)N%UROPE THEHEARTOF KNOWLEDGEIS GROWINGIN,YON > 20 ESTABLISHMENTS, 120,000 STUDENTS, 11,500 TEACHER–RESEARCHERS, 5,000 PHD STUDENTS, 550 PUBLIC AND PRIVATE LABORATORIES The Research Programme And Orientation Act, passed on 18th April 2006, proposed new structuring tools aimed at improving the efficiency and visibility of research and higher education. Particular emphasis has been put on the importance of having a site policy and a network organisation. It has therefore brought new opportunities for bringing together the leading research laboratories, Advanced Discipline-oriented Research Networks (RTRAs), Thematic Research and Healthcare Centres (CTRSs) and the Instituts Carnot which promote and support links with the economic world. It has also provided a strong incentive for grouping together higher education and research establishments by enabling them to come together in the creation of Research and Higher Education Consortia (PRESs), particularly in the form of a Public Establishment for Scientific Cooperation (EPCS). This policy is one of the measures which have been taken in response to the Lisbon Conference on Europe and the Knowledge Economy; it shows a determination to make France a major site for the implementation of the “training, research, innovation” knowledge triangle. The creation of the PRES in Lyon is a response to these challenges. It brings together 20 establishments within a unifying structure: the “Université de Lyon” Public Establishment for Scientific Cooperation. Its development is firmly anchored to that of the territory, through an active partnership with the Rhône-Alpes Region and Grand Lyon (Lyon urban aera). It drives a fruitful metropolisation strategy with the integration of large institutions in Saint-Etienne. Université de Lyon: the pioneering initiative of the 2nd-largest French scientific cluster Lyon represents the most important French University site outside of the Ile-de–France (Paris) region. Its ambition is to be one of the best Universities at both European and world levels. It boasts a rich diversity of public and private institutions strengthened through alliances with those in Saint-Etienne: 4 universities, a group of engineering or application schools, “écoles normales supérieures” (French higher education establishments) and national institutes. In order to strengthen and build excellence and the appeal of the site, in other words to attract the most talented people (students, teachers and researchers), a strong synergy needed to be created amongst the institutions. Awarding PhDs or Master’s degrees from the Université de Lyon, authoring scientific publications in the name of the Université de Lyon, creating chairs at the Université de Lyon, founding a scientific policy, working together on ambitious projects such as those of the RTRAs and CTRSs, are all means for strengthening and coordinating the existing research and training potential in order to reach the best international standards. The objective of this public establishment is to successfully create a genuine “federal” University institution, one which will respect the individual identity and missions of each of its members. The future depends on complementarity, the propensity to develop joint research and training projects, and the promotion of all those who are associated through a highly visible “Université de Lyon” that cannot be overlooked. > “Lyon Cité Campus” or the success of a collective response The Project “Lyon Cité Campus: the dynamic of a new university”, presented by the Université de Lyon in response to the request for proposals launched by the French Government in February 2008, was selected by the Ministry of Higher Education and Research in May 2008 for the sites of La Doua (Science and technology in support of sustainable development) and Campus Charles Mérieux (Biosciences, Humanities and Social Sciences), from among the 46 proposals made by higher education and research institutions. This important founding act by the Université de Lyon confirms the desire to “work together for the good of all”. Current Members 9 founding members (each holding a seat on an Executive Board made up of 34 members): The Universités Claude Bernard Lyon 1 - including the IUFM de Lyon - (34,000 students), Lumière Lyon 2 (28,840 students), Jean Moulin Lyon 3 (22,800 students), the Université Jean Monnet - Saint-Etienne (13,241 students), the ENS de Lyon (868 students), the ENS Lettres et Sciences Humaines (1,050 students), the Ecole Centrale de Lyon (1,000 students), the Institut National des Sciences Appliquées de Lyon (5,490 students), the Ecole Nationale Supérieure des Mines de Saint-Etienne (1,329 students). 