associations et institutions signataires de ce communiqué, se préparent
collectivement pour soutenir les réfugiés syriens francophones qui auraient besoin de services et de soutiens en français. Les
entités signataires demandent la mise en place d’un continuum d’identification et de prise en charge depuis les camps jusqu’à
l’accueil et au référencement.
Nous sommes des acteurs franco-ontariens accueillants et inclusifs, ainsi nous nous inscrivons dans la meilleure tradition
humanitaire du Canada. Nous constatons avec préoccupation les dérives haineuses de certains secteurs de la société
canadienne s’exprimant dans la sphère publique. Nous voyons la venue des réfugiés syriens comme une forme d’enrichissement
humain (culturel, social, économique, etc.) pour l’Ontario français et pour le Canada, où l’Islamophobie, la xénophobie et le
racisme n’ont pas de place tout simplement.
Nous reconnaissons que des individus et des familles, incluant des LGBT (lesbiennes, gais bi et trans) parlant le français feront
partie des 25 000 réfugiés syriens qui arriveront au Canada d’ici la fin février 2016 et que, peu importe leur point d’entrée au
Canada, ils pourraient choisir de s’établir de manière permanente en Ontario. Bien que des soutiens en langue arabe seront
essentiels à leur établissement, ils pourraient chercher à être soutenus en français si c’est leur première langue officielle parlée.
Les réfugiés arriveront au Canada après une dure expérience de guerre et de vie dans un camp de réfugiés, ce qui peut avoir
des séquelles importantes sur leur santé physique et mentale. L’éventail de leurs besoins est très ample et nécessitera des
réponses holistiques coordonnées mettant à contribution l’expertise et les appuis d’une ample gamme de prestataires de services
francophones. Un outil pour le référencement à l’échelle de la province sera mis au point et offert aux réfugiés syriens ayant
besoin de services en français.
La sensibilité et la compétence face à la culture et à la religion des réfugiés syriens seront clés à leur offrir des réponses
adéquates surtout dans le cadre de la situation de détresse qu’ils auront vécue. Pour les organismes, associations et institutions
francophones, il sera crucial d’établir des collaborations avec les organismes des communautés arabophones, musulmanes, ou
tout autre regroupement communautaire ou religieux qui pourraient venir en aide car, c’est dans ces interfaces que nous serons
collectivement en mesure de donner des réponses adaptées et efficaces aux réfugiés syriens. On parle notamment de concerter
nos efforts avec la Fédération Canado-Arabe et du Arab Community Centre. L’interface avec les mosquées ou églises sera
également essentielle.
Afin d’être adéquatement réinstallés, accueillis et intégrés dans leur première langue officielle parlée, ces réfugiés syriens
doivent être identifiés depuis les camps au Liban, en Jordanie ou en Turquie. Cette identification en amont mène aussi vers une
prise en charge continuelle et efficace dès leur arrivée à l’aéroport international Lester B. Pearson, ce qui implique un rôle
proactif et bien défini chez les autorités d’immigration et de l’Agence de services frontaliers du Canada. Il est important que les
réfugiés en question ne soient pas tenus de s’affirmer pour demander d’être servis en français, mais qu’ils fassent l’objet d’un
encadrement francophone efficace et compétent.
Organisme de regroupement franco-ontarien par excellence, l’Assemblée de la francophonie de l’Ontario (L’Assemblée) a
été mandatée lors de la téléconférence pour écrire aux ministères pertinents afin d’assurer la prise en contact et le continuum de
services aux réfugiés syriens dont la première langue officielle canadienne est le français et cela depuis les camps au Liban, en
Jordanie et en Turquie.
