32th FESTIVAL D’ARMOR
Challenge CREDIT AGRICOLE (Catégorie U17)
Players born between 01/01/1997 and 31/12/1998
1 – Tournament Organizer
UNION SPORTIVE PLOUGONVELIN (U.S.P)
This is an independent Association under the law of 1901, registered at the Sous-préfecture
de Brest under N° 1487, whose head office is situated at Mairie de PLOUGONVELIN, Rue
des Martyrs- 29217 PLOUGONVELIN (France) and represented by Mr Stéphane CORRE,
co-president, who is duly authorised for the purpose hereof.
2 – Dates and location
This annual tournament takes place at Whitsun in the municipality of Plougonvelin.
In 2014, it will be held from 7 to 9 June 2014.
3- Entrants
The list of entrants will be available after the group draw, i.e. early April 2014.
Teams have to be affiliated to a national association to enter the tournament.
Players will be allowed to play for one team only during the tournament.
Each delegation will comprise a maximum of twenty persons, i.e. sixteen players and
four leaders.
4 – Rules of the Game
All matches will be played in accordance with the rules decreed by the International
Football Association Board, unless otherwise stated in the current rules.
The number of players shall not exceed 16.
The dimension of the pitch is 100 metres by 65 metres.

5 – Tournament Commission
A commission will be set up by the organizing board. It will be responsible for the
unfolding of the tournament, and as such will be competent in giving rulings in case
of complaints and contentious matters, and generally in any situation in which no
other authority is competent in accordance with the current rules.
This commission will consist of the members of the Tournament committee and of
one or several members of the various official delegations (referees, league, FFF).
The committee will write a report, if necessary, to the relevant national association or
to international bodies (FIFA/UEFA).
6 – Referees:
All games will be refereed by referees affiliated to Fédération Française de Football.
The referee will have to announce the final score of each game to the committee.
7 – U17 age
All players’ dates of birth will range from 1st January 1997 to 31st December 1998.
8 – Match duration
All games except the final will be held in two halves of 20 minutes each.
Half-time will last five minutes.
In case of a draw, there will be no extra time.
The final will be held in two halves of twenty-five minutes each.
9 - List of players and substitutes
Sixteen players will be allowed to take part in the competition.
The 16 players will be recorded on a team sheet at the football ground on Saturday
7th June before noon.
Each player will have to keep the same number on his jersey throughout the
tournament.
Among the sixteen players, four players not belonging to the club will be allowed to
play but will have to be covered by an insurance and belong to the above-mentioned
category of age.
Exceptionally, this year 2014 in view of the demands of different clubs, the
organizing committee authorizes the participation of five players tested in U17. Will
be asked to present licenses, written permission from the authority of the transferor
club

Three players chosen among the five substitutes will be allowed to replace any
player at any time.
A player that has been replaced during a game will not be allowed on the pitch later
in the same game.
The keeper will be replaced if necessary but only once per game. This substitution is
not included in the above-mentioned case.
A player that has been sent off will not be replaced and will not be allowed to play
the next game.
10 – Structure of the tournament
There will be two groups of four teams each.
The first two of each group in the ranking will qualify for the semi-finals.
The other teams will then play to be ranked 5th to 8th.
11 – Schedules
The committee will reserve the right to modify schedules so as to ensure the smooth
running of the tournament (see appendix).
12 – Point System
The system grants points as follows:
> 3 points for a win
> 1 point for a draw,
> 0 point for a defeat
A- If two teams are level on points, the following criteria will apply:
1° 0.1 point per scored goal.
2° goal difference, with priority to goal difference between the two
teams that are concerned.
3° average age of each team: the younger team will get through.
B- Semi-finals and Final
During semi-finals and final, the teams will have to go through a session of five
penalty kicks in case of a draw (by five different players present on the pitch at the
final whistle).
If , after five penalty kicks, the two teams are still level, the session will resume until
one of the teams gets ahead with the same number of tries.
C- Classification Games
In case of a draw in the matches to be ranked 5th to 8th, general goal difference will
prevail. If the teams are still level, the younger team will be the winner.

13 – Players' Gear
Each team will have:
> Three sets of jerseys sporting different colours,
> A first-aid case and
> Ten pennants (to exchange before matches).
The team named in second position in the schedule will have to wear a different
jersey if the referee finds it necessary.
14 – Discipline
Any player who has been red-carded will be sent off and suspended for the
following game.
Any player who has been officially yellow-carded twice during the tournament will
be suspended for the game following the second card.
If any player behaves in an unsporting way, his behaviour will be reported by the
commission to his national association, which will in turn take the appropriate
decisions. If any member of a delegation behaves in a most impolite way, a report
will be written to the relevant national and international associations.
15 – Identity
Each player will have to produce an official identity document with a photograph.
Age control may be carried out by the committee before the first match, following the
recording of the team sheet.
These documents will be presented to the Organising committee together with the
team sheet on Saturday morning at the football ground and immediately returned to
the delegates after control.
16 – Accidents
IMPORTANT: in case of an accident requiring operating, the parents’ authorization
is compulsory. All players and leaders will have to be insured by their own club
against all risks of accident.
17 – Complaints and appeals
Complaints will have to be handed over to the commission which will make a
constraining and final decision. The commission will accept no complaints
concerning the referee’s decision.

18 – Tournament approval
The organizer will be responsible for getting approval from national and
international bodies at least two months prior to the tournament.
19- Match agents
Only agents registered at the FIFA or UEFA, or belonging to a club or association will
have the possibility to arrange the participation of clubs to tournaments.
20 – Acceptance of the rules
Taking part in the Festival d’Armor implies the acceptance of the present rules a
copy of which will be signed by the person in charge of the delegation and handed
over to the organizing committee on Saturday 7th June 2.00pm at the latest.