11 associate members (with a shared representation of three seats on the Executive Board): The Institut d’Etudes Politiques de Lyon (1,393 students), the Ecole Nationale Vétérinaire de Lyon (600 students), the Ecole Nationale des Travaux Publics de l’Etat (714 students), the Ecole Nationale Supérieure des Sciences de l’Information et des Bibliothèques (229 students), the Ecole de Management de Lyon (2,329 students), the Ecole Nationale d’Ingénieurs de Saint-Etienne (753 students), the Ecole Nationale d’Architecture de Lyon (672 students), the Ecole Nationale des Arts et Techniques du Théâtre (158 students), the Institut Polytechnique de Lyon (grouping together four engineering schools: CPE Lyon with 1,050 students, ECAM with 711 students, ISARA with 560 students and ITECH with 425 students), the Institut Catholique de Lyon (3,300 students), the Institut National de Recherche Pédagogique. > Economic Research and Development: existing strengths The “Université de Lyon“ works closely with the world of business and the thematic networks for research. - 5 competitive clusters: LyonBiopôle, Axelera, TechTera, Lyon Urban Truck & Bus, Lyon Imaginove. - 2 Advanced Discipline-oriented Research Networks (RTRAs): Therapeutic innovations in infectious diseases, Collegium de Lyon. - 3 Thematic Research and Healthcare Centres (CTRSs): Neurosciences and handicaps, Cancerology, Transplantation. Missions Research and PhD studies are both the kingpin and the central theme of Université de Lyon’s missions. They are developed in three directions: - internationally, with the promotion of resources and work; - towards the world of business, with the transfer of its technologies (innovations and inventions); - towards society, with the scientific culture and the associated transmission of knowledge. ?DJ;HD7J?ED7B 8KI?D;II H;I;7H9> IE9?;JO Missions laid out in the decree of 21st March 2007: 1) The management of doctorates (PhDs) and doctoral schools attributed by the relevant member institutions; 2) The international promotion of its activities; 3) The joint signature of scientific products with firstly “Université de Lyon”, followed by the signature of the member institution; 4) The attribution of Masters degrees, on the joint recommendations of member institutions of the Université de Lyon; 5) The follow-up of the strategy of the Lyonbased Advanced Discipline-oriented Research Networks and for the Lyon Institute for Advanced Studies; the definition of institute or campus projects to federate research, in partnership with the research organisations and in conjunction with the competitive clusters; 6) The implementation and management of facilities that are shared between its members; 7) The follow-up of the integration of graduate students into the world of business; 8) The transfer of technologies obtained from joint research activities; 9) A policy for the recruitment of foreign teacherresearchers and of post-doctorate students; 10) More generally, the implementation of projects that are common to all or part of the members, in the domains which come under their missions. Some missions already in place The Université de Lyon has embarked on a course of representative missions, a few of the most important being: • The pooling of technology transfer activities, already in place with the Lyon Science Transfert office. • The transfer to the Université de Lyon of the 17 doctoral schools which have been grouped together into an International Doctoral College which is in charge of their coordination. Training modules aimed at preparing for integration into the world of business are offered to doctoral students and are managed by the Université de Lyon (through its website www.universite-lyon. fr) which handles logistics and funding, with support from the local authorities. Through its Doctors Integration Office, a unique Doctor-Advice system has been put in place, aimed at both promoting recognition of doctoral qualifications and strengthening ties between future doctors and researchers with the business world. • An international development strategy to increase the notoriety and attractiveness of the Université de Lyon through the promotion of research activities. • The joint signature “Université de Lyon” at the top of scientific publications and articles. • Support for and accreditation under the “Université de Lyon” brand of a prestigious training programme of international scope, the Master’s in Biosciences, co-signed by ENS Lyon - Université Claude Bernard Lyon 1, under the name of the Université de Lyon • The Université de Lyon has become involved in a renewed programme of local events in Science and Society dialogue through a partnership in the European Cities of Science network which notably includes Birmingham, Milan, Rome, Gothenburg, Prague, Valencia and Shanghai. •The first joint university card intended for several types of users: students, teaching staff and administrative personnel: the member establishments of Université de Lyon, with support from the Rhône-Alpes Region and the Greater Lyon urban community, have joined with the CROUS of Lyon Saint-Etienne (Centre Regional des Œuvres Universitaires et Scolaires ≈ students’ welfare office) to provide a communal multi-services card for the first time in Lyon. The deployment of this unique card, providing shared services, is gradually becoming more and more widespread throughout all the member establishments.