Les services d’accueil et d’établissement fournis à l’aéroport doivent donc faire partie de ce continuum. Pour les prestataires de
services sur place, il ne suffira pas de pouvoir s’adresser en français aux réfugiés syriens qui ont besoin d’être servis en français,
mais de leur offrir une information et une orientation compétentes du point de vue de l’établissement et de l’intégration en Ontario
français (réseaux, services, ressources, etc.). Les organisations, associations et institutions franco-ontariennes sont prêtes à
collaborer dans cette optique avec l’Ontario Council of Agencies Serving Immigrants (OCASI) et avec Malton
Neighbourhood Services (organisme chargé de l’accueil des nouveaux arrivants à Pearson) pour assurer que du personnel
francophone compétent soit en place pour l’accueil des réfugiés ayant besoin d’être servis en français et orientés vers des
réseaux francophones.

ANNOUNCING A CONCERTED RECEPTION FOR SYRIAN REFUGEES
BY 20 ONTARIO FRANCOPHONE ORGANIZATIONS
Francophone Ontario: A Welcoming Society Offering a Warm
Reception to Syrian Refugees
Toronto – December 8, 2015. The agencies, associations and institutions whose signatures appear on this press release are
working together to prepare support for French-speaking Syrian refugees who may need services and assistance in French. We
the signing parties request the establishment of an identification and greeting continuum from the refugee camps to their
reception and referral.
We are welcoming, inclusive Franco-Ontarian organizations following the best humanitarian traditions of Canada. We note with
concern the hateful views of some sectors of Canadian society that are being aired in the public sphere. We consider the arrival
of Syrian refugees to be a form of human enrichment (cultural, social, economic....) for Francophone Ontario and for Canada as a
whole, wherein islamophobia, xenophobia and racism simply have no place.
We acknowledge that individuals and families who speak French, including lesbian, gay, bi and trans (LGBT), will be found
among the 25,000 Syrian refugees arriving in Canada by the end of February 2016 and that whatever their point of entry into
Canada, they may choose to settle permanently in Ontario. Although support in Arabic will be essential to their settlement, they
may wish to have support in French if that is their first spoken official language of Canada.
The refugees will arrive in Canada after dire experiences with war and life in refugee camps which may have significant aftereffects on their physical and mental well-being. The range of their needs is very broad and will require coordinated holistic
responses involving the expertise and support of an array of francophone service providers. A province-wide referral tool will be
developed and offered to Syrian refugees in need of services in French.
Sensitivity and knowledgeable understanding of the culture and religion of the Syrian refugees will be key components in offering
the right responses, particularly in view of the distress that they will have been experiencing. For francophone agencies,
associations and institutions, it will be crucial to work together with the organizations in the Arabic-speaking and Muslim
communities as well as any other community or religious groups that may be of assistance, since it is through these interfaces
that we as a group will be able to provide adapted, effective responses for these refugees. We speak in particular of concerted
efforts with the Canadian Arab Federation and the Arab Community Centre. Interacting with mosques and churches will also
be essential.
In order to be properly resettled, welcomed and integrated in their first official spoken language, these Syrian refugees need to be
identified in their camps in Lebanon, Jordan and Turkey. This early identification process will also lead to a seamless, efficient
reception upon arrival at Lester B. Pearson International Airport, requiring a proactive, well-defined role among immigration
authorities and Canada Border Services Agency. It is important that the refugees in question not be required to demand service in
French, but rather provided an efficient, competent francophone accompaniment.
As the prime Franco-Ontarian associative organization, the Assemblée de la francophonie de l’Ontario (the Assemblée) was
given a mandate during the teleconference to write to the appropriate ministers in order to ensure that the initial contact and array
of services is provided to the Syrian refugees whose first official Canadian language is French, beginning in the camps of
Lebanon, Jordan and Turkey.
The reception and settlement services provided at the airport must therefore be included in the continuum. For those providing
services on site, it will not be enough to simply be able to talk to the refugees in French, but to provide them with information and
competent direction in view of their settlement and integration in francophone Ontario (networks, services, resources, etc.).
Franco-Ontarian agencies, associations and institutions are ready to work together with the Ontario Council of Agencies
Serving Immigrants (OCASI) and Malton Neighbourhood Services (the group entrusted with receiving these newcomers at
Pearson) to ensure that competent French-speaking staff are on hand to greet those refugees that need to be served in French
and directed toward francophone networks.
