The European NGO Council on Drug
Policy was formed in 1993 in order
to build a platform for all European
citizens who wish to campaign for
just and effective drug policies. In
1998, we founded an international
coalition of organisations (ICN)
based on a manifesto that was
written as a response to the UN
strategy to eliminate drug production
and consumption before 2008.
In 2003, during the mid-term
“evaluation” meeting of the UN Office
on Drugs and Crime in Vienna, we
organised the first international
demonstration, as well as a number
of conferences, to challenge the war
on drugs, that is based on three UN
Drug Treaties.
In the springtime of this year, we will
organise a campaign to plant the
seeds of a legal regulation of drugs.
There will be many events all around
Europe.

Le Conseil des ONG européennes
en matière de politique des
drogues a été créé en 1993, dans
le but de construire une plateforme
réunissant l’ensemble des
citoyens européens qui souhaitent
promouvoir des politiques justes et
efficaces en matière de drogues.
Puis, en 1998, la Coalition
Internationale des Organisations
(ICN) se constituait sur la base
d’un manifeste
rédigé en réponse à la stratégie
onusienne d’éradication, avant
2008, de la production et de la
consommation de drogues.
En 2003, lors de la réunion
de l’Office des Nations Unies
sur la Drogue et le Crime pour
“l’evaluation” à mi-parcours de
cette stratégie, nous avons
organisé la première manifestation
internationale et une série de
conférences pour dénoncer et
envisager les alternatives à la
guerre à la drogue dans le monde,
qui est basée sur trois traités
internationaux.
Au printemps de cette année,
nous lançons une campagne
pour semer les graines d’une
régulation légale des drogues. De
nombreuses manifestations seront
organisées dans toute l’Europe.

Die europäische NGO Council on
Drug Policy wurde 1993 gegründet,
als Plattform für alle Bürger/innen
Europas, die sich für eine gerechte
u. effektive Drogenpolitik einsetzen
wollen. 1998 gründeten wir eine
internationale Koalition von
Organisationen (ICN),basierend auf
einem Manifest, als Antwort auf die
UN Strategie zur Eliminierung von
Drogenproduktion u. Konsum bis
2008.
2003 organisierten wir in Wien
eine internationale Demonstration
anlässlich des Treffens des
UN Office on Drugs and Crime
zur Halbzeitevaluation des UNDrogenprogramms 1998-2008.
Es fanden auch verschiedene
Konferenzen statt, um gegen
den "Krieg der Drogen", der auf
den UN Drogenverträgen basiert,
anzugehen und andere Lösungen
vorzuschlagen.
Im Frühling dieses Jahres werden
wir eine Kampagne organisieren
um ’die Saat auszubringen’ für
eine legale Regulierung von
Drogen. Verschiedene Events
überall in Europa.

El Consejo de ONGs europeas
sobre la Política de Drogas fue
formada en 1993 a fines de crear
una plataforma para todos los
ciudadanos europeos que deseen
promover políticas de drogas justas
y eficaces. En 1998, establecimos
una coalición internacional de
organizaciones (ICN) basada sobre
un manifesto que fue escrito como
respuesta a la estrategia de la ONU
para eliminar la producción y el
consumo de drogas antes de 2008.
En 2003, durante la reunión de
“evaluación” a mediados de esta
estrategia, organizada por la
Oficina de la ONU para las Drogas
y el Crimen en Viena, organizamos
la primera manifestación pública
internacional, además de un
número de conferencias, para
cuestionar la guerra a las drogas,
que está basada sobre tres
Tratados de la ONU sobre las
Drogas.
En la primavera de este año, organizaremos una campaña a fines de
plantar las semillas de una regulación legal de las drogas. Habrá
mucho eventos en toda Europa.

L’associazione Encod (European
Ngo Council on Drug Policy) è
nata nel 1993 con l’obbiettivo di
costruire una piattaforma per tutti
i cittadini europei che desiderano
mobilitarsi a favore di politiche
sulle droghe giuste ed efficaci.
Nel 1998 abbiamo fondato una
coalizione internazionale di
organizzazioni (Icn) basata su un
manifesto scritto in risposta alla
strategia Onu per eliminare la
produzione e il consumo di droga
prima del 2008.
Nel 2003, durante il meeting per
la “valutazione” di medio termine
dell’agenzia Onu Odc (Office
on Drugs and Crime) a Vienna,
abbiamo organizzato la prima
dimostrazione internazionale,
oltre a una serie di conferenze, per
contrastare la «guerra alla droga»
che poggia su tre trattati Onu sulle
droghe.
Nella primavera di quest’anno
organizzeremo una campagna
per piantare i semi di una
regolamentazione legale delle
droghe. Ci saranno molti eventi in
tutta Europa.

Polityki Narkotykowej powstała
w 1993 roku jako platforma
skupiająca ludzi pragnących
wziąć udział w kampanii tworzenia
racjonalnych i efektywnych polityk
narkotykowych. W 1998 roku,
utworzyliśmy międzynarodową
koalicję organizacji pozarządowych
(ICN) opartą o manifest napisany
jako odpowiedź na strategie ONZ
zakładającą wyeliminowanie
produkcji i konsumpcji narkotyków
przed 2008 rokiem.
W 2003, w połowie ewaluacji
planu ONZ, zorganizowaliśmy
pierwszą międzynarodową
demonstrację i serie konferencji
podważających sens, prowadzonej
w oparciu o traktaty ONZ, Wojny z
Narkotykami.
Na wiosnę tego roku, organizujemy
kampanie dalszej uprawy ziaren
legalnej regulacji narkotyków.
Przygotowujemy wiele wydarzeń w
różnych krajach.
