barriers do young
people face when
starting a business?
How do the challenges vary across different
groups of young people? – These are the
questions answered by the Policy Brief on
Youth Entrepreneurship, prepared by the
Organisation for Economic Co-operation and
Development (OECD) with the financial
support of the European Commission.
Youth unemployment is one of the principal
social and economic challenges of this
decade in Europe and around the world. Long
spells of unemployment can have serious
long-term effects for individuals, such as
reduced earnings and social exclusion. It is
estimated that one year of unemployment
during youth can reduce annual earnings at
age 42 by up to 21% (Gregg and Tominey,
2005). Prolonged unemployment magnifies
the problem and increases the chance that
they are passed on to next generations.
Unemployment has risen dramatically across
Europe over the last three years and youth
face even tougher conditions in entering the
labour market. They have typically faced
unemployment rates of double the adult level
for more than a decade and the youth
unemployment rate in the European Union
stood at more than 22% in November 2011.
Youth entrepreneurship is unlikely to be a
panacea for solving the youth unemployment
problem but it can be a part of the response.

PRAXIS is an information service for ENCATC members ONLY.
To maximise effectiveness and efficiency,
policy should target resources at young
people with the best chance of success,
provide sufficient support to allow them to
start businesses outside of low entry barrier
but high competition sectors and provide
integrated packages of complementary
support rather than one-shot instruments.
There is some evidence of success in helping
young people to exit unemployment and
generating economic value, although the
evidence base is relatively small and
generally lacks rigour: evaluations should be
bolstered so that policymakers can focus on
approaches that work. Forty percent of youth
indicate an interest in self-employment and
governments have a substantial number of
programmes in place to help them start
businesses, including entrepreneurship
education and training; information, advice,
coaching and mentoring; financial support;
and infrastructure including incubators and
youth business networks.
The
EU
programme
'Youth
in
Action' contributes to stimulating sense of
initiative and entrepreneurship through
various schemes, particularly through Youth
Initiatives which help young people to try out
their own ideas, to devise their own projects
and to carry them out in their own way. This
gives them the opportunity to develop their
experience with responsibility, autonomy and
involvement in society and contributes to
young people's integration into the labour
market.

Interview
Meet two PRAXIS trainees in Brussels!
ENCATC: GIOCA requires each student to
do an internship experience. How was
PRAXIS useful to you?
Simone Manchisi: I discovered PRAXIS just
after graduating from GIOCA when I was
looking for an internship experience abroad. It
was a useful tool to find an opportunity that
corresponded to my professional ambitions.

ENCATC: What is your educational
background and why did you choose to
study at GIOCA?
Simone Manchisi: I thought it was important to
deepen my professional capacities with
experience in a cultural organisation abroad.
ENCATC: What are your roles at Brussels
Philharmonic?

Nicola Mascia: I’m assisting Brussels
Philharmonic’s Communication Department. I
support this department in several ways
including managing social networks, creating
internal documents for the next concert season,
gathering material for the website and
organizing press meetings and interviews.

Nicola Mascia: I graduated from the University
of Florence in Sciences of Performing Arts’
programme PROGEAS which focused on
performing arts project management. I choose
to continue my education and attend GIOCA at
the University of Bologna because the
programme offers an internationally recognized
degree taught in English. I also knew that the
Economics School of Bologna is very strong
and this seemed like the next step on my path
to becoming a cultural manager.
Nicola Mascia: I think Italian Universities are
missing practical working models. I wanted an
international experience to see other cultural
management approaches practiced outside of
Italy.

ENCATC: Why did you want to do an
internship outside of Italy?

Nicola Mascia: PRAXIS was useful for its list of
internship opportunities outside of Italy. All the
Italian programs require an internship, but
considering the nature of my program it seemed
important to find a good internship abroad.

On 9 May, ENCATC was excited to interview 2
of these students, Nicola Mascia and Simone
Manchisi from GIOCA, University of Bologna’s
Master programme in cultural management.
They have come to Brussels to do an internship
at Brussels Philharmonic. The pair sat down
with ENCATC to discuss their education and
training experience, their roles as interns and
their expectations for the future.
Simone Manchisi: I have always dreamed of
working in live music and cultural events, but I
didn’t really have the courage to try straight
away. I think this is first whey I studied Law and
Economics. After graduation I began working for
some music festivals. This is when I realized
that I needed to develop my knowledge and
skills in cultural management. A few months
later I applied to GIOCA’s Master’s programme
in cultural management. Since graduation I
have been following my dream of working in the
cultural field.

Launched in 2008, PRAXIS has proved over the
past 5 years to be an efficient tool to help young
students find tailor-made placements in
Brussels and beyond. So far in 2012, three
students from ENCATC programmes have
come to Brussels for internship opportunities
they found thanks to the PRAXIS Newsletter.

Nicola Mascia: The communication activities
that take me outside the office are very
interesting. Only in my second week I went with
the orchestra to a rehearsal at De Munt, the
Brussels Opera House. I wrote a short article
that was then published on the Brussels
Philharmonic website. I‘ve been very integrated
as a member of the team and it really shows
how the orchestra involves interns and makes
sure that we experience thins in and outside the
office.
Simone Manchisi: If you are going abroad for
an internship it can mean having to afford a
series of (sometimes unexpected) expenditures
and having some obstacles to sort out in the
beginning. It is important to find a good
internship in an interesting organization. The
organisation is doesn’t need to be particularly
prestigious or famous, what really matters is
having an international experience as a
distinctive element on your CV.
Nicola Mascia: In my opinion it is important not
to choose a large organization. Is important to
get responsibilities and deal with real problems
and of course this can’t happen when the
Nicola Mascia: I’ll stay in Brussels until
October to start writing my thesis and then back
in Bologna to graduate. Then I really hope to
come back to Brussels and experience a postdegree internship in one of the European Union
institutions.
Simone Manchisi: I will definitely need to find a
job. I am seriously thinking about remaining
here in Belgium since there is not such a nice
situation waiting for me in Italy at the moment,
but it will depend only if I can find something
convenient here. My other options are to go
back to Italy and look for a job or perhaps I’ll
start my own business with other young cultural
professionals like myself..

would give to other cultural management
students looking to do their internship
abroad?
ENCATC: What are you planning to do after
your internship?

Simone Manchisi: The highlights so far have
been going to Paris on tour along with the
Orchestra and joining the Head of Production
during his business meetings, including a visit to
the prestigious Cité de la Musique. These
meetings where with other professionals in the
sector and we exchanged ideas on how to
improve the management of a cultural center.
This was a great experience.
