At the Parents’ Association General
Assembly in January, Ixelles parents
adopted the statutes of our association
and elected our Administrative Board.
Our association will represent the parents of secondary school students.
Parents of primary school students are
currently represented by the Uccle Parents Association. This makes for an artificial division, which considerably complicates both the administrative life of
the school, as the Director pointed out
at the Board of Governors’ meeting in
January, and the part played at the
school by the parents. This separation
must, we feel, cease as soon as possible.
This year, the parents’ association
will have much to do. The parents
must be represented on several bodies
that are responsible for the running of
the school; they also involved in the organisation of extracurricular activities
and the cantine, and managed the
transport sector. In order for parents
to be able to contribute in an appropriate manner and play their part, they
must be kept informed. This is what
we are beginning to do with Ixellophone, which will, in theory, be published every
two weeks.
This
should give
some idea
of how much
work lies
ahead for
us. But our
task will be
made easier
by the attraction of launching a new school.
The launching of Ixelles will also benefit from the experience gained in Uccle
and Woluwe.

La tenue, fin janvier dernier, du
Woluwé. L’annexe de Berkendael,
Conseil Supérieur des Ecoles
Européennes, instance intergouvernementale de suivi de nos écoles, a
permis de refuser définitivement
l’annexe de Berkendael. Rejetée par les
parents depuis de nombreuses années,
elle était de nouveau propo-sée, par les
autorités belges, pour faire face à la
surpopulation scolaire dans les trois
écoles de Bruxelles.
Le débat, animé essentiellement par
les associations de Bruxelles I et III,
avec le soutien de l’association de
Bruxelles II, a permis de démontrer que
les trois sites scolaires de Bruxelles
pouvaient accueillir l'ensemble de la
population scolaire, tout en désengorgeant les sites d’Ixelles et de
encore massivement rejetée par les
parents du primaire, n’a finalement
trouvé que peu d’arguments
convaincants pour sa défense.
Par ailleurs, et c’est là l’essentiel, le
débat concernant le devenir (futur) des
Ecoles Européennes a encore fait du
surplace. Le Conseil Supérieur s’est
avéré en fait incapable d’animer à la fois
un vrai débat sur ce sujet, impliquant
ainsi plus largement les acteurs et les
usagers concernés, et de faire adopter
les quelques propositions qui accueillent
un consensus très large. L’Ixellophone
reviendra plus amplement, dans son n°
2, sur ce sujet vital pour nos écoles.

Dear Parents,
Let me start by wishing you a very happy New Year. May
the turn of the century be a year of happiness and prosperity
for you and those you love.
May it also bring happiness and prosperity to our newly
founded school, which will henceforth soar towards open
horizons.
After a first term where the school was ‘running in’ and
‘going into orbit’, we are beginning to be fully operational.
Much remains to be done, but the most urgent things have
been attended to. We now know that Brussels III exists and
that it has well and truly got off the ground .... Where day to
day practical matters are concerned, most issues of immediate
importance (for example, students’ lockers, cafeteria,
counseling center, book lists) have been resolved or are about
to be. The regulations governing extracurricular activities are
still to be finalized, so that they can commence within a clear
framework. But here too the way has been paved, and it is to
be hoped that things will soon be clarified. Of course many
facets of these issues still remain to be refined and improved :
the school administration still has to resolve problems of
furniture, teaching equipment, arrangement of the
surroundings, sign-posting .....
However, we can now turn to tasks that are more important
for the good functioning of a school than those relating to
plain logistics or infrastructure on which we have had to focus
during the initial months. What I have in mind here is
teaching methods, communication and reflection on an
educational project.
In December, at the first meeting of our school’s education
committee, everyone’s attention was drawn to the need for
transparency and reflection in a coherent educational project.
Admittedly, everything still remains to be done. This
observation is in no way meant to be defeatist! Quite the
opposite! The fact that everything still remains to be done can
also mean that everything is still feasible, that we are only at
the beginning of a structuring process and that many choices
remain open to us.
Students’ committee and self-management, school trips
policy, health education and drug prevention, budget
forecasts, the future of the European Schools,
multiculturalism and the European dimension of teaching,
harmonization or preservation of differences, psychological
counseling, computerized culture or preservation of individual
creativity, revolution in teaching techniques or defense of the
blackboard ...... are all issues on which we teachers need to
adopt a clear stance, and which require us to reflect on the
position we hold – and which we want to hold – in 21st
century society.
A newsletter, aimed at establishing an exchange of views
and information with parents, will appear on a regular basis in
the future. In it, we shall talk about things that are a source of
worry to our school, issues that are of close concern to it, and
what the school wants and does not want. Parents will be able
to publish their own reflections in it (preferably in one of the
three lingua franca of the European Schools) and it will serve
as a forum for debates which we would like to be fruitful and
honest.

L’assemblée générale du mois de janvier a permis
de faire adopter par les parents d’Ixelles les statuts
de notre association et d’élire par conséquent notre
Conseil d’Administration.
Notre association va donc représenter les parents
des élèves du secondaire, ceux du primaire étant
représentés, pour l’instant, par l’Association d’Uccle.
Il s’agit là d’une division artificielle qui complique
singulièrement la vie administrative de l’école, ainsi
que le faisait remarquer le Directeur lors du Conseil
Supérieur du mois de janvier dernier, et le rôle joué
en son sein par les parents. Cette séparation doit
cesser, selon nous, au plus tôt.
Cette année, nous aurons beaucoup à faire. Les
parents doivent être représentés au sein de
nombreuses instances qui assurent le
fonctionnement de l’école. Ils sont également
associés au fonctionnement du périscolaire et de la
cantine, et gèrent l'organisation du transport. Enfin,
les parents doivent être informés pour pouvoir
intervenir dans la vie associative de notre école et y
jouer pleinement leur rôle. C’est ce que nous
commençons à mettre en
place avec l’Ixellophone
qui, en principe, paraîtra
tous les quinze jours.
C’est dire l’ampleur du
travail à réaliser
ensemble. Mais notre
tâche sera facilitée par
l’attrait que représente le
démarrage d'une toute
nouvelle école. Le
démarrage d’Ixelles
bénéficiera sans aucun doute de l’expérience
accumulée à Uccle et à Woluwé.

in defense of the Berkendael annex, which is still overwhelmingly rejected by primary school parents.
Furthermore - and more importantly - the debate on the
Future of the European schools has again made no progress,
with the Board of Governors showing itself to be incapable
of conducting a real debate on the topic, in which ALL those
directly involved could play a greater part, and of getting the
few proposals which met with a broad consensus adopted.
In its second issue, Ixellophone will return to this subject
which is of vital importance to our schools.
