Energy-intensive industries in France A crucial need for competitive long term energy supply Energy-intensive industries in France UNIDEN represents 70% of industrial energy consumption in France, among which electro (EI) and gaso (GI) intensive industries ± 700 plants 300 000 to 350 000 jobs Strongly focused on energy efficiency: energy intensity of the French industry decreases regularly (2001-2012: chemical industry -21,1%, steel industry -10,6% [1]) A major challenge: competitivity and long term visibility of their energy supplies [1] Commissariat Général au développement durable 07/2014 2 Both a European & French challenge: Europe is drawing back on gas and electricity Shale gas in North America: 2 to 3 times lower prices, 10 years supply agreements vs 2-3 years in EU Large investments in GI industries in US, huge exporting capabilities to come Russia, Persian Gulf: gas billed at cost price for GI or EI Preferential agreements for EI : in China with coal, but also in Norway, Quebec, Brasil, … with hydroelectricity CO2: ETS in Europe only … 3 USA-Europe gas spread EUROPE US 4 The gap is persistent (TTF / HH ratio ~ 2,3) 5 France – Germany electricity spread 2016-03-16 spread values 4 €/MWh for Y+1 (2017) 5 €/MWh for Y+3 (2019) 6 A significant impact on French energy-intensive industries Electricity : Source : RTE Gas: despite declining prices, a negative global trend: industrial gas consumption drop from 153TWh in 2010 to 131 TWh in 2014 industrial connections to the gas network drop from 820 to 760 during same period 7 Share of industry in the French GDP 8 An increasing gap within EU 9 Maintain energy-intensive industries in Europe & in France is key to : Save jobs Strengthen the industrial fabric as a whole, since energy-intensive industries are at the heart of an ecosystem Favour Energy Transition : flexibility issue in EU, peak issue in France The industry helps stabilizing and balancing the grid Load shedding and interruptibility increase the system’s flexibility in a context of growing renewable energy market share, but require a stable long term regulatory environment, enabling the industry to maximize its potential And, especially for France, fight against climate change thanks to the very low carbon content of its electric system 10 A set of measures in France for energy-intensive industries A consistent policy developed in the frame of French bills on Energy Transition and Finance according to EU guidelines under conditions of energy efficiency and intensity which will impact EI and GI industries with : reduction of the transmission costs compensation from CO2 costs passed on in electricity prices compensations for industrial consumers’ flexibility … in addition to existing systems in France (like Exeltium for EI), … … as in other European countries : German EIs get cheaper electricity, thanks to a similar set of measures Spain, Netherlands, Italy… implement similar measures 11 Comparaison France Allemagne 2015 Fourniture électrique pour industriels électro-intensifs soumis à fuite de carbone et effaçables: Allemagne 35 % moins chère Fr.
