BROADCASTERS DISAPPOINT CANADIANS WITH FALL SKEDS
“Canadian broadcasters are nothing more than simulcasters”
OTTAWA – Canadian performers are disappointed once again with conventional broadcasters’
fall TV schedules. With the CRTC’s new group-based policy and accompanying spending
requirements taking effect, ACTRA had hoped that broadcasters would be a featuring a significant
slate of Canadian scripted, dramatic programming in their prime time. Instead the fall schedules of
the conventional networks mirrors the American networks.
“Canadian broadcasters are nothing more than simulcasters,” said Ferne Downey, ACTRA
National President. “Once again I have to ask why do we even have Canadian conventional
broadcasters if all they’re going to show is the same stuff we can see on the U.S. networks?”
Global has no Canadian drama in prime time on its fall schedule. CityTV, CTV1 and CTV2 each
have one hour.
The CRTC also renew numbers today showing that Canadian broadcasters over six times more
buying U.S. and foreign programming than they did on Canadian drama. Under the CRTC’s new
rules broadcasters will have to start spending a percentage of their revenues on Canadian drama,
but they will have the flexibility to relegate it to their specialty channels, leaving conventional prime
time wide open for U.S. simulcasts. ACTRA has advocated that in addition to spending
requirements, broadcasters also need exhibition requirements to ensure Canadian drama airs
when and where the most Canadians can see it, on conventional television in real prime time,
Sunday-Friday, 8-11 p.m.
“We predicted that if broadcasters aren’t required to put drama on their main schedules, they won’t
and that’s exactly what’s happened. At best Canadian drama is left in the wings to fill-in the midseason holes when the U.S. series flop,” said Stephen Waddell, ACTRA’s National Executive
Director. “The CRTC still has a chance to fix this and tell conventional broadcasters that they have
to air at least two hours of Canadian drama in prime time as a condition of their new licences.”
“We need a healthy broadcasting system and I just don’t see how our Canadian broadcasters can
stay competitive if they’re not willing to distinguish themselves by showcasing the one thing that
makes them unique – Canadian programming,” said Downey.
